Sub-area overview

Palwal City — a Yamuna-plain district city on the KMP Expressway, with rail, metro and planning proposals still ahead

Agricultural land around Palwal city is flat, irrigated and priced per acre, and our estimate is ₹1.5–4 crore per acre*, indicative only. The district profile gives net irrigated area of about 1,050 sq km, mainly tubewell and canal (2013), and an older ICAR-CRIDA profile lists wheat as the main crop. Buyers are mostly local families, farmers and investors who see Palwal as the southern end of the Faridabad–Palwal belt and are willing to wait for infrastructure.

The infrastructure is real but unevenly delivered. The Manesar–Palwal section of the KMP Expressway opened in about April 2016 and the full road, about 135 km, in November 2018. The Haryana Orbital Rail Corridor between Palwal and Sonipat is about 126 km, and a February 2026 report said only 10 km, Manesar to Patli, was open. A Ballabgarh–Palwal metro feasibility report was approved on 6 October 2026 and the detailed project report was sent to the Centre (Swarajya). The Palwal–Prithla Final Development Plan 2041 of about 8,856 hectares was reported as notified on 24 August 2026 (UNI), which we have not confirmed from the notification.

Land rules are the main risk. The Forest Department lists Palwal among its ten PLPA districts, the state reported 19 Khadar villages as a controlled area in November 2023, and a 2022–23 survey reported over 300 unauthorised colonies. Read the Palwal district page and the state-wise land laws first, then ask for the CLU or licence status and the PLPA status of every khasra.

Read this before relying on distances

The KMP Expressway is open, but the Orbital Rail and the metro are not, and the plan and notification reports above are partly unconfirmed. Price on what you can use today, and check the approach road to the khasra, because a plot on a village track and one on a wide road are different assets.

Agriculture & terrain

Soil, crops & water in Palwal City

Palwal is irrigated alluvial farmland: wheat, paddy, bajra and mustard on tubewell and canal water, with Yamuna flood risk in the east.

Soil & crops

The ICAR-CRIDA Palwal profile describes sandy loam with wheat on about 104,800 ha, rice 27,400 ha, bajra 8,900 ha and mustard 4,200 ha (2008–09, dated) and rainfall of about 596 mm; the CGWB profile gives 542 mm. CGWB also reports soil pH of 6.5 to 8.7, conductivity of 693 to 3,600 and fluoride above the limit in places (2013 booklet). Paddy and bajra procurement of about 20,000 t and 8,000 t was reported by 31 October 2024.

  • Paddy
  • Bajra

Water

The CGWB 2024 assessment lists Palwal for sporadic conductivity, fluoride, nitrate and uranium anomalies, and a 2024 report gave the district stage of extraction at 94.48 percent. Older CGWB block figures were 113 percent for Palwal block (2009 data). Eastern villages are flood-prone: a 2019 Yamuna flood alert and, in July 2024, 40 to 50 flood-sensitive villages were reported. Test any borewell and check flood history.

Micro-market report — Palwal City

Farmland India view

Why buyers look at Palwal City

Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.

An expressway already open

The KMP Expressway has operated since 2016 and 2018, so access to Manesar and the NCR ring road is delivered, not forecast.

Rail and metro in the pipeline

The metro feasibility report was approved in October 2026, but a detailed report, funding and construction remain. Treat it as a possibility.

Planning is catching up

The Palwal–Prithla plan 2041 would give zoning clarity once confirmed. A mapped zone helps more than a rumour of one.

Lower entry than Faridabad

Palwal is generally regarded as a lower-entry market than the Faridabad and Gurugram edges. Our estimate is ₹1.5–4 crore per acre*; check the collector rate with the Sub-Registrar.

STRAIGHT TALK

Risks & challenges specific to Palwal City

Specific to this micro-market, beyond the Palwal and Haryana-wide points.

PLPA land

The Forest Department lists Palwal among its ten PLPA districts. A 2009 compilation we read had one Palwal entry (Dighot, 63 acres, notified 1978 for 15 years, expired), and its preface says expiry does not change forest-law status. The Supreme Court has treated PLPA-notified land as forest (Kant Enclave, 2018). Ask the Forest Department in writing whether the khasra is notified.

Controlled areas and unauthorised colonies

The state reported 19 Khadar villages as a controlled area in November 2023, and a 2022–23 survey found over 300 unauthorised colonies. Under the Haryana Development and Regulation of Urban Areas Act 1975, a colony needs a licence and plot sales in an unlicensed colony are barred (Section 7).

Yamuna flood risk

Eastern villages near the Khadar have flooded, and flood alerts were issued in 2019 and 2024. Ask for flood history, the drain map and the elevation of the plot.

Mutation and title irregularities

A 23-acre mutation irregularity at Shekhpur, entered in 2022, led to officials being suspended in May 2024 (The Tribune). Check mutation history, the jamabandi and any court stay before you pay.

Farm land and a farmhouse need permission

A farmhouse in an agricultural zone needs a Change of Land Use permission from DTCP. Palwal had 43 industrial and commercial CLU permissions from 1 January 2023 to November 2023 (The Tribune), which shows demand for conversion. Ask for the CLU in writing per khasra.

Groundwater and water quality

District extraction was reported at 94.48 percent in 2024, and CGWB lists quality anomalies. A borewell test is worth doing before you rely on a well.

Stamp duty and the collector rate

Haryana urban stamp duty has been reported at 7 percent for men, including a 2 percent fee, and 5 percent for women since 2008 (The Tribune, 28 Aug 2025); rural rates are not confirmed. Collector rates were reported to rise up to 75 percent from 1 April 2026 (The Tribune, 29 Mar 2026), with Palwal not named. The district site lists rate pages for Palwal, Hodal, Hathin, Bahin and Hassanpur; we did not read the rates.

NRIs and OCIs cannot buy this land

FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse anywhere in India, Haryana included. They can buy other immovable land in approved areas, so a farm-land listing is not a route for them. Confirm your status with a lawyer before paying a token amount.
