Wave City — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)

Sub-area overview
Wave City — a township locality on the NH-9 edge of Ghaziabad, where farm land and built plots meet
Wave City is a planned township locality on the eastern side of Ghaziabad, on the NH-9 corridor towards Hapur. Most of what is sold inside it is built-up or plotted urban land, priced per sq yd and governed by the township's own layout and the Ghaziabad Development Authority (GDA) rules. This page is about the land around it: farm fields in the neighbouring villages that buyers compare with township plots. Our estimate for open land at the township edge is ₹3–8 crore per acre*, indicative only, and we could not check it against registered deeds.
Several public projects shape the area. The GDA began buying land directly from farmers for a new township called Harnandipuram near the Delhi–Meerut Expressway, and a private consultant was preparing its detailed project report, according to a Swarajya brief of 1 July 2025 citing an India TV report of 30 June 2025. The brief names villages such as Nagla Firozpur Mohan, Champat Nagar, Mathurapur, Shamsher and Bhandara Khurd. We have not read the GDA notification, so the township's size, phasing and exact location relative to Wave City are to be confirmed.
Read the Ghaziabad district page and the state-wise land laws guide first. In Uttar Pradesh, farm land is governed by the Zamindari Abolition and Land Reforms Act, 1950, and changing its use needs a declaration under Section 143; ask for the khatauni, the land-use zone in the GDA Master Plan and any acquisition notice for every khasra. Inside a township, check which land is the developer's, which is the authority's and which is still farmers' holdings.

Connectivity
How Wave City connects
Wave City sits on the NH-9 corridor on the eastern edge of Ghaziabad. Distances and routes are not checked and are left as items to confirm.
By road and rail
Read this before relying on distances
A township gate is not the same as a village approach. Land in the surrounding villages may sit on narrow roads, canal banks or acquired alignments. Check the actual approach to the khasra, and ask whether any part of it falls inside a GDA road, drain or township boundary.

Agriculture & terrain
Soil, crops & water in Wave City
The Upper Doab around Ghaziabad is flat alluvial farmland; typical crops are wheat, sugarcane and paddy, with fodder and vegetables near towns.
Soil & crops
The belt around Ghaziabad is alluvial plain; wheat, paddy, sugarcane and vegetables are typical crops in western Uttar Pradesh. We did not fetch village-level soil or crop data for this locality, so treat this as general context and check a soil report for the plot. Data: Soil Health Card site.

Water
We did not check the groundwater category for the block that contains Wave City. Much of the NCR fringe has falling water tables, so ask for the borewell depth and water quality and the block category from CGWB before you pay. Groundwater categories: CGWB.
Mandi price reference
We did not check a mandi price for this locality. Compare any crop income with the full land cost and the cost of holding land near an urban edge before buying. Live prices: Agmarknet.

Why buyers look at Wave City
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
A township edge with open land nearby
Buyers who want to be near an established township but at a farm-land entry price often look at the surrounding villages. Our estimate is ₹3–8 crore per acre*; check the collector rate with the Sub-Registrar.
Public projects in the area
A GDA township near the Delhi–Meerut Expressway was reported in July 2025 (Swarajya). It is not delivered, and its effect on prices is not a forecast.
Close to Ghaziabad and the NCR
The locality is on the NH-9 corridor, a long-established route towards Delhi. Distances and times are to be confirmed.
Authority land is a double edge
GDA land buying can create planned sectors that lift nearby values, and it can also take land or fix road lines through a plot. Ask the authority before you commit.
Listing data is not legal advice. Confirm title, land use and any acquisition status with the GDA, the tehsil and the Sub-Registrar.
STRAIGHT TALK
Risks & challenges specific to Wave City
Specific to this micro-market, beyond the Ghaziabad and Uttar Pradesh-wide points.
Authority acquisition and road lines
The GDA was reported buying land from farmers for a township near the Delhi–Meerut Expressway (Swarajya, 1 Jul 2025). Ask whether any khasra you are shown is in a notified or proposed acquisition, a GDA Master Plan road or a drain alignment.
Township land versus farm land
Plots inside the township follow its layout and are sold per sq yd, while farm land around it is sold per acre or per local unit. Do not compare the two directly. Confirm which category the plot is in and who holds the title.
Change of land use
In Uttar Pradesh, using farm land for a non-farm purpose needs a declaration under Section 143 of the Zamindari Abolition and Land Reforms Act, 1950, and building within the GDA area also needs the authority's permission. CONFIRM the current rules and fees with the tehsil and the GDA.
Limits on who may buy farm land
Uttar Pradesh limits farm-land holding and, for non-farmers, purchases of farm land under the 1950 Act (the limits have been amended; CONFIRM the current position with a local lawyer). Ask for the khatauni history for several years.
Prices vary widely
Land on NH-9 or next to a township gate can be priced very differently from interior fields. Our estimate of ₹3–8 crore per acre* is indicative, so rely on the collector rate and recent registered sale deeds.
Stamp duty and the collector rate
Duty is charged on the higher of the deal value and the circle (collector) rate. We did not read the current Ghaziabad circle-rate notification or the Uttar Pradesh stamp duty rate, so ask the Sub-Registrar which rate applies to the village and whether it lies in a municipal limit.
NRIs and OCIs cannot buy farm land
FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse anywhere in India, Uttar Pradesh included. They can buy residential and commercial land in approved areas, so a farm-land listing is not a route for them. Confirm your status with a lawyer before paying a token amount.
