Land law is state law. These rules are maintained on the Uttarakhand page and apply to every district within it.
β Uttarakhand limits who can buy agricultural and horticultural land. Check who you are, which district the land is in, and how it is recorded before anything else.
Who can buy agricultural land? Since 1 May 2025, a person who does not already hold land in Uttarakhand can buy agricultural or horticultural land only in Haridwar and Udham Singh Nagar, and only with prior sanction from the state government (Uttarakhand Act 11 of 2025). Press coverage describes this as a bar in 11 of the 13 districts (Scroll, February 2025); the Act names the two districts and does not count the rest. Buying through a nominee is a compliance risk, and a transfer made on a false affidavit is void under the Act.
The 2025 land law amendment: The Assembly passed the bill on 21 February 2025 (Scroll, February 2025). The Governor gave assent on 30 April 2025, and the Act was notified and took effect on 1 May 2025 (Act text; PTI via The Week, May 2025). The power to allow purchases moved from the District Magistrate to the state government (Business Standard, February 2025). The Chief Minister said land bought on false declarations can vest in the state, and cited 1,883 approvals since 2018 with 599 violations found (Scroll, February 2025).
Haridwar and Udham Singh Nagar: These are the only districts where sanction for such a purchase is possible, and sanction is not automatic. The buyer gives an affidavit that the land will be used only for the stated agricultural or horticultural purpose and must put it to that use within three years or an extended period; a change of use makes the transfer void (Act text). The general power to allow transfers above the ceiling, earlier reported as 12.5 acres, is now confined to these two districts and sits with the state government, which acts on an essentiality certificate (Act text; Business Standard, February 2025). Ask the revenue department which office takes sanction applications before paying a token amount.
Residential land for non-residents: The Act lets a buyer file an affidavit that neither he nor his family has bought more than 250 sq m of land elsewhere in the state for residential use; a false affidavit voids the transfer (Act text; Scroll, February 2025). The text we read does not settle whether 250 sq m is a lifetime count across the family, or how the rule works inside municipal limits, which the Act's extent clause excludes, so take both questions to the Sub-Registrar in writing.
Land-use declaration (Section 143): Section 143 of the parent Act (UP Zamindari Abolition and Land Reforms Act, 1950) deals with declaring agricultural land for other uses, such as a house or farmhouse. We have not re-read the section for this edition, so ask the Sub-Divisional Magistrate which declaration applies before building. Check the land's classification in the khatauni, not in the seller's brochure.
Forest, van panchayat and eco-sensitive land: Land recorded as forest cannot be freely sold or converted, and land near Corbett, Rajaji and other protected areas can fall inside an eco-sensitive zone with construction limits. In November 2025 the Supreme Court directed that zones around tiger reserves be notified within a year (The Week/PTI, November 2025). A plot that looks like farmland can be recorded differently, so ask for the revenue record and the forest position in writing.
NRI & OCI buyers: FEMA 1999 bars NRIs and OCIs from buying agricultural land, plantation land or farmhouse land anywhere in India, Uttarakhand included. That is a central rule, not a state one, and the state Act adds its own conditions on top; read the current RBI notification for the exact wording.
Micro-market overview
Kashipur is a plains town in Udham Singh Nagar district at 218 m, with a city population of 121,623 and a tehsil population of 283,136 reported for the 2011 Census (confirm against the Census of India Primary Census Abstract). For anyone searching for agricultural land or plots in Kashipur, this is the Terai, not the hills: flat, irrigated, industrial. The town has a large industrial base, including paper and sugar mills and engineering and chemical firms (the number of units was not confirmed), and a junction station with rail connections towards Delhi, Moradabad, Bareilly, Ramnagar and Kathgodam.
Delhi is roughly 180 km away by road and Pantnagar Airport is reported at about 72 km, with NH 309 towards Rudrapur and Ramnagar; the Pantnagar figure looks high against Rudrapur's 12.2 km, so confirm road distances with a map. The Dhela (a Ramganga tributary) and Kosi rivers are reported to drain the area, and the town is reported to fall in Seismic Zone 4 under the BIS seismic zoning map; confirm both locally.
Farmland India estimates farm land here at about βΉ1β3 crore per acre*, indicative only. Industrial and highway-edge land in a Terai town can be priced very differently from farmland a few kilometres out, so ask for the land-use class and registered values.
Kashipur is a Municipal Corporation, so land inside its limit is outside the 2025 amendment's extent. Outside it, the Act is the key point for Udham Singh Nagar: agricultural land needs prior State Government sanction. Read the land-rules block and the Udham Singh Nagar district page.
This is a research note on a fast-changing law, not legal advice. Items marked confirm have a single source or conflicting sources.
β The governing text is the Uttarakhand (Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1950) (Amendment) Act, 2025 (Uttarakhand Act No. 11 of 2025, dated 1 May 2025), read as a PDF on a government cloud host (Act text, Oct 2026). Its extent clause covers the whole State "except the areas included and to be included from time to time in any Municipal Corporation, Nagar Panchayat, Nagar Palika Parishad and Cantonment Board limits". We read it through a summary tool, not the Gazette portal, so confirm the wording.
β Inside its extent, the Act lets a buyer from outside give an affidavit that neither they nor their family has bought more than 250 sq m elsewhere in the State for residential use, and allows agricultural or horticultural purchase only in Haridwar and Udham Singh Nagar, with prior State Government sanction. Press reports call the other 11 districts, including Udham Singh Nagar, closed to outsiders for agricultural land; some say "less than" 250 sq m where the Act says "more than". The Act text governs; confirm with a local lawyer.
β Udham Singh Nagar is one of two districts where the Act text allows purchase of agricultural or horticultural land, but only with prior State Government sanction and an affidavit of agricultural use. Some press reports call these districts 'exempt' from the restrictions; the Act text governs, so confirm with a local lawyer.
β Kashipur is a Municipal Corporation (reported; confirm with the Urban Development Directorate), so land inside the corporation limit is outside the Act's extent. Corporation limits change, so get a written boundary certificate per khasra; we did not find the notified limit. Municipal land still follows master-plan and building rules that we did not read.
β Reported stamp duty is 5% (3.75% for women up to Rs 25 lakh) with registration at 2% capped at Rs 25,000, from an undated State e-registration PDF (Uttarakhand e-registration fee sheet); confirm the current rate and the circle rate with the Sub-Registrar. NRIs and OCIs are barred from buying agricultural land, plantations and farmhouses under FEMA; confirm the current RBI text.

Connectivity
Distances are approximate; one looks inconsistent, so confirm road times.
Kashipur Junction connects to Delhi, Moradabad, Bareilly, Ramnagar, Kathgodam and onwards. We did not read Indian Railways timetables; confirm train services on the Indian Railways site.
NH 309 links Kashipur with Rudrapur and with Ramnagar for the Corbett gateway; a bypass is planned (see infrastructure).

Agriculture & terrain
Irrigated Terai plain on the Dhela and Kosi rivers; no soil or groundwater series read for Kashipur.
Paper and sugar mills are among Kashipur's industries, which suggests cane and paddy-wheat farming nearby, but we read no crop data. Ask for the land-use class and cropping history per khasra, and note that industrial-zone land follows different rules. Data: Soil Health Card portal.
The Dhela and Kosi rivers are reported to drain the area, and Kashipur is reported to be in Seismic Zone 4. We read no flood or groundwater data, so ask for the flood history of the village, the distance to the river and the borewell depth. Groundwater status by block: CGWB.
No Kashipur mandi data was read; check the nearest regulated market on the portal. Live wholesale prices are published on Agmarknet.
Farmland India view
Reasons are few; each has a catch, and this is a tier C page.
Kashipur Junction and NH 309 link it in several directions. The catch: no source ties this to land values.
The town has a sizeable industrial base. The catch: industry can also bring pollution and mixed land use.
A 15 km bypass has a Dec 2026 target. The catch: a single report, with no progress data.
The Act text sets a defined path. The catch: it needs State sanction and is not guaranteed.
STRAIGHT TALK
Kashipur-specific risks, beyond the Uttarakhand-wide points on the state and Udham Singh Nagar pages.
Agricultural land needs prior State Government sanction and an affidavit of agricultural use. Do not pay an advance before the sanction route is clear.
Rules differ inside and outside the corporation limit, and limits change. Get the boundary in writing per khasra.
The Dhela and Kosi are reported to drain the area. Ask for flood history and distance to the river.
Kashipur is reported to be in Seismic Zone 4. Ask an engineer about foundations.
The Pantnagar figure looks high, and press calls Udham Singh Nagar 'exempt' while the Act requires sanction. Confirm both.
Check the khasra and khatauni on Bhulekh UK (the State land-records portal; we could not open it in earlier project tests, so confirm access), the land-use class, the route of access and who is in possession. Do not pay an advance until the seller's family tree and every co-owner's consent are in hand.
