Land law is state law. These rules are maintained on the Uttar Pradesh page and apply to every district within it.
Sikandrabad — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).

Sub-area overview
Sikandrabad — an industrial-town farm belt on the Noida airport side of Bulandshahr
Sikandrabad is a tehsil town in Bulandshahr district with an established UPSIDC industrial area of about 1,400 acres (undated industrial profile), surrounded by flat doab farmland. It is a lower-priced market than Noida and Greater Noida, and buyers tend to be small investors, industrial-use buyers and families buying a few acres. Our estimate for agricultural land is ₹1–3 crore per acre*, with the highest prices near the industrial area and the main road.
Several public items point to the Noida airport side of the district. Noida International Airport began commercial operations on 15 June 2026. A 74 km airport link with about 56 villages (48 in Bulandshahr, 8 in Noida) received cabinet approval on 4 August 2026 at ₹8,585.51 crore (Swarajya; Business Today). In February 2023 the state added 55 villages from Khurja and 'Secunderabad' tehsil areas to the Yamuna Expressway Authority (YEIDA) area (India Infra Hub, 18 Apr 2023; we read the tehsil name as Sikandrabad, to confirm). Which Sikandrabad villages sit in any of these alignments is not confirmed.
Uttar Pradesh law adds limits: the UP Revenue Code caps what one person can acquire by purchase or gift at about 5.0586 ha (about 12.5 acres), and non-agricultural use needs a section 80 declaration. Read the Bulandshahr district page and the Uttar Pradesh land law guide, then check the circle rate and the Sub-Registrar's current rules. Our price estimate of ₹1–3 crore per acre* is indicative only.

Read this before relying on distances
Plan-stage links are not open roads. The 74 km airport link was approved in August 2026 and its alignment through Sikandrabad tehsil is not confirmed. Land along proposed alignments may carry sale restrictions: UPEIDA was reported to have banned land sales along an alignment in July 2025, and current status needs confirming with the authority.

Soil, crops & water in Sikandrabad
Sikandrabad is flat doab farmland with wheat and sugarcane, using tubewells as the main irrigation source.
Soil & crops
The Bulandshahr district groundwater brochure (CGWB, 2012-13, dated) lists soils such as bhur, matiar and dumat, and the district portal names wheat, corn, barley, jowar, millet, cotton and sugarcane as crops. We found no Sikandrabad-only crop table, so confirm the soil of your own khasra. Data: Soil Health Card site.

Water
Sikandrabad was listed among four over-exploited blocks in 2022 in a UP Ground Water Department table filed before the NGT (read through a fetch summariser, so confirm the block name). The 2012-13 brochure reports tubewells as about 90% of irrigated area and nitrate above 45 mg/l in 33% of samples (2011). Test any borewell before you rely on it. Groundwater categories: CGWB.
Mandi price reference
We did not fetch a mandi price for a Sikandrabad-area market, so no figure is shown. Compare any crop income with the full land cost before buying. Live prices: Agmarknet.

Why buyers look at Sikandrabad
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
Lower entry than Noida
Sikandrabad is generally regarded as a lower-entry market than Noida and Greater Noida. Our estimate is ₹1–3 crore per acre*; check the circle rate with the Sub-Registrar.
An airport now operating
Noida International Airport opened on 15 June 2026, and a 74 km link to the Bulandshahr side was approved in August 2026 (reported). The link's route through the tehsil is not confirmed.
An existing industrial base
UPSIDC Sikandrabad gives the town an employment base that does not depend on one new project.
Freight and expressway links
The freight corridor section dedicated in January 2024 and the Ganga Expressway opened in April 2026 add logistics access to the wider district.
Listing data is not legal advice. Confirm title, circle rate, any acquisition or sale restriction and conversion status with the Sub-Registrar, the authority and the SDM.
STRAIGHT TALK
Risks & challenges specific to Sikandrabad
Specific to this micro-market, beyond the Bulandshahr and Uttar Pradesh-wide points.
Purchase cap under the Revenue Code
Section 89 of the UP Revenue Code bars a person from acquiring by purchase or gift a holding above about 5.0586 ha (about 12.5 acres) in the state. Ask a UP lawyer how your existing holdings count before you pay a token amount.
Sale halts near planned corridors
The Noida Authority halted purchase and sale in proposed villages in January 2024, and UPEIDA was reported to have banned sales along an alignment in July 2025. Current status was not confirmed. Ask the authority in writing whether the khasra is covered.
DNGIR acquisition
The Dadri-Noida-Ghaziabad Investment Region was notified in October 2024 for 84 villages (63 in Bulandshahr). Compensation reports conflict, so we show neither figure. Ask whether any Sikandrabad village or khasra is in the notified list.
Conversion needs a declaration
Under section 80 of the UP Revenue Code the SDM decides within 45 working days (no fee for an own residence). Ordinance 14 of 2026 added provisos from 8 April 2026, deeming an authority approval a declaration; whether it became an Act was not checked. Confirm the current rule before you build.
Over-exploited groundwater
Sikandrabad was among four over-exploited blocks in 2022, and the district brochure records high nitrate in sampled water. Borewell depth, quality and permission can limit farming and construction, so ask for a borewell report before you pay.
Stamp duty and circle rate
We could not confirm the stamp duty and registration rates from a Stamp Department page. Duty is charged on the higher of the deal value and the circle rate, so ask the Sub-Registrar which rate applies to the village and whether it sits in an authority area.
NRIs and OCIs cannot buy this land
FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse anywhere in India, Uttar Pradesh included. They can buy residential and commercial land in approved areas. Confirm your status with a lawyer before paying a token amount.
