District overview

Udham Singh Nagar — the Terai rice, wheat and sugarcane plain on the Nepal border

Udham Singh Nagar is the Terai plain of Uttarakhand's Kumaon division, and its agricultural land is the flat rice, wheat and sugarcane belt below the Bhabar foothills. The district portal gives it 2,542 sq km and about 16.49 lakh people at the 2011 Census, with nine tehsils and seven blocks (Udham Singh Nagar district portal, October 2026). It was created in October 1995 out of the former Nainital district. Rudrapur, Kashipur, Kichha, Sitarganj and Khatima are the main markets.

For a land buyer the district is a working economy rather than a hill retreat. The MSME-DI district profile (undated, data to 2012-13) records the SIDCUL Pantnagar estate with 3,339 ha acquired and 465 units in production, and SIDCUL Sitarganj with 284 units (MSME-DI profile). Pantnagar also hosts GB Pant University of Agriculture and Technology, set up in 1960 (GB Pant University of Agriculture and Technology, Pantnagar). The state's August 2026 plan for 4,000 acres of MSME land includes a 41-acre aroma park at Kashipur and a 40-acre plastic park at Sitarganj (Indian Masterminds, August 2026). We found no sourced per-acre price series for the district.

This is among the more legally layered districts in the state. Purchase by an outsider needs state sanction, Scheduled Tribe land cannot be sold to non-tribal buyers, and the Nepal border adds RBI limits for some buyers. We have no sourced breakdown of buyer origin. Read the legal notes above before any price.

The rates above come from the Stamps and Registration Department fee sheet, an undated PDF, and the department's notification index (updated 18 November 2025), which records 5% duty since 31 May 2011. The index also records a 16 November 2025 amendment to the registration fee table that replaced a figure of twenty-five thousand with fifty thousand, so the cap on the 2% fee may now be ₹50,000; get the current cap from the Sub-Registrar. Whether duty is charged on the higher of the deal value and the circle rate has not been confirmed from these documents. The department posts a Udham Singh Nagar circle-rate list effective 5 October 2025, with separate lists for the Rudrapur, Sitarganj, Jaspur, Kashipur and Kichha tehsils (Udham Singh Nagar circle-rate lists, Stamps and Registration Department, opened October 2026); we could not open the PDFs, so no village rate is quoted. State sanction under the 2025 Act is a separate step before registration.

Official circle-rate lists

Revised 5 October 2025

The Stamps and Registration Department lists a district circle-rate list effective 5 October 2025, earlier lists from 2012-13 onward, and searchable 5 October 2025 lists for Rudrapur, Sitarganj, Jaspur, Kashipur and Kichha (Udham Singh Nagar circle-rate lists, Stamps and Registration Department, opened October 2026). The PDFs did not open for us, so we quote no village or agricultural rate. The state revision itself is reported only for Dehradun, at 9% to 22% (ETV Bharat, October 2025).

Check: the rate for the exact village in the department's list, and ask for registered sale deeds in the same village.

Bajpur, Gadarpur and the tribal belt

No sourced price

We found no price series for these tehsils. The Tribal Welfare Department places Tharu in Khatima, Sitarganj and Nanakmatta and Buksa across the district (Scheduled Tribe list, Tribal Welfare Department, Uttarakhand), and Section 157-B applies to land held by Scheduled Tribe members.

Check: tribe status of earlier holders (Section 157-B) before negotiating.

Industrial estates

Not a farmland benchmark

The MSME-DI profile records 3,339 ha acquired at SIDCUL Pantnagar and 1,099 ha at SIDCUL Sitarganj (District industrial profile, Udham Singh Nagar, MSME-DI (undated, data to 2012-13)). Plots in these estates are allotted by the corporation, which makes them a different market from a farm sale; sanction under the 2025 Act covers agricultural use only.

Check: land use and conversion status in the khatauni before treating any parcel near an estate as farmland.

Statewide sanction record

1,883 approvals since 2018 (statewide)

Chief Minister Dhami told the Assembly that 1,883 purchase approvals had been given since 2018, of which 599 involved use violations, with 572 cases started and 16 concluded (Scroll, February 2025). The figures are for the whole state, not this district.

Check: that the seller's earlier purchase was used for its stated purpose.

Prices we left out

No asking prices published

We publish no listing-site asking prices, because none could be traced to a registered deal. Where a figure is needed, use the circle-rate list and registered deeds from the same village.

Check: units and area on any advert before comparing it.

Units: acre and sq yd

One acre is 4,840 sq yd or 43,560 sq ft. Convert every quote to acres or sq yd before comparing, and confirm the share of the khasra being sold. The hill unit nali is not used in the Terai.

In August 2023 the Uttarakhand cabinet approved extending the Pantnagar runway from 1,372 m to 3,000 m, as a step towards an international airport. About 804 acres of adjoining government land is needed and would pass to the Airports Authority of India; the project was expected to take three years (India Infra Hub, August 2023). State MSME industrial land programme

The state industries department's roadmap, reported on 19 August 2026, plans about 4,000 acres of industrial land for new MSME units in Haridwar, Udham Singh Nagar and Dehradun. It lists a 41-acre aroma park at Kashipur with 36 plots allotted, a 40-acre plastic park at Sitarganj with 46 plots allotted and an electronics cluster across 3,000 acres, with targets of ₹50,000 crore of investment and one lakh jobs in two years (Indian Masterminds, August 2026). The report describes the expansion as a plan. The two parks' foundation stone was reported in December 2021 (Indian Chemical News, December 2021).

Agriculture & terrain

Soil, crops & water in Udham Singh Nagar

A Terai rice, wheat and sugarcane district where the Sarada, Kosi, Gola and Phikka rivers drain from north to south; figures come from a CGWB profile with 2004 to 2008 data.

🌾 Terai plain (Rudrapur, Kichha, Sitarganj, Khatima)

The CGWB district profile describes the Tarai soils as calcareous and moderately productive. It lists paddy on 108,017 hectares, wheat on 83,029 and sugarcane on 38,098. Its data run from 2004 to 2008 and its area (3,055 sq km) and population (2001 Census) are also dated, so treat it as a baseline, not a current crop count (CGWB profile).

  • Paddy
  • Wheat
  • Sugarcane
  • Pulses

⛰️ Bhabar edge (northern strip)

The same profile describes the Bhabar soils as shallow, sandy to loamy. Forest and protected-area boundaries are closer in the northern strip: the Nandhaur Wildlife Sanctuary, notified in December 2012, lies partly in Udham Singh Nagar (Forest Department). We did not find an eco-sensitive-zone notification for it, so legal status matters more than soil there.

  • Bhabar
  • Sandy soils
  • Deep water table

🌊 Rivers and flooding

The CGWB profile names the Sarada, Kosi, Gola and Phikka as the main rivers, with tributaries including the Sawaldeh, Bour, Nandhour, Bhak and Kailash (Udham Singh Nagar district groundwater profile, CGWB (data 2004 to 2008)). The Irrigation Department lists flood control and soil erosion as a problem in the district (Flood protection, Uttarakhand Irrigation Department, October 2026). For a low-lying parcel near these rivers, ask the seller for flood and waterlogging history.

  • Sarada
  • Kosi
  • Gola
  • Phikka

💧 Water & rainfall

The CGWB profile gives average rainfall of 1,296.85 mm (2004 data). Depth to water in 2006 was 2.09 to 7.08 m below ground before the monsoon and 1.73 to 6.89 m after. Groundwater development is about 79% for the district (79.34% and 79.67% in two of its tables), but by block it ranges from Sitarganj at 69.60%, classed safe, to Rudrapur at 86.77%, with Kashipur (84.28%), Bazpur (84.70%) and Khatima (82.52%) all semi-critical in its 2004 table (Udham Singh Nagar district groundwater profile, CGWB (data 2004 to 2008)). These are old figures; get the current block category from CGWB before relying on a borewell.

📐 Measurement units & prices

Terai land is sold by the acre (4,840 sq yd) and plots by the sq yd; convert every quote before comparing two listings. Price a parcel on its location, title and permitted use, not on crop yield.

District report — Udham Singh Nagar

Farmland India view

Why investors look at Udham Singh Nagar

Five reasoned points, with an honest note that approvals and tribal-land rules make this the least simple Terai market.

A farming belt with a working industrial economy

The SIDCUL estates at Pantnagar and Sitarganj, with 465 and 284 units in production in the MSME-DI profile (data to 2012-13), give the district jobs and demand that do not depend on tourism (District industrial profile, Udham Singh Nagar, MSME-DI (undated, data to 2012-13)). That supports local buyers and tenants but is not a reason to pay a premium.

Flat, irrigated land, with groundwater to check

The CGWB profile puts groundwater development at about 79% for the district, with Sitarganj at 69.60% and Rudrapur at 86.77% (2004 block data) (Udham Singh Nagar district groundwater profile, CGWB (data 2004 to 2008)). The figures are old, so a farm-focused buyer should check the current block category.

Farm research on the doorstep

GB Pant University of Agriculture and Technology, set up at Pantnagar in 1960, anchors agricultural research and training in the district (GB Pant University of Agriculture and Technology, Pantnagar). That supports farm practice and services; it says nothing about land prices.

Road and rail links are widening

The Ramnagar–Dehradun Express began in July 2026 with a Kashipur stop (NBM&CW, July 2026), and four-laning of the Kashipur–Ramnagar road has been sanctioned (NBM&CW, March 2024). Rely on completed roads, not sanctions.

A market that rewards paperwork

State sanction, Scheduled Tribe land history and the Nepal border all depend on the individual parcel. A buyer who documents each step is better placed than one relying on a broker summary. The return case is location and permitted use, not crop yield.

STRAIGHT TALK

Risks & challenges in Udham Singh Nagar

Read these before shortlisting in Udham Singh Nagar specifically.

Sanction, not an open market

Outsiders can buy agricultural land here only with prior state sanction under Act 11 of 2025 and an affidavit of use. Get the Sub-Registrar's written position on your buyer profile and acreage before an advance.

Scheduled Tribe land

Section 157-B bars transfers of tribal-held land to non-tribal buyers, and the Supreme Court has held a breaching transfer void, with the consequences in section 167 following. Tharu land is listed in Khatima, Sitarganj and Nanakmatta, and Buksa across the district.

Nepal border

The Khatima stretch lies on the Nepal border. We found no border-specific purchase rule, but ask the District Magistrate's office about restricted strips. NRIs and OCIs cannot buy agricultural land, and Nepali citizens need prior RBI permission.

No sourced price series

We found no price series for the district. The circle-rate lists are official but unread by us. Collect registered sale deeds from the same village before negotiating.

Flooding and block-level groundwater

The Irrigation Department lists flood control and soil erosion as a problem here, and the CGWB 2004 block data put Rudrapur at 86.77% development, in the semi-critical class. Check borewell depth, flood history and drainage.

Forest and conversion status

The Nandhaur Wildlife Sanctuary lies partly in the district, and no eco-sensitive-zone notification was found for it. A farmhouse involves a land-use declaration, so ask for written forest status and for the order.

Announced is not delivered

The runway extension was approved in 2023 with no later status found, the Kashipur–Ramnagar four-lane awaits forest approval, and the MSME programme is a plan. Price on today's fundamentals.

Who to contact

Local revenue, planning & forest offices

Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil, such as Rudrapur, Kashipur, Kichha, Sitarganj or Khatima. Land-use declarations go to the Sub-Divisional Magistrate. Sale-deed registration is handled by the local Sub-Registrar, and the Stamps and Registration Department publishes its fee sheet, notification index and district circle-rate lists. The district portal says records of rights can be viewed online (Land records and rates page, Udham Singh Nagar district portal, October 2026); ask the tehsil for a certified copy. The Divisional Forest Officer confirms forest and protected-area status.

Can an outsider buy agricultural land in Udham Singh Nagar?

Only with prior sanction from the state government. Under Uttarakhand Act 11 of 2025, in force from 1 May 2025, a person who does not already hold land in the state can seek to buy agricultural or horticultural land only in Haridwar and Udham Singh Nagar, on an affidavit that the land will be used only for that purpose. Sanction is not automatic, so get the Sub-Registrar's written position before paying an advance.
