Sub-area overview

Sultanpur โ€” a Yellow Line village in the same sub-division as Asola

Buying agricultural land in Sultanpur, Delhi, means a plot in a village of Chhatarpur sub-division, South Delhi (Revenue Department, Dec 2025), where the Yellow Line has a station (The Week/PTI, Apr 2024). Other places carry the name Sultanpur, so confirm that the khasra is in Delhi before comparing rules.

The DDA Handbook for MPD-2021 gives Low Density Residential Areas (LDRA), the category earlier called farm houses, a minimum plot of 0.4 ha, FAR 20 without charges and up to 30 on payment, 12 m height and 50% green area (DDA Handbook). Sultanpur is listed in Annexure 4.0(I) as we read it, so the farmhouse route exists on paper for plots that meet the norms; check the annexure line for yours. We found no sourced price series and use no listing-site asks.

The same sub-division holds Asola and Fatehpur Beri (Revenue Department), the villages most tied to the Asola Bhatti sanctuary. A Times of India report republished by FIAPO places the sanctuary in the south-eastern part of the Southern Ridge (FIAPO copy), and a 2014 Hindustan Times report found at least 15 farmhouses, possibly more than 50, on over 400 acres of forest land inside it (Hindustan Times, Apr 2014). We do not know whether land at Sultanpur touches the sanctuary, so check the khasra against sanctuary and Ridge maps. General rules are on the Delhi state page and the South Delhi page.

Sultanpur is a Yellow Line station. A PTI report of 2 April 2024 describes a 20 kmph speed restriction between Chhatarpur and Sultanpur because of tunnel construction for the Aerocity-Tughlakabad corridor (The Week/PTI, Apr 2024); it gives no opening date for that corridor.

MPD-2047 green development areas

The Tribune reported on 14 August 2026, before notification, that the green development area framework would cover about 70 peripheral villages, 47 of them previously under building restrictions and 23 not. It names Mehrauli, Chhatarpur and Satbari and does not name Sultanpur (Tribune, Aug 2026). Which villages are in scope needs checking against the plan.

Asola Bhatti eco-sensitive zone

A Times of India report republished by FIAPO says the Union environment ministry notified an eco-sensitive zone of 100 m to 1 km around the sanctuary boundary, naming villages on the Haryana side, and a separate 15.55 sq km area on the Delhi stretch in September 2017 (FIAPO copy). We did not open a notification, so how the zone falls on Sultanpur is unconfirmed.

Agriculture & terrain

Soil, crops & water in Sultanpur

Sultanpur has little cultivation: expect landscaped plots rather than field crops. We found no sourced soil or crop survey.

Soil & crops

We found no sourced crop mix for Sultanpur. Treat any plot sold as farm land with caution: ask what the khatauni says about land use and whether orchard or green-cover obligations apply.

  • Ridge checks
  • Planted orchards
  • Little cultivation

Water

Borewells are the usual source. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited and 13 critical (CGWB, 2024); we found no block-level category for this block, so ask for a borewell yield and quality report. The Yamuna floodplain is not in this belt, so the risk is dry-season depth and quality rather than river flood.

Mandi price reference

Crop prices do not drive land value in this belt, and we found no mandi price series for the village. Delhi's net sown area fell from 34,034 ha in 2000-01 to an estimated 22,300 ha in 2018-19 (Economic Survey 2018-19).

Why buyers look at Sultanpur

Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.

A station in the sub-division

Chhatarpur and Sultanpur are both named as Yellow Line stations (The Week/PTI); check which one serves your plot.

A listed LDRA village

The DDA Handbook's LDRA annexure lists Sultanpur as we read it (DDA Handbook), so a farmhouse route exists for plots that meet the norms.

Shared sub-division

Sultanpur sits in Chhatarpur sub-division with Chhatarpur and Ghatorni (Revenue Department), so comparable records can be checked in one place.

Legal supply is narrow

Legal supply is narrow because a farmhouse needs an LDRA or green-belt plot with a sanctioned plan.

STRAIGHT TALK

Risks & challenges specific to Sultanpur

Specific to this micro-market, beyond the South Delhi and Delhi-wide points.

LDRA list and zone

Farmhouse norms apply only to plots in the LDRA annexure that meet them. Sultanpur appears in the annexure as we read it (DDA Handbook), but MPD-2047 may change the zone, and reports on its farmhouse rule differ. DDA's FAQs set low-density plots at a minimum of 10,000 sq m with FAR 10 and 15% ground coverage on an 18 m right of way (DDA FAQs on MPD-2047). ThePrint quotes the Housing Minister saying no farm houses will be allowed in low-density areas (ThePrint, Aug 2026), and Business Today reports farmhouses barred on plots under 2.5 acres (Business Today, Aug 2026). The reports differ, so get the zone and the rule confirmed in writing from DDA.

Sanctuary and Ridge adjacency

Asola and Fatehpur Beri share the sub-division, and a 2014 Hindustan Times report found farmhouses on over 400 acres of forest land inside the sanctuary, in breach of the Forest (Conservation) Act and the Wild Life (Protection) Act (Hindustan Times, Apr 2014). Check the khasra against sanctuary, Ridge and morphological Ridge maps; the Supreme Court ordered encroachment removal from the Ridge on 11 November 2025 (Verdictum).

Eco-sensitive zone limits

A reported eco-sensitive zone of 100 m to 1 km surrounds the sanctuary on the Haryana side, and a 15.55 sq km Delhi-stretch area was reported notified in September 2017 (FIAPO copy). We did not open the notification, so ask the Delhi Forest Department for written advice.

Name confusion

Other places carry the name Sultanpur. A listing that says Sultanpur may refer to a place outside Delhi, so confirm that the khasra is in the Delhi village before comparing prices or rules.

Sanction and sealing

DDA's regulations of 30 October 2012 covered only farm houses that existed before 7 February 2007 and excluded forest, regional park and protected-monument land (DDA regulations). We found no later scheme and no sourced account of whether the window is open, so assume a later farmhouse has no route to regularisation until DDA says otherwise. On 14 August 2020 the Supreme Court held that the court-appointed Monitoring Committee had no authority to seal purely residential premises on private land (Supreme Court, 2020). That ruling does not legalise buildings that break plot, FAR or sanction rules.

NRIs and OCIs cannot buy this land

Regulation 3(a) of the 2018 FEMA regulations on immovable assets bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (Reserve Bank of India, 2018). Residential and commercial land in approved areas is a separate question for a lawyer, so a farmhouse plot is not a route for them.

Stamp duty and circle rate

The Revenue Department's registration page sets stamp duty at 6% for men and 4% for women, plus a 1% registration fee and Rs 100, charged on the higher of the consideration or the circle rate (Revenue Department). Agricultural land is reported at โ‚น53 lakh per acre since 2008, with a draft of up to โ‚น5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025). We found no separate duty for farmhouse plots; ask the sub-registrar for the notified 2026 circle rate.
