Land law is state law. These rules are maintained on the Punjab page and apply to every district within it.
Mansa — land purchase legal rules
The Act text we read limits how much land a family may hold, not who may buy. The main check is land classification: village common land (Shamlat Deh) vests in the Gram Panchayat, and a private seller cannot pass title to it.
Who can buy agricultural land? Section 4 of the Punjab Land Reforms Act, 1972 (Act No. 10 of 1973) caps what a person or family may hold. We found no clause in the text we read that limits the buyer by domicile or occupation; the copy is a 2005 printout, so a Punjab revenue lawyer should confirm there is no later restriction.
Ceiling limits: under Section 4(2) the permissible area is 7 hectares of two-crop irrigated land, 11 hectares of one-crop irrigated land and 20.5 hectares of barani land, with other classes capped at 21.8 hectares. A family of more than five gets one-fifth extra per additional member, for at most three members. Section 12 makes a transfer beyond the limit void (Act text, Punjab Land Records Society). A 2017 amending Bill took land bought for housing, industry, tourism and institutions outside the Act and asks the buyer to tell the Collector of the change of use within a year (Punjab Vidhan Sabha, Bill 33-PLA-2017).
Shamlat Deh — the parcel that cannot be sold: under the Punjab Village Common Lands (Regulation) Act, 1961 this land vests in the Gram Panchayat, which may dispose of it only for the benefit of villagers and, under the rules, with prior government approval; the Collector decides disputes over its status. A private seller therefore cannot give a buyer title to it. Match every khasra number against the seller's current Jamabandi before paying any advance; the state reported in Tribune, June 2025 that its Easy Jamabandi portal issues free digitally signed copies with a QR code.
NRI Power of Attorney: a power-of-attorney sale does not transfer title; in Suraj Lamp & Industries v State of Haryana (Supreme Court, 2011) the Court held that only a registered deed of conveyance does, though an attorney may sign that registered deed for the owner. If the seller is abroad, read the PoA for an express power to sell and for its registration.
NRI & OCI buyers: the Reserve Bank's Master Direction under FEMA 1999 lets NRIs and OCIs buy immovable property other than agricultural land, plantation property or a farm house. That applies across India, Punjab included.

Mansa — district-specific notes
The full Punjab legal framework on our state page applies here in full. The notes below are specific to this district. Each cites the Act text or the news report it rests on, and the Acts were read in the versions linked, not as amended to date.
⚠ Section 4 of the Punjab Land Reforms Act, 1972 caps what a person or family may hold. Under Section 4(2) the permissible area is 7 hectares of two-crop irrigated land, 11 hectares of one-crop irrigated land and 20.5 hectares of barani land, with an overall cap of 21.8 hectares for mixed land and an extra one-fifth per member above five, for at most three members. We found no clause in the text we read that limits who may buy; the copy is a 2005 printout, so a Punjab revenue lawyer should confirm there is no later restriction. See our ceiling guide.
⚠ NRIs and OCIs may buy immovable assets other than agricultural land, plantation land or a farm house under the Reserve Bank's Master Direction under FEMA, so this page is not a route for them to buy farmland. A seller abroad usually acts through a power of attorney; since Suraj Lamp & Industries v State of Haryana (Supreme Court, 2011), only a registered deed of conveyance moves title, so read the power for an express authority to sell and for its registration. See our NRI land guide.
⚠ The Ghaggar floodplain in Sardulgarh and Budhlada is the district-specific physical check. India Water Portal notes that the river passes through Patiala, Sangrur and Mansa and that embankments there have a history of breaches (India Water Portal). In July 2023 the river breached its banks five times in Mansa, including a gap of about 150 feet near Chandpura Bundh in Budhlada sub-division, and water reached up to six feet in Gorakhnath and Birewala Dogran villages (The Tribune, 18 July 2023); the Deputy Commissioner said levels were the highest since 1993 and 48 villages faced flooding (The Tribune, 16 July 2023). Ask for the khasra's position against the embankment, any acquisition for flood works, and the seller's record of past inundation. No floodplain zoning notification was found.
⚠ Mansa borders Haryana; the district portal puts the Haryana border about 25 km from Budhlada (district portal). Land close to the boundary is governed by Punjab law and registered in Punjab, but roads, canals and some markets lie across the line, so confirm the revenue estate and the sub-registry before relying on a Haryana-side distance in an advertisement.
⚠ Change of land use (CLU) is what makes farmland buildable, and colonies and plotted layouts fall under PAPRA, the 1995 Punjab Act that regulates colonies, plots and apartments. An application receipt is not permission, so ask for the granted CLU order, the approved layout and the RERA registration where one applies. We read no CLU fee schedule and did not find which authority issues the order for Mansa villages; ask the District Town Planner. Read our CLU guide.
⚠ Plots cut from farmland are the main trap. A 2024 amendment inserted Section 20(5), which allowed registration of plots up to 500 sq yd without a no-objection certificate where a power of attorney or agreement existed on or before 31 July 2024 (Bill 7-PLA-2024). The Tribune reported that the High Court struck the amendment down in April 2025, leaving the title of plots registered in the window uncertain (The Tribune, May 2025). We have not read the order, so ask the Sub-Registrar what is needed for the specific plot. The Tribune counts more than 30,000 unauthorised colonies in the state. Do not buy a small plot from farmland unless the colony is approved and the CLU order is in hand.
⚠ Land pooling: the Housing and Urban Development policy was notified on 4 June 2025 and amended on 25 July 2025, and GMADA's policy page shows no withdrawal notice (GMADA). The Tribune reports a withdrawal by notification dated 14 August 2025 and the High Court disposing of the challenges as infructuous on 11 September 2025 (The Tribune), then an optional revised policy in November 2025 and an enhanced package in April 2026 (The Tribune explainer). We have not read the official text of the later versions and found no village list for this district. Mansa was not named in the policy material we read.
⚠ Border and reserved-land rules: in April 2026 the Ministry of Home Affairs asked the Deputy Commissioners of Ferozepur, Tarn Taran, Amritsar, Gurdaspur, Pathankot and Fazilka for a social impact survey on moving the border fence, and Mansa is not among them (News On AIR, 13 April 2026). We found no published rule that bars a buyer in a border district, and we did not research BSF fence-zone rules or the Punjab Land Preservation Act for this page. Forest, shamlat (village common) and SC/ST-owned land need a separate check anywhere.

District overview
Mansa — cotton-belt farmland on the Haryana border, with a large thermal power plant
Agricultural land in Mansa is cotton-belt land in the southernmost part of Punjab, in a district the district portal calls the "Area of white gold". Mansa was carved out of Bathinda on 13 April 1992 (district portal). It covers 2,171 sq km (CGWB profile; the Agriculture Department gives about 2,16,000 hectares), has three sub-divisions (Mansa, Budhlada and Sardulgarh), five blocks (Mansa, Budhlada, Sardulgarh, Bhikhi and Jhunir) and 243 villages (Punjab Department of Agriculture). Mansa is a farm-and-power district rather than a city market, which suits buyers looking for working farmland rather than development land.
The CGWB district profile gives 7,68,808 people at the 2011 Census (CGWB). The largest industrial asset in the district is the Talwandi Sabo thermal power plant at Banawala, a 1,980 MW supercritical coal plant of three units whose entire output goes to PSPCL; two units were offline for a technical fault in July 2021 and the operator expected them back within weeks (The Tribune, July 2021).
We publish no per-acre price for Mansa, because listing-site asking prices could not be traced to registered deals. The only rate news is that Mansa was not named in The Tribune's August 2025 list of districts with collector-rate rises (The Tribune). The price table below is therefore empty by design. Where you find a Mansa ask, convert it to acres and compare it with the nearest registered sale deed.
Cotton decides much of the farm economy. Punjab's cotton area was 2.98 lakh acres in 2025, up 20% from 2.49 lakh acres in 2024, and Mansa ranked second among districts after Fazilka, ahead of Bathinda and Sri Muktsar Sahib (The Week/PTI, June 2025). The CGWB profile, on 2013 data, lists wheat on about 1.70 lakh hectares, cotton on about 92,000 hectares and rice on about 74,000 hectares (CGWB). For a buyer the useful questions are water, flood exposure on the Ghaggar side, and the quality of the road to the field.

Described as applying "as per rules"; the 2017-18 audit recorded a cap of ₹2 lakh
The one recent news figure is The Tribune, 15 January 2026, which said original allottees' buyers in cooperative societies would pay 1%, 2% and 3% in January, February and March 2026 instead of the usual 8%, with the registration fee still due. The Comptroller and Auditor General's report on Punjab's revenue sector recorded 5% duty, a 1% social infrastructure cess and a 1% registration fee capped at ₹2 lakh as in force in 2017-18 (CAG report, 2019); those rates have since changed. We opened no official Punjab rate page, and the combined rate for an ordinary land purchase, rural or urban, is not confirmed. Ask the Sub-Registrar for the figure before budgeting.
Duty is charged on the higher of the deal value and the collector (circle) rate. For Mansa we found no district-level collector-rate report: The Tribune's August 2025 account of rises of 5% to 50% in 12 districts, and of a pending proposal in Ludhiana, did not name Mansa (The Tribune; first round 7 Aug 2024). That may mean no change or only that Mansa was not named, so ask the Sub-Registrar for the rate in force before you agree a price. CLU fees, conversion charges and any affidavit or power-of-attorney costs are extra. A rebate for women buyers existed in 2018, when an amendment reclaimed it if the land passed to a male relative within a year (The Statesman, June 2018); we found no current rate.
Know the belt
What is moving prices in Mansa
Evidence is thin in Mansa. The notes below explain what we could and could not find so you know where to dig.
Ghaggar belt: Sardulgarh tehsil
No price found
The Ghaggar runs through Sardulgarh and Budhlada. In July 2023 the river breached its banks five times in Mansa, with water up to six feet in places (The Tribune). Land on this side may be cheaper for good reason, and any price should be set against flood history.
Check: the parcel's distance from the embankment, past flood records and whether a crop insurance or relief claim was ever made.
Power-plant belt: Banawala and surrounding villages
No price found
The Talwandi Sabo plant (1,980 MW, three units) sits at Banawala (The Tribune). A power plant means coal movement, ash handling and transmission lines, and land close to a plant can be affected by dust, traffic and acquisitions for lines. We found no district figures on any of these.
Check: transmission-line corridors, ash-pond locations and noise or dust complaints before buying near the plant.
Cotton-belt farmland
No price found
Mansa ranked second among Punjab's cotton districts in 2025 (The Week/PTI). We found no sourced price for cotton-belt land in the district.
Check: water access, the canal outlet or tubewell, and the quality of the road to the field. A seller who cites "expressway value" for a Mansa parcel needs to show the alignment map, because the Ludhiana–Bathinda expressway does not run through Mansa district.
Circle rates
Mansa not named, Aug 2025
The Tribune named 12 districts with 5% to 50% rises in August 2025 and Bathinda as pending; Mansa appears in neither list (The Tribune). Rates for Mansa could be unchanged since 2024 or simply unreported.
Check: the village agricultural rate on the day you sign the agreement.
Units: acre, kanal, marla
Punjab revenue records use kanal and marla: 1 kanal = 20 marla and 8 kanal = 1 acre. Always ask for the area in the jamabandi and compare it with the area in the sale agreement. We priced nothing in this district because no sourced price exists.

Soil, crops & water in Mansa
Cotton, wheat and paddy land near the Haryana border, with the Ghaggar floodplain around Sardulgarh and Budhlada. Water supply and flood exposure matter more than soil type.
🌾 Cotton belt ("white gold")
Mansa ranked second among Punjab's cotton districts in 2025, after Fazilka and ahead of Bathinda and Sri Muktsar Sahib; the state's cotton area was 2.98 lakh acres, up 20% from 2.49 lakh acres in 2024 (The Week/PTI). The CGWB profile (2013 data) lists cotton on about 92,000 hectares in the district (CGWB). We did not read a current Mansa crop-area table.

🌊 Ghaggar and flood exposure
The Ghaggar runs through Sardulgarh and Budhlada. In July 2023 five breaches flooded Mansa villages, with a gap of about 150 feet near Chandpura Bundh in Budhlada sub-division; the same report counted 1,422 villages in 18 districts flooded across the state (The Tribune). We did not check Mansa for the 2025 floods separately; India Water Portal mentions the Ghaggar stretch as vulnerable but does not say Mansa flooded in 2025 (India Water Portal).

💧 Groundwater
CGWB's district profile, on resource data as of 31 March 2009, classed all five blocks as over-exploited, with a district stage of extraction of 214% (Bhikhi 249%, Sardulgarh 243%, Budhlada 229%, Mansa 206%, Jhunir 153%) (CGWB). Statewide, CGWB's December 2024 report gives 156.87% with 115 of 153 assessment units over-exploited (CGWB Punjab 2024), and PIB gives 156.36% for the 2025 national assessment (PIB, 18 December 2025). The 2024 report has no block table, so we state no current block category for Mansa. Ask for borewell depth, the nearest canal outlet and the block category.
- 214% stage of extraction (CGWB, 2009 data)
- Over-exploited blocks
💧 Canals and tubewells
The CGWB profile (2013) lists about 96,000 hectares irrigated by canals and 29,999 tubewells in the district, and normal annual rainfall of about 378 mm, 83% of it in the southwest monsoon (CGWB). Test water at the parcel and ask for the canal outlet position.
📐 Measurement units
Convert every quote to acres before comparing listings (1 acre = 8 kanal; 1 kanal = 20 marla). Crop income per acre is modest next to prices near towns and highways, so price a parcel on water, access and permitted use, not yield.

Mansa vs. its neighbours
| District / belt | Sourced price signal | Evidence |
|---|---|---|
| Mansa | No sourced price | Not named in The Tribune's Aug 2025 list of rate rises |
| Bathinda | No sourced price | Rates up 5%; a further rise in some areas awaiting approval (The Tribune, Aug 2025) |
| Faridkot | No sourced price | One of 12 districts with 5% to 50% rises, no figure (The Tribune, Aug 2025) |
| Moga | No sourced price | One of 12 districts with 5% to 50% rises, no figure (The Tribune, Aug 2025) |
| Sangrur | No sourced price | One of 12 districts with 5% to 50% rises, no figure (The Tribune, Aug 2025); see the Sangrur page |
We publish no sourced per-acre price series for any of these districts; the entries above are reported collector-rate movements, which are percentages and not rupee levels, and they are not like-for-like. See the Bathinda page for the neighbouring cotton district with a refinery and airport, the Sangrur page to the north-east and the Sirsa page across the southern border.
Farmland India view
Why investors look at Mansa
Four reasoned points, with an honest note that price evidence is almost absent and flood and water risk are real.
A quiet farm district with an industrial anchor
Mansa has no large city, and a 1,980 MW thermal plant gives it a base of industrial activity (The Tribune, July 2021). That makes it a farm-use market first.
No expressway through the district
The Ludhiana–Bathinda expressway runs through Barnala and Bathinda rather than Mansa, so access is a matter of today's roads and the Bathinda–Delhi rail line. A seller who cites "expressway value" needs to show the alignment map.
No buyer-class clause found
We found no clause limiting who may buy agricultural land in Punjab, so the buyer pool is wide. Title and water are still the deciding checks.
Buy on documents, not on stories
With no published price, the discipline is to collect registered sale deeds nearby and compare. A buyer who does this is better placed than one relying on a broker's story.
Confirm title, land class, water access and approvals directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Mansa
Read these before shortlisting in Mansa specifically.
Ghaggar flooding
Five Ghaggar breaches in July 2023 flooded Mansa villages, and 48 villages faced flooding. Land near the embankment needs a flood-history check and a lower price expectation.
No sourced price
We found no sourced Mansa price. Do not rely on statewide brackets; collect registered comparables.
Over-exploited groundwater
CGWB's profile classed all five blocks as over-exploited on 2009 data, and statewide 115 of 153 units were over-exploited in December 2024. Ask for borewell depth and the block category.
Cotton volatility
Punjab's cotton area rose 20% in 2025, but it moves with the season (The Week/PTI). Do not price on a cotton year.
Plots from farmland
The NOC amendment was reported struck down in April 2025 (The Tribune); we have not read the order. A small plot without CLU and an approved layout may never be registrable on clean terms.
Collector rates unclear
Mansa was not named in the August 2025 report on rate rises. Confirm the rate in force before agreeing a price.
Announced is not delivered
We found no major road or rail project in the district, and the Ludhiana–Bathinda expressway does not pass through it. Price today's roads.
Who to contact
Local revenue, planning & water offices
Mutation (intkal) and revenue-record matters go to the Tehsildar of Mansa, Budhlada or Sardulgarh, and the Mansa district portal describes the sub-divisions. Check ownership and area in the jamabandi and the latest girdawari through the Punjab Land Records Society portal. Sale deeds are registered at the Sub-Registrar office, which also gives the collector rate.
Change of land use goes to the planning authority for the area; ask the District Town Planner which one covers the village. Flood questions on the Ghaggar go to the Water Resources Department drainage division; canal and water-course questions go to the canal division; tube-well questions to the groundwater cell. For anything near the Talwandi Sabo plant, ask the pollution control board office for complaint records.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Mansa.
Visit full wiki01 of 04
Can an outsider or NRI buy agricultural land in Mansa?
On the Act text we read, an outsider can: Section 4 of the Punjab Land Reforms Act, 1972 caps holdings (7, 11 or 20.5 hectares by land class) and we found no clause limiting who may buy. NRIs and OCIs cannot buy agricultural land under the RBI's FEMA Master Direction. If you buy through an agent, use a registered power of attorney that expressly authorises the sale. Confirm with a Punjab revenue lawyer.
02 of 04
What does agricultural land cost in Mansa?
We publish no per-acre price, because listing-site asking prices could not be traced to registered deals. Mansa was not named in The Tribune's August 2025 list of districts with collector-rate rises. Use registered sale deeds nearby and the Sub-Registrar's collector rate for the village.
03 of 04
Does the Ghaggar flood Mansa?
Yes in July 2023: five breaches flooded villages, including a gap of about 150 feet near Chandpura Bundh in Budhlada sub-division, with water up to six feet in places (The Tribune). Check a parcel's distance from the embankment and its flood history.
04 of 04
Is the Talwandi Sabo power plant a reason to buy?
It is a 1,980 MW plant at Banawala that sells its entire output to PSPCL (The Tribune, July 2021). It anchors local industry but does not set farm prices. Check dust, traffic and transmission-line routes near any parcel.
