Auli — land purchase legal rules
⚠ Uttarakhand limits who can buy agricultural and horticultural land. Check who you are, which district the land is in, and how it is recorded before anything else.
Who can buy agricultural land? Since 1 May 2025, a person who does not already hold land in Uttarakhand can buy agricultural or horticultural land only in Haridwar and Udham Singh Nagar, and only with prior sanction from the state government (Uttarakhand Act 11 of 2025). Press coverage describes this as a bar in 11 of the 13 districts (Scroll, February 2025); the Act names the two districts and does not count the rest. Buying through a nominee is a compliance risk, and a transfer made on a false affidavit is void under the Act.
The 2025 land law amendment: The Assembly passed the bill on 21 February 2025 (Scroll, February 2025). The Governor gave assent on 30 April 2025, and the Act was notified and took effect on 1 May 2025 (Act text; PTI via The Week, May 2025). The power to allow purchases moved from the District Magistrate to the state government (Business Standard, February 2025). The Chief Minister said land bought on false declarations can vest in the state, and cited 1,883 approvals since 2018 with 599 violations found (Scroll, February 2025).
Haridwar and Udham Singh Nagar: These are the only districts where sanction for such a purchase is possible, and sanction is not automatic. The buyer gives an affidavit that the land will be used only for the stated agricultural or horticultural purpose and must put it to that use within three years or an extended period; a change of use makes the transfer void (Act text). The general power to allow transfers above the ceiling, earlier reported as 12.5 acres, is now confined to these two districts and sits with the state government, which acts on an essentiality certificate (Act text; Business Standard, February 2025). Ask the revenue department which office takes sanction applications before paying a token amount.
Residential land for non-residents: The Act lets a buyer file an affidavit that neither he nor his family has bought more than 250 sq m of land elsewhere in the state for residential use; a false affidavit voids the transfer (Act text; Scroll, February 2025). The text we read does not settle whether 250 sq m is a lifetime count across the family, or how the rule works inside municipal limits, which the Act's extent clause excludes, so take both questions to the Sub-Registrar in writing.
Land-use declaration (Section 143): Section 143 of the parent Act (UP Zamindari Abolition and Land Reforms Act, 1950) deals with declaring agricultural land for other uses, such as a house or farmhouse. We have not re-read the section for this edition, so ask the Sub-Divisional Magistrate which declaration applies before building. Check the land's classification in the khatauni, not in the seller's brochure.
Forest, van panchayat and eco-sensitive land: Land recorded as forest cannot be freely sold or converted, and land near Corbett, Rajaji and other protected areas can fall inside an eco-sensitive zone with construction limits. In November 2025 the Supreme Court directed that zones around tiger reserves be notified within a year (The Week/PTI, November 2025). A plot that looks like farmland can be recorded differently, so ask for the revenue record and the forest position in writing.
NRI & OCI buyers: FEMA 1999 bars NRIs and OCIs from buying agricultural land, plantation land or farmhouse land anywhere in India, Uttarakhand included. That is a central rule, not a state one, and the state Act adds its own conditions on top; read the current RBI notification for the exact wording.
- Purchase: Haridwar & USN only
- State sanction required

Sub-area overview
Auli — a ski-and-pilgrim hill village where outsiders face the strictest land rules
Land around Auli is high-altitude Himalayan hillside, a ski and tourism destination about 16 km above Joshimath at roughly 2,500 to 3,050 m. It is not plains farmland. Plots are steep, often on terraces, and local sales use the nali (a Garhwal land unit, about 200 sq m; CONFIRM the local conversion). Our estimate is ₹25 lakh–1 crore per acre*, indicative only, and acre-scale plots are rare.
The central point is law. In February 2025 the Uttarakhand Assembly passed an amendment that effectively bars outsiders from buying agricultural and horticultural land in 11 of the state's 13 districts, leaving out Haridwar and Udham Singh Nagar (Scroll, 22 Feb 2025). Non-residents may buy up to 250 sq m for housing with an affidavit, and the 12.5-acre transfer provision for tourism, industry and agriculture was removed according to Scroll, while National Herald says some institutional leases of up to 12.5 acres for 30 years remain; reports differ. Chamoli is not named in the reports, so CONFIRM its status with the revenue department.
Our estimate is indicative, so check it against registered deeds and the circle rate from the Sub-Registrar. Read the Chamoli district page and the state-wise land laws guide first. Ask for the khatauni, the land classification and the state-level permission status of any sale before paying a token amount.

Connectivity
How Auli connects
Auli is reached from Joshimath by road or ropeway; the nearest railhead and airport are far away. Distances come from the Chamoli district site, not route checks.
By road, ropeway, rail and air
Read this before relying on distances
Mountain roads close for snow, landslides and rain. A plot that looks close on a map can be hours away in winter. Check the legal approach road to the plot and ask residents about winter access and any history of slope movement.

Agriculture & terrain
Soil, crops & water in Auli
Auli is high-altitude pasture and terrace country: small plots of potato, millet and apple at lower levels, with the upper slopes under snow and meadow.
Soil & crops
We opened no Auli soil or crop dataset. High-altitude Garhwal terraces generally grow potato, rajma, millet and some fruit (general background; CONFIRM with the Uttarakhand agriculture department). Upper slopes are meadow and snow-bound for months. Data: Soil Health Card site.

Water
We did not open a groundwater category. In the hills, water comes mostly from springs and streams, which can dry or shift; ask for the source, its legal right and its flow in the dry season. Groundwater categories: CGWB.
Mandi price reference
We have not read a local mandi price for Joshimath or Auli. Compare any farm-income claim with the full land cost before buying. Live prices: Agmarknet.

Why buyers look at Auli
Reasons buyers look at this micro-market, stated with the evidence we have. Not a price forecast.
A named ski destination
Auli is a recognised ski destination with a 3 km run and a 500 m drop and a January to March season, per the Chamoli district site.
Pilgrimage-route position
Auli sits on the route to Joshimath. We found no visitor count from an official source, and none is quoted.
Scarce land
The 2025 law limits who may buy farmland, so supply to outsiders is thin. That scarcity is not a price forecast.
Small, local-unit plots
Plots are mostly small and sold by nali, which can suit a buyer who wants a modest holding. Our estimate is ₹25 lakh–1 crore per acre*.
Listing data is not legal advice. Confirm title, land class and state permission with the Tehsildar, the Sub-Registrar and a Uttarakhand lawyer.
STRAIGHT TALK
Risks & challenges specific to Auli
Specific to this micro-market, beyond the Chamoli and Uttarakhand-wide points.
Outsider restriction
The February 2025 amendment effectively bars outsiders from buying agricultural and horticultural land in 11 of 13 districts; sales need state-level approval and a portal records non-resident purchases (Scroll; National Herald). Chamoli is not named in the reports, so CONFIRM. Ask a lawyer whether the plot is agricultural before paying.
Small residential exception
Non-residents may reportedly buy up to 250 sq m for housing with an affidavit that they hold no similar land in the state. The reports differ on institutional leases, so CONFIRM before relying on any exception.
Slope stability and snow
Joshimath has been widely reported for land subsidence since January 2023. We did not read a current geological report; ask for one for the plot and avoid steep or filled ground.
Hill building rules
Building on hill land needs sanctions and may be limited by slope, distance from streams and seismic zone norms (CONFIRM with the local authority). A plot without a legal road is hard to build on.
Remote and seasonal access
Rishikesh railhead is about 250 km and the nearest airport about 279 km away (Chamoli district site). Winter closures and rain damage can cut access.
Prices vary widely
Small plots near the ropeway base and remote slopes differ greatly. Our estimate of ₹25 lakh–1 crore per acre* is indicative, so rely on the circle rate and registered deeds.
NRIs and OCIs cannot buy this land
FEMA bars NRIs and OCIs from buying agricultural land, plantation land or a farmhouse in India, Uttarakhand included. Confirm your status with a lawyer.
