Sub-area overview

Chhatarpur โ€” a farmhouse belt on Delhi's southern edge, and what a farmhouse legally is

Buying agricultural land in Chhatarpur and buying a farmhouse there are different transactions, and most enquiries are for the second. Chhatarpur is a sub-division of South Delhi (Revenue Department, Dec 2025). Outlook's 2022 feature describes about 300 farms over roughly 700 acres with plots of 1 to 13 acres, though the same article also says at least 1,500 farmhouses, so its counts are loose (Outlook, Feb 2022, updated Feb 2024). What changes hands is mostly a walled plot of an acre or more with a house on it, not open cropland.

The DDA Handbook for MPD-2021 gives Low Density Residential Areas (LDRA), the category earlier called farm houses, a minimum plot of 0.4 ha, FAR 20 without charges and up to 30 on payment, 12 m height and 50% green area (DDA Handbook). Its Annexure 4.0(I) lists Chattarpur as an LDRA village as we read it, so check the annexure line for the plot you are considering.

Older farmhouses often predate those norms, and the only regularisation scheme we could open covered farm houses built before 7 February 2007 (DDA regulations, Oct 2012). MPD-2047 was notified on 20 August 2026 (ThePrint, Aug 2026). DDA's FAQs set low-density plots at a minimum of 10,000 sq m with FAR 10 and 15% ground coverage on an 18 m right of way (DDA FAQs on MPD-2047). ThePrint quotes the Housing Minister saying no farm houses will be allowed in low-density areas (ThePrint, Aug 2026), and Business Today reports farmhouses barred on plots under 2.5 acres (Business Today, Aug 2026). The reports differ, so get the zone and the rule confirmed in writing from DDA. Start with the Delhi state page and the South Delhi page, and read the Ridge and sanction checks below before any token payment.

Read this before relying on distances

Drive times between Chhatarpur, the airport and Gurugram change with the hour, so we give none. The only metro fact here comes from a PTI report, and we did not open a Delhi Metro Rail Corporation page. Many farms sit behind private gates on narrow lanes, and DDA's FAQs ask for an 18 m right of way on low-density plots (DDA FAQs), so measure the lane before relying on a map.

Protection from sealing and demolition

A bill passed in December 2023 extended the Delhi Laws (Special Provisions) Act protection to 31 December 2026 (Tribune, Dec 2023). PRS lists slum dwellers, hawkers, unauthorised colonies, schools, religious institutions and agricultural godowns and does not name farmhouses (PRS India), so a farmhouse should not be assumed covered. We found no report of an extension beyond 2026.

Agricultural circle-rate revision

The Realty Today reported in December 2025 that Delhi's agricultural circle rate has been โ‚น53 lakh per acre since 2008 and that a draft would raise it to as much as โ‚น5 crore per acre by location (The Realty Today, Dec 2025). Agriculture & terrain

Soil, crops & water in Chhatarpur

Little of the belt is cropped: expect landscaped estates and scrub rather than field crops. We found no sourced soil or crop survey for the village.

Soil & crops

Outlook's account is of walled farms with houses rather than cropped fields (Outlook, 2022), and DDA's LDRA norms ask for at least 50% green area (DDA Handbook). We found no sourced crop mix for the village.

  • Ridge checks
  • Orchards and lawns
  • Low cultivation

Water

Borewells are the usual source. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited and 13 critical (CGWB, 2024); we found no block-level category for this belt, so ask for a borewell yield and quality report. The Yamuna floodplain is on the east side of the city and is not part of this belt, so the water risk here is depth and quality, not river flood.

Mandi price reference

Crop prices do not drive land value in this belt, and we found no mandi price series for the village. Delhi's net sown area fell from 34,034 ha in 2000-01 to an estimated 22,300 ha in 2018-19 (Economic Survey 2018-19).

Micro-market report โ€” Chhatarpur

Farmland India view

Why buyers look at Chhatarpur

Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.

A defined farmhouse district

Outlook describes about 300 walled farms in and around Chhatarpur, so there is a visible stock of farmhouses to inspect and compare (Outlook, 2022).

Metro access

A Yellow Line station is named at Chhatarpur, which helps weekend and event use; check access to the specific lane.

Capped legal supply

DDA's 2012 regularisation covered only farm houses built before 7 February 2007, so a later farmhouse has no scheme we could find to regularise it.

A clearer framework ahead

MPD-2047 was notified on 20 August 2026 (ThePrint), and its low-density rules decide what can be built. Reports differ on the farmhouse rule, so read the gazette text first.

STRAIGHT TALK

Risks & challenges specific to Chhatarpur

Specific to this micro-market, beyond the South Delhi and Delhi-wide points.

A farmhouse is a use, not a title

The words on a sale deed or brochure do not make a farmhouse lawful. Its status depends on the village being in the LDRA annexure, the plot meeting 0.4 ha, a sanctioned plan and the current land record (DDA Handbook). Ask for the sanctioned plan, the completion papers and the khasra number, then match them to the building.

Regularisation window

DDA's regulations of 30 October 2012 covered only farm houses that existed before 7 February 2007 and excluded forest, regional park and protected-monument land (DDA regulations). We found no later scheme and no sourced account of whether the window is open, so assume a later farmhouse has no route to regularisation until DDA says otherwise.

Demolition and sealing history

DDA demolished a farmhouse of about 10 acres in Chhatarpur on 1 and 2 March 2024, saying it was recovering government land (Tribune, Mar 2024). ThePrint reported in September 2026 that about 20 houses and a few farmhouses were razed on Satbari Gaushala Road for road widening (ThePrint, Sep 2026). On 14 August 2020 the Supreme Court held that the court-appointed Monitoring Committee had no authority to seal purely residential premises on private land (Supreme Court, 2020). That ruling does not legalise buildings that break plot, FAR or sanction rules.

Ridge and forest boundaries

On 11 November 2025 the Supreme Court recorded that only 103.48 ha of Delhi's Ridge had been notified as reserved forest and directed a Ridge Management Board to remove encroachments from the Ridge and the morphological Ridge (Verdictum, Nov 2025). Outlook reported on 19 September 2026 that about 1,000 acres of the Southern Ridge were notified, taking the notified total to nearly 13,000 acres, and it names no villages (Outlook, Sep 2026). The two counts do not reconcile. Ask the Delhi Forest Department whether the khasra touches the Ridge or the morphological Ridge.

Agricultural land rules still apply

Land recorded as agricultural stays under the Delhi Land Reforms Act, 1954. Section 33 in the India Code text limits a transfer that would leave the seller with under eight standard acres (India Code), and on 11 August 2026 the Delhi High Court upheld a section 81 ejectment for non-farm use, holding that land stays under the Act until a municipal notification (LPA 34/2024). A Revenue Department notice invited comment on deleting sections 33 and 81 in 2016 (Revenue Department); we found no sign it was enacted, so confirm the current text.

NRIs and OCIs cannot buy this land

Regulation 3(a) of the 2018 FEMA regulations on immovable assets bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (Reserve Bank of India, 2018). Residential and commercial land in approved areas is a separate question for a lawyer, so a farmhouse plot is not a route for them.

Stamp duty and circle rate

The Revenue Department's registration page sets stamp duty at 6% for men and 4% for women, plus a 1% registration fee and Rs 100, charged on the higher of the consideration or the circle rate (Revenue Department). Agricultural land is reported at โ‚น53 lakh per acre since 2008, with a draft of up to โ‚น5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025). We found no separate duty for farmhouse plots; ask the sub-registrar for the notified 2026 circle rate.

What is a farmhouse in Chhatarpur, legally?

There is no separate land category. DDA's MPD-2021 handbook treats Low Density Residential Area plots as what were earlier called farm houses: at least 0.4 ha, FAR 20 (up to 30 on payment), 12 m height and 50% green area, and its Annexure 4.0(I) lists Chattarpur as we read it. Ask for the sanctioned plan and match it to the building.
