Sub-area overview

Surajkund-Aravali — the Aravali edge of Faridabad, where the question is whether you may build at all

Land in Surajkund-Aravali is not an ordinary farm land market, and buying it is mostly a legal question. Surajkund sits in Faridabad district close to South Delhi (about 8 km is reported; use a map) on the Southern Delhi Ridge, part of the Aravalli range. The area is known for its ancient stepped reservoir, traditionally dated to the tenth century, and for the Surajkund International Crafts Mela, held in the first fortnight of February each year since 1987, which Haryana Tourism says draws more than a million visitors. Farmhouses, banquet halls and weekend plots have been sold in the villages around it for years.

The land behind them is the problem. In Anangpur, Ankhir, Mewla Maharajpur and Lakkarpur, press reports say much of the ground is notified under Section 4 of the Punjab Land Preservation Act, 1900 (PLPA), and the Supreme Court has said such land is entitled to the same protection as forest land. Authorities identified 6,793 unauthorised structures on 786.26 acres and demolished 241 of them in 2025 (The Aarch News, ThePrint). The Tribune reported in 2021 that in Kot village 2,565 of 3,184 acres were hill wasteland sold mainly to outsiders for farmhouses, and the State withdrew the consolidation proceedings that would have let them regroup their holdings.

So this page is a warning as much as a guide, and any estimate* here assumes lawful, buildable title. Land outside any PLPA, forest or Aravalli restriction, in a licensed colony or with a CLU, can be lawful; land inside them cannot be built on, whatever the listing says. The Supreme Court has also stayed its November 2025 Aravalli definition and said on 13 February 2026 that nobody will be allowed to touch the Aravallis until it is settled. Read the Faridabad district page, the Haryana land rules guide and the checks below, and see Ballabgarh for the plain-side market.

Connectivity

How Surajkund-Aravali connects

Surajkund is close to the Delhi border, but the land around it is a hill belt, not a road-front market. Distances are not route-checked.

From South DelhiAbout 8 km reported; about 20 km from central New Delhi (approximate, use a map)

Read this before relying on distances

We did not route-check any distance in this belt. Reports put Surajkund about 8 km from South Delhi and about 20 km from central New Delhi, so use a map. More important than distance is the lane: many farmhouse compounds sit on village or forest tracks, and access over PLPA or forest land is itself a legal question.

Supreme Court Aravalli definition

The Court stayed its November 2025 definition of the Aravalli range, citing ambiguities on elevation and gap criteria, and said on 13 February 2026 that it would not allow anyone to touch the Aravallis until it is settled. Moneylife reports that it refused the expert committee a six-month extension and ordered a report by 30 November. The year of that deadline is inferred.

Agriculture & terrain

Soil, crops & water in Surajkund-Aravali

This is hill and ridge land: stony ground, scrub and wasteland, not field crops. The leopard corridor and the forest rules matter more than soil.

Soil & crops

The ridge fringe is rocky and well-drained, and the Tribune report on Kot village describes most of the land as gair mumkin pahar, uncultivable hill wasteland. Surajkund is reported to lie in the northern Aravalli leopard corridor; confirm with the Haryana Forest Department. We found no published crop mix for these villages, and farming is not why anyone buys here. Data: Soil Health Card portal.

Water

Faridabad's Ballabhgarh, Faridabad and Faridabad Urban blocks were listed as over-exploited (HWRA, 31 March 2024, page transcription), and the CGWB profile found fluoride above the limit in most 2011 samples. We did not find a category for these exact villages. On ridge land, borewells are deep and extraction may need permission, so ask for a yield and quality report. Groundwater categories: CGWB and the Haryana Water Resources Authority.

Why buyers look at Surajkund-Aravali

Reasons people look at this belt, and what limits each. Not a price forecast.

Next to Delhi

The belt is close to South Delhi (about 8 km is reported), which is why farmhouse and weekend plots were marketed here for years. Distance is not the same as the right to build.

A tourism and heritage anchor

The Crafts Mela (first fortnight of February, since 1987) and the reservoir bring large crowds, but no source links them to land prices.

Enforcement is now visible

Demolitions and Supreme Court orders have made PLPA status a first question, so buyers who check it early avoid the worst losses.

Lawful land exists, in small supply

Land outside PLPA, forest and Aravalli restrictions, in a licensed colony or with a CLU, is lawful to hold and build on within its rules. It must be proved parcel by parcel.

STRAIGHT TALK

Risks & challenges specific to Surajkund-Aravali

Specific to this micro-market. These risks are central, not secondary.

PLPA land is treated as forest land

Reports say the Supreme Court held that land protected under Section 4 of the PLPA gets the same protection as forest land, and ordered illegal structures removed. Our Faridabad page also records the 11 September 2018 ruling. A farmhouse here can be demolished, and the buyer, not the seller, carries that loss.

Attempts to legalise were stopped

On 1 March 2019 the Supreme Court stayed the Punjab Land Preservation (Haryana Amendment) Act, 2019, which would have legalised construction dating from 1 November 1966, and called the law a contempt of court. Do not assume a later fix will regularise a structure.

Demolitions are real

241 structures on about 261 acres were demolished in 2025 and 6,793 are on the list (reports). Farmhouses, banquet halls, temples, schools and dwellings were all named. Ask whether the building you see is on any notice.

Wasteland sold as farmhouse land

At Kot, 2,565 of 3,184 acres were recorded as uncultivable hill wasteland sold to outsiders, and the State withdrew consolidation (The Tribune, 2021; page undated, confirm). Ownership of such land does not carry a right to build.

Contested ownership and informal colonies

Villagers in the affected area claim shamlat or lal dora status while the State asserts forest protection (ThePrint). Nearby, the Khori village colony of about 9,500 houses was demolished in June 2021 (The Tribune). Check the revenue record, not the seller's story.

The Aravalli definition is unsettled

The Court stayed its November 2025 definition. Until the committee reports and the Court rules, maps showing a parcel as inside or outside the Aravalli can change. Confirm the latest order.

NRIs and OCIs cannot buy this land

FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse in India. Even for residents, a farmhouse right is not created by a sale deed.

Can I build a farmhouse on Aravali land near Surajkund?

Often not. Land notified under Section 4 of the Punjab Land Preservation Act, 1900 is, according to the Supreme Court as reported, entitled to the same protection as forest land, and the Court ordered illegal structures on it removed. Ask the Forest Department in writing whether the khasra is PLPA-notified before you pay anything.
