Mullanpur (new Chandigarh) — land purchase legal rules
The Act text we read limits how much land a family may hold, not who may buy. The main check is land classification: village common land (Shamlat Deh) vests in the Gram Panchayat, and a private seller cannot pass title to it.
Who can buy agricultural land? Section 4 of the Punjab Land Reforms Act, 1972 (Act No. 10 of 1973) caps what a person or family may hold. We found no clause in the text we read that limits the buyer by domicile or occupation; the copy is a 2005 printout, so a Punjab revenue lawyer should confirm there is no later restriction.
Ceiling limits: under Section 4(2) the permissible area is 7 hectares of two-crop irrigated land, 11 hectares of one-crop irrigated land and 20.5 hectares of barani land, with other classes capped at 21.8 hectares. A family of more than five gets one-fifth extra per additional member, for at most three members. Section 12 makes a transfer beyond the limit void (Act text, Punjab Land Records Society). A 2017 amending Bill took land bought for housing, industry, tourism and institutions outside the Act and asks the buyer to tell the Collector of the change of use within a year (Punjab Vidhan Sabha, Bill 33-PLA-2017).
Shamlat Deh — the parcel that cannot be sold: under the Punjab Village Common Lands (Regulation) Act, 1961 this land vests in the Gram Panchayat, which may dispose of it only for the benefit of villagers and, under the rules, with prior government approval; the Collector decides disputes over its status. A private seller therefore cannot give a buyer title to it. Match every khasra number against the seller's current Jamabandi before paying any advance; the state reported in Tribune, June 2025 that its Easy Jamabandi portal issues free digitally signed copies with a QR code.
NRI Power of Attorney: a power-of-attorney sale does not transfer title; in Suraj Lamp & Industries v State of Haryana (Supreme Court, 2011) the Court held that only a registered deed of conveyance does, though an attorney may sign that registered deed for the owner. If the seller is abroad, read the PoA for an express power to sell and for its registration.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 lets NRIs and OCIs buy immovable property other than agricultural land, plantation property or a farm house. That applies across India, Punjab included.
- Ceiling, not buyer class
- Ceiling: 7 / 11 / 20.5 ha
- Shamlat Deh: Panchayat land
- NRI PoA: registered deed
- NRI agri: barred (FEMA)

Sub-area overview
Mullanpur (new Chandigarh) — a township-led foothill market where road links lag the plan
Mullanpur, marketed as New Chandigarh, is a planned township area on the north side of Mohali district, where GMADA has built roads and plots and surrounding villages still hold farmland. Our estimate for agricultural land is ₹3–7 crore per acre*, indicative only. Buyers are mostly looking at an acre or more for a farmhouse, a weekend plot or a hold near the township. Because it is at the foothill edge, the Forest Department's view on each khasra matters more than it does in Mohali City.
Road links are the weak point. On 11 December 2025 the Tribune reported that the 9 km PR-4 road from Kurali to New Chandigarh lacked adequate night lighting, that the Boothgarh–Togan bridge, finished about two years earlier, still had one side unconnected, and that the Dhanas–Mullanpur road and some internal roads were unfinished. GMADA's deadlines for the bridge slipped from December 2023 to March 2024 and then to February 2025. A 200-foot, 8 km, ₹130 crore link to NH-21 was planned in March 2020, and its current status is not confirmed.
Treat ₹3–7 crore per acre* as a rounded estimate and check the collector rate and recent registered deeds. Read the Mohali district page and the state-wise land laws guide first. The Land Pooling Policy 2025 was withdrawn on 14 August 2025, so do not assume a village will be pooled.

Connectivity
How Mullanpur connects
Mullanpur depends on a few GMADA roads and a bridge that were still being completed in late 2025. Distances are approximate and not route-checked.
By road and rail
Read this before relying on distances
A township road shown on a master plan can be unfinished, unlit or disconnected, and the Tribune reported GMADA missing three deadlines for one bridge. Drive the real approach to the khasra in daylight and after dark, and ask GMADA in writing which agency maintains each road and whether the land falls in any pooling, acquisition or township notice.

Soil, crops & water in Mullanpur (new Chandigarh)
Mullanpur's fields are wheat and paddy land on the plain, with stony, sloping pockets towards the foothills. Confirm per khasra.
Soil & crops
We found no village-level soil or crop data. The surrounding Punjab plain is alluvial with wheat and paddy as the main crops; fields towards the Shivalik foothills can be stony, sloping and rain-fed. Check slope, erosion and the Forest Department's view for each khasra. Data: Soil Health Card site.

Water
CGWB published the Dynamic Ground Water Resources of Punjab 2024 assessment, and many Punjab blocks are over-exploited. We did not confirm the block category for this area, so ask for it, test any borewell and check depth and permission limits before paying. Groundwater categories: CGWB.
Mandi price reference
Punjab's market committees report to Agmarknet. We did not pull a price for this page, so check wheat and paddy prices live and compare any farm income with the full land cost before buying. Live prices: Agmarknet.

Why buyers look at Mullanpur (new Chandigarh)
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
A township with infrastructure intent
GMADA has built roads, bridges and plots here, so the direction of growth is clear even where finishing lags. Our estimate is ₹3–7 crore per acre*; check the collector rate.
Space for a farmhouse near Chandigarh
The foothill edge offers larger parcels than Mohali City. A farmhouse policy reported in November 2025 allows farmhouses on at least one acre in the kandi belt, subject to the notification and a Forest NOC.
Unfinished links may improve
The PR-4 road, the Boothgarh–Togan bridge and the NH-21 link are all reported gaps. If they are completed, access improves, but dates have slipped before, so price the road you can drive today.
A pooling policy is off the table, for now
With the pooling policy withdrawn, a village is not assumed to be pooled. That removes one risk and one possible upside.
Listing data is not legal advice. Confirm title, PLPA status, change of land use and PAPRA status with GMADA, the Forest Department and the Sub-Registrar.
STRAIGHT TALK
Risks & challenges specific to Mullanpur (new Chandigarh)
Specific to this micro-market, beyond the Mohali and Punjab-wide points.
Road and bridge delays
The Tribune reported on 11 December 2025 that GMADA missed deadlines of December 2023, March 2024 and February 2025 for one bridge, and that PR-4 lacked night lighting. Price on the access you can use today, and ask GMADA what is funded.
Foothill and PLPA land
Land notified under the Punjab Land Preservation Act cannot be cleared or built on without permission. We did not read a village-level PLPA list for this area, so ask the Forest Department in writing whether each khasra is notified and whether a Forest NOC is needed (CONFIRM).
Farmhouse policy is not confirmed
The Tribune reported a November 2025 Cabinet farmhouse policy for the kandi belt from Mohali to Pathankot with a one-acre (4,000 sq yd) minimum, ground plus one floor and a Forest NOC. We did not read the notification, so read it and confirm that the khasra qualifies.
Colony and plot rules (PAPRA)
The Punjab Apartment and Property Regulation Act restricts sale of plots in unauthorised colonies. Ask for the licence or approved layout in writing, and buy only a plot with clear title and access.
Village common land (shamlat)
Shamlat land vests in the panchayat under the Punjab Village Common Lands (Regulation) Act 1961, and illegal shamlat sales have been reported in Mohali district (Tribune). Check that the khasra is not shamlat and that the mutation history is clean.
Stamp duty and the collector rate
Duty is charged on the higher of the deal value and the collector rate, and rates differ by tehsil and area type. Ask the Sub-Registrar which rate applies to the village and whether any municipal expansion changes it.
NRIs and OCIs cannot buy this land
FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse anywhere in India, Punjab included. A farmhouse or farm-land listing is not a route for them. Confirm your status with a lawyer before paying a token amount.
