Pehowa — a Kurukshetra rice-belt tehsil, with a flood river and tirtha planning to check

Buying land in Pehowa means buying in the north-west of Kurukshetra district, in a rice, wheat and basmati plain drained by the Markanda. We estimate agricultural land here at ₹25–75 lakh per acre*, indicative only, so check the draft Collector rate and registered deeds.

The first physical question is water. On 23 August 2025 the Markanda flooded about 13,240 acres across roughly 70 villages in the Shahabad, Ismailabad and Pehowa blocks, and about 20 villages were waterlogged again on 4 September 2025 (Tribune). Pehowa is also listed as an over-exploited groundwater block, and the Tribune reported district extraction of 228.42% in January 2025, the highest in Haryana.

Kurukshetra is a pilgrimage district, and the Chief Minister said in December 2024 that tirthas within the 48-kos area are being developed. Ask the Kurukshetra Development Board for the planning status near any tirtha. Kurukshetra is not among the ten Haryana districts the Forest Department lists under the Punjab Land Preservation Act, 1900, but that list is the only source we found and it gives no village detail, so ask for a written forest status for the khasra. See the Kurukshetra district page and the Haryana land rules guide.

The distances come from Kurukshetra city, not Pehowa, because we found no route-checked figure for Pehowa itself. NH-44 and the rail line serve the city; Pehowa buyers should drive the exact road to the parcel.

Kurukshetra elevated railway track

PM Modi inaugurated a 5.9 km elevated track, built by the Haryana Rail Infrastructure Development Corporation at about ₹447 crore, on 17 July 2026. It includes a 4.8 km viaduct on 213 pillars, removes five level crossings and brings a new Thanesar station. It improves the city and its rail links more than Pehowa farmland.

Agriculture & terrain

Soil, crops & water in Pehowa

Pehowa is a Markanda-drained rice plain, so flood and water checks come before soil or crop.

Soil & crops

The ICAR-CRIDA plan (2008-09) gives alluvial loamy soil on 46% of Kurukshetra and sandy loam on 37.5%, with rice on 109,000 ha, wheat on 110,300 ha and sugarcane on 15,200 ha across the district. The district portal calls Kurukshetra part of the rice bowl, famous for basmati. We found no Pehowa-specific crop data. Data: Soil Health Card portal.

  • Wheat
  • Basmati belt

Water & floods

The district is an alluvial plain drained by the Markanda, with the Saraswati also named on the district portal. About 82% of irrigation is from tubewells and 18% from canals. The Markanda flood of 23 August 2025 hit about 13,240 acres in Shahabad, Ismailabad and Pehowa blocks. The HWRA categorisation of 31 March 2024 lists Pehowa as over-exploited (read through a page summary). Check CGWB and ask for the parcel's flood history.

STRAIGHT TALK

Risks & challenges specific to Pehowa

Specific to this micro-market, beyond the Kurukshetra district and Haryana-wide points.

Markanda flooding

About 13,240 acres were hit across Shahabad, Ismailabad and Pehowa blocks on 23 August 2025, with waterlogging again on 4 September. Ask for flood history by village and check the distance to the river.

Over-exploited groundwater

Pehowa is listed over-exploited, and district extraction was reported at 228.42%. Test borewell yield and ask for depth and water-table readings.

Tirtha-area planning

Land near tirthas may carry planning limits through the Kurukshetra Development Board. Ask the Board and DTCP for the parcel's status before planning a farm stay or resort.

Forest and PLPA

Kurukshetra is not on the Forest Department's list of ten PLPA districts, but the list gives no village detail. Ask for a written status per khasra.

Farmhouse and CLU

Non-agricultural use needs Change of Land Use (CLU) from the Director, Town and Country Planning under the Haryana Development and Regulation of Urban Areas Act, 1975. A 2021 state policy reported by the Tribune (20 Sep 2021) allows eco-friendly farmhouses on at least one acre in the agriculture zone beyond 500 metres of the urbanisable zone; confirm the text is current and applies to your parcel. A 'farmhouse-ready' label is not CLU.

Estimates, not sale prices

Prices here are estimates* and vary with flood exposure and road access. Compare with registered sale deeds and the draft Collector rate. Haryana sells land by the killa (1 acre), kanal (605 sq yd, so 8 kanal to an acre) and marla (30.25 sq yd). Convert every quote with the land measurement units guide and ask for the khasra area in the jamabandi.

Who can buy

Haryana has no non-agriculturist bar: any Indian citizen can buy agricultural land, subject to the ceiling and CLU rules in our Haryana land rules guide. NRIs and OCIs cannot buy agricultural land, plantation land or a farmhouse under FEMA; see the NRI guide.

Stamp duty and registration

Haryana urban stamp duty is 7% for men and 5% for women (Tribune, 28 Aug 2025). Rural rates and the registration fee are not confirmed here. Land inside a municipal limit takes the urban rate; village farmland takes the rural rate. Duty is charged on the higher of the deal value and the Collector rate, so ask the Sub-Registrar which rates apply to your khasra.
