District overview

Almora — a Kumaon hill district of orchards, cantonment and temple towns

Almora is a Kumaon hill district, and its agricultural land is mostly terraced, rainfed farmland and orchard rather than irrigated plain. The district industrial profile gives a geographical area of about 3,697 sq km (2009-10) and about 6.2 lakh people at the 2011 Census, with nine sub-divisions: Almora, Bhanoli, Jainti, Someshwar, Ranikhet, Dwarahat, Chaukhutiya, Bhikiyasain and Sult (DIPSR, Almora). It names Kathgodam, about 90 km away, as the nearest railway station and Pantnagar, about 127 km away, as the nearest airport.

Ranikhet, Jageshwar and Binsar anchor visitor demand, and the ICAR plan lists fruit crops on roughly 23 thousand hectares, including pome fruit, stone fruit, citrus, mango and walnut (reference year 2013, so dated; ICAR-CRIDA). We found no sourced asking-price series for Almora and publish none, because listing-site prices could not be traced to registered sales. Almora was also one of three districts where public hearings on the proposed Pancheshwar dam were held in August 2017 (Dialogue Earth, August 2017).

Almora is largely a resident-buyer market for farmland. Under the 2025 amendment a buyer who does not already hold land in the state cannot buy agricultural land here (Act text), so the outside route is the 250 sq m residential condition or a lease. We have no sourced breakdown of buyer origin, so this reflects the law and distance, not transaction data. Read the legal notes above before any price.

The rates above come from the Stamps and Registration Department's fee sheet (undated) and its notification index (updated 18 November 2025). The index records a 16 November 2025 amendment to the registration fee table that replaced a figure of twenty-five thousand with fifty thousand, so the cap on the 2% fee may now be ₹50,000; get the current cap from the Sub-Registrar. We have not confirmed from these documents whether duty is charged on the higher of the deal value and the circle rate. The state directed district magistrates to revise circle rates from 5 October 2025; ETV Bharat, October 2025 gives 9% to 22% for Dehradun only, and we found no published Almora rate. Almora is not among the five districts for which the fee sheet lists a 100% rebate for qualified disaster-affected beneficiaries.

What is moving prices in Almora

Hill farmland, orchard land and view land in one district. We publish no asking prices; this section sets out what could and could not be sourced.

Binsar: sanctuary edge

No sourced price

Binsar's appeal is views beside the sanctuary, but we found no registered or published price. The sanctuary covers 47.07 sq km, and a larger draft eco-sensitive zone was recommended for finalisation in June 2021 (MoEFCC minutes).

Check: the zone map, the Divisional Forest Officer's written view and who owns the access road.

Ranikhet: cantonment town

No sourced price

Building inside Ranikhet's cantonment limits needs the Cantonment Board's sanction under the Cantonments Act, 2006 (India Code). Land just outside it may still carry defence conditions.

Check: whether the parcel is inside the boundary, forest status and ownership split.

Kangarchina to Almora road

Tender stage

Widening of the Kangarchina–Almora road was among eight highway projects whose foundation stones were laid in February 2024 (NBM&CW, February 2024). A March 2026 tender listing gives an estimate of ₹316.70 crore and a lowest bid of ₹157.25 crore, with award still pending (tender results listing, March 2026).

Check: the actual alignment before paying for proximity; a road upgrade changes access, not title.

Circle rates

No Almora rate found

The state directed district magistrates to revise circle rates from 5 October 2025; ETV Bharat, October 2025 gives 9% to 22% for Dehradun and names no hill district. Whether duty follows the higher of the rate and the price is not confirmed from the fee documents we read.

Check: the rate list at the Sub-Registrar's office for the exact village.

Units: nali, acre, sq yd

Hill land is often quoted in nali. Farmland India works with 1 nali = 240 sq yd (about 200 sq m), a working value with no official source, and other values are quoted locally. Check the area in the khatauni and convert every quote to one unit before comparing two offers.

Connectivity

How Almora connects — road, rail and air

Almora is a road-access district: the rail head at Kathgodam is about 90 km away and Pantnagar airport about 127 km, both over hill roads (district industrial profile). Journey times vary with weather and road works.

The practical question for Almora is the last leg from the main road to the parcel, and whether it has a legal right of way and year-round access. Kainchi Dham, on the Nainital–Almora road 17 km from Nainital (Nainital district portal), gets heavy pilgrim traffic, and a ropeway from Kathgodam toward it is only at planning stage (Swarajya, September 2026). Kangarchina–Almora road widening (NH-309A)

Widening of the Kangarchina–Almora road was one of eight national highway projects whose foundation stones were laid in February 2024 (NBM&CW, February 2024). A March 2026 tender-results listing gives an estimate of ₹316.70 crore for Package V, a lowest bid of ₹157.25 crore and a financial-bid opening on 5 March 2026, with verification and award still to follow (tender results listing, March 2026). The length was not stated, and a road upgrade improves access without changing legal status.

Tanakpur–Bageshwar new rail line

A proposed 170 km line from Tanakpur to Bageshwar. NBM&CW reported on 21 August 2025 that Railways had finished the survey and a detailed project report estimated at ₹48,692 crore, that the report shows low traffic potential, and that state consultation and NITI Aayog and Finance Ministry sign-off were still needed (NBM&CW, August 2025). PTI reported on 31 July 2025 that the Centre had asked the state for formal consent (The Week/PTI, July 2025). In June 2026 the Railway Board chairman said the survey and DPR were complete (Construction World, June 2026). No station is named in the reports, Almora included, so check the alignment before pricing any parcel on it.

Soil, crops & water in Almora

Terraced, mostly rainfed hill farms and a fruit belt on steep Lesser Himalayan slopes, where legal status and water matter more than soil.

🍎 Orchard and fruit land

The ICAR-CRIDA district plan (reference year 2013, so dated) lists fruit crops on roughly 23 thousand hectares: pome fruit 4.8, stone fruit 6.5, citrus 4.3, mango 4.5 and walnut 2.8 thousand hectares. Fruit suitability depends on altitude, aspect and water, so read these as district totals. Source: ICAR-CRIDA Almora plan.

  • Pome fruit
  • Stone fruit
  • Citrus
  • Walnut

🌾 Terraced rainfed farms

The same plan lists rice on 19.7 thousand hectares and wheat on 45.6 thousand, from a net sown area of 83.5 thousand hectares and a cropping intensity of 158.9%. About 6.6% of the area is irrigated and 88.2% is rainfed. The main soils are skeletal (27.8%), sub-mountain (23.7%) and mountain (15.7%).

  • Rice
  • Wheat
  • Barley

⛰️ Slopes, hazards and protected areas

The plan describes Lesser Himalayan side slopes of 30 to 50% at about 1,550 m, and lists pests and disease among its hazards, with contingency measures for drought, hail, frost and heavy rain. Binsar's sanctuary and Ranikhet's cantonment sit inside the district, so the legal map matters as much as the soil map. We found no district landslide inventory, so ask for a slope assessment on any parcel.

  • 30–50% slopes
  • Binsar sanctuary
  • Cantonment

💧 Water & rainfall

The ICAR plan gives annual normal rainfall of 1,054 mm, of which 905.5 mm falls in the June to September monsoon, while the district industrial profile gives 960.6 mm; treat it as roughly 960 to 1,050 mm. With only 6.6% of the area irrigated, water is a springs-and-rain question: ask where a parcel's water comes from and who holds the right to it, and do not assume a piped supply.

📐 Measurement units & prices

Hill land is quoted in nali, acres or sq ft; Farmland India works with 1 nali = 240 sq yd as an unofficial working value. Wholesale mandi prices are published on the Agmarknet portal. Price a parcel on its location, access, title and permitted use, not on orchard or grain yield.

District report — Almora

Farmland India view

Why investors look at Almora

Five reasoned points, with a plain note that outside buyers face the 2025 restrictions and no price series is sourced.

Hill-town institutions that keep the area staffed

Ranikhet's cantonment and the district town give Almora a year-round population, which the remote high districts lack. That is a reasoned inference, not a sourced figure, and it points to steady local demand for homes and small plots.

Orchard and view land within reach of the plains

Kathgodam is about 90 km away, and the ICAR plan lists fruit crops on roughly 23 thousand hectares. For a resident buyer or an institution leasing land, orchard land with a view is a long-hold thesis rather than a yield thesis.

Temple and wildlife circuits nearby

Jageshwar and Binsar draw visitors, and the Kainchi Dham pilgrim centre sits on the road from Nainital. That can support homestay-type use, which is a reasoned inference, not a sourced figure, and outside buyers face the 2025 restrictions on farmland.

Registered deeds matter more than adverts

We publish no asking prices because none could be traced to registered sales. The village circle rate and registered deeds in the same village are the only comparables worth using.

A resident-buyer market where paperwork is the edge

With the Binsar zone, the cantonment, slope and water rights all parcel-specific, a buyer who documents each point is better placed than one relying on a broker summary.

STRAIGHT TALK

Risks & challenges in Almora

Read these before shortlisting in Almora specifically.

Outsiders barred from farmland

Since 1 May 2025 a person who does not already hold land in the state can buy agricultural or horticultural land only in Haridwar and Udham Singh Nagar, with state sanction (Act text). Almora is not one of the two, and a transfer made on a false affidavit is void. Settle eligibility before paying an advance.

Binsar sanctuary and eco-sensitive zone

A draft zone of 76.019 sq km was recommended for finalisation in June 2021 (MoEFCC minutes); we did not find the final notification. Ask for the zone map and the Divisional Forest Officer's written view on any parcel near the sanctuary.

Cantonment and defence conditions

Building inside the Ranikhet cantonment needs the Board's sanction under the Cantonments Act, 2006. Nearby plots may carry defence conditions, and no Almora-specific notification was found.

Steep slopes and monsoon rain

The ICAR plan describes 30 to 50% side slopes and normal rainfall of about 960 to 1,054 mm, most of it in the monsoon. Ask for a slope, drainage and approach-road assessment before building.

Water is rain and springs

Only about 6.6% of the area is irrigated in the ICAR plan. Ask where the parcel's water comes from and who holds the right to it.

No sourced price series

Listing-site prices could not be traced to registered sales, so none are published. Collect registered comparables before negotiating.

Announced is not delivered

The Tanakpur–Bageshwar line is at DPR stage with low projected traffic and no named Almora station, and the Kangarchina–Almora widening was still at tender stage in March 2026. Price on today's roads.

Who to contact

Local revenue, planning & forest offices

Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil, such as Almora, Ranikhet, Dwarahat or Someshwar, and the SDM and District Magistrate handle land-revenue permissions. Sale-deed registration is handled by the local Sub-Registrar, and fee schedules are on the Stamps and Registration Department's notification page. The Divisional Forest Officer confirms forest and eco-sensitive-zone status, including around Binsar, and the Cantonment Board at Ranikhet confirms boundary and defence conditions. Land records run through Bhulekh Uttarakhand, which did not open for us, so ask the tehsil for a certified copy.

Can an outsider buy agricultural land in Almora?

No, on the Act text we read. Since 1 May 2025 a person who does not already hold land in Uttarakhand can buy agricultural or horticultural land only in Haridwar and Udham Singh Nagar, with prior state sanction (Uttarakhand Act 11 of 2025). Almora is not one of the two. A residential allowance exists as an affidavit condition of 250 sq m, and NRIs and OCIs cannot buy agricultural land under RBI rules. Check the 250 sq m count with the Sub-Registrar.
