Sub-area overview

Alipur — the village at the northern end of UER-II, inside DDA's pooling lists

Buying agricultural land in Alipur means buying where G.T. Karnal Road meets the new UER-II. The Revenue Department's December 2025 list (Delhi Revenue Department) shows Alipur as one of 38 villages in the Narela sub-division of Outer North Delhi, not as a sub-division of its own, and the sub-division office stands in the DM Office Complex on G.T. Karnal Road in Alipur (Revenue Department offices page). The Prime Minister's Office said the Alipur to Dichaon Kalan stretch of UER-II cost around ₹5,580 crore and gives direct access to Bahadurgarh and Sonipat (PMO); ETV Bharat reported it inaugurated on 17 August 2025 (ETV Bharat, August 2025). Business Today describes UER-II as 76 km from Alipur to Mahipalpur, 54 km of it in Delhi (Business Today, August 2025).

Alipur also appears in DDA's land pooling lists. The list on DDA's pooling site puts Alipur in Zone P-II with part in Zone P-I, and does the same for Khampur and Akbarpur Majra; Tiggipur is listed under P-II with part in Zone O (DDA list of villages). DDA's updated list (DDA updated list) shows Alipur without a legible zone, and neither list is dated, so treat them as a pointer. By our matching of spellings, ten of the Narela sub-division's 38 villages are in that list. DDA's sector table to 31 May 2026 shows Sector 8B of Zone P-II 99.89% pooled (DDA, 31 May 2026), and DDA said in August 2026 that it was the first sector past the 70% mark, covering Gadi Khasro and Ibrahim Pur (NewKerala/IANS, August 2026). The table names no villages, so which Alipur khasras sit in a sector must come from DDA. Where land is pooled, owners' share is up to 60% of the pooled land (DDA FAQs).

Realty Today named Tigipur and Khampur, but not Alipur, among the villages in the December 2025 draft circle-rate revision (Realty Today, December 2025). Read the Delhi agricultural land rules and Delhi state page, and compare the Sonipat side on our Sonipat page.

Master Plan for Delhi 2047

The Housing Ministry unveiled MPD-2047 on 20 August 2026 as a 535-page plan. Outlook Money reports nearly 200 sq km of planned expansion through land pooling and about 12 lakh homes expected from it. DDA's FAQs name Zones K-I, L, N, P-II, part of J and part of P-I as pooling zones. The gazette copy and zonal plans were not opened.

Soil, crops & water in Alipur

Crop and water figures below are Delhi-wide; we found nothing specific to Alipur village.

Soil & crops

We found no village-level crop survey for Alipur. The Planning Department's Economic Survey 2018-19 shows Delhi's net sown area falling from 34,034 ha in 2000-01 to an estimated 22,300 ha in 2018-19, with wheat on 19,671 ha in 2017-18 (Economic Survey of Delhi 2018-19). Check the khatauni crop entry for any parcel.

Water

CGWB put Delhi's stage of groundwater extraction at 100.77% in 2024, with 14 of 34 assessment units over-exploited and 13 critical; the report we opened does not name the Narela unit (CGWB, 2024). Business Today describes the Yamuna O-zone as about 9,700 ha from Wazirabad to Okhla (Business Standard, June 2026), and MPD-2047 aims to preserve about 180 sq km of floodplain and Ridge (ThePrint, August 2026). Ask DDA whether any river-side Alipur khasra is mapped as floodplain.

Why buyers look at Alipur

Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.

The ring road starts here

UER-II is described as running from Alipur to Mahipalpur (Business Today, August 2025), so the village sits at the northern end of a 76 km outer ring.

Pooling is moving in the zone

DDA's table shows Sector 8B of Zone P-II at 99.89% pooled on 31 May 2026; other P-II sectors range from nil to about 93% (DDA).

Two roads, two Haryana links

G.T. Karnal Road and UER-II serve the village, and UER-II gives direct access to Sonipat and Bahadurgarh (PMO).

Policy-led, not market-led

Value here follows DDA's pooling and zoning decisions, so legal clarity matters more than road frontage.

STRAIGHT TALK

Risks & challenges specific to Alipur

Specific to this micro-market, beyond the Outer North Delhi and Delhi-wide points.

Pooling terms and exit

If the land is in a pooling sector, the owner's return is set by DDA's scheme, not the market: owners receive up to 60% of pooled land and a scheme is at least 20 ha (DDA FAQs). Ask for the sector number, the pooled share and the owner's entitlement before buying.

Villages straddle zones

DDA's list shows Alipur with part in Zone P-I and Tiggipur with part in Zone O, so one village can sit in more than one zone. Alipur's own khasras may be in pooling, green belt or abadi; get written confirmation.

Land Reforms Act limits what a deed can do

Section 33 of the Delhi Land Reforms Act, 1954 stops a bhumidhar from transferring land if the transferor would be left with less than eight standard acres, and Section 42 makes the transferee liable to ejectment (India Code text). Section 81, on non-agricultural use, was outside the part of the Act we opened; that copy stops near Section 75 and carries amendments only to 1966. On 11 August 2026 the Delhi High Court held in LPA 34/2024 that the Act keeps applying to a village's land until a Section 507(a) DMC Act notification urbanises it, and upheld an order vesting plotted land in the Gaon Sabha (Delhi High Court, August 2026). A Revenue Department notice invited comments on deleting Sections 33 and 81 (comments due 24 June 2016); we found no sign it was enacted. Ask the SDM office whether the Alipur khasra is still under the Act.

Master Plan 2047 zoning decides what you can build

The Housing Ministry unveiled MPD-2047 on 20 August 2026 (ThePrint, August 2026). DDA's FAQs set a low-density residential norm of a 10,000 sq m minimum plot, 15% ground coverage, 10 m height and an 18 m right of way, and have no separate farmhouse category (DDA FAQs on MPD-2047). The Minister was quoted as saying no farm houses will be allowed in low-density areas, while an expert told Outlook Money that the draft's one-acre norm does not appear in the final gazette (Outlook Money, August 2026). We have not opened the gazette copy or the zonal plan, so get written zoning confirmation from DDA before planning any structure in Alipur.

Floodplain check

Where a plot is towards the Yamuna, ask DDA whether it lies in the O-zone, which the Delhi High Court said on 26 May 2026 cannot have colonies regularised (Business Standard, June 2026). Do not buy land mapped as floodplain.

Circle rate and stamp duty

Realty Today reported in December 2025 that Delhi has a single agricultural circle rate of ₹53 lakh per acre, last changed in 2008, and that a draft revision could lift it to about ₹5 crore in some places; the draft was not finalised (Realty Today, December 2025). It names Tigipur and Khampur among the villages but not Alipur. Stamp duty is 6% for men and 4% for women, plus a 1% registration fee and ₹100, charged on the higher of the deal value or the circle rate (Delhi Revenue Department). Check the rate that applies to the khasra with the sub-registrar.

NRIs and OCIs cannot buy

The RBI's FEMA regulations allow an NRI or OCI to buy land or buildings in India other than agricultural land, a farm house or plantation land (FEMA Regulations 2018, Reg 3(a)). Agricultural and farmhouse plots are therefore closed to them, whatever a seller says.
