Ghitorni — land purchase legal rules
⚠ Three layers of control apply to Delhi farm land at once: the Land Reforms Act, the Master Plan and DDA zoning. Check the land record, the Master Plan zone and the floodplain and Ridge position before you pay anything.
Who can buy agricultural land? The Delhi Land Reforms Act, 1954 (DLR Act) puts its main limits on the seller and on use rather than on the buyer, and we found no bar by domicile in the sources we could open. Section 33 restricts transfers by a landholder that would fragment the holding. The Revenue Department's notice inviting amendment suggestions (undated; comments were due 24 June 2016) called Section 33 outdated and proposed deleting it, but those were proposals. We have not read the current Act text, so ask the sub-registrar or the Revenue Department what applies to the seller's holding before any token payment.
Use of agricultural land (Section 81): Under the DLR Act a landholder who puts agricultural land to non-agricultural use is liable to ejectment, as the same Revenue Department notice describes. A house, event venue or "farmhouse" on land still recorded as agricultural therefore carries legal risk, whatever a broker calls the plot. The notice proposed replacing Sections 81 and 82 with a conversion permission, and we found no evidence that this was enacted.
Fragmentation and title: Many Delhi holdings are small, co-owned, or still in a deceased owner's name. Ask for the current revenue record, the mutation status and proof that the seller can transfer the whole holding.
Master Plan zoning decides what can be built: The Master Plan for Delhi 2047 (MPD-2047) replaces MPD-2021. DDA approved it on 12 August 2026 (Tribune, August 2026), and ThePrint reported it as notified by the Ministry of Housing and Urban Affairs on 20 August 2026. Farmhouse rules are the unsettled part. ThePrint quoted the Housing Minister as saying no farm houses will be allowed in low-density areas, while Outlook Money, August 2026 reported that the draft one-acre norm is absent from the final gazette. Treat the rules as restrictive and still under debate. We could not open the gazette copy, so ask DDA for the zone and permitted use of the plot in writing.
Land pooling: MPD-2047 marks nearly 200 sq km for land pooling and expects about 12 lakh homes from it, according to Outlook Money, August 2026. A village inside a pooling zone may be taken into a DDA-led scheme instead of staying farm land. Ask DDA whether the plot falls in one.
Yamuna floodplain, Ridge and heritage areas: The plan bars concrete structures in the core of the Yamuna O-zone (Business Today, August 2026) and aims to preserve about 180 sq km of floodplain and Ridge (ThePrint, August 2026). About 9,700 ha was declared O-zone under MPD-2021, and the High Court ruled on 26 May 2026 against regularising O-zone colonies (Business Standard, June 2026). The NGT has been monitoring encroachment on the floodplain (NGT order, February 2025). We have not sourced the legal limits around the Ridge, Asola Bhatti or the Mehrauli monuments, so ask DDA, the Forest Department and ASI for written positions on any plot near them. Stay out of the floodplain altogether.
Unauthorised colonies: Delhi opened the SWAGAM portal on 24 April 2026 to register land in 1,511 unauthorised colonies under PM-UDAY, on an as-is-where-is basis, as Outlook Money reported in April 2026. The O-zone and Sainik Farms are excluded from that policy under the High Court order (Business Standard, June 2026). A plot sold as "regularised" needs the regularisation certificate in hand.
NRI & OCI buyers: Under the 2018 FEMA regulations on immovable property (RBI, Regulation 3(a)), NRIs and OCIs cannot buy agricultural land, plantation land or a farm house anywhere in India, Delhi included. They may buy residential or commercial land, subject to zoning.

Sub-area overview
Ghitorni — an urban village on Mehrauli–Gurgaon Road with farmhouse edges
Buying agricultural land in Ghitorni is closer to buying a plot in an urban village than buying a field. The Revenue Department spells the village Ghatorni and lists it in Chhatarpur sub-division of South Delhi (Revenue Department, Dec 2025). Any open land that remains needs a khasra-level check, because it may be village settlement, green belt or a farm plot shared with Sultanpur and Rajokri.
The DDA Handbook for MPD-2021 gives Low Density Residential Areas (LDRA), the category earlier called farm houses, a minimum plot of 0.4 ha, FAR 20 without charges and up to 30 on payment, 12 m height and 50% green area (DDA Handbook). It lists Ghitorni among the LDRA villages in Annexure 4.0(I), as we read it, and that is the legal route to a farmhouse. A plot of a few hundred square yards in the village core is a different thing: settlement land is treated apart from agricultural land and should not be sold or bought as a farmhouse.
We found no sourced price for Ghitorni, so the price table carries only circle-rate context. Its position on a border road makes it a place to compare with Gurugram's farmhouse offer (see the Gurugram district page), where the rules differ. For the base rules read the Delhi state page and the South Delhi page.

Connectivity
How Ghitorni connects
Ghitorni lies on the Mehrauli–Gurgaon Road side of South Delhi. We have not checked station or bus details against official pages.
By metro and road
Read this before relying on distances
We give no drive times to the airport or Gurugram, and station details are unchecked against Delhi Metro Rail Corporation pages. Farm plots are usually reached through village roads, so check width and access in person; DDA's FAQs ask for an 18 m right of way on low-density plots (DDA FAQs).

Water
Borewells are the usual source. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited and 13 critical (CGWB, 2024); we found no block-level category for this block, so ask for a borewell yield and quality report. The Yamuna floodplain rules do not apply here, so the risk is dry-season depth and quality rather than river flood.
Mandi price reference
Crop prices do not drive land value in this belt, and we found no mandi price series for the village. Delhi's net sown area fell from 34,034 ha in 2000-01 to an estimated 22,300 ha in 2018-19 (Economic Survey 2018-19).

Metro plus Mehrauli–Gurgaon Road
A Yellow Line station is listed at Ghitorni and the village is on the Mehrauli–Gurgaon Road side of South Delhi; confirm the station and the access on the ground.
A Delhi address with a Gurugram edge
Buyers who cannot find a lawful farmhouse in Delhi can compare Haryana's offer on the Gurugram page, where the rules are different.
Tight legal supply
Only listed LDRA or green-belt plots can carry a farmhouse (DDA Handbook); the rest is village land with other limits.
Clearer rules ahead
MPD-2047 was notified on 20 August 2026 (ThePrint), but reports disagree on the farmhouse rule.
Listing data is not legal advice. Check title, land use and zoning with DDA and the sub-registrar.
STRAIGHT TALK
Risks & challenges specific to Ghitorni
Specific to this micro-market, beyond the South Delhi and Delhi-wide points.
Village core is not a farmhouse zone
A plot in the old village is settlement land, not an LDRA farm plot. Selling it as a farmhouse is a misdescription, and the rules differ from agricultural land; ask what the revenue record shows.
Farmhouse norms must be matched
For an LDRA plot the minimum is 0.4 ha under MPD-2021. The handbook allows two dwelling units on a one-acre plot at FAR 20 and one more between FAR 20 and 30 on payment of charges (DDA Handbook). A plot smaller than 0.4 ha cannot claim these rights.
No price evidence
We found no sourced price for Ghitorni and use no listing asks. Test any broker figure against the reported agricultural circle rate of ₹53 lakh per acre (The Realty Today, Dec 2025) and against registered sale deeds nearby.
District and boundary
The Revenue Department lists Ghatorni in Chhatarpur sub-division of South Delhi under the December 2025 reorganisation into 13 districts (Revenue Department; The Week/PTI, Dec 2025). Other maps and listings may use older district names, and the Haryana border is close, so check the khasra's village and tehsil before reading the rules.
Sanction and sealing
DDA's regulations of 30 October 2012 covered only farm houses that existed before 7 February 2007 and excluded forest, regional park and protected-monument land (DDA regulations). We found no later scheme and no sourced account of whether the window is open, so assume a later farmhouse has no route to regularisation until DDA says otherwise. On 14 August 2020 the Supreme Court held that the court-appointed Monitoring Committee had no authority to seal purely residential premises on private land (Supreme Court, 2020). That ruling does not legalise buildings that break plot, FAR or sanction rules.
NRIs and OCIs cannot buy this land
Regulation 3(a) of the 2018 FEMA regulations on immovable assets bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (Reserve Bank of India, 2018). Residential and commercial land in approved areas is a separate question for a lawyer, so a farmhouse plot is not a route for them.
Stamp duty and circle rate
The Revenue Department's registration page sets stamp duty at 6% for men and 4% for women, plus a 1% registration fee and Rs 100, charged on the higher of the consideration or the circle rate (Revenue Department). Agricultural land is reported at ₹53 lakh per acre since 2008, with a draft of up to ₹5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025). We found no separate duty for farmhouse plots; ask the sub-registrar for the notified 2026 circle rate.

Can I buy a farmhouse plot in Ghitorni?
Only where the plot is in a Low Density Residential Area village and meets the norms: at least 0.4 ha, FAR 20 (up to 30 on payment), 12 m height and 50% green area. DDA's MPD-2021 handbook lists Ghitorni in Annexure 4.0(I) as we read it. A small plot in the village core is settlement land and not a farmhouse plot.

Can an NRI buy a farmhouse in Ghitorni?
No. Regulation 3(a) of the 2018 FEMA regulations on immovable assets bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (Reserve Bank of India). Residential and commercial land in approved areas is a separate question for a lawyer.
