✓ Haryana is fully open — any Indian citizen can buy agricultural, residential or commercial land here with no domicile or occupation restriction. The real compliance work is Change of Land Use (CLU), not buyer eligibility.
Who can buy agricultural land? Any Indian citizen, resident or non-resident of Haryana. There is no non-agriculturist bar of the kind Himachal Pradesh or Maharashtra apply.
Ceiling limits: under the Haryana Ceiling on Land Holdings Act, 1972, a family may retain up to ~7.25 hectares (~18 acres) of first-class irrigated land, or a larger area for lower-quality land. Non-agricultural (urban/industrial) land has carried no ceiling since a 2011 amendment.
Change of Land Use (CLU) — the real gatekeeper: in DTCP-notified "controlled areas" around Gurugram, Faridabad, Sohna, Palwal and other NCR-adjacent belts, agricultural land must be CLU-cleared by the Directorate of Town & Country Planning before any residential, commercial or farmhouse use. Ask for the parcel's CLU status directly — a plot marketed as "farmhouse-ready" without CLU is not legally usable for that purpose yet.
Punjab Land Preservation Act, 1900 — still active in parts of Haryana: this century-old soil-erosion law restricts land-clearing and cultivation in notified areas of ten Haryana districts, including Gurgaon, Faridabad and Palwal. Land inside a notified PLPA area may face restrictions on clearing or construction regardless of ownership — confirm this status for any parcel in these districts.
NRI & OCI buyers: FEMA 1999 prohibits NRIs and OCIs from purchasing agricultural land, plantation property or farmhouse land anywhere in India, Haryana included. NRIs may purchase CLU-cleared residential or commercial property.

⚠ Large, unauthorised farmhouse holdings are enforced against here. In one widely reported 2013 case, Gurgaon's district administration took possession of a 65-acre Sohna farmhouse belonging to a well-known public figure. Confirm CLU status and title chain directly — scale or profile of a prior owner does not exempt a property from enforcement.
District overview
Gurugram's own urban core — Sector 26, Golf Course Road, DLF phases — trades in villa and apartment pricing that has nothing to do with farmland (₹17,000-32,000+ per sq ft is typical for premium villa plots in the city's established sectors). The district's genuine farmhouse and land-banking market lives almost entirely in its periphery, above all in Sohna and the Sohna Road corridor, where "Gurugram has run out of open space" is the exact reason buyers with capital look outward.
Sohna, Naurangpur, Sadhrana, Gwal Pahari and the Manesar-Naugaon belt (a different Naugaon from Alwar's — worth noting to avoid confusion) are the district's established farmhouse pockets, offering Aravalli-foothill greenery within an hour or two of the city core.
This is the deepest, most liquid farmhouse market in the Farmland India corridor by transaction volume — but also the most heavily enforced, given its proximity to Delhi and the political visibility of large land holdings here.

Gurugram is the corridor's most Delhi-integrated district by a wide margin.

Gated, RERA-registered farmhouse layouts with paved roads, security and utilities are already the norm in Sohna — not a future promise.

Genuine agriculture is secondary to the farmhouse/land-banking economy in this district, though Sohna's own mandi remains active.
Sohna Market actively reports on Agmarknet-linked platforms — guava has recently traded around ₹1,500-1,600/quintal, reflecting the horticulture-leaning character of the Aravalli-foothill belt rather than pure grain agriculture.

This district's risks are less about eligibility, more about enforcement and pricing.
A large, publicly known 65-acre Sohna farmhouse was repossessed by the district administration in 2013. Confirm CLU and title status thoroughly regardless of a property's apparent scale or a prior owner's profile.
Developed 1-acre plots run ₹3.5-7 Cr — this is not the corridor's affordable entry point despite being the most liquid.
The Manesar-Naugaon belt here is a completely different location from Alwar's Naugaon on the Rajasthan side — confirm which "Naugaon" a listing actually refers to.
CLU status and PLPA exposure checks apply exactly as elsewhere in the state.
Who to contact
CLU applications route through DTCP Haryana. Mutation queries go through the relevant Tehsildar. Sale-deed registration is handled by the local Sub-Registrar.
