District overview

Outer North Delhi — a new district that holds Narela and Bawana

Outer North Delhi is the newest of Delhi's 13 districts, and for a buyer of agricultural land in the capital it is the one to understand first, because the farm villages of the old North West district now sit here. The Revenue Department list places Narela and Alipur in Narela sub-division and Bawana in Bawana sub-division, with Mundka sub-division villages such as Kanjhawla, Ghewra and Tikri Kalan. We found no area or population figure for the new boundary, so none is given here.

The Revenue Department list of 25 December 2025 sets three sub-divisions with 78 villages between them: Narela 38, Bawana 22 and Mundka 18 (Delhi Revenue Department list, 25 Dec 2025). Narela sub-division includes Alipur, Narela, Singhu, Bakoli, Bankner, Holambi Kalan and Khurd, Palla, Tigipur and Hiranki. Bawana sub-division includes Bawana, Barwala, Qutab Garh, Daryapur Kalan, Pooth Kalan and Khurd, Jat Khor, Punjab Khor and Sultanpur Dabas. Mundka sub-division includes Mundka, Ghewra, Kanjhawla, Tikri Kalan, Jaunti, Rani Khera, Nilothi and Madanpur Dabas. The Week/PTI reported on 26 December 2025 that the changes took effect immediately (The Week/PTI, Dec 2025).

The land story is policy-heavy. The Narela sub-city plan cites a 3,828-hectare project area and 3,537 hectares of pooling area (NBM&CW, Oct 2023), Urban Extension Road-II starts at Alipur (PMO, Aug 2025), and The Realty Today names Narela sub-division villages such as Tigipur, Khampur, Hamidpur, Jhangola, Bankner, Bhorgarh, Lampur and Bakhtawarpur among those still in agricultural use (The Realty Today, Dec 2025). A buyer of "agricultural land" here may be buying into a pooling village, a floodplain edge or an industrial belt, and each carries different rules.

We found no sourced price series for any Outer North village and use no listing-site asks. The reported agricultural circle rate is ₹53 lakh per acre since 2008, with a draft of up to ₹5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025).

The Delhi Revenue Department's registration page sets stamp duty on sale, conveyance and gift deeds at 6% for a male buyer and 4% for a female buyer, charged on the consideration or the circle rate, whichever is higher, and a registration fee of 1% on the same basis plus ₹100 (Delhi Revenue Department). The page lists no separate rate for agricultural land, and we did not find rates for NDMC or Cantonment areas. On registration offices, The Week/PTI reported in December 2025 that the existing 22 sub-registrar offices would expand to 39 under a separate notification (The Week/PTI, Dec 2025), so confirm which Sub-Registrar covers the village.

For agricultural land, The Realty Today reported in December 2025 that Delhi's circle rate is a single ₹53 lakh per acre last revised in 2008, and that a draft would raise it to as much as ₹5 crore per acre in some locations, with no uniform rate across villages; it was a draft and not notified at that date (The Realty Today, Dec 2025). The same report quotes a Revenue Department estimate of more than 50,000 acres in over 200 villages still in agricultural use; its list of villages still in agricultural use includes Tigipur, Khampur, Hamidpur, Jhangola, Bankner, Bhorgarh, Lampur and Bakhtawarpur. Realty Today is a trade outlet and we found no notified 2026 rate, so get any figure in writing from the Sub-Registrar. Conversion or change of land use is a separate approval, not a stamp-duty line.

Know the belt

What is moving prices in Outer North Delhi

A farm belt, a sub-city and an industrial belt share one district. Figures are asking prices from listings, which are very thin; treat every number as indicative.

Narela (Narela sub-division)

No sourced price series

Narela is the largest sub-division by village count (38 in the Revenue Department list). The Narela sub-city plan has a 3,828-hectare project area and 3,537 hectares of pooling area (NBM&CW, Oct 2023). We found no registered-rate or news price series for farmland there and use no listing figure.

Check: whether the parcel is in a pooling village, a sanctioned layout or an industrial area, and the DDA zone.

Bawana (Bawana sub-division)

No sourced price series

Bawana sub-division lists 22 villages, among them Bawana, Barwala, Qutab Garh, Sultanpur Dabas and Pooth Kalan (Delhi Revenue Department list, 25 Dec 2025). We found no price series, and DDA's pooling tables name no villages.

Check: industrial lease conditions versus agricultural record, and pooling status.

Alipur and the UER-II end

No sourced price series

Alipur is in Narela sub-division (Delhi Revenue Department list, 25 Dec 2025) and is where Urban Extension Road-II starts (PMO, Aug 2025). Access has improved, but we found no price series.

Check: which side of the road the parcel is on, and whether the alignment or an access road uses the land.

Kanjhawala, Ghevra, Tikri Kalan and Mundka

No sourced price series

These villages are in Mundka sub-division (Delhi Revenue Department list, 25 Dec 2025). Kanjhawala is the place named for the North West district's collectorate, which is the source conflict described above. We found no price series.

Check: the sub-division and the Sub-Registrar who actually cover the village.

Circle rates to check

₹53 lakh per acre (2008, reported) vs draft up to ₹5 crore

The Realty Today reported in December 2025 a single agricultural rate of ₹53 lakh per acre since 2008 and a draft of up to ₹5 crore per acre, without a uniform rate across villages (The Realty Today, Dec 2025). The draft was not notified at that date, and we found no notified 2026 rate.

Check: the current rate for the village with the Sub-Registrar.

Units: acre, sq yd, sq m

Delhi papers and sale deeds use acres, sq yd, sq ft and sq m interchangeably. Convert from the revenue record before comparing two documents (1 acre = 4,840 sq yd = about 4,047 sq m). This page quotes farmland per acre and plots per sq yd.

The practical question is the approach: a village road inside a pooling sector may be redrawn by DDA, and a parcel near the river needs a flood statement. Urban Extension Road-II (UER-II)

The ring road runs 76 km, about 54 km of it in Delhi, from Alipur to Mahipalpur (Business Today, Aug 2025). A Prime Minister's Office release before the opening put the Alipur to Dichaon Kalan stretch at about ₹5,580 crore, with spurs towards Bahadurgarh and Sonipat (PMO, Aug 2025). Swarajya says it passes through Bawana, Rohini, Najafgarh and Dwarka (Swarajya, 2026), and ETV Bharat reports it was inaugurated from Rohini on 17 August 2025 (ETV Bharat, 17 Aug 2025). Check the exits and service roads on the alignment for any parcel; a road reservation can take part of a plot.

DDA land pooling

DDA's FAQs apply pooling in Zones K-I, L, N, P-II, part of J and part of P-I, accept parcels of any size, let owners develop up to 60% of pooled land and require a scheme of at least 20 hectares (DDA FAQs on MPD-2047). A DDA statement reported in August 2026 says about 105 villages in 138 sectors are in the scheme, over 7,885 hectares had been pooled by July 2026, and Sector 8B in Zone P-II, with Gadi Khasro and Ibrahim Pur, was the first to qualify (DDA statement, Aug 2026). DDA's published sector tables name no villages (DDA land pooling status, 28 Feb 2026), so whether a specific Outer North village is in a pooling sector must be confirmed with DDA.

Agriculture & terrain

Soil, crops & water in Outer North Delhi

Delhi's main remaining farm belt: a flat alluvial plain between the Yamuna and the Haryana border, increasingly mixed with pooling zones, industrial areas and the new sub-city.

🌾 Narela, Bawana and Alipur plain

Delhi's net sown area fell from 34,034 hectares in 2000-01 to an estimated 22,300 hectares in 2018-19, and wheat covered an estimated 19,671 hectares in 2017-18 (Delhi Economic Survey 2018-19, agriculture chapter). The Realty Today named Narela sub-division villages such as Tigipur, Khampur, Hamidpur, Jhangola, Bankner, Bhorgarh, Lampur and Bakhtawarpur among those still in agricultural use (The Realty Today, Dec 2025). The survey has no district-wise crop figures, so we cannot say what Outer North grows today.

  • Wheat
  • Net sown area
  • Declining
  • No district series

🌊 The Yamuna edge

Business Standard reported in June 2026 that the O-zone covers about 9,700 hectares of the Yamuna floodplain and that a Delhi High Court order of 26 May 2026 refused to regularise colonies in it (Business Standard, Jun 2026). AIR News reported in September 2025 that the river stood above Delhi's danger mark of 205.33 m (AIR News, Sep 2025). We did not map which Outer North villages are on the floodplain, so ask for the DDA zone and a flood-level statement.

  • Flood statement
  • No-construction zone

🏭 Industrial and pooling land

DSIIDC lists the Narela Industrial Complex as developed from 1978 over 612 acres (DSIIDC, Narela Industrial Complex). DDA's pooling tables name no villages (DDA land pooling status, 28 Feb 2026), so we cannot say how much village land is in a pooling sector. Crop income is secondary to what DDA's plans allow on the land.

  • Narela
  • Bawana
  • Pooling zones
  • Industrial areas

💧 Water & rainfall

Rainfall figures are not quoted here because we found no district series. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited, 13 critical, 2 semi-critical and 5 safe (CGWB, Delhi groundwater assessment 2024). Its district tables, which use the old district names, record sporadic quality exceedances for nitrate, uranium, fluoride and electrical conductivity in parts of Delhi. The report gives no block table in the part we could read, so check the latest category for the block and test borewell yield and quality.

📐 Measurement units & market prices

Convert every area to acres or sq m from the revenue record (1 acre = 4,840 sq yd = about 4,047 sq m). We quote no crop prices because we found no sourced district series, and farm income is small next to what development rights are worth.

Farmland India view

Why investors look at Outer North Delhi

Five reasoned points, with an honest note that pooling, floodplain and industrial status decide what a parcel is.

The capital's farm belt is here

After the 2026 reorganisation, Narela, Bawana and Alipur sit together in one district, and The Realty Today names Narela sub-division villages among those still in agricultural use.

A new ring road at the door

UER-II was inaugurated on 17 August 2025 and starts at Alipur. That is a delivered road, not a plan, though alignments and service roads can take land.

A sub-city and a planned Metro

DDA's Narela sub-city plan (2023 figures) and the Rithala–Narela–Kundli Phase 4 corridor point to long-term development, with dates still uncertain.

Land pooling can create or freeze value

DDA's FAQs let owners develop up to 60% of pooled land. Timing is uncertain and a sale during pooling needs DDA clarity.

Settle the zone before the price

Ask for the khatauni, the DDA zone letter, pooling status, floodplain status and any industrial allotment before any advance.

STRAIGHT TALK

Risks & challenges in Outer North Delhi

Read these before shortlisting in Outer North Delhi specifically.

A district that is only months old

Boundaries and sub-divisions changed in December 2025, the 22 sub-registrar offices were due to expand to 39 (The Week/PTI, Dec 2025), and older sources still file Narela and Bawana under North West. A sale deed registered at the wrong office or described with the wrong district can cause problems later.

Land-pooling uncertainty

If the village is in a pooling sector, DDA's scheme decides what happens next, and DDA's tables name no villages. Pooling rules and thresholds can change.

Yamuna floodplain

Villages near the river may sit in the floodplain. Business Standard reported a High Court order of 26 May 2026 refusing to regularise colonies in the O-zone. Do not buy for building on floodplain land.

Section 81 and Section 33 limits

Using agricultural land for a residence or event venue risks ejectment under Section 81 (see the August 2026 High Court ruling above), and a transfer that leaves the seller with under eight standard acres is restricted by Section 33. Read the Act text and the holding size.

Industrial versus agricultural land

A plot sold as an industrial or warehouse site is not agricultural land and cannot be used as a farmhouse. Ask for the allotment terms and the zone.

Price opacity

We found no sourced price series for the district. The reported agricultural circle rate is ₹53 lakh per acre (Dec 2025 report), with a draft of up to ₹5 crore per acre. Do not budget stamp duty on a number you have not confirmed in writing.

Announced is not delivered

The Metro corridor has no opening date we could find, the Narela sub-city figures are from 2023, and the MPD-2047 gazette copy was not available to us. Price what the law allows today.

Who to contact

Local revenue, planning & forest offices

Land-record and mutation matters go through the Sub-Divisional Magistrate and Tehsildar of the sub-division. The Revenue Department page lists Narela at the DM Office Complex, G.T. Karnal Road, Alipur, Bawana at the MPCC Building, Naya Bans, and Mundka at the Deputy Commissioner North-West office, Kanjhawala (Revenue Department sub-divisional offices page). Sale-deed registration is handled by the Sub-Registrar; the existing 22 sub-registrar offices were due to expand to 39 under a separate notification (The Week/PTI, Dec 2025), so confirm which office covers the village. District-level orders sit with the District Magistrate (Outer North).

Zoning, land pooling and building permission sit with the Delhi Development Authority; industrial allotments in Narela with the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC, Narela Industrial Complex); floodplain questions with DDA and the Irrigation and Flood Control Department (confirm). Fee schedules and procedures are on the Delhi Revenue Department registration page. Check the khatauni, mutation and encumbrance before paying any token amount.
