Chamoli โ land purchase legal rules
โ Uttarakhand limits who can buy agricultural and horticultural land. Check who you are, which district the land is in, and how it is recorded before anything else.
Who can buy agricultural land? Since 1 May 2025, a person who does not already hold land in Uttarakhand can buy agricultural or horticultural land only in Haridwar and Udham Singh Nagar, and only with prior sanction from the state government (Uttarakhand Act 11 of 2025). Press coverage describes this as a bar in 11 of the 13 districts (Scroll, February 2025); the Act names the two districts and does not count the rest. Buying through a nominee is a compliance risk, and a transfer made on a false affidavit is void under the Act.
The 2025 land law amendment: The Assembly passed the bill on 21 February 2025 (Scroll, February 2025). The Governor gave assent on 30 April 2025, and the Act was notified and took effect on 1 May 2025 (Act text; PTI via The Week, May 2025). The power to allow purchases moved from the District Magistrate to the state government (Business Standard, February 2025). The Chief Minister said land bought on false declarations can vest in the state, and cited 1,883 approvals since 2018 with 599 violations found (Scroll, February 2025).
Haridwar and Udham Singh Nagar: These are the only districts where sanction for such a purchase is possible, and sanction is not automatic. The buyer gives an affidavit that the land will be used only for the stated agricultural or horticultural purpose and must put it to that use within three years or an extended period; a change of use makes the transfer void (Act text). The general power to allow transfers above the ceiling, earlier reported as 12.5 acres, is now confined to these two districts and sits with the state government, which acts on an essentiality certificate (Act text; Business Standard, February 2025). Ask the revenue department which office takes sanction applications before paying a token amount.
Residential land for non-residents: The Act lets a buyer file an affidavit that neither he nor his family has bought more than 250 sq m of land elsewhere in the state for residential use; a false affidavit voids the transfer (Act text; Scroll, February 2025). The text we read does not settle whether 250 sq m is a lifetime count across the family, or how the rule works inside municipal limits, which the Act's extent clause excludes, so take both questions to the Sub-Registrar in writing.
Land-use declaration (Section 143): Section 143 of the parent Act (UP Zamindari Abolition and Land Reforms Act, 1950) deals with declaring agricultural land for other uses, such as a house or farmhouse. We have not re-read the section for this edition, so ask the Sub-Divisional Magistrate which declaration applies before building. Check the land's classification in the khatauni, not in the seller's brochure.
Forest, van panchayat and eco-sensitive land: Land recorded as forest cannot be freely sold or converted, and land near Corbett, Rajaji and other protected areas can fall inside an eco-sensitive zone with construction limits. In November 2025 the Supreme Court directed that zones around tiger reserves be notified within a year (The Week/PTI, November 2025). A plot that looks like farmland can be recorded differently, so ask for the revenue record and the forest position in writing.
NRI & OCI buyers: FEMA 1999 bars NRIs and OCIs from buying agricultural land, plantation land or farmhouse land anywhere in India, Uttarakhand included. That is a central rule, not a state one, and the state Act adds its own conditions on top; read the current RBI notification for the exact wording.

Chamoli โ district-specific notes
The statewide Uttarakhand framework (2025 Act, forest and eco-sensitive land, NRI limits) applies to Chamoli in full. The notes below are specific to this border and pilgrimage district and are not repeated from the state page.
โ Uttarakhand Act No. 11 of 2025 amends the Uttar Pradesh Zamindari Abolition and Land Reforms Act, 1950 as applied in the state. The Governor assented on 30 April 2025 and the Act was notified on 1 May 2025 (Act text, Government of Uttarakhand; The Week/PTI, May 2025). As amended, agricultural and horticultural land can be bought only in Haridwar and Udham Singh Nagar, with prior state government sanction and an affidavit that it will be used for that purpose, so a buyer who does not already hold land in the state has no sanction route for farmland in Chamoli. Press coverage counts Chamoli among the 11 of 13 districts where the restriction applies (Scroll, February 2025; National Herald, March 2025). For residential land the Act requires an affidavit that neither the buyer nor the family has bought more than 250 sq m of land elsewhere in the state for residential use, and a false affidavit voids the transfer; Scroll reads this as non-residents still being able to buy up to 250 sq m for a home. We read the Government copy of the Act as a scanned PDF with text errors, so have a local advocate check section 154, the position of buyers who already hold land in the state, and whether municipal limits fall outside the Act (its extent clause leaves them out) before you pay a deposit.
โ NRIs and OCIs cannot buy agricultural land, plantation land or a farm house under the RBI Master Direction on immovable assets under FEMA, and citizens of Nepal and Bhutan need prior RBI permission to acquire immovable assets in India, apart from leases of up to five years. These are central-law bars that apply on top of the state Act.
โ Joshimath and its surroundings are the most documented hazard in the district. Cracks appeared in early January 2023, and Outlook reported in April 2023 that 868 houses were cracked, 181 of them in an unsafe zone (Outlook, April 2023). The Uttarakhand High Court told the state in January 2023 to enforce the ban on construction and blasting in the town (LiveLaw, January 2023). An expert committee told the government to make Joshimath a no-new-construction zone (The Wire, September 2023), and the NDMA's post-disaster assessment sorted the town into four zones, with no construction allowed in the red zone (Deccan Herald, September 2023; ETV Bharat, September 2023). A Central Building Research Institute survey reported in January 2024 named 14 high-risk zones holding about 1,000 structures (The Tribune, January 2024). Ask the Joshimath authorities for the current zone map and any construction order in writing; a broker's word on a plot in or near the town is not evidence.
โ Large parts of the district sit inside protected areas. Nanda Devi National Park was inscribed as a World Heritage Site in 1988, and an IUCN evaluation of the 2005 extension to the Valley of Flowers lists the two parks at 62,460 ha and 8,750 ha inside a 514,857 ha buffer (UNESCO/IUCN evaluation, May 2005). The district portal carries a draft eco-sensitive zone of 1 km around the Valley of Flowers National Park (Chamoli district portal, notice dated 2024), and the 975 sq km Kedarnath Wildlife Sanctuary spans Chamoli and Rudraprayag (Wildlife Institute of India). We did not read a final eco-sensitive-zone notification for any of them, so ask the Divisional Forest Officer whether a khasra falls inside a park, a buffer or an eco-sensitive zone.
โ Chamoli borders Tibet. Tourists apply online for permits to the Mana, Niti and Rimkhim passes through the portal the district administration launched in February 2025 (All India Radio, February 2025). That is a visitor permit, not a land-purchase rule. We found no central or state order creating a purchase ban or construction belt along this border, but absence of a source is not proof, so ask the District Magistrate and the Army or ITBP unit about any notice near a border village.
โ The Rishikesh to Mana highway, which climbs the Alaknanda valley through this district, is one of three strategic highways where the Supreme Court allowed a double-lane paved-shoulder configuration on 14 December 2021, subject to environmental conditions and an oversight committee (LiveLaw, December 2021). A roadside plot can fall inside a widening alignment, so ask the National Highways office whether the parcel is touched.
Read the Uttarakhand land buying guide, the Bhu Kanoon 2025 explainer and the Section 143 conversion note for buyer eligibility, conversion and NRI rules.

District overview
Chamoli โ a Char Dham and China-border district in the high Garhwal Himalaya
Chamoli is a Garhwal-division district with its headquarters at Gopeshwar. IndiaStat gives about 8,030 sq km and 391,605 people at the 2011 Census, a density of 49 per sq km (IndiaStat district data); the Central Ground Water Board profile gives 7,820 sq km and calls it the second largest district in the state (CGWB Chamoli profile), so treat the area as approximate. The district touches the India-Tibet border (All India Radio, February 2025).
For a land buyer the district is three different things. The Alaknanda valley below Joshimath, around Karnaprayag, Gauchar and Chamoli-Gopeshwar, is the working hill economy of terraced farms and small towns. Joshimath, Badrinath and the Hemkund Sahib and Valley of Flowers approach through Govindghat are pilgrimage and trekking stops with heavy seasonal traffic. Above them lie border valleys such as Niti, which the Vibrant Villages Programme lists among the areas it wants to open up with better roads, power, connectivity and tourism (ETV Bharat, April 2026).
This is also a district where the buyer-side answer is mostly legal and geological, not about price. The 2025 Act leaves no sanction route for agricultural land outside Haridwar and Udham Singh Nagar, much of the high ground is forest, park or buffer, and the Joshimath subsidence has made the question of whether a plot can be built on a real one. We found no price series we can stand behind, so the price section below is empty on purpose and the rest of the page concentrates on what you can check.

The general sale-deed duty is 5%, with 3.75% for a female buyer up to โน25 lakh and 5% above that, and the registration fee is 2% of the value, per the Stamps and Registration Department's fee sheet (Uttarakhand e-registration fee sheet, undated PDF). The department's notification index records the 5% rate since 31 May 2011 and a 25% discount for a female buyer on land up to โน25 lakh, twice in a lifetime, since 31 July 2017 (Stamps and Registration Department notification index, updated November 2025). The fee sheet shows the registration fee capped at โน25,000, but the same index records a 16 November 2025 amendment replacing โน25,000 with โน50,000 in the fee table, so the cap needs confirming with the Sub-Registrar. The state revised circle rates in October 2025 (ETV Bharat, October 2025), but the report gives figures only for Dehradun, so we have no Chamoli rate. The fee sheet also lists a full rebate for qualified disaster-affected beneficiaries in Chamoli and four other districts; it does not say who qualifies, and it is meant for affected residents, not for buyers generally. Municipal and notified areas such as Gopeshwar and Joshimath may carry different urban rules, and the Sub-Registrar is the office to confirm the cap, the circle rate and any rebate.

What is moving prices in Chamoli
Thin or no price evidence. Nothing below is a price; these are the market signals and checks we could source in October 2026.
No usable price series found
No sourced per-nali or per-acre figure
We found no collector-rate schedule, registered-deed series or news report giving a Chamoli land price in October 2026, so this page quotes no per-nali or per-acre figure. Anything a broker says is an asking price until a registered deed backs it.
Check: ask a seller for the registered deed of a comparable plot in the same village before accepting any asking price.
Joshimath and its approaches
Price discovery unreliable
Joshimath has been under a subsidence response since January 2023. The chief minister announced on 4 May 2025 that the Centre had approved โน1,700 crore, with โน292 crore released first, for sewerage, reconstruction and waterlogging mitigation; first-phase work includes toe protection on the Alaknanda and slope stabilisation (Business Standard, May 2025). That is repair money, not a signal that building is open.
Check: zone status, construction permission and drainage plan for the exact plot, in writing, before any deposit.
Pilgrim towns: Badrinath, Govindghat, Ghangaria
Demand is seasonal and regulated
Pilgrim and trekking footfall drives hotel and homestay demand, and the Union Cabinet approved a 12.4 km Govindghat to Hemkund Sahib ropeway at โน2,730.13 crore on 5 March 2025 (Business Today, March 2025). A ropeway is a plan until built, and land near the Valley of Flowers trail may fall inside protected-area limits. At Badrinath, a master plan led to structures within 75 m of the temple being removed, with disputes over process and compensation reported in June 2023 (Down To Earth, June 2023); we found no later status.
Check: whether the parcel is revenue land or forest land, and its distance to the park boundary and the river.
Alaknanda valley: Karnaprayag, Gauchar, Chamoli-Gopeshwar
No sourced band
This is the belt where the Rishikesh-Karnaprayag rail line is meant to reach Karnaprayag (Swarajya, March 2026) and where the Gauchar airstrip sits, so it is the part of Chamoli with an infrastructure story. We found no sourced price for it, so this page does not claim a rise.
Check: rail alignment and station location from the railway authority before paying for proximity.
Circle rates
Not found
We did not find a published Chamoli circle-rate list, and the fee sheet does not set one. Duty is generally charged with reference to the circle rate, but we did not read the rule that says so. The state revised circle rates in October 2025 (ETV Bharat, October 2025).
Check: the rate in force for the village from the Sub-Registrar.
Units: nali and acre
Hill land in Garhwal is quoted in nali. Farmland India uses 1 nali = 240 sq yd (about 200 sq m) as a working value, which gives about 20 nali to an acre of 4,840 sq yd; local usage varies, so we do not treat any other value as settled. Ask for the area in sq m or acres from the khatauni, and convert every quote before comparing two listings. See the nali to acre note.
Connectivity
How Chamoli connects โ road, rail and air
Chamoli has no railway line yet and its Gauchar airstrip is to be run by the Indian Air Force, so road access dominates. Distances and journey times were not sourced for this page, so none are shown; check them with a current map and allow for landslide closures.
By road
By air
By rail
Almost every Chamoli road and bridge sits on a slope or beside a river, so a plot that looks close on the map can be a long way in monsoon or winter. The detailed rules for buyers from outside the state are in the Uttarakhand land buying guide.

Agriculture & terrain
Soil, crops & water in Chamoli
A high-Himalayan district of steep terraces and rivers of the Alaknanda system, where hazard matters more than yield.
๐พ Terraced farms of the lower valleys
The CGWB district profile (mostly 2001 Census and 2000s data, so dated) lists wheat on 32.8% of the cropped area, paddy 26.4%, manduwa (finger millet) 23.3% and potato 6.6% (CGWB Chamoli profile). The same profile counts nine development blocks under six tehsils.
- Wheat
- Paddy
- Manduwa

๐๏ธ High valleys and the border
The district reaches the India-Tibet border, and snow cover in the north limits access for months. Border valleys such as Niti are listed under the Vibrant Villages Programme (ETV Bharat, April 2026), but farmland there is small and seasonal, and visiting the passes needs a permit (All India Radio, February 2025).
- Nanda Devi
- Niti valley
- Snow cover
๐ Rivers, floods and slope hazard
The Alaknanda and its tributaries Dhauli Ganga, Nandakini, Pindar and Birahi Ganga drain the district (CGWB). On 28 February 2025 an avalanche hit a Border Roads Organisation camp at Mana, and eight labourers died (The Week/PTI, March 2025). A cloudburst struck Tharali on 22 August 2025, damaging homes and burying vehicles (ETV Bharat, August 2025). Joshimath subsidence since 2023 is a separate slope hazard. Ask for flood and slide history for every parcel.
- Alaknanda
- Dhauli Ganga
- Landslide
- Subsidence
๐ง Water & rainfall
The CGWB profile gives normal annual rainfall of 1,230.8 mm, mostly from the June to September monsoon, and says groundwater is drawn mainly through handpumps and springs because the hard-rock, steep terrain rules out large-scale development; groundwater resources have not been formally assessed. Check the spring or pipe source for any plot and whether the seller has a right to it.
๐ Measurement units & markets
Hill land is quoted in nali; Farmland India uses 1 nali = 240 sq yd as a working value, and local usage varies. Crop income on small hill terraces is modest, so a buyer is really paying for location, access and permitted use, and the permitted-use question is the hard one here.

Farmland India view
Why investors look at Chamoli
Five reasoned points, with an honest note that the price evidence is missing and the legal and hazard checks decide most outcomes.
A pilgrimage and trekking economy that returns every year
Badrinath, Hemkund Sahib and the Valley of Flowers bring seasonal traffic every summer. That supports hospitality demand along the corridor, but it is seasonal, weather-dependent and heavily regulated, so it suits a long holding period rather than a quick trade.
Rail and air projects that are real but undated
The Rishikesh-Karnaprayag line was reported 78% complete in August 2026 with a December 2029 target (Swarajya, August 2026), after a December 2028 target in March. The Gauchar airstrip is to be run by the Indian Air Force. This desk reads them as improvements in access, not as a basis for paying a premium today.
Border villages are a central-government focus
The Vibrant Villages Programme lists Niti Valley among border areas it wants to open up with roads, power, connectivity and tourism (ETV Bharat, April 2026). That can help local homestay economies, but land there is small, remote and permit-restricted, and we have no price evidence for it.
Eligibility is narrow, so be clear who you are
Under the 2025 Act as amended, sanctioned farmland purchase exists only in Haridwar and Udham Singh Nagar. A residential buyer files an affidavit that the family has not bought more than 250 sq m elsewhere in the state, and NRIs cannot buy agricultural or farmhouse land. Be clear which category applies before paying anything, and do not proceed on a brokerโs assurance.
A market that rewards paperwork
Zone status, park or forest boundaries, flood history, water source and permitted use are all parcel-specific. A buyer who documents each one is better placed than one relying on a summary. The case here is long-term and location-led, not a yield story.
Confirm eligibility, zone, park and flood status directly; Farmland Indiaโs review does not certify them.
STRAIGHT TALK
Risks & challenges in Chamoli
Read these before shortlisting in Chamoli specifically.
Joshimath subsidence
Subsidence began in January 2023, Outlook reported 868 houses cracked by April 2023, and an expert committee recommended no new construction. A CBRI survey reported in January 2024 named 14 high-risk zones. Do not buy in or near Joshimath without current zone and permission papers.
Outsider bar on agricultural land
The 2025 Act allows sanctioned purchase of agricultural and horticultural land only in Haridwar and Udham Singh Nagar, so there is no farmland route in Chamoli. The residential affidavit rule and the position of existing land holders should be checked with a local advocate before any advance.
Protected areas and buffers
The Nanda Devi and Valley of Flowers parks carry a buffer of about 5,149 sq km, and the Valley of Flowers has a draft 1 km eco-sensitive zone. We did not read a final notification, so ask the Divisional Forest Officer to place the khasra relative to park, buffer and forest boundaries.
Floods, avalanche and cloudburst events
An avalanche at Mana on 28 February 2025 killed eight labourers (The Week/PTI, March 2025), and a cloudburst hit Tharali on 22 August 2025 (ETV Bharat, August 2025). Rivers and steep slopes affect most parcels, so ask for event history and avoid river-edge and drain-side plots.
Road closures and access
Highways run along slopes and rivers, and the Char Dham widening status in Chamoli was not found. A plot with a verbal right of way can be unreachable for weeks; get the access in writing.
Border-area permits and notices
Visits to Mana, Niti and Rimkhim passes need a permit (All India Radio, February 2025), and defence works may bring notices near border villages. We found no purchase ban, but ask the District Magistrate and local units about any order for the village.
No price evidence
We found no sourced price series. Collect registered comparables before negotiating, and treat any quote as an asking price.
Who to contact
Local revenue, planning & forest offices
Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil (Joshimath, Karnaprayag, Tharali, Gairsain, Chamoli or Pokhri, as listed by IndiaStat), and the District Magistrateโs office at Gopeshwar handles revenue and disaster-management orders. Sale-deed registration is handled by the local Sub-Registrar, who can state the circle rate and stamp duty for a village. The Divisional Forest Officer confirms forest, park and eco-sensitive status. Check the record on Bhulekh Uttarakhand (see our Bhulekh guide). Visitor permits for the Mana, Niti and Rimkhim passes are handled on the Chamoli district pass portal reported by All India Radio. Office addresses were not checked for this page, and we did not open the Bhulekh portal.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Chamoli.
Visit full wiki01 of 04
Can an outsider buy agricultural land in Chamoli?
Not through the sanction route. Under the 2025 amendment, agricultural and horticultural land can be bought only in Haridwar and Udham Singh Nagar, with prior state sanction, and press coverage counts Chamoli among the 11 districts where the restriction applies. For residential land the buyer files an affidavit about the 250 sq m limit. Have a local advocate check the Act and your own position.
02 of 04
Is it safe to buy land in or near Joshimath?
Joshimath has been sinking since January 2023. An expert committee recommended no new construction, the Uttarakhand High Court ordered the construction ban enforced, and a January 2024 CBRI survey named 14 high-risk zones. Any parcel in or close to the town needs a geotechnical opinion and written clearance from the local authorities before you pay.
03 of 04
What are stamp duty and registration charges in Chamoli?
The state fee sheet lists 5% stamp duty on a sale deed (3.75% for a female buyer up to Rs 25 lakh) and a 2% registration fee, shown with a Rs 25,000 cap that a November 2025 amendment may have raised to Rs 50,000. It also lists a full rebate for qualified disaster-affected beneficiaries in Chamoli. Confirm the cap with the Sub-Registrar.
04 of 04
Which projects could affect land in Chamoli?
The 125 km Rishikesh-Karnaprayag rail line is under construction, with Swarajya giving December 2028 in March 2026 and December 2029 in August 2026. A 12.4 km Govindghat-Hemkund Sahib ropeway was approved in March 2025 and the Gauchar airstrip is to be run by the Indian Air Force. Treat all dates as targets.

The fee sheet is undated and the registration-fee cap may have changed in November 2025. Infrastructure and hazard statuses were read in October 2026 and change quickly. The Bhulekh portal, Chamoli circle rates and any final eco-sensitive-zone notification did not open for us. No price figures are given because none could be sourced.
