Stamp Duty Calculator Punjab: Land Registry Cost Method (2026)

A static calculator page for Punjab land: how duty is computed on the collector rate, where the Revenue Department publishes its stamp duty and fee notifications, a lookup template and worked examples at an illustrative rate.

Farmland India Reviewed ยท Updated October 2026 ยท Rates not yet verified; Revenue Department lookup steps below

Use this page as a stamp duty calculator for land in Punjab. The Department of Revenue, Rehabilitation and Disaster Management publishes its stamp duty, mutation and registration fee notifications on revenue.punjab.gov.in and runs registration through the IGR Punjab portal, with collector rates (เค•เคฒเฅ‡เค•เฅเคŸเคฐ เคฐเฅ‡เคŸ) fixed district by district. Both sites refused automated access on the day we checked, so we could not read the current percentage. This page gives the method, the lookup steps and a template, with examples at a clearly labelled illustrative 5%.

Punjab stamp duty table 2026: what we can and cannot show

We searched the official Punjab sites on 24 October 2026. The Revenue Department site lists pages titled Stamp Duty/Mutation/Registration and other Fees, Regarding Registration Fees, Indian Stamp (Punjab Amendment) Act, 2013, and a notification titled Regarding reduction of Stamp Duty from 9% to 6% for registration of properties in Urban Areas. Every one of those pages, and the IGR Punjab portal, refused automated access, so we could not read the text or confirm which notification is in force today. The notification title tells you that Punjab's urban rate has moved over time and that the current rate must be read from the live page, not from a blog. The Easy Jamabandi land records portal, which we did open for another page, carries a View Registered Deed option but no rates.

Rates not yet verified

Rates not yet verified by Farmland India: confirm on the Punjab Revenue Department site (revenue.punjab.gov.in) and the IGR Punjab portal (igrpunjab.gov.in) before relying on them. Every percentage in the worked examples below is an illustrative assumption, not the state rate. Use the lookup steps on this page to get the live figure for your deed, then put that figure into the same method.

Because of that, the centre of this page is a two-part table. The first part is a template you fill from the official portal; the second shows the arithmetic at an illustrative 5% so that you can see how the method scales, with every other column left for the figure you look up.

How Punjab stamp duty is computed

Stamp duty in Punjab is charged under the Indian Stamp Act, 1899 as amended by the state, including the Indian Stamp (Punjab Amendment) Act, 2013, with the registration fee under the state's fee notifications and the land value fixed by the district collector rate. Punjab has also levied additional charges on registration over the years (an infrastructure cess and a development fee are often described), which is why the total can be well above the headline duty. We could not read the current figures. The method the Sub-Registrar applies is:

  1. Value the land at the circle rate. Multiply the area by the collector rate for the village and land class. Punjab records agricultural land in kanal and marla, with killa for a standard field; read marla, kanal and killa in Punjab before you multiply, and find the district collector-rate list on the IGR Punjab portal or at the Sub-Registrar office.
  2. Compare with the agreed price. The higher figure is the base. Where the deed price is higher than the collector-rate value, expect the higher figure to be used; where it is lower, the collector-rate value governs.
  3. Apply the stamp duty rate for the buyer. Punjab's conveyance rate has been changed by notification (one listed notification title refers to a reduction from 9% to 6% in urban areas). Read the current notification on revenue.punjab.gov.in or ask the Sub-Registrar which notification applies to your land, rural or urban, and to your buyer category.
  4. Add the registration fee. The Revenue Department lists a page titled Regarding Registration Fees. Read the current fee table there; we could not open it.
  5. Add any cess or surcharge. Punjab's registration charges have included additional levies beyond stamp duty and fee in the past. Ask the Sub-Registrar for the full list of heads charged on a sale deed in your district and the notification for each.
  6. Pay through the official channel. Punjab uses e-stamping for duty and online or counter payment for fees through the IGR Punjab registration process; confirm the current channel at the Sub-Registrar office before paying.

How to get the live rate on the Punjab Revenue Department site (revenue.punjab.gov.in) and the IGR Punjab portal (igrpunjab.gov.in)

  1. Open revenue.punjab.gov.in, the Department of Revenue, Rehabilitation and Disaster Management site.
  2. Find the page titled Stamp Duty/Mutation/Registration and other Fees, and the page Regarding Registration Fees, under the department's notifications or fees menu.
  3. Open the most recent notification on conveyance (sale) duty. Note its number, date, the rural and urban rates and any buyer-category rates.
  4. Note the registration fee table and any additional levy listed for a sale deed.
  5. Open the IGR Punjab portal (igrpunjab.gov.in) and look for the collector rate for your district, tehsil and village, and for any fee calculator it offers.
  6. Compute the collector-rate value from the area in the unit the list uses, compare with your deed price, and apply the rates you read.
  7. At the Sub-Registrar office, ask for the computation in writing with the notification numbers, and compare it with your own.

Record what you read

Note the page name, the date, and any notification number shown. If the Sub-Registrar's computation later differs, that note is what you compare it against. Send the figure to us as well so this page can be updated.

Three worked examples at an illustrative 5%

The examples use an illustrative 5% duty so the method is visible. They are not Punjab rates, and the land values are invented for the arithmetic. Area is given in kanal and acres for readability; use the collector-rate list's unit for the real computation.

Example 1: 8 kanal (1 acre) near Zirakpur, rural, male buyer

  1. Agreed price Rs 70,00,000; circle-rate value Rs 82,00,000. Base = Rs 82,00,000, because the circle-rate value is higher.
  2. Stamp duty at an illustrative 5%: Rs 82,00,000 ร— 5% = Rs 4,10,000. Illustrative only: replace 5% with the rate the Punjab portal gives for your buyer category.
  3. Registration fee: look up the Punjab rate and any cap, apply it to Rs 82,00,000, and add it.
  4. Cess or surcharge, if the portal shows one: add it.
  5. Total = duty + fee + cess. Compare your total with the official calculator's figure before you pay.

Example 2: 4 acres in Hoshiarpur district, female buyer

  1. Agreed price Rs 1,00,00,000; circle-rate value Rs 92,00,000. Base = Rs 1,00,00,000, because the agreed price is higher.
  2. Stamp duty at an illustrative 5%: Rs 1,00,00,000 ร— 5% = Rs 5,00,000. Illustrative only: replace 5% with the rate the Punjab portal gives for your buyer category.
  3. Registration fee: look up the Punjab rate and any cap, apply it to Rs 1,00,00,000, and add it.
  4. Cess or surcharge, if the portal shows one: add it.
  5. Total = duty + fee + cess. Compare your total with the official calculator's figure before you pay.

Example 3: 2 killa near Ludhiana, urban limits, joint buyers

  1. Agreed price Rs 1,60,00,000; circle-rate value Rs 1,60,00,000. Base = Rs 1,60,00,000, because the agreed price is higher.
  2. Stamp duty at an illustrative 5%: Rs 1,60,00,000 ร— 5% = Rs 8,00,000. Illustrative only: replace 5% with the rate the Punjab portal gives for your buyer category.
  3. Registration fee: look up the Punjab rate and any cap, apply it to Rs 1,60,00,000, and add it.
  4. Cess or surcharge, if the portal shows one: add it.
  5. Total = duty + fee + cess. Compare your total with the official calculator's figure before you pay.

Women buyers and joint ownership

We could not confirm any women's stamp duty concession in Punjab on an official page; the department pages that would show one refused access. Punjab's rate structure is described as differing between rural and urban areas rather than by buyer gender, but that too is unconfirmed. Ask the Sub-Registrar directly whether a lower rate applies to a woman buyer or to a joint deed, and record the answer.

For a comparison across states, including the states where we have read an official rate, see stamp duty rebate for women by state. For joint purchases, ask the Sub-Registrar in writing how a deed with one male and one female buyer is charged, because the rules differ between states and the official pages we opened do not state it for Punjab.

Punjab vs neighbouring states

Punjab's farmland buyers along the Chandigarh-Mohali belt and the Ludhiana-Jalandhar corridor often compare with Haryana across the state line and with Himachal in the foothills. Himachal publishes a 2012 notification with 5% duty and a 2% fee; Haryana routes buyers to its online calculator; Punjab routes buyers to its notifications. Punjab's urban-rural distinction and its additional levies make the Sub-Registrar computation the only safe figure. See the Haryana stamp duty calculator and the Himachal Pradesh stamp duty calculator.

How to use this with your documents

  • Jamabandi and fard. Take the khewat, khasra (เค–เคธเคฐเคพ) numbers, area in kanal-marla and land class from the jamabandi on Easy Jamabandi; see jamabandi Punjab and fard Punjab online.
  • Collector rate. Find the village and class in the district list; check whether the khasra falls inside municipal limits, because the urban rate and any extra levy follow the boundary, not the land use.
  • Notification copy. Download or photograph the notification pages you relied on, with their dates.
  • Deed draft. Make sure the buyer names and the location description (rural or urban) on the deed match your computation.
  • After registration. Track the mutation and check the registered deed and encumbrance online; see mutation status Punjab and encumbrance check for Punjab.
  • Tax rules change; check the current year. Where the land is not agricultural land and the price crosses the TDS threshold, the buyer deducts tax at source under what was section 194-IA of the earlier Income-tax Act, 1961; the Income-tax Act, 2025 applies from the tax year starting 1 April 2026 and we could not confirm the current section number. See TDS on land purchase.

What we could not confirm

We could not confirm Punjab's current conveyance rate for rural or urban land, the registration fee table, any additional levies, any women's concession, or the current status of the 2013 amendment Act and later notifications, because the Revenue Department and IGR Punjab pages refused automated access. We also could not confirm that the 9% to 6% urban reduction in the listed notification title is still the position. Every rupee figure on this page is therefore illustrative. Our full page is stamp duty in Punjab; the steps around payment are in the land registration process.
