Raya — land purchase legal rules
⚠ Two checks come before any advance in Uttar Pradesh: the Revenue Code limit of 5.0586 hectares (about 12.5 acres) on what one person can acquire by purchase or gift, and the registry position in the DNGIR villages near Noida, where a purchase halt was reported in January 2024 and no later word was found. UP Revenue Code 2006, section 89; Sakshi Post, January 2024.
Who can buy agricultural land? The Revenue Code sections we read set a size limit (section 89) and special rules for land held by Scheduled Caste and Scheduled Tribe members (sections 98 and 99). None asks the buyer to be a farmer or to live in the state (UP Revenue Code 2006, IGRS UP). We did not read the whole tenure chapter, so ask the Sub-Registrar whether anything further applies. The Code repealed the Zamindari Abolition and Land Reforms Act 1950 when it was enforced on 18 December 2015 (SCC Online, February 2016).
Holding limit: section 89(2) of the Code bars a purchase or gift that would take the buyer's total holding in Uttar Pradesh above 5.0586 hectares, about 12.5 acres on our conversion (UP Revenue Code 2006). Under the earlier Act the Supreme Court read a company as a person for this limit and let the excess vest in the State (Oswal Fats and Oils, April 2010). The separate 1960 Ceiling Act caps total holdings; the India Code text gives 7.30 hectares of irrigated land for a family of five or fewer, with additions for larger families, and the text mixes acres and hectares, so the current schedule needs checking (India Code).
DNGIR villages: the Dadri-Noida-Ghaziabad Investment Region covers 84 notified villages, 63 in Bulandshahr and 21 in Gautam Buddh Nagar, notified in October 2024 (Swarajya, July 2026). In January 2024 a Noida Authority letter to the Stamp Department halted purchase and sale in the proposed villages, with registration of agricultural land needing the Authority's consent (Sakshi Post, January 2024). Two July 2026 reports on acquisition by mutual consent do not mention the halt (Millennium Post, July 2026), so ask the Noida Authority or the District Magistrate's office whether it still applies to a given village.
Scheduled Caste and Scheduled Tribe land: a Scheduled Caste bhumidhar needs the Collector's previous written permission to transfer land to a non-Scheduled Caste buyer (section 98), and a Scheduled Tribe bhumidhar may not transfer to a non-Scheduled Tribe buyer (section 99) (UP Revenue Code 2006). The Allahabad High Court described a transfer without the permission as void in Omwati v District Collector, Pilibhit, November 2022.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy or receive as a gift (paragraphs 3.1.1 and 3.1.2). Inheritance is covered separately in paragraphs 3.1.3 and 3.1.4, without that exclusion (Reserve Bank of India Master Direction FED 12/2015-16).
- Revenue Code 2006
- Purchase limit: 5.0586 ha
- DNGIR: 84 villages
- SC land: Collector permission
- NRI agri: barred (FEMA)

Sub-area overview
Raya — the Yamuna Expressway belt of Mathura, where a planned urban centre can help and hinder at once
Agricultural land in Raya is flat, mostly cultivated Mathura district land priced per acre, and it is a lower-entry market than the Delhi side of the Yamuna Expressway (our estimate is ₹50 lakh–1.5 crore per acre*). Raya is a tehsil headquarters in Mathura district. Buyers are mostly local farmers and investors who want an acre or two to hold near the expressway and the Mathura–Vrindavan pilgrimage economy. We have no Raya-specific search count and no registered-deed sample, so treat the range as a starting point only.
The planning story is the YEIDA Master Plan 2031. A trade-outlet report of October 2024 said the plan includes a Raya urban centre of about 9,366 hectares on both sides of the Yamuna Expressway, with tourism, riverfront, residential and industrial zones, and that land acquisition would follow project approvals. A 15 km link road between the expressway and the Delhi–Agra highway near Jaint was approved in March 2025. Both are plans: ask whether a khasra falls inside a notified zone, an acquisition notice or a road alignment before paying anything.
Read the Mathura district page and the state-wise land laws first. In Uttar Pradesh the Revenue Code 2006 caps what one person can acquire by purchase at about 12.5 acres (5.0586 ha), and different rules apply to land held by SC and ST members. Our estimate of ₹50 lakh–1.5 crore per acre* is indicative only; check the collector rate and recent registered deeds.

Connectivity
How Raya connects
Raya connects through the Mathura road network and the Yamuna Expressway. Distances and times are not route-checked.
By road, rail and air
Read this before relying on distances
A master plan is a land-use intention, not a road you can drive. Check the real approach to the khasra, because a plot on a metalled village road and one on a field track are different assets even when close together. Also ask whether any part of the khasra lies in the Yamuna floodplain or inside a proposed road or urban-centre boundary.

Agriculture & terrain
Soil, crops & water in Raya
Raya is flat alluvial farmland on the Mathura side of the Yamuna: wheat, mustard and bajra are typical of the district, with local vegetables.
Soil & crops
We did not read a Raya-specific soil or crop source. Mathura district is part of the Yamuna plain, where wheat, mustard and bajra are typical crops (our general description; CONFIRM against the district agriculture office). Floodplain pockets near the river can be waterlogged in the monsoon. Data: Soil Health Card site.

Water
We did not read the CGWB category for the Raya block. The CGWB 2024 Uttar Pradesh assessment (836 blocks: 566 safe, 165 semi-critical, 46 critical, 59 over-exploited) is the place to look; confirm the block category and test any borewell before relying on it. Groundwater categories: CGWB.
Mandi price reference
We did not read a Raya mandi price. Check live prices for the nearest APMC on Agmarknet and compare any crop income with the full land cost before buying. Live prices: Agmarknet.

Why buyers look at Raya
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
Lower entry than the Delhi-side belts
Raya is generally regarded as a lower-entry market than the Greater Noida end of the Yamuna Expressway. Our estimate is ₹50 lakh–1.5 crore per acre*; check the collector rate with the Sub-Registrar.
A planned urban centre
A reported 9,366 ha urban centre plan along the expressway could bring services and demand, though land acquisition is part of the plan and timing is not confirmed.
Expressway and airport access
The 165 km Yamuna Expressway is operating and Noida International Airport has had commercial flights since 15 June 2026; route times to Raya are not checked.
Flat, usable fields
Plain land is easier to survey, fence and farm than hill-edge land, but floodplain and acquisition checks still apply.
Listing data is not legal advice. Confirm title, land use and acquisition status with the Tehsil, YEIDA and the Sub-Registrar.
STRAIGHT TALK
Risks & challenges specific to Raya
Specific to this micro-market, beyond the Mathura and Uttar Pradesh-wide points.
Planned acquisition
The YEIDA plan report says land acquisition follows project approvals. Ask YEIDA whether the khasra is inside the master-plan area or a proposed acquisition, and whether compensation or purchase restrictions apply.
Purchase cap and SC/ST land
The UP Revenue Code 2006 (s.89) bars acquiring by purchase or gift a holding above 5.0586 ha (about 12.5 acres, our conversion). Land held by SC members needs the Collector's prior permission to transfer to a non-SC person (s.98) and ST land cannot go to a non-ST person (s.99); CONFIRM with a lawyer.
Use of land
Building on agricultural land needs the land to be declared or permitted for non-agricultural use under the Revenue Code (the section that replaced the old s.143; CONFIRM the current section and fee). Do not build on a promise.
Yamuna floodplain
Land near the river can be flood-prone and may fall in a restricted zone. Ask for the khasra map, the flood history and the local authority's written answer.
Prices vary widely
Prices near the expressway and a metalled road can differ sharply from interior fields. Our estimate of ₹50 lakh–1.5 crore per acre* is indicative; rely on the collector rate and registered deeds.
Groundwater and borewell
We did not read the Raya block category. Ask for the water source, the borewell depth and a water-quality report before you pay.
NRIs and OCIs cannot buy this land
FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse anywhere in India, Uttar Pradesh included. Inheritance carries no such exclusion under the RBI directions we read. Confirm your status with a lawyer before paying a token amount.
