Land Near Jim Corbett: Buffer Zone, ESZ and Resort Rules (2026)

How buffer zones and eco-sensitive zones differ near Corbett, what the Supreme Court has ordered, and how to check a plot before buying.

Farmland India Reviewed Β· Updated October 2026 Β· Official sources linked below

Land near Jim Corbett sits under forest law, the eco-sensitive zone mechanism and Supreme Court supervision of illegal construction. This guide separates buffer from ESZ, reports what the court has ordered, and lists the checks before you buy or build.

Why land near Corbett is different

The Ramnagar and Kumaon foothills near Jim Corbett attract resort, homestay and farmhouse buyers. The land sits next to a national park and tiger reserve, so several layers of law apply at once: forest law, wildlife law, the eco-sensitive zone (ESZ) mechanism, tourism rules and the state's rules on who may buy farmland. The Supreme Court has also been dealing with illegal construction in Corbett. This guide explains the layers, what we could confirm, and the checks to run. It is not legal advice and it names no operator.

For the general framework read our eco-sensitive zones and land purchase guide, the forest conservation guide and resort on agricultural land rules.

Buffer zone and ESZ are not the same

In a tiger reserve, "core" and "buffer" are areas inside the reserve, managed under wildlife law. An ESZ is a belt outside a protected area, notified by the central environment ministry. Mixing them up is common in brochures. We did not open the Wild Life (Protection) Act, 1972, so we do not cite its sections; the distinction itself is how the ministry describes ESZs on its page, as areas around protected areas.

The ministry's ESZ page, which we opened, says ESZs rest on the Environment (Protection) Act, 1986, citing section 3 and sub-rules (viii) and (x) of rule 5 of the Environment (Protection) Rules. It says guidelines of 2011 give an indicative list of prohibited, regulated and promoted activities. Prohibited activities include commercial mining, stone crushing, major hydroelectric projects and polluting industries. Regulated activities include road widening and non-polluting industry. It says local community agriculture, horticulture and dairy are not restricted and that local people may build on their own land for their own use. It also says no new commercial construction is allowed within 1 kilometre of the protected area or ESZ boundary. The page does not mention Corbett. Each ESZ has its own notification, and the notification, not the general guidelines, binds.

Where Corbett's own ESZ stands

We could not confirm a final ESZ notification for Corbett. What we found:

  • Land Conflict Watch reports that the Uttarakhand cabinet decided in February 2020 to notify an ESZ for Corbett, capped at 7.69 km rather than 10 km to avoid villages, with the villages excluded and the proposal sent to the ministry. It does not confirm approval, and a petition was pending before the NGT.
  • The Supreme Court on 19 March 2025, as reported by PTI, asked the environment ministry to consider Uttarakhand's revised proposal of 11 March for the ESZ of Rajaji and Corbett and to proceed toward a final notification.
  • On 17 November 2025, as reported by PTI, the Court directed states to notify ESZs around all tiger reserves within one year and barred mining within 1 km of a tiger habitat, buffer or notified ESZ, whichever is larger.

So as of our check the position is: the process is under court supervision; we could not find a final notification. Ask the Divisional Forest Officer for the status in writing. Our research notes add that after an April 2023 modification, the 1 km "no new permanent structure" statement from the 2022 order is unsettled, so do not treat "1 km ESZ" as a universal rule.

The Supreme Court and illegal construction in Corbett

The matter is In Re: Corbett. Reported facts: on 19 March 2025 a bench of Justices B.R. Gavai and Augustine George Masih criticised the state's "snail's pace" against senior officers accused of illegal construction and ordered departmental proceedings to be concluded within three months. On 17 November 2025 the Court directed Uttarakhand to submit a restoration plan within two months and to demolish unauthorised constructions within three months under the supervision of the Central Empowered Committee. An expert committee estimated damage at about Rs 29.8 crore, which the Court did not rule on. Safaris are barred in core or critical habitat; in buffer areas they are allowed only on non-forest or degraded land outside tiger corridors, with a rescue centre. Corbett was to be declared a silence zone within three months. We have not read the judgments; these come from PTI reports in The Week.

The lesson for buyers: a resort or farmhouse near the reserve that lacks sanctioned plans is exposed to demolition, and "everyone is doing it" has not protected anyone in the reported orders.

What the green tribunal said about the one kilometre idea

Because Corbett and Rajaji are often discussed together, a 2023 NGT matter is useful. As ThePrint reported on 26 February 2023, the Tribunal said it was "wrongly assumed" that resorts outside the Rajaji tiger reserve boundary were legal even if within one kilometre, because construction there is restricted or regulated and the area is covered by the ESZ notification. It asked a higher-level committee to revisit findings on six named resorts. That was Rajaji, not Corbett, and it turned on Rajaji's ESZ notification. It shows how a notified ESZ, once it exists, is applied to individual buildings.

Who can buy and what you can build

Uttarakhand's rules on outsiders buying farmland were changed in 2025. Our legal library records that, per press reports, sanctioned agricultural purchases by outsiders are limited to Haridwar and Udham Singh Nagar districts, with an affidavit for residential purchases up to 250 square metres. The Act's gazette text was not read. Ramnagar and the Corbett fringe are in Nainital district, which is not among the districts named. See can outsiders buy land in Uttarakhand and CLU in Uttarakhand. Farmhouse limits for the hills are in farmhouse rules for Uttarakhand and Himachal.

How to check a specific parcel

  1. Get the khasra and ask whether any part is recorded as forest. A forest-related class in the record is a red flag.
  2. Ask the Divisional Forest Officer whether a draft or final ESZ notification exists and whether the khasra falls in it, and for the zonal master plan.
  3. Ask for a no-forest certificate.
  4. If the seller proposes a resort, ask what sanctioned plan, tourism registration and permissions exist.
  5. Check for elephant or tiger corridors near the plot; ask the forest office.
  6. Check who can legally buy under the 2025 rules.
  7. Visit during the season and check access: some roads pass through the reserve.
!

No notification does not mean no restriction

Where an ESZ is not final, the Supreme Court's mining bar and the forest law still apply. Do not read a missing notification as a green light.

Frequently Asked Questions

What is the difference between buffer zone and ESZ?
A buffer zone is inside the tiger reserve. An ESZ is outside a protected area and is notified by the environment ministry.
Is there a final ESZ notification for Corbett?
We could not confirm one. The Supreme Court asked the ministry in March 2025 to proceed toward a final notification.
How wide is the Corbett ESZ?
Land Conflict Watch reported a cap of 7.69 km in the state's proposal. We could not confirm the final figure.
Can I build a resort near Corbett?
Only with the permissions that apply to your plot. Unsanctioned constructions are being dealt with by the Supreme Court. See our resort page.
Is there a 1 km no-construction rule?
The ministry's page says no new commercial construction within 1 km of the protected area or ESZ boundary. Later court modifications make this unsettled for areas without a notification.
Is farming allowed in an ESZ?
The ministry's page says local community agriculture, horticulture and dairy are not restricted.
Can an outsider buy land in Ramnagar?
Press reports say sanctioned agricultural purchase by outsiders is limited to Haridwar and Udham Singh Nagar. We did not read the Act's text.
What did the Supreme Court order in November 2025?
Per PTI, ESZs around all tiger reserves within a year, a mining ban within 1 km, and restoration and demolition in Corbett.
Does a revenue record show forest?
Sometimes. Forest-related class names vary. Ask the DFO for a certificate.
Is this legal advice?
No. Confirm with the forest office and a local advocate.
