South Delhi — land purchase legal rules
⚠ Three layers of control apply to Delhi farm land at once: the Land Reforms Act, the Master Plan and DDA zoning. Check the land record, the Master Plan zone and the floodplain and Ridge position before you pay anything.
Who can buy agricultural land? The Delhi Land Reforms Act, 1954 (DLR Act) puts its main limits on the seller and on use rather than on the buyer, and we found no bar by domicile in the sources we could open. Section 33 restricts transfers by a landholder that would fragment the holding. The Revenue Department's notice inviting amendment suggestions (undated; comments were due 24 June 2016) called Section 33 outdated and proposed deleting it, but those were proposals. We have not read the current Act text, so ask the sub-registrar or the Revenue Department what applies to the seller's holding before any token payment.
Use of agricultural land (Section 81): Under the DLR Act a landholder who puts agricultural land to non-agricultural use is liable to ejectment, as the same Revenue Department notice describes. A house, event venue or "farmhouse" on land still recorded as agricultural therefore carries legal risk, whatever a broker calls the plot. The notice proposed replacing Sections 81 and 82 with a conversion permission, and we found no evidence that this was enacted.
Fragmentation and title: Many Delhi holdings are small, co-owned, or still in a deceased owner's name. Ask for the current revenue record, the mutation status and proof that the seller can transfer the whole holding.
Master Plan zoning decides what can be built: The Master Plan for Delhi 2047 (MPD-2047) replaces MPD-2021. DDA approved it on 12 August 2026 (Tribune, August 2026), and ThePrint reported it as notified by the Ministry of Housing and Urban Affairs on 20 August 2026. Farmhouse rules are the unsettled part. ThePrint quoted the Housing Minister as saying no farm houses will be allowed in low-density areas, while Outlook Money, August 2026 reported that the draft one-acre norm is absent from the final gazette. Treat the rules as restrictive and still under debate. We could not open the gazette copy, so ask DDA for the zone and permitted use of the plot in writing.
Land pooling: MPD-2047 marks nearly 200 sq km for land pooling and expects about 12 lakh homes from it, according to Outlook Money, August 2026. A village inside a pooling zone may be taken into a DDA-led scheme instead of staying farm land. Ask DDA whether the plot falls in one.
Yamuna floodplain, Ridge and heritage areas: The plan bars concrete structures in the core of the Yamuna O-zone (Business Today, August 2026) and aims to preserve about 180 sq km of floodplain and Ridge (ThePrint, August 2026). About 9,700 ha was declared O-zone under MPD-2021, and the High Court ruled on 26 May 2026 against regularising O-zone colonies (Business Standard, June 2026). The NGT has been monitoring encroachment on the floodplain (NGT order, February 2025). We have not sourced the legal limits around the Ridge, Asola Bhatti or the Mehrauli monuments, so ask DDA, the Forest Department and ASI for written positions on any plot near them. Stay out of the floodplain altogether.
Unauthorised colonies: Delhi opened the SWAGAM portal on 24 April 2026 to register land in 1,511 unauthorised colonies under PM-UDAY, on an as-is-where-is basis, as Outlook Money reported in April 2026. The O-zone and Sainik Farms are excluded from that policy under the High Court order (Business Standard, June 2026). A plot sold as "regularised" needs the regularisation certificate in hand.
NRI & OCI buyers: Under the 2018 FEMA regulations on immovable property (RBI, Regulation 3(a)), NRIs and OCIs cannot buy agricultural land, plantation land or a farm house anywhere in India, Delhi included. They may buy residential or commercial land, subject to zoning.

South Delhi — district-specific notes
The Delhi-wide legal framework on our Delhi state page applies to South Delhi in full. The notes below are specific to this district and are not repeated from the state page. Law and policy as read in October 2026; the MPD-2047 gazette copy could not be opened, so confirm that part with a local advocate.
⚠ South Delhi is one of 13 revenue districts notified in late December 2025; the Cabinet approved the change on 11 December (Tribune, Dec 2025) and the gazette is dated 25 December (Delhi Revenue Department list, 25 Dec 2025). It has four sub-divisions. Chhatarpur lists Asola, Fatehpur Beri, Sultanpur, Ghitorni, Dera Mandi, Satbari, Maidan Garhi, Gadaipur and Jonapur among its 17 villages; Mehrauli lists Mehrauli, Rajokri, Masoodpur and Kusumpur among its nine; Malviya Nagar and Deoli hold the rest. The sub-divisional offices page puts Chhatarpur, Malviya Nagar and Deoli at M.B. Road, Saket, and Mehrauli at the Old Tehsil Building, Mehrauli (Revenue Department sub-divisional offices page). Older articles use the earlier boundary, so confirm which sub-division and Sub-Registrar cover a village.
⚠ Who can buy: the Delhi Land Reforms Act, 1954, in the India Code copy we opened (India Code text), has no residence or domicile bar in the sections we could read; that copy stops around Section 75 and carries amendments only to 1965. Section 33 stops a bhumidhar from selling or gifting land if that leaves the seller with less than eight standard acres, a holder with less than that may transfer the whole holding, and Section 42 makes the buyer liable to ejectment under a transfer made in breach. Section 81, on non-farm use, was outside the part we could read. A Revenue Department notice invited suggestions on deleting Sections 33 and 81 (notice, comments due 24 June 2016), and we found nothing showing that change was made. In August 2026 the Delhi High Court upheld a Section 81 ejectment over an unauthorised colony on recorded agricultural land in village Goela Khurd (Matiala sub-division) and held that such land stays under the Act until a Section 507(a) notification takes it out of the rural area (Delhi High Court, 11 Aug 2026). Treat a farmhouse that was built on recorded agricultural land as a Section 81 question before it is a price question. Confirm the current text of the Act with a local advocate.
⚠ Farmhouse rules under MPD-2047 are reported differently. DDA's FAQs, which say the plan is in force from 20 August 2026, set low-density residential plots at a minimum of 10,000 sq m with FAR 10, 15% ground coverage, a 10 m height limit and an 18 m right of way, and do not use the word farmhouse (DDA FAQs on MPD-2047). ThePrint quotes the Housing Minister as saying no farm houses will be allowed in low-density areas (ThePrint/PTI, Aug 2026); Business Today reports that farmhouses cannot be built on plots under 2.5 acres in these zones (Business Today, Aug 2026); and Outlook Money says the draft's one-acre norm is absent from the notified plan, which keeps the 18 m road and 10,000 sq m minimum (Outlook Money, Aug 2026). We could not open the gazette copy, so get the zone, plot size and permitted use confirmed in writing from DDA.
⚠ Ridge, sanctuary and heritage land: a Times of India report republished by FIAPO places the Asola Bhatti sanctuary in the south-eastern part of the Southern Ridge and says a 15.55 sq km eco-sensitive area in the Delhi stretch was notified in September 2017 (Times of India via FIAPO, undated); we did not open the notification itself. Asola, Fatehpur Beri, Dera Mandi and Maidan Garhi are listed in Chhatarpur sub-division. Around protected monuments the AMASR Act sets a 100 m prohibited area and a further 200 m regulated area, as summarised by PRS (PRS India summary), and in August 2025 the Supreme Court barred building work, extensions or changes in the Mehrauli monument area without its permission (Bar and Bench, Aug 2025). Ask the ASI for the distance from every protected monument, and do not buy land that is Ridge, forest or sanctuary land.
⚠ Sealing and demolition are real here. DDA demolished a farmhouse of about 10 acres in Chhatarpur on 1 and 2 March 2024, saying it was recovering government land (Tribune, Mar 2024). ThePrint reported on 21 September 2026 that about 20 houses and a few farmhouses were razed on Satbari Gaushala Road for road widening, on the District Magistrate (South)'s order (ThePrint, Sep 2026). In August 2020 the Supreme Court held that the court-appointed Monitoring Committee had never been authorised to act against purely residential premises on private land (Supreme Court, 14 Aug 2020). Outcomes depend on the exact zone and sanction.
⚠ NRIs and OCIs may acquire immovable land or buildings in India other than agricultural land, a farm house or plantation land under Regulation 3(a) of the FEMA acquisition rules (RBI, FEMA 21(R)/2018-RB, Reg 3(a)). Our Delhi state page covers the other limits, such as SC/ST and forest land.

District overview
South Delhi — the capital's farmhouse belt, now a four-sub-division district
South Delhi is where most Delhi buyers start when they search for a farmhouse or agricultural land inside the capital. A Times of India report republished by FIAPO places the Asola Bhatti sanctuary in the south-eastern part of the Southern Ridge (Times of India via FIAPO, undated). We found no area or population figure for the new boundary. For a land buyer the useful geography is the southern edge: Chhatarpur, Mehrauli, Sultanpur, Ghitorni, Rajokri and Mandi (Dera Mandi), with Asola and Fatehpur Beri beside the sanctuary.
The administrative map is new. The Revenue Department list of 25 December 2025 groups South Delhi into Chhatarpur, Malviya Nagar, Deoli and Mehrauli sub-divisions (Revenue Department). Chhatarpur sub-division carries the villages most often meant by the farmhouse belt: Asola, Fatehpur Beri, Sultanpur, Ghitorni, Dera Mandi, Satbari, Maidan Garhi, Gadaipur and Jonapur. Mehrauli sub-division carries Mehrauli, Rajokri and Masoodpur. Malviya Nagar and Deoli list village names such as Hauz Khas, Shahpur Jat and Khirki that are long since built up. The Week/PTI reports the reorganisation took effect immediately (The Week/PTI, Dec 2025).
A search for a farmhouse in Delhi usually means one of three things: an older built farmhouse on a one-acre or larger plot in the Chhatarpur–Sultanpur belt, a plot in a low-density or regularised colony, or land recorded as agricultural that a broker calls a farmhouse plot. The first can be a regularised, fully built asset or a sealing risk. The second depends on the colony's status. The third needs the most care, because a residence on land still recorded as agricultural can draw ejectment under Section 81 of the Delhi Land Reforms Act, as the August 2026 High Court ruling above shows.
We found no sourced price series for farmland or farmhouse land here, and we use no listing-site asks. The agricultural circle rate reported for Delhi is ₹53 lakh per acre since 2008, with a draft of up to ₹5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025); its list of villages still in agricultural use names none in South Delhi. DDA's March 2024 demolition in Chhatarpur concerned reclaimed government land, not a sale price.

The Delhi Revenue Department's registration page sets stamp duty on sale, conveyance and gift deeds at 6% for a male buyer and 4% for a female buyer, charged on the consideration or the circle rate, whichever is higher, and a registration fee of 1% on the same basis plus ₹100 (Delhi Revenue Department). The page lists no separate rate for agricultural land, and we did not find rates for NDMC or Cantonment areas. On registration offices, The Week/PTI reported in December 2025 that the existing 22 sub-registrar offices would expand to 39 under a separate notification (The Week/PTI, Dec 2025), so confirm which Sub-Registrar covers the village.
For agricultural land, The Realty Today reported in December 2025 that Delhi's circle rate is a single ₹53 lakh per acre last revised in 2008, and that a draft would raise it to as much as ₹5 crore per acre in some locations, with no uniform rate across villages; it was a draft and not notified at that date (The Realty Today, Dec 2025). The same report quotes a Revenue Department estimate of more than 50,000 acres in over 200 villages still in agricultural use. Realty Today is a trade outlet and we found no notified 2026 rate, so get any figure in writing from the Sub-Registrar. Conversion or change of land use is a separate approval, not a stamp-duty line.

What is moving prices in South Delhi
Several small markets inside one district. No listing prices are used; where there is no dated source the notes say so.
Chhatarpur and Chhatarpur Extension (Asola)
No sourced price series
Chhatarpur and the Asola side are in Chhatarpur sub-division (Delhi Revenue Department list, 25 Dec 2025). We found no registered-rate, compensation or news price series for farmland there and use no listing figure. A built farmhouse would carry the value of the building, so it would say little about bare land.
Check: whether the plot is a regularised farmhouse, a colony plot or land still recorded as agricultural, and its distance from the Asola Bhatti boundary.
Sultanpur and Ghitorni
No sourced price series
Sultanpur and Ghitorni are listed in Chhatarpur sub-division (Delhi Revenue Department list, 25 Dec 2025). We found no registered-rate or news price series for either, so we give no band.
Check: the area units on any offer, the khatauni class and whether the "farmhouse" is sanctioned.
Mehrauli and Rajokri
No sourced price series
We found no price series for Mehrauli or Rajokri. Rajokri and Mehrauli are listed in Mehrauli sub-division (Delhi Revenue Department list, 25 Dec 2025), and the Supreme Court restricts building work in the Mehrauli monument area (Bar and Bench, Aug 2025).
Check: ASI distances for any plot near a monument, and the Ridge or forest status of every parcel.
Mandi (Dera Mandi), Asola and Fatehpur Beri
No sourced price series
These villages are listed in Chhatarpur sub-division (Delhi Revenue Department list, 25 Dec 2025) and lie on or beside the Asola Bhatti side of the Southern Ridge (Times of India via FIAPO, undated). We found no price series. Land close to the sanctuary boundary may fall in the eco-sensitive area, and some ground is Ridge.
Check: ask DDA and the Forest Department in writing whether the parcel is Ridge, forest or inside the eco-sensitive zone.
Circle rates to check
₹53 lakh per acre (2008, reported) vs draft up to ₹5 crore
The Realty Today reported in December 2025 a single agricultural rate of ₹53 lakh per acre since 2008 and a draft of up to ₹5 crore per acre, with no uniform rate across villages (The Realty Today, Dec 2025). The draft was not notified at that date.
Check: the current rate for the village with the Sub-Registrar before computing stamp duty.
Units: acre, sq yd, sq m
Delhi papers and sale deeds use acres, sq yd, sq ft and sq m interchangeably. Convert from the revenue record before comparing two documents (1 acre = 4,840 sq yd = about 4,047 sq m). This page quotes farmhouse land per acre and colony plots per sq yd.
Connectivity
How South Delhi connects — road, rail and air
Delhi's south edge is a Metro-and-highway market. Distances are not stated where we could not source them; journey times vary with traffic.
By road
By air
By rail & metro
The practical question for a South Delhi parcel is the last mile: the width of the approach road (the DDA FAQs cite an 18 m minimum right of way for low-density plots) and whether it is a public road. See the Delhi land rules guide and the neighbouring Gurugram page for the Haryana side. Highway statuses come from Business Today, Aug 2025 and PMO, Aug 2025, airport status from Noida International Airport, Jun 2026 and Metro status from Business Today, Jul 2026. Terrain, crops & water in South Delhi
A rocky ridge fringe with little cultivation: land here is valued for low-density and farmhouse use, not crop income. Ridge, forest and sanctuary status matter more than soil.
⛰️ Southern Ridge and the Asola Bhatti edge
A Times of India report republished by FIAPO places the Asola Bhatti sanctuary in the south-eastern part of the Southern Ridge, with a 15.55 sq km eco-sensitive area in the Delhi stretch notified in September 2017 (Times of India via FIAPO, undated). We did not find a sourced description of the soil. Ridge land is not for sale, and ground beside it needs a DDA and Forest Department answer first.

🌳 The low-density farmhouse belt
DDA's FAQs describe low-density residential plots of at least 10,000 sq m, with at least half of each plot kept green and 30% of that under tree canopy (DDA FAQs on MPD-2047). Chhatarpur and Sultanpur are in Chhatarpur sub-division and Rajokri in Mehrauli sub-division (Delhi Revenue Department list, 25 Dec 2025). We did not confirm which villages the low-density area covers.

🌾 What is still farmed
Delhi's net sown area fell from 34,034 hectares in 2000-01 to an estimated 22,300 hectares in 2018-19, with wheat on an estimated 19,671 hectares in 2017-18 (Delhi Economic Survey 2018-19, agriculture chapter). The survey has no district-wise crop figures, so we cannot say what South Delhi still grows.

- Mustard
- Fodder

💧 Water & rainfall
Rainfall figures are not quoted here because we found no district series. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited, 13 critical, 2 semi-critical and 5 safe (CGWB, Delhi groundwater assessment 2024). Its district tables show sporadic nitrate above 45 mg/L, uranium above 30 ppb and fluoride above 1.5 mg/L in South Delhi (old district boundary). Canal water barely reaches this belt, so test borewell yield and quality. The report gives no block table in the part we could read, so check the latest category for the block and test borewell yield and quality.
📐 Measurement units & market prices
Convert every area to acres or sq m from the revenue record (1 acre = 4,840 sq yd = about 4,047 sq m). We quote no crop prices because we found no sourced district series, and farm income is a small part of what a low-density plot is bought for.

Why investors look at South Delhi
Five reasoned points and an honest note that regulation, not supply of buyers, is the constraint.
The capital's farmhouse address
South Delhi is the part of the capital most associated with farmhouses, with Haryana on its southern edge and the Delhi Metro network nearby (route map not opened). We have no demand data to put a number on it.
A planning framework that is finally written down
MPD-2047 is in force from 20 August 2026 according to DDA's FAQs, which set a minimum plot, FAR and ground coverage for low-density areas. That is clearer than before, though the Minister's remark, Business Today's 2.5-acre figure and the FAQs do not line up and the gazette text still needs reading.
Scarcity is regulatory
Ridge, sanctuary, heritage and low-density controls limit new supply. For a buyer, scarcity helps only when the parcel is clean: sanctioned, mutated and outside Ridge and forest land.
Regularisation may settle some colony titles
PM-UDAY, whose SWAGAM portal opened on 24 April 2026, could give conveyance deeds to residents of eligible colonies. The reports do not extend it to agricultural or Ridge land.
Settle the route before the price
The word farmhouse covers legally different things in Delhi. Ask for the khatauni, the DDA zone letter, the sanction and the sealing history before any advance.
Confirm land-record status, zoning, Ridge and sealing history for any parcel; our review is not a title guarantee.
STRAIGHT TALK
Risks & challenges in South Delhi
Read these before shortlisting in South Delhi specifically.
Ridge, sanctuary and eco-sensitive land
Asola, Fatehpur Beri, Dera Mandi and Maidan Garhi are listed in Chhatarpur sub-division, beside the Asola Bhatti side of the Southern Ridge. A parcel inside the sanctuary or the eco-sensitive area may not be buildable or saleable. Ask DDA and the Forest Department in writing.
Sealing and demolition
DDA demolished a farmhouse of about 10 acres in Chhatarpur in March 2024 (Tribune, Mar 2024), and about 20 houses and a few farmhouses were razed for road widening in September 2026 (ThePrint, Sep 2026). Outcomes depend on the exact zone and sanction, and the Supreme Court's August 2020 ruling concerned the Monitoring Committee's powers over purely residential premises.
Section 81 ejectment exposure
Using land recorded as agricultural for a residence or event venue can lead to ejectment under Section 81, as the Delhi High Court upheld in August 2026. A "farmhouse" sale does not cure the record.
Heritage buffers around Mehrauli
Protected monuments carry a 100 m prohibited and a 200 m regulated area under the AMASR Act as PRS summarises it, and the Supreme Court restricts building work in the Mehrauli monument area. Some colonies near monuments were left out of regularisation. Ask the ASI for the distance of the plot from every protected monument.
Title and mutation
Co-owned holdings and unmutated inheritance can occur. Check the revenue record, mutation, the Section 33 position and any pending land-pooling or acquisition notice before payment.
Price opacity
We found no sourced price series. The reported agricultural circle rate is ₹53 lakh per acre, with a draft of up to ₹5 crore per acre (Dec 2025 report). Do not budget stamp duty on a number you have not confirmed in writing.
Announced is not delivered
The MPD-2047 gazette copy was not available to us, the reports on farmhouse plots differ, and the green-area policy is reported to be absent from the notified plan. Price a parcel on what the law allows today, not on a policy that may change.
Who to contact
Local revenue, planning & forest offices
Land-record and mutation matters go through the Sub-Divisional Magistrate and Tehsildar of the sub-division. The sub-divisional offices page lists Chhatarpur, Malviya Nagar and Deoli at M.B. Road, Saket, and Mehrauli at the Old Tehsil Building, Mehrauli (Revenue Department sub-divisional offices page). Sale-deed registration is handled by the Sub-Registrar; the existing 22 sub-registrar offices were due to expand to 39 (The Week/PTI, Dec 2025), so confirm which office covers the village. District-level orders sit with the District Magistrate (South).
Zoning and building permission sit with the Delhi Development Authority, and sanctuary and Ridge questions with the Delhi Forest Department (confirm the current Ridge body). Heritage distances are an ASI matter. Fee schedules and procedures are on the Delhi Revenue Department registration page. Check the khatauni, mutation and encumbrance before paying any token amount.

Can I buy agricultural land or a farmhouse plot in South Delhi?
The India Code text of the Delhi Land Reforms Act, 1954 has no residence bar in the sections we could read. Section 33 limits a sale that would leave the seller under eight standard acres, and in August 2026 the Delhi High Court upheld a Section 81 ejectment for non-farm use. Confirm the current Act and the khatauni before paying.
02 of 04
Which areas does South Delhi cover now?
Four sub-divisions since the December 2025 reorganisation: Chhatarpur, Malviya Nagar, Deoli and Mehrauli (Revenue Department list, 25 December 2025). Asola, Fatehpur Beri, Sultanpur, Ghitorni, Dera Mandi and Satbari are in Chhatarpur sub-division and Rajokri in Mehrauli sub-division.
03 of 04
What does land cost in South Delhi?
We found no sourced price series for farmland or farmhouse land here and use no listing-site asks. The reported agricultural circle rate is ₹53 lakh per acre since 2008, with a draft of up to ₹5 crore per acre that was not notified at December 2025 (The Realty Today).
04 of 04
Can a farmhouse be built or regularised in South Delhi?
DDA's FAQs, citing MPD-2047 in force from 20 August 2026, set low-density plots at a minimum of 10,000 sq m with FAR 10 and 15% ground coverage. ThePrint quotes the Housing Minister saying no farm houses will be allowed in low-density areas, and Business Today reports a 2.5-acre minimum, so get the zone confirmed in writing from DDA.
