District overview

Hisar — an airport city on the Delhi side of the wheat-and-cotton plain

Hisar is the divisional headquarters of western Haryana and the headquarters of a police range, according to the district portal. Unusually for a farmland district in this part of Haryana, it also has an airport with scheduled flights, and it is home to Chaudhary Charan Singh Haryana Agricultural University.

The district has changed shape. On 22 December 2025 the Hansi, Narnaund and Bass tehsils were notified as the new Hansi district. What remains is built around Hisar city and the Hisar, Adampur, Agroha, Barwala and Uklana belts. The ICAR-CRIDA plan gives the undivided district a geographical area of 404,000 hectares, and its crop, canal and groundwater figures pre-date the split unless stated, so read them as describing the old, larger district.

What farmland costs. We found no sourced price series for Hisar farmland, so this page gives none and does not use listing-portal asking prices. The dated figures are draft Collector rates: The Tribune, 30 March 2026 reported a proposed 15% rise for residential areas, up to 75% for some localities such as Agroha, and 25% to 75% for agricultural land across the district. These were drafts open to objection, not notified rates.

Reading it honestly. Hisar is a commodity-income district first and a farmhouse district second. Close to Hisar city and Agroha, value will reflect city, airport and highway proximity; farther out the land is canal-irrigated working farmland. Several catalysts are approvals or announcements, not delivered roads.

Rural duty and registration fee

no official rural schedule or fee cap opened; ask the Sub-Registrar

PTI via The Week, 1 August 2025 describes Collector rates as the minimum value for registration, with stamp duty and fees based on them. A Haryana government statement reported by The Tribune on 28 August 2025 said sale-deed duty has stayed at 7% for men (including a 2% development fee) and 5% for women since 2008; that report gives no separate rural rate, so the rural rate and the registration fee need confirming with the Sub-Registrar. Farmland in rural revenue estates is outside municipal limits, but a parcel inside a municipal or HMDA-governed area may be treated as urban; ask. The Tribune, 30 March 2026 reported draft rises of 15% for residential Collector rates and 25% to 75% for agricultural rates; these were drafts open to objection, so check the notified rate for the village.

Adampur

No sourced price series

Adampur is a tehsil on the Hisar district portal. The draft 2026-27 Collector rates cover the Adampur tehsil among others (The Tribune, 30 March 2026).

Check: notified Collector rate; draft agricultural rises of 25–75% were proposed in March 2026.

Balsamand

No sourced price series

Balsamand is listed as a sub-tehsil on the Hisar district portal's pre-split page; confirm the current tehsil list.

Check: registered comparables from the sub-registrar.

Barwala

No sourced price series

Barwala is a tehsil of Hisar on the district portal. The Hansi–Barwala road upgrade had its foundation stone laid in July 2026 (Business Standard); no completion date was reported.

Check: whether the plot is farmland or a commercial strip, and whether it sits near the new Hansi district line.

Agroha and the HMDA edge

No sourced price series

Agroha's inclusion in HMDA, announced in August 2024, is the reason the steepest draft Collector rates fall here: up to 75% (The Tribune, 30 March 2026).

Check: which authority covers the parcel and whether draft rates were notified.

Why there is no price range

Listing-portal asks are not used

Asking prices on listing portals are single, undated entries, and some carry obvious errors, so this page does not rely on them. Use registered deeds and the notified Collector rate.

Check: collect registered deeds nearby before accepting any quote.

Units: killa, kanal, marla

Haryana land is sold by the killa (1 acre), kanal (605 sq yd) and marla (30.25 sq yd). Jamabandi records use kanal-marla, so convert any quote to acres (1 acre is 4,840 sq yd); local usage varies, so confirm conversions with the patwari. This page prices farmland per acre. See the Haryana land rules guide.

Hisar airport and new terminal

Maharaja Agrasen Airport began commercial flights in April 2025 and, by The Tribune's April 2026 and May 2026 reports, had handled over 1,000 flights in its first year to Ayodhya, Delhi, Jaipur and Chandigarh. A terminal costing Rs 490 crore was about 35% complete, with April 2027 the target, and an instrument-flight-rules licence now allows operations in low visibility. Jammu and Ahmedabad flights were described as likely from May 2026; we did not confirm they started.

Hisar bypass (about 41 km)

The Tribune, 31 August 2025 reported that the Chief Minister approved a 41 km bypass that starts on the Hisar-Rajgarh road (NH-52), crosses the Hisar-Delhi road (NH-9) and ends on the Hisar-Kaithal road (NH-52); the minister directed departments to complete formalities so work can begin. Business Today, 14 September 2026 listed the Hisar bypass among five bypass and ring-road projects approved at about Rs 9,700 crore in total, without a length, cost or start date for Hisar, so construction timing is unconfirmed.

Agroha in Hisar Metropolitan Development Authority

Haryana's Chief Minister announced in August 2024 that Agroha would be included in the Hisar Metropolitan Development Authority, which would be renamed the Hisar-Agroha Metropolitan Development Authority (Babushahi), and The Tribune reported on 30 March 2026 that the steepest proposed Collector-rate rises fall around it. It is a planning-authority change, not a built project, so ask which authority covers a parcel near Agroha.

Agriculture & terrain

Soil, water & crops in Hisar

A canal-fed sandy-loam plain in the old, larger district: wheat, cotton, bajra and mustard, with groundwater stress rising.

🌾 Canal-fed plain (Hisar, Adampur, Barwala)

ICAR-CRIDA's plan (mainly 2007-09 data, for the old, larger district) gives geographical area of 404,000 hectares, net sown area of 340,000, gross cropped area of 606,000 and cropping intensity of 178.2%. Wheat covered 223,000 hectares in rabi; cotton 112,000, bajra 58,000 and rapeseed-mustard 51,000. Use the Soil Health Card portal for village soil data (not opened for this review).

  • Wheat
  • Cotton
  • Bajra
  • Mustard

🟫 Soil and canals

Sandy loam covers about 80.9% of the old district's area in the ICAR-CRIDA plan, and water quality is described as alkaline, from fresh to marginally and highly saline. Salinity and canal-tail supply vary village to village, so test water and ask for the canal outlet record.

  • Sandy loam
  • Canal-fed

🌾 Mandi reference

Wholesale prices for wheat, cotton, mustard and bajra at Hisar-district markets are published on Agmarknet (the portal did not open for this review). Crop income here is real but modest next to land values near a city, so price a parcel on location and use, not on yield.

  • Bajra

💧 Water & rainfall

Rainfall was 455.1 mm a year in the ICAR-CRIDA plan, of which 353.2 mm fell in the monsoon. Canals served 90.5% of irrigated area in that plan, which counted one over-exploited block, two semi-critical and six safe among nine. The Haryana Water Resources Authority notice as on 31 March 2024 lists Narnaund (now in Hansi district) as over-exploited, Agroha and Barwala as critical, and Hansi-I, Hansi-II, Uklana, Adampur, Hisar-I and Hisar-II as safe. The Tribune, January 2025, reporting CGWB data, put old Hisar district extraction at 88.63%, within safer limits, against 135.96% for the state. Check CGWB block status and borewell depth for any parcel.

📐 Measurement units

Haryana land units: 1 killa = 1 acre; 1 kanal = 605 sq yd; 1 marla = 30.25 sq yd; 1 acre = 4,840 sq yd. Convert every quote to acres or sq yd before comparing two listings, and confirm local conversions with the patwari. Ask for the khasra area in the jamabandi. More in the Haryana land rules guide.

District report — Hisar

Farmland India view

Why investors look at Hisar

Four reasoned points and one honest caveat: several catalysts are still approvals, not roads.

A city with an airport, a university and administrative offices

Hisar combines divisional offices, an agricultural university and scheduled flights, so demand does not rest on farming alone. The Rs 490 crore terminal is due in April 2027.

Canal-assured farmland with real crop income

Canals served 90.5% of irrigated area and cropping intensity was 178.2% in the ICAR-CRIDA data, so a parcel can be farmed or leased for wheat and cotton while the location thesis plays out.

Delhi access, with more road work approved

NH-9 is the Hisar–Delhi road. A 41 km bypass has been approved, but it should not be priced in before construction is confirmed, and the Panipat–Dabwali expressway has no stated stage.

Planning-authority change near Agroha

Agroha's inclusion in HMDA can bring planned development, and it is also why draft Collector rates are steepest there. This desk's reading: ask which authority and rate apply before comparing asks.

Collector-rate drafts to watch

Draft 2026-27 rates propose rises of 25% to 75% on agricultural land (The Tribune, 30 March 2026). If notified they raise the stamp-duty base, so check the notified rate for the village before comparing quotes.

STRAIGHT TALK

Risks & challenges in Hisar

Read these before shortlisting in Hisar specifically.

District split confusion

Hansi, Narnaund and Bass moved to the new Hansi district in December 2025. Older documents, listings and census tables may still call them Hisar, so confirm the tehsil, sub-registrar and record for the parcel.

Groundwater stress

Of the nine blocks that were in Hisar in 2024, Narnaund (now in Hansi district) was over-exploited and Agroha and Barwala were critical. Test borewell yield and water quality, and ask whether the parcel has canal outlet rights.

No sourced price series

We found no sourced price series, and listing-portal asks are not used. Ask for registered deeds nearby before accepting a quote.

Collector rates are being revised

A March 2026 draft proposed agricultural rate rises of 25% to 75% in places. Check the notified rate for the village; older stamp-duty estimates may be wrong.

CLU and layout status

Farmhouse or resort use needs CLU clearance, and plots in colonies need a licence under the 1975 Act. A parcel marketed as farmhouse-ready without those papers is not usable for that purpose yet.

Announced is not delivered

The bypass and the Hansi–Barwala upgrade are at approval or foundation-stone stage, and the Panipat–Dabwali proposal has no stated stage. Price on today's roads.

Heritage and record checks

Rakhigarhi is an ASI-protected site, and other archaeological sites may lie nearby. Ask whether any protected-site restriction touches a parcel, and ask for the khasra-level record.

Who to contact

Local revenue, planning & registration offices

Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil, and DTCP Haryana handles CLU applications. Sale-deed registration is handled by the local Sub-Registrar. Near Hisar city and Agroha, ask whether the Hisar Metropolitan Development Authority applies. After the December 2025 split, confirm that the office you contact covers the old Hansi, Narnaund or Bass belt if the parcel is there. Rates and records can be checked on the Haryana Revenue Department portal and Jamabandi; neither opened for this review.
