District overview

Sirsa โ€” a wheat-procurement leader and kinnow district with stressed groundwater

The district website gives Sirsa an area of 4,277 sq km and 1,295,189 people at the 2011 Census, with six tehsils, one sub-tehsil, seven blocks and 330 villages (Sirsa district website). By the rail route via Hisar, Hansi and Rohtak, Delhi is 247 km away (The Tribune, June 2024); we found no sourced road distance to Delhi or Chandigarh.

Farming is the economy. The Tribune reported in May 2024 that Sirsa again had the highest wheat procurement in Haryana, ahead of Karnal and Jind, with the Dabwali, Rania, Sirsa and Kalanwali markets leading. ICAR-CRIDA's plan, using 2007-08 data, gives net sown area of 390,000 hectares and cropping intensity of 182%, with wheat, cotton, mustard and rice the main crops. The Geographical Indications Registry sealed the Sirsa kinnow certificate on 28 March 2026, covering the whole district, and ThePrint (July 2026) reports that Sirsa produces more than half of Haryana's roughly 4.40 lakh tonnes of kinnow on more than 20,000 hectares.

What it costs. We found no sourced per-acre price series for Sirsa. Listing-site asking prices could not be traced to registered deals, so none are shown, and the March 2026 Tribune report on draft collector rates does not name Sirsa. Look up the village collector rate on the Haryana revenue portal and compare registered deeds.

Reading it honestly. Sirsa suits a buyer who wants working farmland or an orchard rather than a quick Delhi-fringe farmhouse. The water and flood risks are serious: six of seven blocks are over-exploited in the Haryana Water Resources Authority notice and the Ghaggar belt has flooded repeatedly. Compare it with the Karnal page for the crop-income argument.

A Haryana government statement reported by The Tribune on 28 August 2025 said sale-deed duty has stayed at 7% for men (including a 2% development fee) and 5% for women since 2008; the same report announced a waiver for residential plots up to 50 sq yd in urban areas and 100 sq yd in rural areas under housing schemes. It gives no separate rural rate and no registration fee, so we show neither. Confirm the rate for your deed with the Sub-Registrar, and look up the village collector rate on the Haryana revenue portal, not opened; no Sirsa collector rate was found in the sources we opened.

What is moving prices in Sirsa

Dated, sourced signals only. No listing-site prices are used.

Wheat markets

Procurement, 2024: Dabwali, Rania, Sirsa and Kalanwali lead

The Tribune (28 May 2024) lists about 1.89 million quintals at Dabwali, 1.81 million at Rania, 1.80 million at Sirsa and 1.78 million at Kalanwali. The report gives two different tonnage totals for the district, so we quote the market figures only.

Check: canal outlet access and water quality, which drive value more than distance from Sirsa city.

Ghaggar belt

No price sourced; flood exposure is the signal

The Ghaggar flows about 75 km through Sirsa, and the irrigation department says 61 km has government embankments, with about 30 km of panchayat-maintained stretches (The Tribune, June 2025). Local leaders said maintenance was insufficient.

Check: the parcel's flood record and its distance from the river and embankment.

Hisar airport

Flights since 13 April 2025; Sirsa-to-Hisar distance not sourced

The Tribune (4 May 2026) reports over 1,000 flights in the first year to Ayodhya, New Delhi, Jaipur and Chandigarh, with Jammu and Ahmedabad expected from May 2026. We found no sourced road distance from Sirsa.

Check: the road distance and current flight schedule before counting the airport as local access.

Sirsa city, medical college

Foundation stone laid; construction pace to confirm

The Tribune reported in November 2024 that โ‚น832 crore had been approved for the contractor of a 500-bed medical college, and in January 2025 that only the foundation stone and early works were done, on 21 acres. It adds to local demand if built, and sets no land price.

Check: actual construction progress on site, and the access roads, two of which cross railway lines.

Kinnow GI tag

Name protection, not a price set

The GI certificate (No. 1101, sealed 28 March 2026) is held by Kharisureran Farmer Producer Company Limited, Ellenabad, for kinnow across the whole district. ThePrint (July 2026) cites officials expecting price premiums and export support, which are expectations, not results.

Check: that an orchard's value depends on water and market access; the tag does not set land prices.

Units: killa, kanal, marla

Haryana land is quoted in killa (1 acre), kanal (605 sq yd) and marla (30.25 sq yd). Jamabandi records use kanal-marla, so convert any quote before comparing it. See the land measurement units guide.

Soil, water & crops in Sirsa

A wheat-procurement leader and kinnow district on sandy loam, with canals carrying most irrigation, groundwater under pressure and dated soil and crop data.

๐ŸŒพ Canal-irrigated wheat and cotton plains

The ICAR-CRIDA plan (crop areas for 2007-08) gives net sown area of 390,000 hectares, gross cropped area of 710,000 hectares (cropping intensity 182%) and net irrigated area of 338,000 hectares. Wheat covered 258,300 hectares, cotton 190,500, rapeseed-mustard 66,900 and rice 46,500. Soils are 56% sandy loam and 44% loamy sand. The district website lists 2024-25 net sown area at 376,000 hectares and net irrigated area at 370,000. Use the Soil Health Card portal, not opened for village soil data.

๐ŸŠ Kinnow and orchard belt

Sirsa produces more than half of Haryana's roughly 4.40 lakh tonnes of kinnow on more than 20,000 hectares, per ThePrint. The GI covers the whole district. An orchard needs canal or reliable borewell water, so test the water before pricing a parcel as orchard land.

  • Orchard

๐ŸŒŠ Ghaggar flood belt

The Sirsa MP named floods in 1988, 1993, 1995, 2010 and 2023, and said more than 33,000 acres of crops were destroyed across over 70 villages in 2010 (The Tribune, June 2025). The irrigation department said 61 km of the river's 75 km in Sirsa has government embankments and about 30 km is panchayat-maintained; local leaders said maintenance was insufficient. Villages named at risk include Khairekan, Jhopra, Musahibwala, Lahangewala and Ottu.

  • Embankments

๐Ÿ’ง Water & rainfall

Normal rainfall is 391.1 mm a year, of which 297.3 mm falls in the monsoon (ICAR-CRIDA). Canals supplied 69.2% of irrigated area and bore wells 30.8% in the plan. The Haryana Water Resources Authority notice (categorisation as on 31 March 2024; the notice shows no issue date) lists Rania, Sirsa, Nathusari Chopta, Odhan, Dabwali and Ellenabad as over-exploited and Baragudha as semi-critical. The CGWB 2024 assessment puts the state at 135.96% extraction and lists electrical conductivity, fluoride, nitrate and uranium as anomalous at scattered locations in Sirsa. A Sirsa district extraction figure was not found. Mandi prices for wheat, cotton, mustard and kinnow are on Agmarknet, not opened.

๐Ÿ“ Measurement units

Haryana land units: 1 killa = 1 acre; 1 kanal = 605 sq yd; 1 marla = 30.25 sq yd. Convert every quote to acres before comparing two listings, and ask for the khasra area in the jamabandi.

District report โ€” Sirsa

Farmland India view

Why investors look at Sirsa

Five reasoned points, with an honest note that Sirsa is far from Delhi and its water and flood risks are high.

A grain leader with a GI-registered fruit

Sirsa had the highest wheat procurement in the state in 2024 and holds the kinnow GI, so a parcel can carry real grain or orchard income, unlike the Delhi-fringe districts where land is priced on development hopes.

No sourced price series

We found no sourced per-acre price for Sirsa, so there is no basis here for calling the district cheap or dear. Collect registered deeds and the village collector rate before treating any ask as a market.

Public-service investment is arriving

A 500-bed medical college has its foundation stone and early works, and Hisar airport has had scheduled flights since April 2025. Neither makes Sirsa a Delhi-fringe farmhouse market, but both could add to local demand and access.

Highway and rail upside is unconfirmed

No source places the Ludhianaโ€“Ajmer corridor in Sirsa, the south bypass was rejected in 2018 and is again only a request, and the Hisarโ€“Sirsa rail line has shown no progress. None belongs in the price you pay.

A buyer who works the land

Farm income, not resale to a Delhi buyer, is the realistic return, and it depends on canal rights and water quality that a site visit and a soil and water test can check.

STRAIGHT TALK

Risks & challenges in Sirsa

Read these before shortlisting in Sirsa specifically.

Ghaggar flood exposure

The Sirsa MP named floods in 1988, 1993, 1995, 2010 and 2023, and local leaders said embankment maintenance was insufficient in June 2025. Ask for the parcel's flood record and distance from the river.

Severe groundwater stress

Six of seven blocks are over-exploited and one is semi-critical in the 31 March 2024 categorisation. Test borewell yield, salinity and canal outlet rights.

Distance from Delhi

The rail route to Delhi is 247 km, no train ran on it in June 2024, and the nearest scheduled-flight airport is at Hisar. Resale and rental demand depends on local farming.

No price evidence

We found no sourced per-acre price, and listing asks are excluded. Do not treat any single ask as a market rate.

Defence-site and sanctuary conditions

Parcels near a defence site or a sanctuary boundary may carry conditions not shown on a record, and a draft 2009 eco-sensitive-zone notification exists for Abubshaher Wildlife Sanctuary. Ask in writing before paying a booking amount.

CLU and layout status

Farmhouse or resort use needs CLU clearance, and plots in colonies need a licence under section 3(1) of the 1975 Act. A parcel marketed as "farmhouse-ready" without those papers is not usable for that purpose yet.

Orchard assumptions

A kinnow orchard depends on water and market access, and a GI tag does not guarantee price. Ask for several seasons of mandi arrivals before valuing a parcel as orchard land.

Who to contact

Local revenue & registration offices

Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil (the district website counts six tehsils and one sub-tehsil: Sirsa district website), and CLU applications route through the Directorate of Town & Country Planning (DTCP), Haryana. Sale-deed registration is handled by the local Sub-Registrar. Rates and records can be checked on the Haryana Revenue Department portal, not opened and Jamabandi, not opened. For flood history, ask the district administration and the irrigation department.

Can I buy agricultural land in Sirsa?

We found no domicile bar for Indian buyers in the texts we opened, but we did not read Haryana's revenue statutes in full, so confirm with a Haryana revenue lawyer. The Ceiling on Land Holdings Act, 1972 caps a holding at 7.25 hectares of two-crop assured-irrigation land, 10.9 hectares for one crop and 21.8 hectares for other land. NRIs and OCIs cannot buy agricultural land, a farm house or plantation property under RBI's 2018 regulations.
