IGRS UP Encumbrance Certificate: Apply, Track and Download (2026 Guide)

How to get an encumbrance certificate (भार-मुक्त प्रमाण पत्र) for land in Uttar Pradesh, and how to read it before you pay.

Farmland India Reviewed · Updated October 2026 · Official portals linked below

An encumbrance certificate (EC) lists the registered transactions on a plot for the period searched, such as sales and mortgages. In Uttar Pradesh the Stamp and Registration Department issues it as the Bharmukt Pramanpatra / Barah Sala certificate (भारमुक्त प्रमाणपत्र / बारह साला) through IGRSUP.

What an EC proves, and what it does not

  • It shows registered transactions found in the period searched, or a nil result.
  • It does not show unregistered agreements, a pending court case or an open mutation.
  • It does not prove ownership. Read it with the khatauni and the deed chain.

A nil EC for the period only says no registered transaction was found for the details you gave. A wrong khasra number or a wrong village returns a clean result by mistake.

Step-by-step: apply online

  1. Open IGRSUP and go to Citizen Online Services.
  2. Under भारमुक्त प्रमाणपत्र / बारह साला, click आवेदन करें.
  3. Register or sign in if the portal asks you to.
  4. Enter the district, sub-registrar office, village, khasra/gata number, area and the period to search.
  5. Upload or enter the supporting details asked for.
  6. Pay the fee shown on the portal and save the acknowledgement number.
  7. Return to the same block and use प्रमाण पत्र प्राप्ति / सत्यापन करें to obtain and verify the certificate.

Search a long enough period

Ask for the full chain you have papers for, not just the last few years. A gap in the search period is the commonest reason a mortgage is missed.

Helpline: the department publishes 1800 180 1476 on its home page for citizen queries.

Apply offline

You can also apply at the sub-registrar office covering the village with the application, ID proof and plot details, and collect the certificate from the office.

On the IGRSUP home page, open नागरिक ऑनलाइन सेवाएं (Citizen Online Services). The EC block is headed भारमुक्त प्रमाणपत्र / बारह साला and has two links: आवेदन करें (apply) and प्रमाण पत्र प्राप्ति / सत्यापन करें (obtain or verify the certificate).

Using the certificate to verify a deed chain

Take the EC and place each entry next to the matching registered deed. The seller should appear as the buyer in the previous deed. Any mortgage should have a recorded release. If an entry has no matching document, ask the seller to explain it before you pay a token amount. See Khasra Khatauni UP for the revenue side.

Checklist before you apply

  1. Collect the village, khasra or gata number and area from the sale deed.
  2. Decide the period you want searched.
  3. Keep ID proof and the mobile number ready.
  4. Note the sub-registrar office that covers the village.
  5. Save the acknowledgement number after paying.

Common mistakes

  • Searching under the wrong village name.
  • Asking for too short a period.
  • Accepting a nil result without cross-checking the khatauni.
  • Not matching each entry to a deed you have seen.

Frequently Asked Questions

Is the IGRS UP encumbrance certificate available online?
Yes. IGRSUP offers the भारमुक्त प्रमाणपत्र / बारह साला service under Citizen Online Services, with an apply link and a separate link to obtain or verify the certificate.
How much does an EC cost in Uttar Pradesh?
Fees depend on the period searched and on service charges. Confirm the current fee on the portal during the application, since it can change.
How long does it take to get an EC?
Timelines depend on the office and the period searched. The portal shows the status after you submit.
What is the difference between an EC and a khatauni?
The EC lists registered transactions on a plot. The khatauni is the revenue record of the current holder. You need both.
Does a nil EC mean the land is free of dues?
No. It means no registered transaction was found for the details and period searched. Bank dues, tax dues and court cases can still exist.
How many years should an EC cover?
Ask for the longest period for which you hold documents. Many buyers and banks want at least thirty years where records allow.
Can I get an EC for agricultural land?
Yes. Give the village and khasra or gata number of the plot.
Where do I download the EC after approval?
Return to the Citizen Online Services block on IGRSUP and use the option to obtain or verify the certificate (प्रमाण पत्र प्राप्ति / सत्यापन करें).
