District overview

Jalandhar — a Doaba district of industry and irrigated farmland, where price evidence is thin

Jalandhar is a Doaba district of 2,632 sq km and 21,93,590 people at the 2011 Census, with 954 villages, five tehsils and five sub-tehsils (Jalandhar district portal; about page). The MSME Development Institute's district industrial profile, which draws on 2007-2011 data, places it between the Sutlej and the Beas, records a 52.75-acre Sports and Surgical Goods Complex in Jalandhar city with 196 plots, all allotted, and lists sports goods among its exportable items (DC-MSME profile). If you search for agricultural land in Jalandhar, you are looking at a belt of irrigated Doaba fields around a city of small industry.

We found no sourced per-acre price series for Jalandhar. Listing-site asking prices could not be traced to registered deals, so we publish none. The nearest dated evidence is collector-rate news: The Tribune reported on 13 August 2025 that Jalandhar was one of 12 districts where rates rose, by 5% in the city and by larger amounts in peripheral areas such as Nurmahal, where the rise was 20% (The Tribune, 13 Aug 2025). The district portal carries collector-rate PDFs by tehsil, including rural lists, but we did not read their figures (collector rates page).

For a buyer from outside Punjab the legal position is straightforward on the texts we read: no residence bar, a holding ceiling, no NRIs. The practical risk is paperwork. Where a seller lives abroad or acts through an attorney, or where a khata is joint, the main danger is a sale by someone who cannot lawfully sell. A buyer who reads the jamabandi, the mutation history and the power of attorney carefully is protecting against that.

The district sits on corridor stories. The Delhi–Amritsar–Katra Expressway divides near Nakodar into an Amritsar branch and a northern branch (Business Today, September 2026); a 46.5 km six-lane Jalandhar bypass has a 30 June 2027 target and expressway Package IX a 31 March 2027 target, both reported as scheduled targets rather than guaranteed openings (Truescoop News, October 2026). The four-lane Phagwara–Hoshiarpur highway was launched in May 2025 with a two-year target (The Tribune). Adampur's airport was renamed in February 2026; we did not check whether scheduled flights run. None of these is confirmed as delivered.

The Comptroller and Auditor General's report on Punjab's revenue sector records stamp duty on a sale deed at 5% of the higher of the deed value and the collector rate, a 1% social infrastructure cess and a 1% registration fee capped at ₹2 lakh, as in force in 2017-18 (CAG report, 2019). Press reports of 2018 and 2020 put the rate at 6% for men and 4% for women, with a 2% rebate for a woman buyer that is reclaimed if the land passes to a male relative within a year (The Statesman, June 2018). We opened no official current schedule and found no report of a change in 2025 or 2026, so confirm the rate with the Sub-Registrar before budgeting.

Collector rates were raised in Patiala by up to 100% in 2024 (The Tribune, August 2024). By August 2025 rates had risen by 5% to 50% in 12 districts including Jalandhar, where the city rise was 5% and Nurmahal's 20%; a further statewide rise was put on hold (The Tribune, August 2025). The district portal lists collector-rate PDFs by tehsil, with rural lists for Jalandhar-I and other tehsils (collector rates page); we did not read their figures, so look up the village before pricing an offer.

What is moving prices in Jalandhar

Two or three sub-markets inside one district. We found no sourced price series for any of them, so the cards say what a buyer should collect.

Adampur belt

No sourced price

We found no dated per-acre price from an official or news source for Adampur, and no report of a land-price change after the airport was renamed in February 2026. CGWB's aquifer report recorded iron above the limit in Adampur water samples and the Adampur block at 179% extraction on 2013 data.

Check: who owns the land, whether the seller can show a jamabandi, and any height or construction limit near the airfield.

Phillaur belt

No sourced price

No dated per-acre price was found for Phillaur or Bakpur. A Sutlej breach in July 2023 flooded at least 36 Jalandhar-district villages, with a 100-foot breach at Phillaur and flooding at Shahkot and Lohian (The Tribune, July 2023). CGWB recorded nitrate above the limit at Phillaur.

Check: the khasra and the fard, the land class, any road or canal access and the Sutlej-side flood history.

Plots and city-edge land

No sourced price

We found no dated plot or city-edge price for Jalandhar from an official or news source. The only dated figure is the collector-rate news: city rates up 5% and Nurmahal 20% (The Tribune, August 2025). We do not give a plot band.

Check: a recent registered deed for a similar parcel from the Sub-Registrar, and the collector rate for the village.

Collector rates

Rise reported, village list not read

Jalandhar was one of 12 districts where collector rates rose by 5% to 50% by August 2025, and a further statewide rise was put on hold (The Tribune). The district portal lists rate PDFs by tehsil (collector rates page), but we did not read the figures. Duty is paid on the higher of the deal value and the collector rate.

Check: the rate for the specific village before agreeing a price.

Units: acre, kanal, marla

Punjab sells farmland by the acre and smaller parcels by the kanal or marla: 8 kanal make 1 acre and 1 kanal is 20 marla. Quotes sometimes mix local units, so convert every offer to acres before comparing two of them. We give no square-yard conversion because we found no official table.

Connectivity

How Jalandhar connects — road, rail and air

Delhi and Chandigarh are the main buyer geographies for outside buyers; the NRI market is global. Distances here are limited to what we could source; journey times vary with traffic and road works.

For a buyer from Delhi the practical question is the last leg, from the highway into the village. Neither the expressway nor the four-lane Hoshiarpur road is finished, so today's access is the existing highway and local roads. Read the Punjab agricultural land rules before paying an advance.

A greenfield expressway that PIB (7 February 2024) lists as under implementation (669 km in all) (PIB). The Tribune reported in August 2024 that about 362 km lies in Punjab and that most of it was incomplete because of land acquisition delays, with the cost up from ₹25,000 crore to ₹38,905 crore (The Tribune, 23 Aug 2024). In 2026 the picture is staged: NHAI terminated three packages in May 2026 (Package 8 in Ludhiana) (The Tribune, May 2026), the Prime Minister dedicated Packages I to V (157.92 km) in July 2026 (Swarajya, July 2026), and a local outlet reports a 31 March 2027 target for Package IX, which ends at Kang Sahibu on the Jalandhar–Moga road (Truescoop News, October 2026). NHAI says the route divides near Nakodar into Amritsar and northern branches (Business Today). Treat any parcel's expressway link as unconfirmed.

Soil, crops & water in Jalandhar

A Doaba plain between two rivers, with a groundwater problem and a recent flood history on the Beas side of Punjab.

🌾 The Doaba plain

Jalandhar lies in the Doaba, the plain between the Beas and the Sutlej. The CGWB aquifer report lists paddy as the main kharif crop and wheat as the main rabi crop, with sugarcane, maize, vegetables and fodder, and gives a cropping intensity of 177% (CGWB aquifer report). The MSME Development Institute profile gives a net area sown of 236,000 hectares and a total cropped area of 407,000 hectares for 2010-11 (DC-MSME profile). Village-level soil data is on the Union agriculture ministry's Soil Health Card portal, which we did not open.

  • Paddy
  • Irrigated plain

🌊 Sutlej, Beas and floods

The Sutlej and the Beas bound the Doaba. A Sutlej breach in July 2023 flooded at least 50 villages, 36 of them in Jalandhar district, with breaches near Phillaur and at Mandala Channa and Gatta Mundi Kasu (The Tribune, July 2023). The August 2025 floods named Kapurthala and Hoshiarpur along the Beas (The Tribune, 26 Aug 2025); we found no district count for Jalandhar in 2025. Ask any seller for flood history, check how close the parcel is to the river or a bund, and look at the Sutlej side separately from the Beas side.

🏭 Sports goods and industry

The MSME Development Institute profile records a 52.75-acre Sports and Surgical Goods Complex in Jalandhar city, with all 196 plots allotted, and lists sports goods, auto parts and hand tools among the major exportable items (DC-MSME profile). Land near the city edge may be classed for industrial or residential use rather than farming.

  • Industrial clusters

💧 Groundwater and rainfall

The CGWB aquifer report for Jalandhar puts the district at 209% extraction on 31 March 2013 data, with all ten assessed blocks over-exploited: Bhogpur 248%, Shahkot 246%, Jalandhar-East 244%, Nakodar 241%, Lohian 213%, Rurka Kalan 201%, Nurmahal 185%, Jalandhar-West 183%, Phillaur 181% and Adampur 179% (CGWB). It records nitrate above the limit at Phillaur and iron above the limit at Adampur, Nakodar and Kharal Kalan. Statewide, CGWB's December 2024 report gives 156.87% with 115 of 153 units over-exploited (CGWB, December 2024), and the state committee's 2025-26 round, as reported by Down To Earth, gives 110 of 153 blocks (Down To Earth, 4 Sep 2026). Average rainfall is 570 mm a year in the CGWB report, which also cites a normal of 703 mm, so we do not rely on either figure. Ask about borewell depth and the current block category.

📐 Units and mandi prices

Punjab sells land by the acre, kanal and marla (8 kanal make 1 acre; 1 kanal is 20 marla). Wholesale mandi prices are published by the Union agriculture ministry's Agmarknet service, which we did not open. Crop income is modest next to the land values buyers discuss, so price a parcel on location and permitted use, not yield.

District report — Jalandhar

Farmland India view

Why investors look at Jalandhar

Five reasoned points, with an honest note that the price evidence is thin and paperwork risk is the main one.

An open market on a growing corridor

We found no outsider bar on agricultural land in the Act text we read, and the expressway branch point is near Nakodar. Corridor delivery is the swing factor.

Attorney-run sales need extra care

We have no sourced count of NRI-linked or attorney-run sales in the district, so we do not claim a demand floor. Where an owner is abroad, a registered power of attorney that authorises sale and a clean mutation chain are the minimum.

Price evidence is thin

We publish no per-acre band for Jalandhar or Ludhiana, so we cannot say which is cheaper. The Tribune's August 2025 report shows Jalandhar collector rates rising 5% in the city and 20% in Nurmahal. Registered deeds will settle the question village by village.

An airport and an expressway in the pipeline

Adampur's airport was renamed in February 2026 and the Delhi–Amritsar–Katra Expressway divides near Nakodar, with 2027 targets reported for Package IX and the Jalandhar bypass. None is confirmed delivered. Price today's roads.

A clear checklist

Registered power of attorney, jamabandi, mutation chain, Shamlat Deh, land class and flood history make up a short list. A buyer who completes it is well placed.

Confirm land class, title, flood and forest status directly; these are not certified by Farmland India’s review.

STRAIGHT TALK

Risks & challenges in Jalandhar

Read these before shortlisting in Jalandhar specifically.

Power of attorney and NRI-linked sales

A sale by someone abroad or by a PoA holder needs a registered, current power of attorney that specifically authorises sale. Insist on the original and on checking the executor's identity.

Joint holdings and clean title

Joint khatas and unmutated inheritance are a standing title risk anywhere in Punjab. Get a current jamabandi and a clear mutation chain.

Shamlat Deh

Village common land vests in the panchayat, so a private seller cannot give title to it. Match every khasra to the seller's jamabandi from the Punjab Land Records Society.

Near the Adampur airport

Land near an airfield may carry height or construction limits that a listing does not show. We found no published rule for the Adampur villages, so ask before paying.

Unapproved colonies and the NOC

Plots in unapproved colonies are a standing risk; the government was reported to have halted registrations without an NOC in May 2025 after a High Court direction, and we have not read the order. Confirm what the Sub-Registrar now requires.

No sourced prices

We found no sourced per-acre price series for the district, so there is no comparable to test an ask against. Collect registered comparables.

Announced is not delivered

Expressway packages have been terminated and re-tendered, with 2027 targets reported for Package IX and the Jalandhar bypass, and the Phagwara–Hoshiarpur road has a two-year target from May 2025; progress was not found. Price today's roads.

Who to contact

Local revenue, planning & forest offices

Mutation and record matters go through the Patwari and the Tehsildar of the relevant tehsil: Jalandhar-I, Jalandhar-II, Nakodar, Phillaur or Shahkot, or a sub-tehsil (see the Jalandhar district portal). Shamlat Deh and land-class questions are raised with the Patwari and Tehsildar. For layout and building approvals, ask the District Town Planner which authority and which plan covers the village.

Sale-deed registration is handled by the Sub-Registrar. Fard and jamabandi copies come through the Punjab Land Records Society, and the district portal carries collector-rate lists by tehsil (collector rates page). For a parcel near Adampur airport, ask the Deputy Commissioner's office about any restriction. This is a general guide, not legal advice.

Can an outsider buy agricultural land in Jalandhar?

Yes, on the text we read. The Punjab Land Reforms Act, 1972 sets a holding ceiling (7 hectares of two-crop irrigated land, 11 hectares of one-crop irrigated land, 20.5 hectares of barani land) and we found no clause limiting who may buy; amendments after 1976 were not read. NRIs and OCIs cannot buy agricultural land under the RBI's FEMA Master Direction. Confirm with a Punjab revenue lawyer.
