Property Tax Punjab: How to Check and Pay Online (2026)
Municipal property tax in Punjab is paid through the state's mSeva portal. Here is how it works, why most farmland sits outside it, and what to confirm about No Dues Certificates.
Property tax in Punjab is a municipal levy collected by urban local bodies (municipal corporations and councils) on land and buildings inside their limits. Most agricultural land lies outside those limits and is dealt with through revenue records instead. This guide explains how to check and pay the tax, and where we could not confirm details.
What municipal property tax is
The Punjab Municipal Corporation Act, 1976 has a chapter on taxation, with sections on taxes on lands and buildings, rateable value and the incidence of the tax. Unpaid tax on a premises is a first charge on it under that Act (section 100). The tax is collected by the local body where the land or building falls. Rates and rules differ between corporations and councils, so always rely on your own local body.
Why farmland is generally outside the net
Property tax is an urban local body levy, so it applies to land and buildings within municipal limits. Agricultural land in villages is outside those limits and is tracked through revenue records, not municipal assessment. See Jamabandi and Fard explained and agricultural land rules in Punjab.
We could not confirm from the Act text we could access whether a specific clause exempts agricultural land. The practical position is based on the tax being levied by municipal bodies within their limits. If your land is near a town, check whether it falls inside municipal limits or has been brought into them, and ask the local body whether it is assessed.
How to check and pay on the portal
- Open the Punjab mSeva citizen portal (mseva.lgpunjab.gov.in). It is reached through the Department of Local Government site, lgpunjab.gov.in.
- Register or log in with your name, mobile number and the OTP sent to you.
- Select the Property Tax service and choose to assess and pay.
- Search for an already assessed property, or add a new one with address, assessment and owner details.
- Review the calculated tax, choose full or partial payment and pay online.
- Save or print the receipt.
Ask for the paid-up record before you pay a seller
If the land is inside a municipal limit, ask the seller for the latest tax receipt and check the status on the portal yourself before you transfer money.
What you'll need
- Property or assessment ID, if the land is already assessed
- Owner name and address of the land
- Your mobile number for the OTP
- For a new assessment, ownership and address proof such as a registered deed and a utility bill
- Online payment method
No Dues Certificate (NDC)
A No Dues Certificate confirms that no municipal tax is pending on a premises. Buyers and lenders often ask for one. We could not confirm an official online NDC procedure, fee or timeline for Punjab local bodies. Ask your municipal office, or the Department of Local Government, how it is issued for your city. Keep the NDC with your sale deed papers.
Rates, rebates and due dates
We could not confirm current official rates, early-payment rebates or due dates from a government notification. They are set by the state and local bodies and change by city and year. Check the portal at the time of payment, or your local body's notices.
| Item | Status |
|---|---|
| Portal for payment | mSeva Punjab (confirmed) |
| Current rates | Not confirmed, check locally |
| Rebates and penalties | Not confirmed, check locally |
| NDC process | Not confirmed, ask municipal office |
Why it matters when buying land
- Unpaid dues stay with the land. Municipal tax is a first charge on the premises under the Act, so a buyer may inherit the problem.
- Proves the land is within limits. Receipts show whether the local body treats it as urban land.
- Needed for services. Tax clearance is commonly asked for before utility connections.
For other states, compare property tax in Uttar Pradesh.
Payment and receipt problems
A Tribune report on the Amritsar Municipal Corporation described mSeva problems: a slow server meant receipts were not generated for property tax and other payments, and some residents said money was deducted from their bank accounts without a receipt. Officials acknowledged technical issues and said they had written to the Punjab Municipal Infrastructure Development Company. We cannot say whether this still happens, but it shows why a receipt matters.
- Save the receipt page or PDF at once, and keep the transaction reference.
- If money is deducted and no receipt appears, note the bank message and contact the local body before paying again.
- Re-check the status on the portal a few days later.
Documents to collect from a seller
| Document | Why you ask for it |
|---|---|
| Latest property tax receipt | Shows the last payment and the assessment the local body holds. |
| Property or assessment ID | Lets you check the status yourself on the portal. |
| No Dues Certificate, if the local body issues one | We could not confirm the Punjab procedure; ask the municipal office. |
| Registered deed | Name and address on the deed should match the assessment record. |
Municipal tax and revenue records are separate
Paying property tax does not prove ownership, and the Jamabandi does not show municipal dues. A buyer of land inside a town needs both: the revenue record for title and cultivation, and the municipal record for tax. Read the Jamabandi and Fard guide for the first, and ask the local body for the second.
Name on the tax record
After purchase, ask the local body how to change the name on the assessment. We could not confirm the Punjab procedure or fee.
