Old Delhi โ land purchase legal rules
โ Three layers of control apply to Delhi farm land at once: the Land Reforms Act, the Master Plan and DDA zoning. Check the land record, the Master Plan zone and the floodplain and Ridge position before you pay anything.
Who can buy agricultural land? The Delhi Land Reforms Act, 1954 (DLR Act) puts its main limits on the seller and on use rather than on the buyer, and we found no bar by domicile in the sources we could open. Section 33 restricts transfers by a landholder that would fragment the holding. The Revenue Department's notice inviting amendment suggestions (undated; comments were due 24 June 2016) called Section 33 outdated and proposed deleting it, but those were proposals. We have not read the current Act text, so ask the sub-registrar or the Revenue Department what applies to the seller's holding before any token payment.
Use of agricultural land (Section 81): Under the DLR Act a landholder who puts agricultural land to non-agricultural use is liable to ejectment, as the same Revenue Department notice describes. A house, event venue or "farmhouse" on land still recorded as agricultural therefore carries legal risk, whatever a broker calls the plot. The notice proposed replacing Sections 81 and 82 with a conversion permission, and we found no evidence that this was enacted.
Fragmentation and title: Many Delhi holdings are small, co-owned, or still in a deceased owner's name. Ask for the current revenue record, the mutation status and proof that the seller can transfer the whole holding.
Master Plan zoning decides what can be built: The Master Plan for Delhi 2047 (MPD-2047) replaces MPD-2021. DDA approved it on 12 August 2026 (Tribune, August 2026), and ThePrint reported it as notified by the Ministry of Housing and Urban Affairs on 20 August 2026. Farmhouse rules are the unsettled part. ThePrint quoted the Housing Minister as saying no farm houses will be allowed in low-density areas, while Outlook Money, August 2026 reported that the draft one-acre norm is absent from the final gazette. Treat the rules as restrictive and still under debate. We could not open the gazette copy, so ask DDA for the zone and permitted use of the plot in writing.
Land pooling: MPD-2047 marks nearly 200 sq km for land pooling and expects about 12 lakh homes from it, according to Outlook Money, August 2026. A village inside a pooling zone may be taken into a DDA-led scheme instead of staying farm land. Ask DDA whether the plot falls in one.
Yamuna floodplain, Ridge and heritage areas: The plan bars concrete structures in the core of the Yamuna O-zone (Business Today, August 2026) and aims to preserve about 180 sq km of floodplain and Ridge (ThePrint, August 2026). About 9,700 ha was declared O-zone under MPD-2021, and the High Court ruled on 26 May 2026 against regularising O-zone colonies (Business Standard, June 2026). The NGT has been monitoring encroachment on the floodplain (NGT order, February 2025). We have not sourced the legal limits around the Ridge, Asola Bhatti or the Mehrauli monuments, so ask DDA, the Forest Department and ASI for written positions on any plot near them. Stay out of the floodplain altogether.
Unauthorised colonies: Delhi opened the SWAGAM portal on 24 April 2026 to register land in 1,511 unauthorised colonies under PM-UDAY, on an as-is-where-is basis, as Outlook Money reported in April 2026. The O-zone and Sainik Farms are excluded from that policy under the High Court order (Business Standard, June 2026). A plot sold as "regularised" needs the regularisation certificate in hand.
NRI & OCI buyers: Under the 2018 FEMA regulations on immovable property (RBI, Regulation 3(a)), NRIs and OCIs cannot buy agricultural land, plantation land or a farm house anywhere in India, Delhi included. They may buy residential or commercial land, subject to zoning.

Old Delhi โ district-specific notes
The Delhi-wide legal framework on our Delhi state page applies to Old Delhi in full. The notes below are specific to this district and are not repeated from the state page. Law and policy as read in October 2026; the MPD-2047 gazette copy could not be opened, so confirm that part with a local advocate.
โ Old Delhi is one of 13 revenue districts and one of the new ones. The Tribune reported on 11 December 2025 that Chandni Chowk and Sadar Bazaar were moved into it from the Central district (Tribune, Dec 2025); the gazette notification is dated 25 December (Delhi Revenue Department list, 25 Dec 2025), and The Federal reported that the map takes effect on 1 January 2026 (The Federal, Dec 2025) while The Week/PTI reported immediate effect (The Week/PTI, Dec 2025), so confirm the effective date. The Revenue Department list gives two sub-divisions: Sadar Bazar, with a single revenue estate named Delhi, and Chandni Chowk, with no village listed against it. The notification says the districts are co-terminus with the twelve MCD zones plus one NDMC and Cantonment area but does not map each district to a zone.
โ Who can buy: the Delhi Land Reforms Act, 1954, in the India Code copy we opened (India Code text), has no residence or domicile bar in the sections we could read. Section 1(2)(a), as amended in 1956, says the Act does not extend to areas included in a Municipality or Notified Area, which is why the Act is unlikely to bear on shops, warehouses and houses in the Walled City. Sections 33 and 42 (eight standard acres; ejectment of a buyer under a prohibited transfer) matter only for recorded agricultural holdings, and Section 81 is not in the copy. In August 2026 the Delhi High Court held that recorded agricultural land stays under the Act until a Section 507(a) notification takes it out of the rural area (Delhi High Court, 11 Aug 2026). Confirm the position for any parcel with a local advocate.
โ Heritage and redevelopment: DDA's FAQs on MPD-2047 list the Walled City, Walled City Extension and Karol Bagh as special development areas where heritage-sensitive regeneration and redevelopment are permitted under area-specific schemes, say the facade and important architectural features of heritage buildings must be preserved, and set the minimum plot for redevelopment at 3,000 sq m for residential and 1,000 sq m for commercial, industrial and public uses unless otherwise specified (DDA FAQs on MPD-2047). NewsBytes reported on 20 August 2026 that the plan would phase polluting factories out of the Walled City and leave the old lanes and markets as they are (NewsBytes, Aug 2026).
โ Shahjahanabad redevelopment: The Tribune reported on 20 November 2025 that the Chief Minister said the government would soon reconstitute the Shahjahanabad Redevelopment Corporation, with restrictions on commercial use of heritage structures and a halt to new construction mentioned, and a comprehensive plan still being prepared (Tribune, Nov 2025). That is an announcement, not an order, so ask the Corporation or the Urban Development Department what binds a given building.
โ Monuments: around a protected monument the Ancient Monuments Act sets a 100 m prohibited area and a further 200 m regulated area, with the Competent Authority's permission needed in the regulated area (PRS summary of the monuments report). We did not map any Old Delhi building to a protected monument, so ask the Archaeological Survey where one stands close by.
โ NRIs and OCIs may acquire immovable land or buildings in India other than agricultural land, a farm house or plantation land under Regulation 3(a) of the FEMA acquisition rules (RBI, FEMA 21(R)/2018-RB, Reg 3(a)); that rule does not stop a purchase of non-agricultural premises. Our Delhi state page covers the other limits.

District overview
Old Delhi โ the Walled City, a market district and not a farm-land belt
Old Delhi is the capital's Walled City district, built around Chandni Chowk and Sadar Bazaar, and it is a district where a farm-land buyer has nothing to buy. The Revenue Department list shows one revenue estate, named Delhi, under Sadar Bazar and no village under Chandni Chowk (Delhi Revenue Department list, 25 Dec 2025). The Tribune describes the district as the two iconic markets moved out of the Central district (Tribune, Dec 2025).
The map is new. The list of 25 December 2025 sets two sub-divisions, and the sub-divisional offices page puts both at 14, Padam Chand Marg, Daryaganj (Revenue Department sub-divisional offices page). Old Delhi was created alongside Central North and Outer North, and the earlier Shahdara district was removed in the same reorganisation (The Federal, Dec 2025).
What a buyer can actually weigh here is heritage regulation. MPD-2047 permits heritage-sensitive regeneration in the Walled City under area-specific schemes and keeps facade and architectural features of heritage buildings protected (DDA FAQs on MPD-2047), and the Chief Minister announced in November 2025 that the redevelopment corporation would be reconstituted (Tribune, Nov 2025). Neither turns a market building into farm land or sets a price per acre.
There is no farm-land price series for Old Delhi, and we use no listing-site prices. Our band is marked * and reads not applicable. If you want farm land in Delhi, look at the Outer North Delhi, South West Delhi and South Delhi pages instead.

The Delhi Revenue Department's registration page sets stamp duty on sale, conveyance and gift deeds at 6% for a male buyer and 4% for a female buyer, charged on the consideration or the circle rate, whichever is higher, and a registration fee of 1% on the same basis plus โน100 for pasting (Delhi Revenue Department registration and fee page). The page lists no separate rate for agricultural land, and we did not find rates for NDMC or Cantonment areas. The Week/PTI reported in December 2025 that the existing 22 sub-registrar offices would expand to 39 under a separate notification (The Week/PTI, Dec 2025), so confirm which Sub-Registrar covers a Walled City deed.
Delhi's agricultural circle rate has been reported as a single โน53 lakh per acre since 2008, with a draft of up to โน5 crore per acre that was not notified at December 2025; we found no notified 2026 table, so treat both as reported and confirm the rate for the village with the Sub-Registrar. That agricultural rate has no bearing on shops and houses in the Walled City, whose circle rates are set separately and which we could not open. Change of land use is a separate approval, not a stamp-duty line.

What is moving prices in Old Delhi
One heritage market district. There is no farm land to price, so the cards below explain what shapes the market instead.
Chandni Chowk sub-division
Not applicable*
The Revenue Department list gives Chandni Chowk no village (Delhi Revenue Department list, 25 Dec 2025). The Tribune reports that multiple agencies overseeing Chandni Chowk delayed development for years (Tribune, Nov 2025).
Check: whether a building is a listed heritage structure, who holds title, and the zone under MPD-2047.
Sadar Bazar sub-division (revenue estate: Delhi)
Not applicable*
Sadar Bazar carries a single revenue estate named Delhi in the list (Delhi Revenue Department list, 25 Dec 2025); the Tribune names Sadar Bazaar as one of the two iconic markets in the district (Tribune, Dec 2025).
Check: which Sub-Registrar covers the premises and whether the land is freehold or leasehold.
Walled City redevelopment rules
Heritage-sensitive, scheme-based
MPD-2047 permits heritage-sensitive regeneration in the Walled City and sets a 3,000 sq m minimum plot for redevelopment unless otherwise specified (DDA FAQs on MPD-2047). Heritage buildings may earn transferable development rights as the FAQs describe.
Check: the area-specific scheme that applies, and written approval from the Competent Authority.
Where to look for farm land instead
Other Delhi districts
The farm belts lie at the capital's edge: see Outer North Delhi, South West Delhi and South Delhi.
Check: the Delhi Land Reforms Act, pooling-zone and floodplain status of any village.
Units: acre, sq yd, sq m
Delhi papers and sale deeds use acres, sq yd, sq ft and sq m interchangeably. Convert from the revenue record before comparing two documents (1 acre = 4,840 sq yd = about 4,047 sq m). Quote farm land per acre and village plots per sq yd.

Agriculture & terrain
Soil, crops & water in Old Delhi
There is no recorded farm land to profile. The notes below explain what Delhi's farm statistics show and where the district fits.
๐๏ธ A district without farm land
The Revenue Department list shows one revenue estate and no village (Delhi Revenue Department list, 25 Dec 2025), and the district is built from two market areas (Tribune, Dec 2025). We found no cropping or livestock data for Old Delhi and publish none.

- No farm land
๐พ Delhi's farm land elsewhere
Delhi's Economic Survey records net sown area falling from 34,034 hectares in 2000-01 to an estimated 22,300 hectares in 2018-19, and rural villages falling from 304 in 1951 to 112 in 2011 (Delhi Economic Survey 2018-19, agriculture chapter). The remaining farm belts lie at the capital's edge, not in the centre.

๐งฑ Heritage land use
Under MPD-2047 the Walled City is a special development area for heritage-sensitive regeneration, and polluting factories are reported to be phased out (DDA FAQs on MPD-2047; NewsBytes, Aug 2026). Land use follows that scheme, not crop value.

๐ง Water & rainfall
Rainfall figures are not quoted here because we found no district series. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited, 13 critical, 2 semi-critical and 5 safe (CGWB, Delhi groundwater assessment 2024). The assessment uses older district boundaries and we did not map them to Old Delhi; borewell checks matter little here because there is no farm use.
๐ Measurement units & market prices
Convert every area to acres or sq m from the revenue record (1 acre = 4,840 sq yd = about 4,047 sq m). We quote no crop prices because we found no sourced district series.

Farmland India view
Why investors look at Old Delhi
Five reasoned points, with an honest note that Old Delhi is a heritage market district and not a farm-land investment.
Not a farm-land play
There is no recorded farm land in the district list. A buyer seeking agricultural land should look at the capital's outer districts or at neighbouring states.
Heritage regulation is the market
Heritage-sensitive regeneration, facade protection and area schemes decide what can be built and sold. Any purchase needs approvals read alongside the MPD-2047 text.
A redevelopment plan not yet delivered
The Shahjahanabad corporation was announced for reconstitution in November 2025 with no timeline. Announcement is not delivery.
Commercial, not agricultural, title questions
Leasehold, tenancy, shared ownership and approvals can dominate Walled City deals; the Land Reforms Act is unlikely to apply inside a municipal area.
No estimate to give
We give no farm band for Old Delhi and mark it not applicable*. Use the circle rate and registered deeds for any premises.
Confirm land-record status, floodplain and pooling status for any parcel; our review is not a title guarantee.
STRAIGHT TALK
Risks & challenges in Old Delhi
Read these before shortlisting in Old Delhi specifically.
No farm land to buy
Anyone offering agricultural land in Old Delhi should be treated with caution; the revenue list shows one estate and no village.
Heritage and monument restrictions
Facade preservation, special-area schemes and the 100 m prohibited and 200 m regulated areas around protected monuments can bar or delay work. Ask the Competent Authority and the Archaeological Survey.
Redevelopment not delivered
The Shahjahanabad corporation had no timeline at the November 2025 report, and the MPD-2047 gazette copy was not available to us.
Title, tenancy and shared ownership
Old premises can carry old tenancies, shared holdings and unmutated inheritance. Check the chain of title and possession on the ground.
Sanction and structural safety
In dense lanes, check whether additions are sanctioned and structurally safe before paying any token amount.
Price opacity
We give no price, and the reported agricultural circle rate has no bearing on Walled City premises. Get the applicable rate from the Sub-Registrar in writing.
District-boundary confusion
Older articles place Chandni Chowk and Sadar Bazaar in Central district. Confirm the district and Sub-Registrar on current documents.
Who to contact
Local revenue, planning & forest offices
Land-record and mutation matters go through the Sub-Divisional Magistrate and Tehsildar of the sub-division. The sub-divisional offices page lists both Sadar Bazar and Chandni Chowk at 14, Padam Chand Marg, Daryaganj, New Delhi 110002 (Revenue Department sub-divisional offices page); it lists no separate district office for Old Delhi. Sale-deed registration is handled by the Sub-Registrar; the existing 22 sub-registrar offices were due to expand to 39 (The Week/PTI, Dec 2025), so confirm which office covers the premises. District-level orders sit with the District Magistrate (Old Delhi).
Zoning and heritage-area schemes sit with the Delhi Development Authority, and the Walled City works with the Shahjahanabad Redevelopment Corporation once reconstituted; protected-monument permissions sit with the Archaeological Survey. Fee schedules and procedures are on the Delhi Revenue Department registration and fee page. Check the title documents, mutation and encumbrance before paying any token amount.
