Mandi โ land purchase legal rules
โ Three layers of control apply to Delhi farm land at once: the Land Reforms Act, the Master Plan and DDA zoning. Check the land record, the Master Plan zone and the floodplain and Ridge position before you pay anything.
Who can buy agricultural land? The Delhi Land Reforms Act, 1954 (DLR Act) puts its main limits on the seller and on use rather than on the buyer, and we found no bar by domicile in the sources we could open. Section 33 restricts transfers by a landholder that would fragment the holding. The Revenue Department's notice inviting amendment suggestions (undated; comments were due 24 June 2016) called Section 33 outdated and proposed deleting it, but those were proposals. We have not read the current Act text, so ask the sub-registrar or the Revenue Department what applies to the seller's holding before any token payment.
Use of agricultural land (Section 81): Under the DLR Act a landholder who puts agricultural land to non-agricultural use is liable to ejectment, as the same Revenue Department notice describes. A house, event venue or "farmhouse" on land still recorded as agricultural therefore carries legal risk, whatever a broker calls the plot. The notice proposed replacing Sections 81 and 82 with a conversion permission, and we found no evidence that this was enacted.
Fragmentation and title: Many Delhi holdings are small, co-owned, or still in a deceased owner's name. Ask for the current revenue record, the mutation status and proof that the seller can transfer the whole holding.
Master Plan zoning decides what can be built: The Master Plan for Delhi 2047 (MPD-2047) replaces MPD-2021. DDA approved it on 12 August 2026 (Tribune, August 2026), and ThePrint reported it as notified by the Ministry of Housing and Urban Affairs on 20 August 2026. Farmhouse rules are the unsettled part. ThePrint quoted the Housing Minister as saying no farm houses will be allowed in low-density areas, while Outlook Money, August 2026 reported that the draft one-acre norm is absent from the final gazette. Treat the rules as restrictive and still under debate. We could not open the gazette copy, so ask DDA for the zone and permitted use of the plot in writing.
Land pooling: MPD-2047 marks nearly 200 sq km for land pooling and expects about 12 lakh homes from it, according to Outlook Money, August 2026. A village inside a pooling zone may be taken into a DDA-led scheme instead of staying farm land. Ask DDA whether the plot falls in one.
Yamuna floodplain, Ridge and heritage areas: The plan bars concrete structures in the core of the Yamuna O-zone (Business Today, August 2026) and aims to preserve about 180 sq km of floodplain and Ridge (ThePrint, August 2026). About 9,700 ha was declared O-zone under MPD-2021, and the High Court ruled on 26 May 2026 against regularising O-zone colonies (Business Standard, June 2026). The NGT has been monitoring encroachment on the floodplain (NGT order, February 2025). We have not sourced the legal limits around the Ridge, Asola Bhatti or the Mehrauli monuments, so ask DDA, the Forest Department and ASI for written positions on any plot near them. Stay out of the floodplain altogether.
Unauthorised colonies: Delhi opened the SWAGAM portal on 24 April 2026 to register land in 1,511 unauthorised colonies under PM-UDAY, on an as-is-where-is basis, as Outlook Money reported in April 2026. The O-zone and Sainik Farms are excluded from that policy under the High Court order (Business Standard, June 2026). A plot sold as "regularised" needs the regularisation certificate in hand.
NRI & OCI buyers: Under the 2018 FEMA regulations on immovable property (RBI, Regulation 3(a)), NRIs and OCIs cannot buy agricultural land, plantation land or a farm house anywhere in India, Delhi included. They may buy residential or commercial land, subject to zoning.
- Buyer eligibility: confirm
- DLR Act Sec 33: transfer limits
- Sec 81: use ejectment
- MPD-2047 zoning
- Floodplain, Ridge: avoid
- Land pooling zones
- NRI agri: barred (FEMA)
Sub-area overview
Mandi โ Dera Mandi, in the same sub-division as Asola and Fatehpur Beri
Buying agricultural land in Mandi, Delhi, which the Revenue Department spells Dera Mandi, is a niche purchase with more checks than most. The village is listed in Chhatarpur sub-division of South Delhi, with Asola, Fatehpur Beri and Sultanpur (Revenue Department, Dec 2025). It is not the Mandi of Himachal Pradesh, and searches for Mandi land bring up both. Our sources for this village are thin, so this page is mostly about what to check.
We found no sourced price for Dera Mandi and use no listing-site asks. The only dated press figure we opened for the wider belt is Outlook's โน2 to 10 crore per acre for Chhatarpur in 2022, updated 2024, which is a press estimate and not a Mandi transaction (Outlook, Feb 2022).
The DDA Handbook for MPD-2021 gives Low Density Residential Areas (LDRA), the category earlier called farm houses, a minimum plot of 0.4 ha, FAR 20 without charges and up to 30 on payment, 12 m height and 50% green area (DDA Handbook). The annexure, as we read it, does not list Mandi or Dera Mandi in Annexure 4.0(I), so a farmhouse here is not clearly an LDRA plot; ask DDA which zone the village falls in. The sanctuary adds a further layer. A 2014 Hindustan Times report found at least 15 farmhouses, possibly more than 50, on over 400 acres of forest land inside the 6,814-acre Asola Bhatti sanctuary, in breach of the Forest (Conservation) Act and the Wild Life (Protection) Act (Hindustan Times, Apr 2014). Read the Delhi state page and the South Delhi page, then do the map checks below before paying anything.

How Mandi (Delhi) connects
Mandi is reached by the south Delhi road network; we have not mapped the route and give no distances.
By road and metro
Read this before relying on distances
We could not find a sourced distance from Mandi to a metro station, the airport or Gurugram, so none is shown. Farmhouse strips in this belt are often reached by private lanes and gates; ask for the right of way in the registered documents.

Agriculture & terrain
Soil, crops & water in Mandi
Little of Dera Mandi is likely to be cropped; expect landscaped plots and scrub. We found no sourced soil or crop survey.
Soil & crops
We found no sourced crop mix for Mandi. The 2014 Hindustan Times report describes the sanctuary as forest land (Hindustan Times, Apr 2014), so check the land-use entry and any forest or tree-preservation condition on the plot.
- Ridge checks
- Sanctuary scrub
- Little cultivation
Water
Borewells are the usual source. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited and 13 critical (CGWB, 2024); we found no block-level category for this block, so ask for a borewell yield and quality report. Yamuna floodplain rules do not apply in this belt.
Mandi price reference
Crop prices do not drive land value in this belt, and we found no mandi price series for the village. Delhi's net sown area fell from 34,034 ha in 2000-01 to an estimated 22,300 ha in 2018-19 (Economic Survey 2018-19).

Why buyers look at Mandi
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
Documents to check first
The Revenue Department list gives the village name and sub-division, and the DDA Handbook annexure shows whether LDRA norms can apply, so two public documents frame the first checks (Revenue Department; DDA Handbook).
Yellow Line nearby
Sultanpur is named as a Yellow Line station (The Week/PTI); we did not measure the distance from the village.
Checks decide the plot
With the sanctuary belt in the same sub-division, a clean map, eco-sensitive zone and sanction check separates a sound plot from a risky one.
Little evidence
We found little sourced land evidence here, and scarcity is not the same as a rising price.
Listing data is not legal advice. Check title, land use and zoning with DDA and the sub-registrar.
STRAIGHT TALK
Risks & challenges specific to Mandi
Specific to this micro-market, beyond the South Delhi and Delhi-wide points.
Sanctuary boundary
The 2014 Hindustan Times report puts the sanctuary at 6,814 acres and found farmhouses on over 400 acres of forest land inside it (Hindustan Times, Apr 2014). Ask the Delhi Forest Department for a written boundary check on the khasra.
Eco-sensitive zone
A Times of India report republished by FIAPO describes a buffer of 100 m to 1 km around the sanctuary and a separate 15.55 sq km Delhi-stretch area notified in September 2017 (FIAPO copy). We did not open the notification, so do not plan an event or boutique-stay use without a written position.
Ridge and morphological Ridge
On 11 November 2025 the Supreme Court recorded that only 103.48 ha of Delhi's Ridge had been notified as reserved forest and directed a Ridge Management Board to remove encroachments from the Ridge and the morphological Ridge (Verdictum, Nov 2025). Outlook reported on 19 September 2026 that about 1,000 acres of the Southern Ridge were notified, taking the notified total to nearly 13,000 acres, and it names no villages (Outlook, Sep 2026). The two counts do not reconcile. A parcel can be Ridge in fact before it is notified, so match the khasra to the Ridge map.
No price evidence
We found no sourced price for Dera Mandi. Do not pay on a broker's comparison; use registered sale deeds for the same village.
Zone and village status unclear
The DDA Handbook annexure, as we read it, does not list Mandi or Dera Mandi in Annexure 4.0(I), and we could not confirm whether the village is green belt. A farmhouse is lawful only in the right zone with a sanctioned plan and at least 0.4 ha under MPD-2021, and reports on the MPD-2047 rule differ (DDA Handbook).
NRIs and OCIs cannot buy this land
Regulation 3(a) of the 2018 FEMA regulations on immovable assets bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (Reserve Bank of India, 2018). Residential and commercial land in approved areas is a separate question for a lawyer, so a farmhouse plot is not a route for them.
Stamp duty and circle rate
The Revenue Department's registration page sets stamp duty at 6% for men and 4% for women, plus a 1% registration fee and Rs 100, charged on the higher of the consideration or the circle rate (Revenue Department). Agricultural land is reported at โน53 lakh per acre since 2008, with a draft of up to โน5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025). We found no separate duty for farmhouse plots; ask the sub-registrar for the notified 2026 circle rate.
