Hansi — the legal fact that matters most for farmhouse land right now

The full Haryana legal framework above (inherited from the state record) applies to Hansi in full. The notes below are only what is specific to this district.

⚠ This is a district that is only a few months old. The Haryana Cabinet approved Hansi as the 23rd district on 17 December 2025 (The Week, PTI), and the notification took effect on 22 December (News Arena), carving it out of Hisar. It took the Hansi, Narnaund and Bass tehsils, a sub-tehsil at Kheri Jalab and about 110 villages. The Hisar district portal's administrative page still listed Hansi, Narnaund, Bass and Kheri Jalab under Hisar when we opened it in October 2026, so older listings and records may too. For any parcel, ask which district, tehsil, sub-registrar and revenue record now apply; we found no published list of the new registration offices.

⚠ Change of Land Use (CLU) from DTCP is required before agricultural land in a controlled area can carry a farmhouse (reported state policy, The Tribune, September 2021); ask for the answer in writing, per khasra. The Haryana Forest Department's Punjab Land Preservation Act page names ten districts and does not name Hansi or Hisar, but it pre-dates the new district and says the Act applies across the state with restrictions in specific areas, so ask whether any khasra is PLPA-notified.

⚠ Heritage can matter here. The Tribune, May 2025 reported that the Archaeological Survey of India declared Rakhigarhi a protected site of national importance in 1996, covering seven mounds over 550 hectares, about 60 km from Hisar town and then in Hisar district; whether it now falls in Hansi district is not confirmed. The Hansi district portal describes the city as an ancient one historically called Asigarh. Land near a protected monument can carry prohibited or regulated zones under the Ancient Monuments and Archaeological Sites and Remains Act; we have not sourced the zone for any specific parcel, so ask the seller and the Archaeological Survey of India (ASI), in writing, before committing.

District overview

Hansi — Haryana's newest district: a fort town, canal-fed farmland and a new administrative map

Hansi is Haryana's newest district. It was created from the Hansi and Narnaund sub-divisions of Hisar, taking about 110 villages (The Week, December 2025), with notification effective 22 December 2025 (News Arena). It has three tehsils (Hansi, Narnaund and Bass), a sub-tehsil at Kheri Jalab, and the blocks Hansi-1, Hansi-2 and Narnaund. We found no official area or population for the new district, and the district portal gives none. The headquarters, Hansi city, is an old city that the portal says was historically called Asigarh.

What kind of market this is. Hansi is a working, canal-irrigated farming district, not a farmhouse district. The ICAR-CRIDA plan for old Hisar (mainly 2007-09 data, undivided district) shows canals serving 90.5% of irrigated land and wheat, cotton, bajra and rapeseed-mustard as the main crops. The demand drivers are the new Rohtak rail link, the airport at Hisar and the new district's administration.

What farmland costs. We found no sourced price series for Hansi, Narnaund or Bass in October 2026, so this page gives none and does not use listing-portal asking prices. Use the notified Collector rate for the village and registered comparables from the new district office, and treat anything quoted as the "Hansi rate" as unconfirmed until you see a deed.

Reading it honestly. A new district name does not by itself change land value; it changes the offices, the paperwork and, over time, the services around the headquarters. That is a reason to look at Hansi early and a reason to be careful: price discovery is thin, the records are in transition, and the infrastructure that matters is a mix of delivered links (the Rohtak rail line, Hisar airport) and projects that are still approvals.

Rural duty and registration fee

no official rural schedule or fee cap opened; ask the Sub-Registrar

PTI via The Week, 1 August 2025 describes Collector rates as the minimum value for registration, with stamp duty and fees based on them. A Haryana government statement reported by The Tribune on 28 August 2025 said sale-deed duty has stayed at 7% for men (including a 2% development fee) and 5% for women since 2008; that report gives no separate rural rate, so the rural rate and the registration fee need confirming with the Sub-Registrar. Most Hansi, Narnaund and Bass farmland sits in rural revenue estates, but a parcel inside a municipal limit may be treated as urban. The Tribune, 30 March 2026 reported draft agricultural rate rises of 25% to 75% across Hisar district, with the draft still listing Hansi among the Hisar tehsils; what was notified for Hansi is unconfirmed.

What is moving prices in Hansi

No sourced price series exists for the new district, so none is shown.

Hansi city

No sourced price series

The district headquarters. The Rohtak–Hansi rail line (first train 16 February 2024) serves it, and Hisar airport has the nearest scheduled flights; no sourced distance is available. Parcels with road or town-edge frontage will price differently from interior farm blocks, but no figure for either was found.

Check: municipal limit (urban duty rate), CLU, and whether the road frontage is highway land or service road.

Narnaund belt

No sourced price series

The Narnaund tehsil and block. The proposed Jind–Hansi rail link would add a station at Narnaund (The Tribune, September 2019), but it is a proposal only.

Check: groundwater. Narnaund is listed over-exploited in the 2024 HWRA notice; ask for the water source in writing.

Bass and Kheri Jalab

No sourced price series

Bass is a tehsil and Kheri Jalab a sub-tehsil of the new district. Little public price or infrastructure reporting was found for either, so there is nothing to benchmark against.

Check: the revenue record and tehsil that now apply, and distance to a metalled road.

Units: killa, kanal, marla

Haryana land is sold by the killa (1 acre), kanal (605 sq yd) and marla (30.25 sq yd). Jamabandi records use kanal-marla, so convert any quote to acres (1 acre is 4,840 sq yd); local usage varies, so confirm conversions with the patwari. This page prices farmland per acre and plots per sq yd.

Connectivity

How Hansi sits on the Delhi–Hisar corridor

Only figures found in an official or news source are quoted; journey times vary with traffic and road works. Hansi is a Hisar-side district, so the Delhi leg is long.

Agriculture & terrain

Soil, water & crops in Hansi

A semi-arid, canal-fed alluvial plain: farming is the economy, and groundwater is the pressure point.

🌾 Canal-fed sandy-loam plains (Hansi and Bass)

The ICAR-CRIDA contingency plan for the old, undivided Hisar district (mainly 2007-09 data) reports sandy loam over about 80.9% of the area, canals serving 90.5% of irrigated land and rainfall of 455.1 mm, with wheat the main rabi crop and cotton, bajra and rapeseed-mustard the main others. The new district was cut out of that area, so use it as a guide to the crop pattern, not a Hansi-only count.

  • Wheat
  • Cotton
  • Bajra
  • Mustard

🌱 Narnaund belt

Groundwater is the sharper constraint around Narnaund: it is the one block among Narnaund, Hansi-I and Hansi-II listed as over-exploited in the 2024 notice below. Ask for the water source and the canal outlet record for any parcel.

  • Wheat
  • Bajra
  • Mustard

🏛️ Fort town and heritage land

Heritage status can matter more than soil near protected sites. Rakhigarhi is an ASI-protected site about 60 km from Hisar town (The Tribune, May 2025), and whether it falls in Hansi district is not confirmed. Ask about any prohibited or regulated zone before assuming a parcel can be built on.

  • Asigarh Fort
  • Rakhigarhi

💧 Water & rainfall

Rainfall was 455.1 mm a year for old Hisar in the ICAR-CRIDA plan, mostly in the July–September monsoon. The Haryana Water Resources Authority notice for 31 March 2024 lists Narnaund as over-exploited and Hansi-I and Hansi-II as safe; Bass is not in that table. The Tribune, January 2025, reporting CGWB data, put old Hisar district extraction at 88.63%, against 135.96% for Haryana. Canal water is the safer supply; test borewell yield and salinity and ask for the canal outlet record.

📐 Measurement units

Haryana land units: 1 killa = 1 acre; 1 kanal = 605 sq yd; 1 marla = 30.25 sq yd; 1 acre = 4,840 sq yd. Convert every quote to acres or sq yd before comparing two listings, and confirm local conversions with the patwari. Ask for the khasra area in the jamabandi, and see the land measurement units guide. Wholesale prices are published on Agmarknet (the portal did not open for this review).

District report — Hansi

Farmland India view

Why investors look at Hansi

Five reasoned points, with an honest note that several catalysts are still proposals and the price record is thin.

A new district headquarters

Becoming a district seat usually brings new offices and services to the headquarters town over time. That is this desk's reading, not a reported outcome: no demand or price effect had been measured by October 2026.

Access that already exists

The Rohtak–Hansi rail line (first train February 2024) and Hisar Airport (the nearest scheduled flights) are delivered, not forecast. The Hansi–Barwala and Bhiwani–Hansi road projects and the Jind rail link are still approvals or early stages.

Canal-fed land with crop income

Canals served about 90% of irrigated area in the old-district data, so a parcel can be farmed or leased for wheat, cotton and mustard while any location thesis plays out.

Early price discovery

With no published price series, buyers who do the documentation work may find negotiating room, but the same thinness makes resale price harder to estimate. Do not assume prices from neighbouring districts carry over.

A heritage and records edge for those who check

Clean title, a confirmed district and sub-registrar, and a clear heritage-zone answer are scarce while the district settles. The return case is documented, compliant use and location, not crop yield.

Browse reviewed land in Hansi

Confirm CLU, district and heritage-zone status in writing, per khasra; these are not certified by Farmland India's review.

Risks & challenges in Hansi

Read these before shortlisting in Hansi specifically.

Records and offices are in transition

The district was notified on 22 December 2025. Jamabandi entries, tehsil boundaries and sub-registrar jurisdiction may still carry Hisar references; ask for the current record and the registering office in writing.

No sourced price series

We found no sourced price series for Hansi, Narnaund or Bass. A figure quoted by a broker may really be from old Hisar or from another district; ask for registered comparables from the new Hansi office.

Heritage-zone uncertainty

Rakhigarhi is an ASI-protected site and other archaeological sites may lie nearby. Ask the ASI and the district office whether any prohibited or regulated zone touches the parcel.

Groundwater stress

Narnaund was listed over-exploited as on 31 March 2024, while Hansi-I and Hansi-II were listed safe, and old Hisar district extraction was 88.63%. Borewell depth and salinity can limit farming and construction; ask for the canal outlet record and water source.

Several projects are not delivered

The Jind–Hansi rail link is a 2019 state approval with sanction pending, the Bhiwani–Hansi four-laning was approved in 2022 with progress unconfirmed, and the Hansi–Barwala upgrade has only a foundation stone. Price on today's roads and rail.

Collector-rate revisions

The Tribune reported draft agricultural rate rises of 25% to 75% across old Hisar in March 2026. Stamp duty follows the Collector rate, so confirm the notified Hansi rate rather than an older figure.

Far from Delhi

Hansi lies a long way from Delhi, and we found no sourced distance or drive time. It suits farming, leasing or long-term holding better than a frequent weekend farmhouse, so match the use to the distance before paying for it.

Who to contact

Local revenue, planning & forest offices

Start with the Deputy Commissioner's office, Hansi (district portal) for the current tehsil and sub-registrar arrangements. The Tehsildars at Hansi, Narnaund and Bass and the sub-tehsil at Kheri Jalab handle jamabandi and mutation, and the Sub-Registrar registers the sale; confirm which office covers a given village, because the district is new. DTCP Haryana confirms CLU status, the Forest Department confirms any PLPA notification, and the Archaeological Survey of India can confirm heritage zones around protected monuments. Jamabandi records are listed at jamabandi.nic.in, which did not open for this review.
