Sub-area overview

Siswan — a foothill farm and forest-edge belt where a court order and the PLPA decide the plot

Siswan is a foothill village belt in the Shivalik area near Kharar and Chandigarh, with forest edges, seasonal streams and farm land. Buyers here usually want a weekend farm plot or a farmhouse site within reach of Chandigarh. Our estimate for agricultural land is ₹1.5–4 crore per acre*, indicative only, with plots on the road and closer to Kharar at the top of the range. We could not confirm from a government page which district the village sits in, so the page follows Rupnagar and flags the question.

Regulation matters more than road access here. On 22 July 2026 the Punjab and Haryana High Court barred construction and land transfer in at least 16 villages near Chandigarh on environmental grounds (Bar and Bench, 23 July 2026, Sukhraj Singh Chahal v State of Punjab); the report does not list the villages and Siswan is not named. Land under the Punjab Land Preservation Act (PLPA) needs permission to clear or build on, and a drone survey reported on 27 October 2022 covered about 1.32 lakh ha across six districts, including 26,338 ha in Ropar (reported).

Punjab's farmhouse policy was approved by the cabinet on 16 November 2025, reportedly allowing farmhouses on at least one acre in the kandi belt with a forest no-objection certificate, and the Forest Department had objected to the proposal on 25 September 2025 (reported). Read the Rupnagar district page and the Punjab land law guide, and ask the Forest Department and the Sub-Registrar about each khasra. Our price estimate of ₹1.5–4 crore per acre* is indicative only.

Read this before relying on distances

Foothill roads often run through forest or Shamlat land, and a plot a short way from a metalled road may have no legal right of way. Ask for the access in the revenue record and whether the approach crosses PLPA or forest land.

Agriculture & terrain

Soil, crops & water in Siswan

Siswan's foothill land mixes rain-fed fields, tubewell farming and forest edge; crops follow the water.

Soil & crops

We found no Siswan-specific soil or crop table. Foothill kandi land is usually lighter and stonier than the plains and often rain-fed, so confirm soil, slope and irrigation in the revenue record and ask the farmer or the seller for crop history. Data: Soil Health Card site.

Water

Punjab's state-level groundwater stage was 156.87% with 115 of 153 assessed units over-exploited (CGWB), and a PIB statement gave 156.36%. We did not extract the block figure for Siswan. Ask for the borewell depth, water quality and any permission before you pay. Groundwater categories: CGWB.

Mandi price reference

We did not fetch a mandi price for a Kharar-area market, so no figure is shown. Compare any crop income with the full land cost before buying. Live prices: Agmarknet.

Micro-market report — Siswan

Farmland India view

Why buyers look at Siswan

Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.

Close to Chandigarh

Siswan is about 20–25 km from Chandigarh (approximate), which keeps weekend-home demand alive even with restrictions.

A clear regulatory picture

The High Court order, PLPA and the farmhouse policy are all public. A buyer who reads them before paying avoids most surprises.

Possible farmhouse route

If the kandi farmhouse policy is notified as reported, a clean plot of one acre or more outside PLPA could be eligible with a Forest NOC.

Entry below the plains near Mohali

Foothill land is often priced below flat plots near Mohali. Our estimate is ₹1.5–4 crore per acre*; check the collector rate.

Listing data is not legal advice. Confirm PLPA, forest, periphery and court-order status with the Forest Department, the Collector and the Sub-Registrar.

STRAIGHT TALK

Risks & challenges specific to Siswan

Specific to this micro-market, beyond the Rupnagar and Punjab-wide points.

Court order on construction and transfer

The Punjab and Haryana High Court barred construction and land transfer in at least 16 villages near Chandigarh on 22 July 2026 (Sukhraj Singh Chahal v State of Punjab). The village list was not in the report we read. Ask the Sub-Registrar in writing whether the village is covered before any token payment.

PLPA land

Land notified under the Punjab Land Preservation Act needs permission to clear or build on. A drone survey reported on 27 October 2022 covered about 1.32 lakh ha across six districts, and the Forest Department raised an alarm over construction on the Chandigarh periphery (Tribune, reported). Ask for the PLPA status in writing per khasra.

Farmhouse policy is not a permit

The cabinet reportedly approved a kandi farmhouse policy on 16 November 2025 with a one-acre minimum and a Forest NOC, but the Forest Department objected on 25 September 2025. Read the notification, not a broker's summary, and get permission per plot.

Chandigarh periphery rules

The Punjab New Capital (Periphery) Control Act 1952 and the 1995 planning Act govern development near Chandigarh. We did not find a source for a specific belt width or village list, so ask the Town Planning Department whether the khasra is inside the controlled area.

Land ceiling and Shamlat land

The Punjab Land Reforms Act 1972 sets ceilings (7 ha for two-crop assured-irrigation land) and bars acquisition beyond the permissible area. Village common land vests in the Gram Panchayat, and its sale needs government approval. Ask for the jamabandi and a mutation history.

Floods and seasonal streams

The Sutlej flooded villages in Ropar and Anandpur Sahib on 9 July 2023, and Rupnagar was among 15 flood-hit districts on 15 July (reported). Foothill streams can also flash flood, so check drainage and the flood history of the plot.

NRIs and OCIs cannot buy this land

FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse anywhere in India, Punjab included. They can buy residential and commercial land in approved areas. Confirm your status with a lawyer before paying a token amount.
