North West Delhi — land purchase legal rules
⚠ Three layers of control apply to Delhi farm land at once: the Land Reforms Act, the Master Plan and DDA zoning. Check the land record, the Master Plan zone and the floodplain and Ridge position before you pay anything.
Who can buy agricultural land? The Delhi Land Reforms Act, 1954 (DLR Act) puts its main limits on the seller and on use rather than on the buyer, and we found no bar by domicile in the sources we could open. Section 33 restricts transfers by a landholder that would fragment the holding. The Revenue Department's notice inviting amendment suggestions (undated; comments were due 24 June 2016) called Section 33 outdated and proposed deleting it, but those were proposals. We have not read the current Act text, so ask the sub-registrar or the Revenue Department what applies to the seller's holding before any token payment.
Use of agricultural land (Section 81): Under the DLR Act a landholder who puts agricultural land to non-agricultural use is liable to ejectment, as the same Revenue Department notice describes. A house, event venue or "farmhouse" on land still recorded as agricultural therefore carries legal risk, whatever a broker calls the plot. The notice proposed replacing Sections 81 and 82 with a conversion permission, and we found no evidence that this was enacted.
Fragmentation and title: Many Delhi holdings are small, co-owned, or still in a deceased owner's name. Ask for the current revenue record, the mutation status and proof that the seller can transfer the whole holding.
Master Plan zoning decides what can be built: The Master Plan for Delhi 2047 (MPD-2047) replaces MPD-2021. DDA approved it on 12 August 2026 (Tribune, August 2026), and ThePrint reported it as notified by the Ministry of Housing and Urban Affairs on 20 August 2026. Farmhouse rules are the unsettled part. ThePrint quoted the Housing Minister as saying no farm houses will be allowed in low-density areas, while Outlook Money, August 2026 reported that the draft one-acre norm is absent from the final gazette. Treat the rules as restrictive and still under debate. We could not open the gazette copy, so ask DDA for the zone and permitted use of the plot in writing.
Land pooling: MPD-2047 marks nearly 200 sq km for land pooling and expects about 12 lakh homes from it, according to Outlook Money, August 2026. A village inside a pooling zone may be taken into a DDA-led scheme instead of staying farm land. Ask DDA whether the plot falls in one.
Yamuna floodplain, Ridge and heritage areas: The plan bars concrete structures in the core of the Yamuna O-zone (Business Today, August 2026) and aims to preserve about 180 sq km of floodplain and Ridge (ThePrint, August 2026). About 9,700 ha was declared O-zone under MPD-2021, and the High Court ruled on 26 May 2026 against regularising O-zone colonies (Business Standard, June 2026). The NGT has been monitoring encroachment on the floodplain (NGT order, February 2025). We have not sourced the legal limits around the Ridge, Asola Bhatti or the Mehrauli monuments, so ask DDA, the Forest Department and ASI for written positions on any plot near them. Stay out of the floodplain altogether.
Unauthorised colonies: Delhi opened the SWAGAM portal on 24 April 2026 to register land in 1,511 unauthorised colonies under PM-UDAY, on an as-is-where-is basis, as Outlook Money reported in April 2026. The O-zone and Sainik Farms are excluded from that policy under the High Court order (Business Standard, June 2026). A plot sold as "regularised" needs the regularisation certificate in hand.
NRI & OCI buyers: Under the 2018 FEMA regulations on immovable property (RBI, Regulation 3(a)), NRIs and OCIs cannot buy agricultural land, plantation land or a farm house anywhere in India, Delhi included. They may buy residential or commercial land, subject to zoning.
- Buyer eligibility: confirm
- DLR Act Sec 33: transfer limits
- Sec 81: use ejectment
- MPD-2047 zoning
- Floodplain, Ridge: avoid
- Land pooling zones
- NRI agri: barred (FEMA)
North West Delhi — district-specific notes
The Delhi-wide legal framework on our Delhi state page applies to North West Delhi in full. The notes below are specific to this district and are not repeated from the state page. Law and policy as read in October 2026; the MPD-2047 gazette copy could not be opened, so confirm that part with a local advocate.
⚠ North West Delhi was reshaped by the notification that created 13 districts in late December 2025; the Cabinet approved it on 11 December (Tribune, Dec 2025) and the gazette is dated 25 December (Delhi Revenue Department list, 25 Dec 2025). It now has three sub-divisions: Kirari (Mubarikpur Dabas, Nithari, Kirari Suleman Nagar, Sultanpur Mazara), Nangloi Jat (Kamaruddin Nagar, Mangolpur Khurd, Nangloi Jat, Nangloi Saiyed) and Rohini (Badli, Naharpur, Rithala, Samaypur). Shakur Basti and Shalimar Bagh went to the new Central North district (Tribune, Dec 2025), and the Revenue Department list puts Mundka, Narela, Bawana and Alipur in Outer North. Articles and listings dated before 2026 describe the larger district.
⚠ One conflict remains. The district portal gives the collectorate address as the DC Office Complex, Kanjhawala (North West district portal), and the Rohini sub-division office is listed there too (Revenue Department sub-divisional offices page), yet the Revenue Department list assigns the village of Kanjhawla to Outer North's Mundka sub-division. The office may stand on land that belongs to a different revenue village; we do not know. Our keyword map also still files Narela, Bawana and Alipur here, which was right before 2026. We follow the Revenue Department list; confirm the district and sub-division for any parcel before choosing a Sub-Registrar.
⚠ Who can buy: the Delhi Land Reforms Act, 1954, in the India Code copy we opened (India Code text), has no residence or domicile bar in the sections we could read; that copy stops around Section 75 and carries amendments only to 1965. Section 33 stops a bhumidhar from selling or gifting land if that leaves the seller with less than eight standard acres, a holder with less than that may transfer the whole holding, and Section 42 makes the buyer liable to ejectment under a transfer made in breach. Section 81, on non-farm use, was outside the part we could read. A Revenue Department notice invited suggestions on deleting Sections 33 and 81 (notice, comments due 24 June 2016), and we found nothing showing that change was made. In August 2026 the Delhi High Court upheld a Section 81 ejectment over an unauthorised colony on recorded agricultural land in village Goela Khurd (Matiala sub-division) and held that such land stays under the Act until a Section 507(a) notification takes it out of the rural area (Delhi High Court, 11 Aug 2026). Most of North West Delhi is urban, so the first question is whether the parcel is recorded as agricultural land. Confirm the current text of the Act with a local advocate.
⚠ The villages in the Revenue Department list are mostly names of areas that have long been built over, such as Rithala, Samaypur, Nangloi Jat and Mangolpur Khurd (Delhi Revenue Department list, 25 Dec 2025); the list does not say what land use each village has today, and we found no cropping data for them. Do not confuse Sultanpur Mazara (Kirari) with Sultanpur in South Delhi, or Badli village (Rohini sub-division) with the Badli sub-division in North Delhi.
⚠ Land pooling and colonies: DDA's pooling Zone N is large (the sector rows in its 28 February 2026 table add up to 9,724 hectares, of which 3,242 hectares were pooled) but the table names no villages (DDA land pooling status, 28 Feb 2026), and we found no official source placing a Zone N sector in Kirari, Nangloi Jat or Rohini. IANS reported on 7 April 2026 that 1,511 of 1,731 unplanned colonies were declared eligible for regularisation on an as-is, where-is basis without approved layout plans, with conveyance deeds or authorisation slips from the Revenue Department (IANS, Apr 2026). The 220 left out were on non-conforming land, in green zones or near monuments. Outlook Money reported that the SWAGAM portal began registration on 24 April 2026 (Outlook Money, Apr 2026). Colonies in these three sub-divisions must be checked one by one. Regularising a colony deals with the houses in it; the reports do not extend it to agricultural land.
⚠ NRIs and OCIs may acquire immovable land or buildings in India other than agricultural land, a farm house or plantation land under Regulation 3(a) of the FEMA acquisition rules (RBI, FEMA 21(R)/2018-RB, Reg 3(a)). Our Delhi state page covers the other limits, such as SC/ST and forest land.

District overview
North West Delhi — now a mostly urban district; the farm belt moved to Outer North
North West Delhi is a district where a buyer of agricultural land should be realistic: after the 2026 reorganisation most of what remains is urban, with Rohini, Kirari and Nangloi Jat as its three sub-divisions. We found no area or population figure for the new boundary. The old North West district also held Narela, Bawana, Alipur and Mundka, and for a farmland buyer the useful fact is that those places are now in Outer North Delhi.
The Revenue Department's list of 25 December 2025 gives the new North West its three sub-divisions and a short village list: Mubarikpur Dabas, Nithari, Kirari Suleman Nagar and Sultanpur Mazara in Kirari; Kamaruddin Nagar, Mangolpur Khurd, Nangloi Jat and Nangloi Saiyed in Nangloi Jat; and Badli, Naharpur, Rithala and Samaypur in Rohini (Revenue Department). Shakur Basti and Shalimar Bagh went to Central North. The gazette is dated 25 December 2025 and The Week/PTI says it took effect immediately (The Week/PTI, Dec 2025).
The three old North West micro-markets that Farmland India tracks, Narela, Bawana and Alipur, therefore belong with Outer North Delhi, and their guides should be read there. What this district offers is access: Swarajya reports that Urban Extension Road-II runs through Rohini (Swarajya, 2026), and Business Today names Rohini and Nangloi among areas Phase 5 of the Metro is to serve (Business Today, Jul 2026).
Farmhouse land is not a feature of this district. We found no sourced price for agricultural land in Kirari, Nangloi Jat or Rohini, and a buyer who wants an agricultural parcel or a farmhouse inside the capital should start with Outer North or South West Delhi. This page explains why, names what remains and warns about colony and abadi land that gets called farmland.

The Delhi Revenue Department's registration page sets stamp duty on sale, conveyance and gift deeds at 6% for a male buyer and 4% for a female buyer, charged on the consideration or the circle rate, whichever is higher, and a registration fee of 1% on the same basis plus ₹100 (Delhi Revenue Department). The page lists no separate rate for agricultural land, and we did not find rates for NDMC or Cantonment areas. On registration offices, The Week/PTI reported in December 2025 that the existing 22 sub-registrar offices would expand to 39 under a separate notification (The Week/PTI, Dec 2025), so confirm which Sub-Registrar covers the village.
For agricultural land, The Realty Today reported in December 2025 that Delhi's circle rate is a single ₹53 lakh per acre last revised in 2008, and that a draft would raise it to as much as ₹5 crore per acre in some locations, with no uniform rate across villages; it was a draft and not notified at that date (The Realty Today, Dec 2025). The same report quotes a Revenue Department estimate of more than 50,000 acres in over 200 villages still in agricultural use; the report names no village in these three sub-divisions. Realty Today is a trade outlet and we found no notified 2026 rate, so get any figure in writing from the Sub-Registrar. Conversion or change of land use is a separate approval, not a stamp-duty line.

What is moving prices in North West Delhi
A mostly urban market with no sourced farmland price. These notes explain what is actually for sale and what to avoid.
Kirari, Nangloi Jat and Rohini village and colony plots
No sourced price series
We found no registered-rate, compensation or news price series for agricultural land in these three sub-divisions, and use no listing figure. A price per sq yd for a colony plot says nothing about agricultural land value.
Check: whether the plot is sanctioned, in a colony on the regularisation list or in Lal Dora abadi.
Remaining farm pockets
No sourced price series
Small pockets of cropland may survive near the northern villages, but we found no crop data for them. Treat any offer of "agricultural land" in Rohini or Kirari as needing a khatauni and a DDA zone letter first.
Check: the khatauni class, possession, and whether the parcel is already in a sanctioned layout.
Where the farmland went
See Outer North Delhi
Narela, Bawana, Alipur, Kanjhawla and Tikri Kalan are listed in Outer North (Delhi Revenue Department list, 25 Dec 2025). See the Outer North Delhi page for the DDA pooling data and the villages named in the draft circle-rate report.
Check: the district and sub-division before registering.
Colony regularisation
1,511 of 1,731 colonies eligible (IANS, 7 Apr 2026)
The scheme regularises existing structures as they stand and the Revenue Department issues conveyance deeds or authorisation slips; 220 colonies were left out for non-conforming land, green zones or proximity to monuments (IANS, Apr 2026). Nothing in the reports extends it to agricultural land.
Check: whether the specific colony is on the list; the portal opened on 24 April 2026 (Outlook Money, Apr 2026).
Circle rates to check
₹53 lakh per acre (2008, reported) vs draft up to ₹5 crore
The Realty Today reported in December 2025 a single agricultural rate of ₹53 lakh per acre since 2008 and a draft of up to ₹5 crore per acre without a uniform rate across villages (The Realty Today, Dec 2025). It names no village in these three sub-divisions.
Check: the current rate for the village with the Sub-Registrar.
Units: acre, sq yd, sq m
Delhi papers and sale deeds use acres, sq yd, sq ft and sq m interchangeably. Convert from the revenue record before comparing two documents (1 acre = 4,840 sq yd = about 4,047 sq m). Colony plots are priced per sq yd; farmland per acre.

Agriculture & terrain
Soil, crops & water in North West Delhi
Delhi's northwest was once a wheat and paddy belt, but after the 2026 reorganisation what remains inside this district is a few farm pockets inside an urban sea. The farm belt is now next door in Outer North.
🌾 What farming remains
Delhi's net sown area fell from 34,034 hectares in 2000-01 to an estimated 22,300 hectares in 2018-19, wheat covered an estimated 19,671 hectares in 2017-18, and rural villages fell from 304 in 1951 to 112 in 2011 (Delhi Economic Survey 2018-19, agriculture chapter). The survey gives no district-wise crop figures, so we have none for the new North West district.

🏘️ Urbanised villages and colonies
Village abadi land in Lal Dora and unauthorised colonies carry no sanctioned layout, and DDA's FAQs exclude both from land pooling (DDA FAQs on MPD-2047). Land class and layout status matter more than soil here.

🌊 Drains and flood-prone ground
Low ground along city drains can flood in a heavy monsoon; the Yamuna crossed its danger mark of 205.33 m in Delhi in September 2025 (AIR News, Sep 2025). We found no flood map for the new boundary, so ask for a flood-level statement for any low-lying parcel.

- Monsoon flooding
💧 Water & rainfall
Rainfall figures are not quoted here because we found no district series. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited, 13 critical, 2 semi-critical and 5 safe (CGWB, Delhi groundwater assessment 2024). Its district tables show sporadic nitrate above 45 mg/L, uranium above 30 ppb, fluoride above 1.5 mg/L and electrical conductivity above 3,000 µS/cm in North West Delhi (old district boundary). The report gives no block table in the part we could read, so check the latest category for the block and test borewell yield and quality.
📐 Measurement units & market prices
Convert every area to acres or sq m from the revenue record (1 acre = 4,840 sq yd = about 4,047 sq m). We quote no crop prices because we found no sourced district series.

Farmland India view
Why investors look at North West Delhi
Four honest points: this district is mainly for understanding the capital, not for buying farmland.
The reorganisation matters
Older articles and listings file Narela, Bawana and Alipur under North West. Knowing they now sit in Outer North helps avoid registering at the wrong office or reading the wrong rules.
Access, not farmland
Rohini sits on the UER-II alignment and Metro Phase 5 planning names Rohini and Nangloi. That supports house and colony plots, not agricultural land.
A regularisation window
PM-UDAY, whose SWAGAM portal opened on 24 April 2026, could settle titles in eligible colonies. It is a residential route, not a farmland one.
Better routes for farmland
For agricultural land inside Delhi, Outer North and South West are the districts to read. For clearer rules, Haryana and Uttar Pradesh NCR districts may fit better.
Confirm land-record status and sub-division for any parcel; our review is not a title guarantee.
STRAIGHT TALK
Risks & challenges in North West Delhi
Read these before shortlisting in North West Delhi specifically.
Wrong district, wrong office
Narela, Bawana, Alipur, Kanjhawla and Tikri Kalan are in Outer North, not North West, in the December 2025 list, while the district office complex sits at Kanjhawala. Confirm the sub-division and Sub-Registrar before any deed.
"Agricultural land" that is really colony land
Plots sold as farmland in Rohini, Kirari or Nangloi Jat may be in colonies or abadi. A khatauni and DDA zone letter are the only proof of land class.
Section 81 and Section 33 limits
Using recorded agricultural land for a residence risks ejectment under Section 81 (see the August 2026 High Court ruling above), and a sale that leaves the seller with under eight standard acres is restricted by Section 33. Read the Act text and the holding size.
Colony regularisation is not conversion
PM-UDAY regularises existing structures in listed colonies. The reports do not extend it to agricultural land, and 220 colonies were left out.
Name confusion
Sultanpur Mazara (Kirari) is not Sultanpur (South Delhi), and Badli village (Rohini) is not Badli sub-division (North Delhi). Check the revenue village and sub-division.
Price opacity
We found no sourced price series here. The reported agricultural circle rate is ₹53 lakh per acre (Dec 2025 report). Do not budget stamp duty on a number you have not confirmed in writing.
Announced is not delivered
Business Today lists no Phase 5 corridors, and the MPD-2047 gazette copy was not available to us. Price what the law allows today.
Who to contact
Local revenue, planning & forest offices
Land-record and mutation matters go through the Sub-Divisional Magistrate and Tehsildar of the sub-division. The sub-divisional offices page lists Kirari and Nangloi Jat at the Delhi State Co-operative Bank Building, Main Rohtak Road, Nangloi, and Rohini at the DC Office Complex, Kanjhawala (Revenue Department sub-divisional offices page). Sale-deed registration is handled by the Sub-Registrar; the existing 22 sub-registrar offices were due to expand to 39 (The Week/PTI, Dec 2025), so confirm which office covers the village. The district portal gives the collectorate address as the DC Office Complex, Kanjhawala (North West district portal).
Zoning and land pooling sit with the Delhi Development Authority, and sanctioned colony layouts with the Municipal Corporation of Delhi. Fee schedules and procedures are on the Delhi Revenue Department registration page. Check the khatauni, mutation and encumbrance before paying any token amount.

Which areas are in North West Delhi now?
Three sub-divisions, Kirari, Nangloi Jat and Rohini, in the Revenue Department list of 25 December 2025. Narela, Bawana, Alipur and Mundka are listed in Outer North, and Shakur Basti and Shalimar Bagh in Central North (Tribune, December 2025).
02 of 04
Is there agricultural land in North West Delhi?
We found no sourced figure for cropland in the new district, and the villages a December 2025 report names as still agricultural are in Outer North and South West. We found no price series for Kirari, Nangloi Jat or Rohini, so treat plots sold as farmland there with caution.
03 of 04
Can I buy agricultural land in North West Delhi?
The India Code text of the Delhi Land Reforms Act, 1954 has no residence bar in the sections we could read. Section 33 limits a sale that would leave the seller under eight standard acres, and in August 2026 the Delhi High Court upheld a Section 81 ejectment for non-farm use. Confirm the current Act with an advocate.

Does colony regularisation make a plot safe to buy?
IANS reported on 7 April 2026 that 1,511 of 1,731 unplanned colonies were declared eligible for regularisation as they are, and the SWAGAM portal opened registration on 24 April 2026. The reports cover structures in listed colonies, not agricultural land, and 220 colonies were left out.
