Land law is state law. These rules are maintained on the Uttarakhand page and apply to every district within it.
Tehri Garhwal β land purchase legal rules (Bhu Kanoon 2025)
β Uttarakhand is India's most restricted state for outside land buyers. The Bhu Kanoon Act, 2025 (amending the UP Zamindari Abolition & Land Reforms Act, 1950) severely limits outsider land purchase. Eligibility varies by district and land type β read every rule below before browsing listings.
Who can buy agricultural land? Only residents of Uttarakhand classified as agriculturists can freely buy agricultural and horticultural land. Non-residents are barred from purchasing agricultural land in 11 of 13 districts without state government permission, which is rarely granted.
Haridwar & Udham Singh Nagar β a discretionary path, not an exemption: non-domiciled buyers can apply for agricultural-land approval in these two districts only. This is a case-by-case State Revenue Ministry review requiring proof of genuine farming or agro-business purpose β it takes 3β9 months and is frequently refused for purchases seen as speculative. It is not an automatic entitlement, and it does not exist in any other district.
Non-agricultural / residential land: non-residents may buy up to 250 sq metres of residential land in non-municipal areas for constructing a house. Larger plots require state government approval.
Section 143 β land use conversion: agricultural land must be converted with Section 143 permission from the SDM/DM before it is used for residential or commercial purposes. Ask for the parcel's Section 143 status directly β do not assume a listing is conversion-ready.
NRI & OCI buyers: FEMA 1999 prohibits NRIs and OCIs from purchasing agricultural land, plantation property and farmhouse land anywhere in India, Uttarakhand included. NRIs may purchase a converted residential plot within the 250 sq m ceiling.
- Bhu Kanoon 2025
- 11/13 districts: no path at all
- Haridwar & USN: discretionary only
- Sec 143 conversion
- NRI agri: barred (FEMA)

Tehri Garhwal β district-specific notes
The full Uttarakhand legal framework above (inherited from the state record) applies to Tehri Garhwal in full.
β Like Dehradun and Nainital, Tehri Garhwal is not Haridwar or Udham Singh Nagar β there is no discretionary approval path for agricultural land here. Non-domiciled buyers are limited to the standard statewide non-agricultural routes (250 sq m residential, 500 sq m commercial, or a 30-year institutional lease).
- Agri land: domicile-only
- Non-agri: 250sqm residential cap
District overview
Tehri Garhwal β India's highest dam, and a genuine luxury spa in the former royal palace
Tehri Garhwal's identity is defined by one of India's most significant engineering projects: the Tehri Dam, the highest dam in India and among the highest in the world, a 2,400 MW hydroelectric project on the Bhagirathi river. The dam created Tehri Lake β at 52 sq km, the largest lake in Uttarakhand β submerging the historic old Tehri town (which sat at the confluence of the Bhagirathi and Bhilangna rivers) in October 2005, and giving rise to the new, purpose-built township of New Tehri on the surrounding hills.
The district carries a genuine luxury hospitality credential most buyers wouldn't expect: Ananda in the Himalayas, a globally recognised wellness spa resort, occupies the former royal palace of the Maharaja of Tehri Garhwal at Narendra Nagar β a real, internationally-ranked property, not a marketing claim. Separately, Tehri Lake has become a serious adventure-tourism destination (jet skiing, scuba diving, paragliding, banana boat rides), backed by a βΉ160 crore state tourism development project, and the district is also home to the Dobra-Chanti bridge β India's longest motorable single-lane suspension bridge.
For a buyer, this is a heritage-luxury and adventure-tourism thesis, similar in spirit to Nainital's Corbett belt but built around water sports and wellness tourism rather than wildlife.
