Stamp Duty Rebate for Women by State (2026)

A state table of stamp duty concessions for women buyers, limited to what we verified on official pages, with a clear list of states we could not confirm.

Farmland India Reviewed Β· Updated October 2026 Β· Official portals linked below

Some states charge women a lower stamp duty. This guide lists the concessions we could read on official pages, with their limits, and names the states where we could not confirm one.

Stamp duty rebates for women: what is and is not confirmed

Several states charge a lower stamp duty when the buyer is a woman. The idea is to encourage women's ownership of land and homes. The rates, the value caps, the conditions and even whether the concession still exists change often, and many websites quote old figures. This page lists only what we could read on an official government source, with the date or source limits stated. Where we could not confirm a concession, we say so rather than guess.

Stamp duty is a state subject. The concession is usually written into a state notification and is applied by the Sub-Registrar when the sale deed is registered. For the general picture of duty and registration charges see stamp duty and registration charges by state, and for the sale deed process see land registration process.

Confirmed concessions on official sources

StateWhat the official source showsSource typeWhat we could not confirm
DelhiSale deed: stamp duty 4% if the buyer is a woman and 6% if a man; registration fee 1% of total value plus Rs 100 pasting chargeDelhi Revenue Department, property registration pageDate of the rate, and treatment of joint buyers: the page gives no separate figures for them
RajasthanSale deed: 5% of market value for a male buyer; 4% for a woman (other than SC/ST/BPL) and 3% for a woman who is SC/ST/BPL, after rebate under a notification dated 14.07.14; registration fee 1%. A 20% surcharge on stamp duty is also shownRajasthan Registration and Stamps fee table (PDF)Current validity of the table (it shows only a 2019 revision date for other charges), rural or urban differences, and whether later orders changed the rates
UttarakhandSale or conveyance of immovable property: 5% in general, but 3.75% for a woman buyer up to Rs 25 lakh and 5% thereafter; registration fee 2% of value capped at Rs 25,000Uttarakhand Stamp and Registration Department fee table (PDF, March 2025 upload)Effective date, and the exact slab wording, which is garbled in the source. The department's list of notifications also shows older women's rebates in 2006, 2009, 2013 and 2017, so check the current order
Uttar PradeshAll India Radio reported in July 2025 that the state Cabinet approved a 1% stamp duty discount on property worth up to Rs 1 crore if purchased in a woman's name, up from a Rs 10 lakh limitPrasar Bharati News Services report of a Cabinet decisionWhether it has been notified, the effective date, the base rate it is deducted from, and the conditions. A cabinet approval is not the same as a notified rule

The Rajasthan figures need care. The table we read lists the women's rate as a rate after rebate under an old notification and gives a general 20% surcharge on stamp duty. We did not verify whether the surcharge applies on top of the rates shown or whether the rates in force today differ. Confirm the live position with the Sub-Registrar before you budget.

States where we could not confirm a concession

For the following states we did not find a concession for women on an official page that we could open, or the official page we found did not state one. This does not mean there is none. It means we cannot state it.

StateStatusWhat we found
HaryanaCould not confirmThe Revenue Department FAQ we opened did not state stamp duty rates or any concession and directs users to the HARIS counter at the Sub-Registrar's office
PunjabCould not confirmWe found notifications listed on the Revenue Department site but could not open the stamp duty fee page; we did not verify any women's concession
Himachal PradeshCould not confirmThe official fee documents we found were blocked or did not cover conveyance duty for women
MaharashtraCould not confirmWe searched official domains but did not open a primary notification
All other states and union territoriesNot reviewedOutside the scope of this page

Tribune and other newspapers have reported Haryana stamp duty waivers for small plots and certain transfers, but those are different concessions and we did not use them here.

How the concession is claimed in practice

  1. Confirm the rate for your date and location with the Sub-Registrar or the state's stamp department. Ask for the notification number.
  2. Put the woman's name on the deed as buyer. The concessions we read apply when the buyer is a woman. How a joint purchase by a man and a woman is treated varies, and Delhi's page gives no separate joint figure.
  3. Check any value cap. Uttarakhand's table shows 3.75% only up to Rs 25 lakh, with 5% on the rest. The Uttar Pradesh Cabinet decision refers to a Rs 1 crore limit.
  4. Check any eligibility conditions such as category (Rajasthan shows a lower rate for SC/ST/BPL women) or residency. We could not confirm conditions for every state.
  5. Budget for registration fee and surcharges separately. The concession is on stamp duty, not on the registration fee.
  6. Keep proof of payment. Use the state's e-stamping or payment method and keep the receipt with the deed.

Do not buy in a woman's name only for the rebate

Registering land in the name of someone who is not the real purchaser can cause tax, inheritance and legal problems, and some states place conditions on the concession. Take legal advice on the structure before you sign.

An illustrative example

The numbers are invented to show the arithmetic using the Delhi rates shown above. They are not a quote.

ItemIllustrative amount
Sale valueRs 1,00,00,000
Stamp duty at 6% (male buyer)Rs 6,00,000
Stamp duty at 4% (female buyer)Rs 4,00,000
DifferenceRs 2,00,000
Registration fee at 1% plus Rs 100Rs 1,00,100 (same for either buyer)

A concession of this size is worth checking, but it is only one part of the total cost of buying. For tax tests that depend on the circle rate, read section 50C and 56(2)(x), and for the circle rate itself see circle rate vs market rate.

Does it apply to agricultural land?

The pages we read describe sale deeds of immovable property in general. They did not say that the concession is limited to houses or flats, and they did not say that agricultural land is excluded. But a state may place separate conditions or caps on agricultural land, and we did not verify them. In several states the larger issue for farmland is who may buy it at all. See state-wise agricultural land purchase rules. Check both before you plan a purchase around a stamp duty saving.

What is unconfirmed

We could not confirm effective dates for the Delhi, Rajasthan and Uttarakhand rates, whether the Uttar Pradesh Cabinet decision has been notified, or any concession in Haryana, Punjab, Himachal Pradesh, Maharashtra or other states. Official fee tables can lag behind new orders, and the documents we read were uploaded at different times. Always confirm the rate on the day of registration.

Frequently Asked Questions

Do all states give a stamp duty rebate to women?
No. We could confirm a concession on an official page for Delhi, Rajasthan and Uttarakhand, and a reported Cabinet approval in Uttar Pradesh. For other states we could not confirm.
What is the Delhi rate for a woman buyer?
The Delhi Revenue Department page shows 4% for a woman and 6% for a man on a sale deed, plus a registration fee of 1% and Rs 100 pasting charge. Check the date of the rate before relying on it.
What does Rajasthan show for women?
The fee table we read shows 5% for a male buyer, 4% for a woman and 3% for an SC/ST/BPL woman after rebate, with registration fee of 1%. It also shows a 20% surcharge. Confirm the current table.
What does Uttarakhand show?
A table shows 5% in general and 3.75% for a woman buyer up to Rs 25 lakh, then 5%. The source wording is unclear and shows no date, so confirm with the department.
Is the Uttar Pradesh 1% rebate in force?
The Cabinet approved it in July 2025 according to All India Radio. We could not confirm notification, the effective date or the conditions. Ask the Sub-Registrar.
Is there a rebate in Haryana or Punjab?
We could not confirm one on an official page we could open. That is not proof that none exists. Ask the Sub-Registrar.
Can a man and a woman buy jointly and still get the rebate?
It depends on the state. Delhi's page gives no separate joint rate. Ask the Sub-Registrar how a joint deed is treated.
Does the rebate reduce the registration fee?
Not in the tables we read. The concession is on stamp duty, and the registration fee is shown separately.
Can I put the land in a woman's name only to save duty?
It may cause tax and legal consequences and some concessions carry conditions. Take legal advice.
Where do I confirm the current rate?
At the Sub-Registrar's office or the state stamp and registration department, which can give the notification in force on the date of your registration.
