District overview

South West Delhi — the capital's largest farm belt, next to the airport

South West Delhi is the district where a buyer is most likely to find land still recorded as agricultural inside the capital: a December 2025 report on the draft circle-rate revision names Najafgarh, Bijwasan and Dhichau Kalan among villages still in agricultural use (The Realty Today, Dec 2025). We found no area or population figure for the new boundary. The Revenue Department list puts Najafgarh, Dhansa, Issapur, Jharoda Kalan, Kair and Ujwa in Najafgarh sub-division, with Matiala sub-division beside it, while Bijwasan and Kapashera sit in Bijwasan sub-division towards the airport and Gurugram.

The map is new. The Revenue Department list of 25 December 2025 sets four sub-divisions: Najafgarh, Matiala, Dwarka and Bijwasan (Revenue Department). Dwarka sub-division lists only Palam, Sagarpur, Mirzapur and Nasirpur. Bijwasan sub-division carries Kapashera, Mahipalpur, Rangpuri, Samalka and Bijwasan itself. Najafgarh and Matiala carry the large village revenue estates, 21 and 38 villages respectively. The Week/PTI reports that the reorganisation took effect immediately (The Week/PTI, Dec 2025).

The district's story for a land buyer is access. The Prime Minister inaugurated the Delhi sections of Urban Extension Road-II and the Dwarka Expressway on 17 August 2025 (ETV Bharat, 17 Aug 2025), the Grey Line runs from Dwarka to Dhansa Bus Stand (The Pioneer, 2021), and the airport is on the district edge. Whether that demand reaches farmland is a separate matter. Land in Najafgarh and Matiala is governed by the Delhi Land Reforms Act, may sit in pooling zones, and in the low ground near the jheel may be wetland.

There is no sourced price series for agricultural land here. The only dated figures we found are the reported circle rate of ₹53 lakh per acre and the December 2025 draft that would raise it to as much as ₹5 crore per acre, neither of which is a registered-deal price (The Realty Today, Dec 2025). We use no listing-site prices.

The Delhi Revenue Department's registration page sets stamp duty on sale, conveyance and gift deeds at 6% for a male buyer and 4% for a female buyer, charged on the consideration or the circle rate, whichever is higher, and a registration fee of 1% on the same basis plus ₹100 (Delhi Revenue Department). The page lists no separate rate for agricultural land, and we did not find rates for NDMC or Cantonment areas. On registration offices, The Week/PTI reported in December 2025 that the existing 22 sub-registrar offices would expand to 39 under a separate notification (The Week/PTI, Dec 2025), so confirm which Sub-Registrar covers the village.

For agricultural land, The Realty Today reported in December 2025 that Delhi's circle rate is a single ₹53 lakh per acre last revised in 2008, and that a draft would raise it to as much as ₹5 crore per acre in some locations, with no uniform rate across villages; it was a draft and not notified at that date (The Realty Today, Dec 2025). The same report quotes a Revenue Department estimate of more than 50,000 acres in over 200 villages still in agricultural use; Najafgarh, Bijwasan and Dhichau Kalan are named in the South West. Realty Today is a trade outlet and we found no notified 2026 rate, so get any figure in writing from the Sub-Registrar. Conversion or change of land use is a separate approval, not a stamp-duty line.

What is moving prices in South West Delhi

Three different markets share one district. Figures are asking prices from listings, which are thin and sometimes wrong; treat every number as indicative.

Najafgarh farm belt (Dhansa, Issapur, Kair, Ujwa)

No sourced price series

Najafgarh is one of the villages the December 2025 report names as still agricultural (The Realty Today, Dec 2025). The Revenue Department list puts Dhansa, Issapur, Kair and Ujwa in the same sub-division (Delhi Revenue Department list, 25 Dec 2025). We found no registered-rate or news price for any of them and use no listing figure.

Check: whether the revenue estate is in a land-pooling zone, near the Najafgarh drain or jheel, and who is in possession.

Bijwasan and Kapashera

No sourced price series

Bijwasan, Kapashera, Mahipalpur and Rangpuri are in Bijwasan sub-division (Delhi Revenue Department list, 25 Dec 2025), beside the airport and the Gurugram boundary. We found no registered-rate or news price series for them. The Dwarka Expressway's Delhi section is described as connecting to an upcoming Bijwasan railway station (PMO, Aug 2025).

Check: zoning, Lal Dora status, mutation and whether a road or expressway alignment touches the plot.

Matiala belt (Chhawla, Jhatikara, Kakrola, Rawta)

No sourced price series

Matiala sub-division carries 38 villages in the Revenue Department list (Delhi Revenue Department list, 25 Dec 2025). ThePrint (October 2025) names Rawta, Shikarpur, Ghuman Hera and Deorala among Delhi villages near the jheel where farmland floods with sewage (ThePrint, Oct 2025). We found no price series for them.

Check: the actual plot area, the khatauni class and whether the land floods.

Dwarka sub-division villages

Not a farmland market

The Dwarka sub-division list holds only Palam, Sagarpur, Mirzapur and Nasirpur (Delhi Revenue Department list, 25 Dec 2025), inside the planned sub-city and airport zone. Land here follows development plans rather than crop value, and we found no sourced price.

Check: whether the village is inside a sanctioned layout or a pooling zone.

Circle rates to check

₹53 lakh per acre (2008, reported) vs draft up to ₹5 crore

The Realty Today reported in December 2025 a single agricultural rate of ₹53 lakh per acre since 2008 and a draft of up to ₹5 crore per acre, with no uniform rate across villages (The Realty Today, Dec 2025). Najafgarh, Bijwasan and Dhichau Kalan are among the villages it names.

Check: the current rate for the village with the Sub-Registrar.

Units: acre, sq yd, sq m

Delhi papers and sale deeds use acres, sq yd, sq ft and sq m interchangeably. Convert from the revenue record before comparing two documents (1 acre = 4,840 sq yd = about 4,047 sq m). Quote farmland per acre and village plots per sq yd.

Najafgarh Jheel boundary and management plan

The National Centre for Sustainable Coastal Management carried out a field survey on 19 and 20 November 2025, and the NGT on 19 January 2026 gave the Environment Ministry until March 2026 for the final boundary delineation and ecological assessment, listing the matter for 8 April 2026 (SANDRP, Feb 2026). Haryana's wetland authority says 75 acres qualify; INTACH cites satellite and flood data averaging about 3,800 acres over 16 years. The official boundary decides which low-lying parcels count as wetland. We did not find the later order.

Soil, crops & water in South West Delhi

The largest remaining farm belt in the capital, on a flat alluvial plain with a drain and a wetland to the west. Water, salinity and wetland status matter as much as soil.

🌾 Najafgarh and Matiala farm belt

Delhi's Economic Survey lists paddy, jowar and bajra as the kharif field crops and wheat and mustard as the rabi crops, with vegetables year-round; wheat covered an estimated 19,671 hectares in 2017-18, and net sown area fell from 34,034 hectares in 2000-01 to an estimated 22,300 hectares in 2018-19 (Delhi Economic Survey 2018-19, agriculture chapter). The survey has no district-wise crop figures, so we have none for South West Delhi.

🌊 Najafgarh Jheel, drain and ponds

The jheel is a transboundary wetland whose extent is disputed. ThePrint notes that an 1883 Delhi Gazetteer put it at about 220 sq km and that farmland floods with sewage, mainly from Gurugram (ThePrint, Oct 2025). SANDRP reports that the NGT took up the Goyla Khurd pond, where NHAI built UER-II as a 1.2 km flyover rather than filling the pond (SANDRP, Feb 2026). Low ground near the drain can flood in heavy monsoon years.

✈️ The airport and expressway edge

East of the farm belt, Kapashera, Bijwasan, Mahipalpur and Rangpuri are in Bijwasan sub-division (Delhi Revenue Department list, 25 Dec 2025). We found no cropping data for them; what moves value there is access to the airport, UER-II and the Dwarka Expressway.

💧 Water & rainfall

Rainfall figures are not quoted here because we found no district series. CGWB's 2024 assessment puts Delhi's stage of groundwater extraction at 100.77%, with 14 of 34 assessment units over-exploited, 13 critical, 2 semi-critical and 5 safe (CGWB, Delhi groundwater assessment 2024). Its district tables show sporadic nitrate above 45 mg/L, uranium above 30 ppb, fluoride above 1.5 mg/L and electrical conductivity above 3,000 µS/cm in South West Delhi (old district boundary), which matters for borewells in the farm belt. The report gives no block table in the part we could read, so check the latest category for the block and test borewell yield and quality.

📐 Measurement units & market prices

Convert every area to acres or sq m from the revenue record (1 acre = 4,840 sq yd = about 4,047 sq m). We quote no crop prices because we found no sourced district series.

District report — South West Delhi

Farmland India view

Why investors look at South West Delhi

Five reasoned points, with an honest note that wetland status and the Land Reforms Act decide what a farm-belt parcel really is.

Two new expressways and an airport next door

UER-II and the Dwarka Expressway's Delhi sections were inaugurated on 17 August 2025, and IGI Airport sits on the district edge. Connectivity is delivered rather than promised, although it mainly lifts the eastern villages.

The capital's biggest agricultural supply

Najafgarh and Matiala carry 59 of the district's 76 listed villages, and Najafgarh is named in a December 2025 report as still agricultural. Scarcity of clean agricultural land inside Delhi favours holders, but only if title and zoning are clean.

A Metro edge for the farm belt

The Grey Line reaches Dhansa Bus Stand, and Phase 5 planning names Najafgarh, which could widen the buyer pool if it is delivered.

Policy could change what the land is

Land pooling, green development areas and Master Plan zoning may re-label villages. That can create value, and it can freeze a sale, so check the zone before the price.

No price series, so no comparison

We found no sourced price series for either district, so we cannot say which is cheaper. Check each parcel's paperwork on its own.

STRAIGHT TALK

Risks & challenges in South West Delhi

Read these before shortlisting in South West Delhi specifically.

Wetland and flood exposure near Najafgarh

The jheel boundary is disputed and we found no NGT order after the 8 April 2026 listing. Parcels on low ground near the jheel and drain should be treated as wetland or flood-prone until the boundary and flood level are confirmed.

Land-pooling and green-policy overlays

If a village is in a pooling zone or a green development area, DDA controls the land's future. DDA's FAQs allow parcels of any size and up to 60% of pooled land to owners, and the draft green-area policy is reported to be absent from the notified plan, so confirm in writing before you pay.

Section 81 and Section 33 limits

Using recorded agricultural land for a residence or event venue risks ejectment under Section 81 (see the August 2026 High Court ruling above), and a sale that leaves the seller with under eight standard acres is restricted by Section 33. Read the Act text and the holding size.

Lal Dora and colony land

Village abadi and unauthorised-colony land can sit outside sanctioned layouts, with a different regularisation route. The reports on colony regularisation do not extend it to agricultural land.

Title, mutation and co-ownership

Co-owned holdings, unmutated inheritance and possession by tenants or cultivators can occur in revenue estates. Check mutation and possession on the ground.

Price opacity

We found no sourced price series. The reported agricultural circle rate is ₹53 lakh per acre, with a draft of up to ₹5 crore per acre (Dec 2025 report). Do not budget stamp duty on a number you have not confirmed in writing.

Announced is not delivered

Business Today lists no Phase 5 corridors, the NGT jheel order is not known to us, and the MPD-2047 gazette copy was not available. Price what the law allows today.

Who to contact

Local revenue, planning & forest offices

Land-record and mutation matters go through the Sub-Divisional Magistrate and Tehsildar of the sub-division. The sub-divisional offices page lists Najafgarh at B-64A Tehsil Road, Turamandi, Najafgarh; Matiala and Bijwasan at the DC Office South-West, Old Terminal Tax Bijwasan Building, Kapashera; and Dwarka at Sector-10, Dwarka (Revenue Department sub-divisional offices page). Sale-deed registration is handled by the Sub-Registrar; the existing 22 sub-registrar offices were due to expand to 39 (The Week/PTI, Dec 2025), so confirm which office covers the village. District-level orders sit with the District Magistrate (South West).

Zoning and land pooling sit with the Delhi Development Authority; wetland and pond questions with the Delhi Wetland Authority and the Forest Department (SANDRP refers to the state wetland authority; confirm the current body); drain and flood questions with the Irrigation and Flood Control Department. Fee schedules and procedures are on the Delhi Revenue Department registration page. Check the khatauni, mutation and encumbrance before paying any token amount.

Can I buy agricultural land in South West Delhi?

The India Code text of the Delhi Land Reforms Act, 1954 has no residence bar in the sections we could read. Section 33 limits a sale that would leave the seller under eight standard acres, and in August 2026 the Delhi High Court upheld a Section 81 ejectment on recorded agricultural land in Goela Khurd. Confirm the current Act with an advocate.
