Morni Hills — land purchase legal rules
✓ Haryana is fully open — any Indian citizen can buy agricultural, residential or commercial land here with no domicile or occupation restriction. The real compliance work is Change of Land Use (CLU), not buyer eligibility.
Who can buy agricultural land? Any Indian citizen, resident or non-resident of Haryana. There is no non-agriculturist bar of the kind Himachal Pradesh or Maharashtra apply.
Ceiling limits: under the Haryana Ceiling on Land Holdings Act, 1972, a family may retain up to ~7.25 hectares (~18 acres) of first-class irrigated land, or a larger area for lower-quality land. Non-agricultural (urban/industrial) land has carried no ceiling since a 2011 amendment.
Change of Land Use (CLU) — the real gatekeeper: in DTCP-notified "controlled areas" around Gurugram, Faridabad, Sohna, Palwal and other NCR-adjacent belts, agricultural land must be CLU-cleared by the Directorate of Town & Country Planning before any residential, commercial or farmhouse use. Ask for the parcel's CLU status directly — a plot marketed as "farmhouse-ready" without CLU is not legally usable for that purpose yet.
Punjab Land Preservation Act, 1900 — still active in parts of Haryana: this century-old soil-erosion law restricts land-clearing and cultivation in notified areas of ten Haryana districts, including Gurgaon, Faridabad and Palwal. Land inside a notified PLPA area may face restrictions on clearing or construction regardless of ownership — confirm this status for any parcel in these districts.
NRI & OCI buyers: FEMA 1999 prohibits NRIs and OCIs from purchasing agricultural land, plantation property or farmhouse land anywhere in India, Haryana included. NRIs may purchase CLU-cleared residential or commercial property.

Morni is a genuine anomaly on the map — a Shivalik hill station sitting entirely within Haryana, a state most people associate with flat agricultural plains, not Himalayan foothills. At roughly 1,220 metres, the village lies about 45 km from both Chandigarh and Panchkula city, surrounded by pine, oak and eucalyptus forest.
The area holds twin lakes — Tikkar Taal — sitting in a forested depression below the ridge, along with the historical Morni Fort and the Thakur Dwar Temple complex. Because Himachal Pradesh's more famous hill stations begin shortly beyond it, Morni is routinely bypassed by tourists heading further — which is precisely why it remains genuinely uncrowded relative to its actual scenic quality.
For a land buyer, this is a hill-retreat and eco-tourism thesis, not an agricultural one — genuine cultivation is limited at this elevation and terrain, and the land economy here is built around tourism, homestays and second-home demand from the Chandigarh/Punjab/Delhi catchment.
