Jodhpur City — land purchase legal rules
In the Ceiling Act and the part of the Tenancy Act we read, no clause limits the purchase of agricultural land to farmers. The limits that do appear sit elsewhere: who may sell (Section 42), how much one family may hold, and how the land may be used once bought.
Who can buy agricultural land? We found no farmer-only clause in the Rajasthan Imposition of Ceiling on Agricultural Holding Act, 1973 or in the first 100,000 characters (of about 108,700) of the Tenancy Act, 1955, apart from the Section 42 bar described below. Clause (a) of Section 42 was omitted with effect from 11 November 1992. Whether any residency or farmer test applies to a particular parcel should be checked with the Sub-Registrar before an advance is paid.
Ceiling limits still apply: Section 4(1) of the Ceiling Act sets, for a family of up to five members, 18 acres of land under assured irrigation that can grow two crops a year and 27 acres where it can grow one crop. Unirrigated land is capped by zone: 48 acres in the fertile zone, 54 in the semi-fertile zone, 125 in the semi-desert zone and 175 in the desert zone (the hilly-zone figure is unclear in the printed text). The ceiling rises by one-fifth for each member beyond five, up to twice the base. Section 17(1) bars acquiring land that takes a holding past the ceiling, and Section 17(2) requires declarations from buyer and seller before the transfer document is registered. The India Code text records amendments up to 2020, so the current schedule needs checking.
SC/ST khatedar land, Section 42 of the Tenancy Act: under clause (b), a sale, gift or bequest of khatedari rights by a Scheduled Caste member to a person outside that community, or by a Scheduled Tribe member to a person outside that tribe, is void; clause (bb) adds the Saharia tribe (Tenancy Act). In State of Rajasthan v. Aanjaney Organic Herbal Pvt. Ltd., Civil Appeals 6741-6742 of 2012, the Supreme Court held on 20 September 2012 that a sale by an SC member to a company was void (Supreme Court, September 2012). In February 2025 the Rajasthan High Court held again that a non-SC/ST buyer cannot acquire khatedari rights by adverse possession (LiveLaw, February 2025). The seller's community should be read from the jamabandi before any money moves.
Conversion for non-agricultural use, Section 90A: Section 90A of the Rajasthan Land Revenue Act, 1956 requires permission before agricultural land is put to non-agricultural use, building included. The State Government decides after an inquiry, the holder pays urban assessment or a premium, and use without permission exposes the holder to ejectment under Section 91 or to a penalty (Indian Kanoon text of Section 90A; the India Code copy could not be opened). The Rajasthan High Court noted in February 2022 that the government may regularise unauthorised conversions (LiveLaw, February 2022). For rural land, the 2007 conversion rules name the deciding officer by use and size: the Tehsildar for a residential unit up to 2,500 sq m, the Sub-Divisional Officer, Collector or State Government for larger plots. A complete application is to be decided within 90 days, and the converted land used within five years (Rules 9(3) and 14(1), Revenue Department rules, 2019 compilation). Later amendments to the rules were not read.
NRI & OCI buyers: The Reserve Bank's Master Direction under FEMA 1999 lets NRIs and OCIs buy immovable property other than agricultural land, plantation property or a farm house, in Rajasthan as elsewhere (RBI Master Direction, updated to 1 September 2022). The inheritance clauses carry no such exclusion, and residential or commercial plots are not on the excluded list.

Sub-area overview
Jodhpur City — the city fringe and ring-road belt of western Rajasthan
Land around Jodhpur city is a city-fringe market: the city is the demand anchor, and the 75 km ring road and the five highways that meet there set where buyers look. Parcels near the ring road are usually bought for plotted use, warehousing, a weekend farm or to hold, while interior fields are cheaper and drier. Our estimate is ₹60 lakh–3 crore per acre*, indicative only, with ring-road frontage and city-edge parcels at the top of that range.
The ring road is the main structure. NHAI's 75 km, four-lane ring road costing ₹1,161 crore links the highways to Jaipur, Nagaur, Jaisalmer, Barmer and Pali so heavy traffic bypasses the city; work began in December 2018, stalled and resumed, with completion expected within two years of April 2022 (NBM&CW, 15 April 2022). A later report describes the ring road as built (reported; confirm with NHAI). A new airport terminal opened on 4 July 2026 at a reported ₹4.8 billion.
Jodhpur's boundaries have moved: Jodhpur Rural was created in 2023 and annulled on 28 December 2024 (Scroll, December 2024), so a village may have changed tehsil or Sub-Registrar office. Land near the city is also subject to urban planning rules, and the district has mining and quarry land, so ask for the zoning and any lease in writing. Our estimate is ₹60 lakh–3 crore per acre*, indicative only. Read the Jodhpur district page and the state-wise land laws guide first.

Connectivity
How Jodhpur City connects
Jodhpur is a hub where five highways meet, and the ring road lets traffic bypass the city. Distances are not route-checked.
By road, rail and air
Read this before relying on distances
The ring road and the airport terminal improve the city fringe, but a plot a few kilometres off the ring road can be on a field track with no legal approach, or inside a mining lease or an urban zone. Check road access and the zone of the actual khasra, because the dates on a ring road that began in 2018 have slipped before.

Agriculture & terrain
Soil, crops & water in Jodhpur City
The Jodhpur fringe is arid farmland and rock: farming rests on tubewells and rain, and some land is mining or quarry ground.
Soil & crops
The district industrial profile gives average rainfall of about 360 mm, falling mainly from late June to September (MSME-DI, older profile). We found no village-level soil or crop data for the city belt. Parts of the district are stone and mineral land, so ask the Mines Department and the patwari about the khasra. Data: Soil Health Card site.
- Rain-fed crops
- Tubewell fields
- Quarry land (check)
Water
We found no block-level groundwater table for the city belt, and the industrial profile mentions only the Luni river. Treat water as a parcel-level check: ask for a borewell report and water test, and expect depth and quality to vary. Groundwater categories: CGWB.
Mandi price reference
We did not read a Jodhpur mandi price for this page, so no price is quoted. Compare any crop income with the full land cost before buying. Live prices: Agmarknet.

Why buyers look at Jodhpur City
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
A real city market
Jodhpur is the demand anchor for western Rajasthan, with a new airport terminal and a ring road; fringe land is bought for use, not only for hold.
Ring-road frontage
The 75 km ring road gives the fringe a bypass structure; frontage pricing depends on road width and the legal approach.
Lower than northern corridors
Our estimate of ₹60 lakh–3 crore per acre* is below the Delhi-side corridors; the spread reflects how dry and distant a parcel is.
Limits you can read
Rajasthan's rules on conversion and tenancy are written down, so a careful buyer can check title and zoning before paying.
Listing data is not legal advice. Confirm title, tenancy status, zoning and any mining lease with the Tehsildar, the Mines Department and the Sub-Registrar.
STRAIGHT TALK
Risks & challenges specific to Jodhpur City
Specific to this micro-market, beyond the Jodhpur and Rajasthan-wide points.
District boundary change
Jodhpur Rural was among nine districts annulled on 28 December 2024, and Phalodi was retained as a separate district (Scroll, December 2024). Older documents describe a larger Jodhpur, so ask which tehsil and Sub-Registrar office holds the record today.
Mining and quarry land
The industrial profile lists sandstone, rhyolite, dolomite, limestone, jasper, granite and clay in the district and describes sandstone mining near Jodhpur as about 500 years old (MSME-DI). We found no map of mining leases, so ask the Mines Department in writing whether a khasra lies inside or beside a lease before paying a deposit.
Urban zoning near the city
Land on the fringe may fall under urban planning rules. We opened no master plan, so ask for the parcel's zoning in writing. Non-agricultural use needs Section 90A permission under the Rajasthan Land Revenue Act, 1956 for rural land; later amendments were not read.
Tenancy Act section 42
Section 42 of the Rajasthan Tenancy Act, 1955 makes a sale of khatedari rights by a Scheduled Caste or Scheduled Tribe khatedar to a person outside that community void; the Supreme Court applied it to a company buyer in 2012. Read the seller's community from the jamabandi.
Ceiling Act limits
Section 4(1) of the Ceiling Act, 1973 sets 18 acres for assured-irrigation two-crop land, 27 acres for one crop and 48 to 175 acres of unirrigated land by zone, and Section 17(2) needs declarations before registration. We did not find the district's ceiling zone; CONFIRM with the Revenue Department.
Prices vary widely
Our estimate of ₹60 lakh–3 crore per acre* is indicative, and prices differ sharply by road frontage, canal or tubewell access and distance from the town. Ring-road frontage can sell very differently from interior fields. Rely on the collector rate and recent registered sale deeds, not on asking prices.
Stamp duty and DLC
The cow-protection surcharge on stamp duty can be up to 20% (Stamp Act 1998 section 3-B), and Patrika reported in August 2026 that duty and fee follow DLC rates and that DLC rose 5% to 49% in listed areas from 3 August 2026, without naming Jodhpur. We could not trace the base duty or fee, so none is quoted.
NRIs and OCIs cannot buy agricultural land
FEMA and the RBI Master Direction bar NRIs and OCIs from buying agricultural land, plantation land or a farmhouse anywhere in India, Rajasthan included. They can buy residential and commercial land in approved areas, so a farm-land listing is not a route for them. Confirm your status with a lawyer before paying a token amount.
