District overview

Una — a Punjab-border industrial district with a bulk drug park under construction

Una is a district of 1,540 sq km on the south-western edge of Himachal Pradesh, bordering Kangra, Hamirpur and Bilaspur and, to the west and south, the Punjab districts of Hoshiarpur and Roopnagar. It was formed on 1 September 1972 from the old Kangra district (Una district portal; district industries profile). The industries profile counts four tehsils (Una, Amb, Haroli, Bangana), three sub-tehsils, five blocks and 790 inhabited villages at Census 2011.

We publish no per-acre price band for Una. No collector-rate revision or registered-deal series for the district turned up, and a Tribune report of 2025 says circle rates in several Himachal districts had not been revised for about five years (The Tribune, 2025). The page therefore quotes no price and shows only farm and project evidence.

Una is lowland, not high hills. The Una valley is alluvial and the Siwalik rock that covers about 70% of the district holds little water (CGWB booklet). The district portal calls it well developed industrially because of its closeness to Punjab (portal), and the Haroli bulk drug park is the largest project under way (The News Himachal, August 2026).

The 6% to 8% and 4% to 8% figures come from the Second Amendment Bill passed on 3 September 2026, as reported by ANI, September 2026 and Outlook Money, September 2026; neither gives an effective date. The 2% registration fee is from the Revenue Department notification of 12 January 2012, and we found no later table. The state announced in May 2023 that physical stamp paper would be phased out after 31 March 2024 (The Tribune, May 2023). Haroli: bulk drug park belt

Under construction; operational target March 2027 (minister)

The Centre approved ₹1,000 crore on 11 October 2022 and the state ₹118.46 crore as its share; environmental clearance came on 25 September 2025 and about 60% of the water systems were done by August 2026 (The News Himachal, August 2026). The industries minister put operation at March 2027 (The Tribune, September 2026). A notification reported in September 2026 covers about 98,683 sq m more land in six revenue areas, including Pubbowal and Kuthar Beet (The News Himachal, September 2026).

Check: whether a parcel lies in a notified revenue area before paying an advance.

Mehatpur, Gagret, Tahliwal, Amb

Six operating industrial areas (31 March 2015 list)

The district industries profile lists operating areas at Tahliwal (184 plots), Mehtpur (158), Gagret (75), Jeetpur Behri (61), Basal (41) and Amb (30), with two more under development (district industries profile). The list is a decade old, so treat the plot counts as history.

Check: current allotment status with the industrial area office.

Circle rates

No Una-specific revision found

The Tribune reported in 2025 that a 7.5% yearly cap on increases kept circle rates well below market in Kangra-area towns, and that rates in several districts had gone about five years without revision; Una is not named in that report (The Tribune, 2025). Treat any Una rate you are quoted as unconfirmed until it is shown on a notification.

Check: the rate in force on the sale-deed date at the Una Sub-Registrar.

Asking prices

No sourced price series

Asking prices for Una could not be traced to registered deals, so none are shown. A seller's quote is not evidence of what land sells for.

Check: registered sale deeds in the same revenue estate.

Haroli bulk drug park

A bulk drug park at Haroli with central assistance of ₹1,000 crore (approved 11 October 2022) and a state share of ₹118.46 crore. Environmental clearance was granted on 25 September 2025; by August 2026 roughly 60% of the water systems were complete, about 12% of drainage and 10% of internal roads and wall (The News Himachal, August 2026). The industries minister put operation at March 2027 (The Tribune, September 2026). In November 2023 The Tribune reported that work had not started a year after the foundation stone, with ground work then expected in January 2024 (The Tribune, November 2023), so the timeline has slipped before. About 98,683 sq m of additional land was reported as being acquired in September 2026 (The News Himachal, September 2026).

Una–Hamirpur railway line

A broad-gauge line from Una to Hamirpur has been proposed for years. The Tribune reported in March 2022 a 45 km line costing ₹4,000 crore, with the Centre meeting 75% (The Tribune, March 2022); a January 2019 trade report gave 50 km and ₹3,044.10 crore (NBM&CW, January 2019). The two reports disagree, and we found no report of construction, so treat it as a proposal.

Soil, crops & water in Una

A sub-montane, mostly rainfed wheat-maize district where the Una valley aquifer is classed critical and the Swan and its rivulets can flood.

🌾 Una valley and low plains (Una, Gagret, Amb, Bangana)

The CGWB booklet (data mostly 2011-12) describes alluvium in the Una valley as the main aquifer, with yields of 10 to 25 litres per second, and alluvial soil over most of the district (CGWB booklet). The ICAR-CRIDA plan, which gives no year for its land figures, lists wheat on 32,981 hectares and maize on 30,939 in 2007-08, from a net sown area of 36,974 hectares and a cropping intensity of 193% (ICAR-CRIDA Una plan). The industries profile gives a net sown area of 36,690 hectares in 2012-13 (district industries profile).

  • Wheat
  • Maize
  • Alluvial soil

⛰️ Siwalik low hills and Kandi edge

Siwalik rock covers about 70% of the district and yields only 1 to 5 litres per second; non-calcic brown soil covers about 25% (CGWB booklet). In the CRIDA plan, 75.2% of the area is medium to deep loamy-skeletal soil under moderate to severe erosion (CRIDA). Slope and drainage matter more here than soil class. Fruit area in 2006-07 was led by mango at 1,668 hectares, with pear 745, kagzi lime 585 and litchi 126.

🌊 River belt and flood risk

The Swan is seasonal and drains about 1,290 sq km of the district into the Sutlej, while the Lunkhar Khud drains about 250 sq km into the Govind Sagar reservoir (district industries profile). Una received 222.8 mm of rain in a night on 1 to 2 August 2025 and the Chandigarh–Dharamshala highway was flooded in places (The Week/PTI, August 2025). In August 2024 the Swan swept away parts of a bridge on the Una–Santoshgarh road (The Tribune, August 2024). We found no sourced seismic zone for Una; check the national map with a surveyor.

  • Lunkhar Khud

💧 Water & rainfall

Normal annual rainfall is 1,127.2 mm in the CRIDA plan (2006-2012), 1,165 mm in the CGWB table and about 1,040 mm in its climate text, so the sources differ. The CGWB booklet puts the stage of groundwater development at 108% in the Una valley and 99% in the Hum valley, and classes both as critical, with no blocks notified (CGWB booklet). Net irrigated area is 85.03 sq km, 66.40 of it from groundwater. CRIDA shows only 23.2% of net sown area irrigated, so roughly four-fifths of cropped area depends on rain (CRIDA). Check borewell yield and any permission before assuming irrigation.

📐 Measurement units & records

Local area units vary by district, so compare offers by the area in the revenue record in square metres or acres and not by a quoted local unit. Himbhoomi holds the state's jamabandi and plot maps for digitised villages (NIC). We did not open Agmarknet or the Soil Health Card portal, so no mandi price or village soil data is quoted; crop income is modest next to land values, so price a parcel on location and permitted use.

District report — Una

Farmland India view

Why investors look at Una

Five reasoned points, with an honest note that the price evidence is thin and the largest project is still unbuilt.

An industrial belt on the Punjab border

The district portal calls Una well developed industrially because of its closeness to Punjab (Una district portal), and the district has six operating industrial areas on a 2015 list. Land use near them follows the industrial plan, not farm yield.

A direct train to Delhi

Una Himachal has had a Vande Bharat service to New Delhi since October 2022, about 4 hours 46 minutes at launch. That is a real access gain, but it does not by itself show a price effect, since we found no price series.

A large project with a slipping clock

The Haroli bulk drug park has environmental clearance and a March 2027 target, but ground work was first expected in January 2024. This desk reads it as upside to track, not a reason to pay ahead of delivery.

Section 118 limits who can buy

Outsiders need State permission, and 215 permissions were reported for the three years to July 2025 across the state (The Tribune, October 2025). Whether that supports Una prices is not shown by any series we found.

A market that rewards paperwork

With forest status, Section 118, flood history and the acquisition notification all parcel-specific, a buyer who documents each one is better placed than one relying on a broker summary.

STRAIGHT TALK

Risks & challenges in Una

Read these before shortlisting in Una specifically.

Section 118 and invalid transfers

A transfer to a non-agriculturist without permission cannot stand, and land that is diverted or left unused can vest in the State (Indian Kanoon; LiveLaw, February 2023). A registered deed does not prove a valid purchase. The Tribune reported a Palampur sale allegedly made on a forged agriculturist certificate in 2024 (allegation, outcome not reported), a reminder to check papers (The Tribune, September 2024).

Forest land and clearances

The bulk drug park needed forest land transferred and central permission before it could proceed (The Tribune, November 2023). Ask for the forest status of any khasra in writing.

River and rivulet flooding

Una took 222.8 mm in a night in August 2025 (The Week/PTI) and the Swan damaged a bridge on the Una–Santoshgarh road in August 2024 (The Tribune). The local MLA alleged illegal mining had exposed the pillars, which is his claim as reported. Ask for flood history and check levels against the nearest khad.

Critical groundwater

Both the Una and Hum valleys are classed critical, at 108% and 99% development in the CGWB booklet, which is based on 2011 data (CGWB booklet). Check borewell depth and permission before assuming a water supply.

Project delay and acquisition

The bulk drug park target is March 2027 per the minister, after earlier slippage, and a notification reported in September 2026 covers about 98,683 sq m more land in six revenue areas (The News Himachal, September 2026). Check whether a parcel lies in a notified area.

Slope, erosion and monsoon losses

CRIDA records moderate to severe erosion on most of the district's soils. The state disaster authority's cumulative report counted 380 deaths and ₹4,306.76 crore of public-asset loss across Himachal between 20 June and 10 September 2025, as carried by Punjab Kesari, and the Supreme Court said in July 2025 that ecological imbalance had worsened (SCC Online). Assess drainage and slope before any construction plan.

No sourced price series

We use no listing-site prices for Una and found no collector-rate revision for the district. Collect registered comparables before negotiating.

Who to contact

Local revenue & registration offices

Section 118 applications go to the Deputy Commissioner, who is the Collector, of Una district on Form LRXIV, and the State Government decides (Rule 38A; State of H.P. v. Vinod Gupta). Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil (Una, Amb, Haroli or Bangana) or sub-tehsil (Bharwain, Ispur or Jal), as listed in the district industries profile. Sale deeds are registered by the local Sub-Registrar. The Una district portal opened for this page but lists no land-record procedure. Himbhoomi, the Section 118 portal and the registration portal could not be opened, so we do not link them; ask the Deputy Commissioner's office for the current application route.
