Sub-area overview

Mehrauli โ€” heritage village, Ridge boundaries and a thin farmhouse market

Buying agricultural land in Mehrauli is mostly a matter of what you cannot do. Mehrauli is a sub-division of South Delhi that also holds Rajokri (Revenue Department, Dec 2025), and protected monuments, Ridge boundaries and dense village building leave little open farmland. Farmhouse enquiries tied to Mehrauli often involve neighbouring villages such as Rajokri in the same sub-division and Chhatarpur next door.

The DDA Handbook for MPD-2021 gives Low Density Residential Areas (LDRA), the category earlier called farm houses, a minimum plot of 0.4 ha, FAR 20 without charges and up to 30 on payment, 12 m height and 50% green area (DDA Handbook). Mehrauli is listed in Annexure 4.0(I) as we read it. On 14 August 2020 the Supreme Court held that the court-appointed Monitoring Committee had no authority to seal purely residential premises on private land (Supreme Court, 2020). That ruling does not legalise buildings that break plot, FAR or sanction rules.

Two further layers set Mehrauli apart. ASI told the Supreme Court in February 2025 that a tomb in the Archaeological Park lay in a 200 m regulated zone where repair or construction needs prior permission, and the Court stayed new construction or renovation at the religious structures there (ETV Bharat, Feb 2025). In August 2025 it barred additions and alterations at the Mehrauli monuments (Bar and Bench, Aug 2025). Separately, Outlook reported in September 2026 that about 1,000 acres of the Southern Ridge were notified as reserved forest (Outlook, Sep 2026). Read the Delhi state page and the South Delhi page for the general rules.

Southern Ridge reserved-forest notification

Outlook reported on 19 September 2026 that about 1,000 acres of the Southern Ridge were notified as reserved forest under section 20 of the Indian Forest Act, 1927, taking the notified total to nearly 13,000 acres; it names no villages (Outlook, Sep 2026). A Supreme Court order of 11 November 2025 had recorded only 103.48 ha notified (Verdictum). The two counts differ.

MPD-2047 village development framework

The Tribune reported on 14 August 2026, before the plan was notified, that about 70 peripheral villages, including Mehrauli, Chhatarpur and Satbari, would come under a common green development area approach with regulated commercial and institutional use where building was earlier restricted, and that road widths of 12, 18 and 30 m were under consideration (Tribune, Aug 2026). It does not address farmhouses, and heritage rules would still apply.

Agriculture & terrain

Soil, crops & water in Mehrauli

Mehrauli has little farming: much of the land is village settlement, monument grounds and forest. We found no sourced soil or crop survey.

Soil & crops

We found no sourced crop mix for Mehrauli. Look at the land-use entry in the current record before treating any plot as farmland; most land here is village settlement, heritage ground or forest.

  • Ridge scrub
  • Heritage grounds
  • Little cultivation

Water

Borewells are the usual source. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited and 13 critical (CGWB, 2024); we found no block-level category for this block, so ask for a borewell yield and quality report. The Yamuna floodplain is on the opposite side of the city, so Yamuna flooding is not a Mehrauli risk.

Mandi price reference

Crop prices do not drive land value in this belt, and we found no mandi price series for the village. Delhi's net sown area fell from 34,034 ha in 2000-01 to an estimated 22,300 ha in 2018-19 (Economic Survey 2018-19).

Micro-market report โ€” Mehrauli

Why buyers look at Mehrauli

Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.

Heritage-led setting

Protected monuments and the Archaeological Park give Mehrauli a recognisable setting, but the same monuments bring ASI limits and court orders on building (ETV Bharat, Feb 2025).

Yellow Line to the south

The Yellow Line has stations at Chhatarpur and Sultanpur (The Week/PTI); check which one serves your plot.

Supply protected by rules

Heritage, Ridge and forest rules keep open supply tight, and the same rules can block building.

Use value over speculation

A sanctioned house with clean title can be lived in. Buyers who count on the green development area framework for about 70 villages (Tribune, Aug 2026) or any planning change to unlock land are relying on policy-stage reports.

STRAIGHT TALK

Risks & challenges specific to Mehrauli

Specific to this micro-market, beyond the South Delhi and Delhi-wide points.

Heritage regulated zone

The Ancient Monuments and Archaeological Sites and Remains Act sets a 100 m prohibited and a further 200 m regulated area around protected monuments, as PRS summarises it (PRS India). ASI told the Supreme Court in February 2025 that a Mehrauli tomb lay within a 200 m regulated zone where repair or construction needs prior permission (ETV Bharat). Ask the ASI circle for a written position on the khasra.

Archaeological Park orders

The Supreme Court stayed new construction and renovation at the religious structures in the park on 28 February 2025 and, in August 2025, barred additions and alterations at the Mehrauli monuments (Bar and Bench). The orders concern the monuments and the park, not every plot, but they show how courts treat building here.

Ridge and morphological Ridge

On 11 November 2025 the Supreme Court recorded that only 103.48 ha of Delhi's Ridge had been notified as reserved forest and directed a Ridge Management Board to remove encroachments from the Ridge and the morphological Ridge (Verdictum, Nov 2025). Outlook reported on 19 September 2026 that about 1,000 acres of the Southern Ridge were notified, taking the notified total to nearly 13,000 acres, and it names no villages (Outlook, Sep 2026). The two counts do not reconcile. Ask the Delhi Forest Department for the Ridge boundary and notification status of the khasra.

Farmhouse legality is plot by plot

Mehrauli is listed in the DDA Handbook's LDRA annexure as we read it, but a farmhouse is lawful only if the plot is at least 0.4 ha, the building has a sanctioned plan and the land use matches (DDA Handbook). DDA's regulations of 30 October 2012 covered only farm houses that existed before 7 February 2007 and excluded forest, regional park and protected-monument land (DDA regulations). We found no later scheme and no sourced account of whether the window is open, so assume a later farmhouse has no route to regularisation until DDA says otherwise.

Village settlement and agricultural-record land

Much of Mehrauli is village settlement, where building follows different norms from an LDRA farm plot. Land recorded as agricultural stays under the Delhi Land Reforms Act, 1954. Section 33 in the India Code text limits a transfer that would leave the seller with under eight standard acres (India Code), and on 11 August 2026 the Delhi High Court upheld a section 81 ejectment for non-farm use, holding that land stays under the Act until a municipal notification (LPA 34/2024). A Revenue Department notice invited comment on deleting sections 33 and 81 in 2016 (Revenue Department); we found no sign it was enacted, so confirm the current text.

NRIs and OCIs cannot buy this land

Regulation 3(a) of the 2018 FEMA regulations on immovable assets bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (Reserve Bank of India, 2018). Residential and commercial land in approved areas is a separate question for a lawyer, so a farmhouse plot is not a route for them.

Stamp duty and circle rate

The Revenue Department's registration page sets stamp duty at 6% for men and 4% for women, plus a 1% registration fee and Rs 100, charged on the higher of the consideration or the circle rate (Revenue Department). Agricultural land is reported at โ‚น53 lakh per acre since 2008, with a draft of up to โ‚น5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025). We found no separate duty for farmhouse plots; ask the sub-registrar for the notified 2026 circle rate.
