Rajokri โ land purchase legal rules
โ Three layers of control apply to Delhi farm land at once: the Land Reforms Act, the Master Plan and DDA zoning. Check the land record, the Master Plan zone and the floodplain and Ridge position before you pay anything.
Who can buy agricultural land? The Delhi Land Reforms Act, 1954 (DLR Act) puts its main limits on the seller and on use rather than on the buyer, and we found no bar by domicile in the sources we could open. Section 33 restricts transfers by a landholder that would fragment the holding. The Revenue Department's notice inviting amendment suggestions (undated; comments were due 24 June 2016) called Section 33 outdated and proposed deleting it, but those were proposals. We have not read the current Act text, so ask the sub-registrar or the Revenue Department what applies to the seller's holding before any token payment.
Use of agricultural land (Section 81): Under the DLR Act a landholder who puts agricultural land to non-agricultural use is liable to ejectment, as the same Revenue Department notice describes. A house, event venue or "farmhouse" on land still recorded as agricultural therefore carries legal risk, whatever a broker calls the plot. The notice proposed replacing Sections 81 and 82 with a conversion permission, and we found no evidence that this was enacted.
Fragmentation and title: Many Delhi holdings are small, co-owned, or still in a deceased owner's name. Ask for the current revenue record, the mutation status and proof that the seller can transfer the whole holding.
Master Plan zoning decides what can be built: The Master Plan for Delhi 2047 (MPD-2047) replaces MPD-2021. DDA approved it on 12 August 2026 (Tribune, August 2026), and ThePrint reported it as notified by the Ministry of Housing and Urban Affairs on 20 August 2026. Farmhouse rules are the unsettled part. ThePrint quoted the Housing Minister as saying no farm houses will be allowed in low-density areas, while Outlook Money, August 2026 reported that the draft one-acre norm is absent from the final gazette. Treat the rules as restrictive and still under debate. We could not open the gazette copy, so ask DDA for the zone and permitted use of the plot in writing.
Land pooling: MPD-2047 marks nearly 200 sq km for land pooling and expects about 12 lakh homes from it, according to Outlook Money, August 2026. A village inside a pooling zone may be taken into a DDA-led scheme instead of staying farm land. Ask DDA whether the plot falls in one.
Yamuna floodplain, Ridge and heritage areas: The plan bars concrete structures in the core of the Yamuna O-zone (Business Today, August 2026) and aims to preserve about 180 sq km of floodplain and Ridge (ThePrint, August 2026). About 9,700 ha was declared O-zone under MPD-2021, and the High Court ruled on 26 May 2026 against regularising O-zone colonies (Business Standard, June 2026). The NGT has been monitoring encroachment on the floodplain (NGT order, February 2025). We have not sourced the legal limits around the Ridge, Asola Bhatti or the Mehrauli monuments, so ask DDA, the Forest Department and ASI for written positions on any plot near them. Stay out of the floodplain altogether.
Unauthorised colonies: Delhi opened the SWAGAM portal on 24 April 2026 to register land in 1,511 unauthorised colonies under PM-UDAY, on an as-is-where-is basis, as Outlook Money reported in April 2026. The O-zone and Sainik Farms are excluded from that policy under the High Court order (Business Standard, June 2026). A plot sold as "regularised" needs the regularisation certificate in hand.
NRI & OCI buyers: Under the 2018 FEMA regulations on immovable property (RBI, Regulation 3(a)), NRIs and OCIs cannot buy agricultural land, plantation land or a farm house anywhere in India, Delhi included. They may buy residential or commercial land, subject to zoning.
- Buyer eligibility: confirm
- DLR Act Sec 33: transfer limits
- Sec 81: use ejectment
- MPD-2047 zoning
- Floodplain, Ridge: avoid
- Land pooling zones
- NRI agri: barred (FEMA)
Sub-area overview
Rajokri โ a farmhouse village in Mehrauli sub-division with a court record on sealing
Buying agricultural land in Rajokri today means buying into a farmhouse belt rather than a farm. The Revenue Department lists Rajokri in Mehrauli sub-division of South Delhi (Revenue Department, Dec 2025). We do not name estates. The point for a buyer is that sealing and zoning disputes over south Delhi residential premises have been argued in the Supreme Court, so the legal tests are on record.
The DDA Handbook for MPD-2021 gives Low Density Residential Areas (LDRA), the category earlier called farm houses, a minimum plot of 0.4 ha, FAR 20 without charges and up to 30 on payment, 12 m height and 50% green area (DDA Handbook). Rajokri is listed in Annexure 4.0(I) as we read it. On 14 August 2020 the Supreme Court held that the court-appointed Monitoring Committee had no authority to seal purely residential premises on private land (Supreme Court, 2020). That ruling does not legalise buildings that break plot, FAR or sanction rules. A farmhouse that matches its zone and sanction is easier to defend than one that does not.
We found no sourced price for Rajokri, so the table carries only circle-rate context. Read the Delhi state page and the South Delhi page for the base rules, and the Gurugram district page if you are comparing a Haryana alternative.

Agriculture & terrain
Soil, crops & water in Rajokri
Rajokri has little cultivation: expect lawns, orchards and ornamental planting on farm plots. We found no sourced soil or crop survey.
Soil & crops
We found no sourced crop mix for Rajokri. DDA's LDRA norms ask for at least 50% green area (DDA Handbook), so planted land is not proof of farming; check the land-use entry in the revenue record.
- Ridge checks
- Orchards and lawns
- Little cultivation
Water
Borewells are the usual source. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited and 13 critical (CGWB, 2024); we found no block-level category for this block, so ask for a borewell yield and quality report. The Yamuna floodplain lies on the east side of the city, so its no-construction rule does not apply here.
Mandi price reference
Crop prices do not drive land value in this belt, and we found no mandi price series for the village. Delhi's net sown area fell from 34,034 ha in 2000-01 to an estimated 22,300 ha in 2018-19 (Economic Survey 2018-19).

Why buyers look at Rajokri
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
A court-tested belt
Sealing of residential premises in Delhi has been argued in the Supreme Court (14 August 2020), so buyers can read the ruling rather than broker claims; we did not confirm that the order names Rajokri (judgment).
Ring road to the south-west
UER-II's Delhi section opened on 17 August 2025 and runs to Mahipalpur (Business Today; ETV Bharat). We have not measured the distance from Rajokri.
Capped legal supply
Only listed LDRA or green-belt plots with sanction can carry a farmhouse (DDA Handbook), and DDA's 2012 regularisation covered only farm houses built before 7 February 2007.
Use value
A sanctioned farmhouse can be lived in; value should not rest on a planning change.
Listing data is not legal advice. Check title, land use and zoning with DDA and the sub-registrar.
STRAIGHT TALK
Risks & challenges specific to Rajokri
Specific to this micro-market, beyond the South Delhi and Delhi-wide points.
Compliant versus unsanctioned
On 14 August 2020 the Supreme Court held that the court-appointed Monitoring Committee had no authority to seal purely residential premises on private land (Supreme Court, 2020). That ruling does not legalise buildings that break plot, FAR or sanction rules. Ask for the sanctioned plan, completion papers and a site measurement.
Farmhouse used for events
The 2020 ruling concerned purely residential premises, so a farmhouse run as a banquet or event venue should not assume the same protection. DDA's March 2024 demolition in Chhatarpur concerned reclaimed government land, not event use (Tribune, Mar 2024). Check what the seller has used the plot for.
Defence and height limits
We could not source any restriction near Rajokri from a notification. If the plot is near a defence installation, ask DDA and that installation in writing.
Ridge boundary
On 11 November 2025 the Supreme Court recorded that only 103.48 ha of Delhi's Ridge had been notified as reserved forest and directed a Ridge Management Board to remove encroachments from the Ridge and the morphological Ridge (Verdictum, Nov 2025). Outlook reported on 19 September 2026 that about 1,000 acres of the Southern Ridge were notified, taking the notified total to nearly 13,000 acres, and it names no villages (Outlook, Sep 2026). The two counts do not reconcile. Match the khasra to the Ridge map.
Regularisation window
DDA's regulations of 30 October 2012 covered only farm houses that existed before 7 February 2007 and excluded forest, regional park and protected-monument land (DDA regulations). We found no later scheme and no sourced account of whether the window is open, so assume a later farmhouse has no route to regularisation until DDA says otherwise.
NRIs and OCIs cannot buy this land
Regulation 3(a) of the 2018 FEMA regulations on immovable assets bars NRIs and OCIs from buying agricultural land, plantation land or a farm house in India (Reserve Bank of India, 2018). Residential and commercial land in approved areas is a separate question for a lawyer, so a farmhouse plot is not a route for them.
Stamp duty and circle rate
The Revenue Department's registration page sets stamp duty at 6% for men and 4% for women, plus a 1% registration fee and Rs 100, charged on the higher of the consideration or the circle rate (Revenue Department). Agricultural land is reported at โน53 lakh per acre since 2008, with a draft of up to โน5 crore per acre that was not notified at December 2025 (The Realty Today, Dec 2025). We found no separate duty for farmhouse plots; ask the sub-registrar for the notified 2026 circle rate.

Is Rajokri an LDRA village?
DDA's MPD-2021 handbook lists Rajokri in Annexure 4.0(I) as we read it. LDRA plots need at least 0.4 ha, FAR 20 (up to 30 on payment), 12 m height and 50% green area, and MPD-2047 farmhouse rules are reported differently, so ask DDA for the zone in writing.
