Amreli — land purchase legal rules
Agricultural land in Gujarat can generally be bought only by an agriculturist, and farmer status is checked before a sale entry is certified. The other main checks are tenure (old or new), NA permission, the fragmentation limit and whether the area is notified under the Disturbed Areas Act.
Who can buy agricultural land? Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed “Transfers to non-agriculturist barred”, and section 2(2) defines an agriculturist as a person who cultivates land personally. A commentary on the Supreme Court appeal Vinodchandra Sakarlal Kapadia v State of Gujarat (Civil Appeal 2573 of 2020) reports that the Gujarat High Court read section 63 to bar a transfer by an agriculturist to a non-agriculturist without the Collector’s permission, including by will (Mondaq, April 2021). Farmer status is checked from revenue records back to a cut-off of 6 April 1995, under Revenue Department circulars of 13 September 2024, and a self-declaration form goes with a sale entry or an NA application (SCC Online, September 2024). We read section 63 through these summaries, not its full text; confirm with a Gujarat revenue lawyer.
Will non-farmers be allowed to buy? A committee chaired by C. L. Meena studied the tenancy laws and its suggestions on non-farmer purchase were being assessed in November 2024, with no decision announced (Gujarat Samachar, November 2024; Gujarat Samachar, November 2024). We found no enacted change by October 2026, so the section 63 rule above is the one to plan on.
Ceiling limits: the Gujarat Agricultural Lands Ceiling Act, 1960 (Gujarat Act 27 of 1961, amendments compiled by PRS Legislative Research) bars a person from holding land above the ceiling area. Land of a spouse and minor children is grouped with the holder, a family of more than five may hold one-fifth of the ceiling area for each extra member up to twice the ceiling, and each major son counts as a separate person; in desert, hill and drought-prone areas the dry-crop ceiling is raised by 12.5% but cannot pass 21.85 hectares (54 acres). These points come from a legal-database copy of the Act that we do not link, because the India Code page did not open here; the class-wise acreage in Schedule I was not in the text we read, so we show no per-class figure.
Tenure, premium and NA permission: section 43 of the Tenancy Act is headed “Restriction on transfers of land purchased or sold under this Act”, which is the basis of what the press calls new tenure land, and the Collector’s office grants permission and collects a premium under it (Surat Collectorate). A government notification of 8 February 2024 lets a tenant who has farmed land for more than 15 years move it from new tenure to old tenure without a conversion fee, but the premium for NA use is still payable (LiveLaw, April 2025). NA (non-agricultural) permission is granted under section 65 of the Gujarat Land Revenue Code, 1879, and is deemed granted if the Collector does not decide within three months (same source); applications have been online since a December 2018 circular (SCC Online, September 2024). Press reports put the NA premium at about 35 to 40 per cent of land value (Gujarat Samachar, March 2024); we found no official schedule. The 2008 resolution on NA procedure also lists distance limits from railways, airports and Air Force installations (900 m) and from the sea high-tide line (500 m) (Revenue Department resolution, July 2008), which later circulars may have changed.
Fragmentation (tukda) limit: the Assembly passed the Gujarat Prevention of Fragmentation and Consolidation of Holdings (Amendment) Bill on 11 September 2026. As reported, it sets a uniform standard area of 10 gunthas (1,012 sq m) for rural land under a new section 5(4), leaves out municipal and urban development authority areas, and regularises violations from 1948 to 31 March 2026 without penalty; before this, buyers paid 10% of jantri value (DeshGujarat, September 2026). We did not see the Act text or any filing deadline.
Industrial and institutional exceptions: sections 63AA and 63AAA allow land bought for industrial, education or health use to be resold on payment of a share of jantri value that falls with the holding period, from 100% at three to five years to 25% beyond ten years (Gujarat Bill 23 of 2020, PRS Legislative Research). We have the Bill, not the enacted Act. A charity that bought in breach before 30 June 2015 may apply for conversion within a period the State notifies (Gujarat Bill 1 of 2024, PRS Legislative Research).
Disturbed Areas Act, 1991: where the State has notified an area under section 3, a transfer of land or buildings there needs the Collector’s prior sanction after an inquiry into free consent and fair value, and a transfer without it is void under section 5; contravention carries imprisonment of three to five years under section 6D (Gujarat Act 12 of 1991, PRS Legislative Research). A 2026 amendment renames these “specified areas”, adds a Monitoring and Advisory Committee and extends the Collector’s checks (Bill 18 of 2026; DeshGujarat, March 2026); the government notified the amendment in July 2026, with the effective date to be notified separately (DeshGujarat, July 2026). As a due-diligence step, ask the Collector or Sub-Registrar whether the survey number lies in a notified area; we hold no list of notified areas.
Land Grabbing Act, 2020 and tribal land: the Gujarat Land Grabbing (Prohibition) Act, 2020 works through district committees, and in December 2024 a Gujarat High Court bench issued guidelines for those committees (LiveLaw, December 2024). Land held by Scheduled Tribe occupants is separately restricted under section 73AA of the Land Revenue Code, which the 2020 Bill cross-refers to (PRS Legislative Research); we did not open the Code, so check the occupant’s status in the 7/12.
NRI & OCI buyers: regulation 3 of the Foreign Exchange Management (Acquisition and Transfer of Immovable Property in India) Regulations, 2018 lets NRIs and OCIs buy land other than agricultural land, a farm house or plantation property (Reserve Bank of India, 2018 regulations). Residential and commercial land is open to them. The same section 63 rule applies to a resident non-farmer.

Amreli — district-specific notes
The Gujarat state page applies to Amreli in full. The notes below are specific to this district. Law was read from Act texts on PRS and India Code, a Gazette notice and news reports; the Amreli district profile page, the Revenue Department, AnyROR and gARVI did not open for us.
⚠ Farmer status decides who can buy agricultural land. Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed "Transfers to non-agriculturist barred" (India Code), and farmer verification runs through revenue records to 6 April 1995 (SCC Online, September 2024). In a district that is mostly farmland, a buyer from outside agriculture needs to confirm eligibility before the deposit, not after; ask for the seller's farmer evidence and, for any non-agricultural use, the NA order.
⚠ The Gir eco-sensitive zone is still a draft. The Centre issued a draft notification in September 2024 covering 196 villages across Junagadh, Amreli and Gir Somnath, about 1.84 lakh hectares of which 24,680 hectares is forest land (Deccan Herald, September 2024). The report does not set out the restrictions and we found no village list for Amreli. Ask the Forest Department whether the survey number lies within the draft zone and what it would restrict.
⚠ Land near the coast and the port has its own checks. The Revenue Department's 2008 resolution on NA procedure lists a 500 m limit from the high-tide line and 900 m limits near railways, airports and Air Force installations (Revenue Department resolution, July 2008), and it may have been superseded. We found no published purchase rule or Coastal Regulation Zone map for Amreli's coast, so ask the Collector and the Gujarat Maritime Board for the status of any parcel near Rajula and the Pipavav port.
⚠ Highway acquisition is under way. A Ministry of Road Transport and Highways notification of 12 June 2026 under section 3D of the National Highways Act, 1956 acquires private agricultural land for a toll plaza on NH351 (Mahuva–Savarkundla–Amreli–Bagasara–Vadia–Jetpur): eight plot entries totalling 0.6319 hectares at Khadkhad, Morvada, Arjansukh and Najapur in Vadia taluka and Pithadiya and Deri Pipaliya in Bagasara taluka (Gazette of India, June 2026). The land vests in the Central Government free of encumbrances, so check the Gazette for any survey number beside the highway.
⚠ The Disturbed Areas Act, 1991 lets the State notify areas where a transfer needs the Collector's prior sanction, with the transfer void without it (Disturbed Areas Act (PRS copy)). We obtained no list of notified areas and found nothing naming Amreli, so ask the Collector or Sub-Registrar whether the survey number falls in one. The fragmentation amendment reported as passed on 11 September 2026 sets a 10-guntha (1,012 sq m) standard for rural land and excludes urban areas (DeshGujarat, September 2026); the Act text was not seen.

District overview
Amreli — a Saurashtra farm district with a port, a coast and a Gir edge
Amreli is a Saurashtra district of 7,397 sq km with 15,13,614 people at Census 2011, 616 villages and 10 towns (CGWB Amreli profile, 2012). Junagadh Agricultural University's April 2026 study lists 11 talukas (Amreli, Babra, Bagasara, Dhari, Jafrabad, Khambha, Lathi, Lilia, Rajula, Savarkundla and Vadia) and puts the population at 15.04 lakh, a figure that differs slightly from the CGWB booklet (JAU Amreli study). The district portal opened only a notice page for us (Amreli district portal).
We publish no per-acre or per-vigha price band for Amreli. No registered-deal series or district jantri schedule could be opened, and Gujarat's jantri was reported doubled from 15 April 2023 with a revised draft still pending in November 2024 (DeshGujarat, February 2023; The Secretariat, November 2024). The land story here is a port, a rail upgrade and irrigation, each at a different stage.
Amreli is farmland first. The CGWB booklet lists groundnut and jowar in kharif, wheat and pulses in rabi and cotton across both seasons, on medium black, coastal alluvial, rocky and alkaline soils (CGWB Amreli profile, 2012). Groundwater development was 64.34% in 2012 with one taluka, Khambha, semi-critical, and the Shetrunji is the major river.

The Comptroller and Auditor General's audit for the year ended 31 March 2018 states stamp duty on a conveyance deed at 4.9% of the greater of consideration and market value, and gives no registration-fee rate for conveyances (CAG, Report 3 of 2019). Jantri rates were reported doubled from 15 April 2023 after about twelve years (DeshGujarat, February 2023), and a revised draft was reported pending in November 2024 (The Secretariat, November 2024). Registration runs through gARVI 2.0 across 294 Sub-Registrar offices (Inspector General of Registration summary); we could not open the portal (gARVI), so we quote no women's concession and no Amreli guideline value. Ask the Sub-Registrar for the duty, fee and jantri on your survey number.

Pipavav port belt
Expansion MoU Rs 17,000 crore, non-binding (Oct 2025)
The Gujarat Maritime Board lists Pipavav as a private all-weather port in Amreli district, near Rajula, with a 269 km rail link to Surendranagar and road access by NH-8E (Gujarat Maritime Board). India Sea Trade News reported on 30 October 2025 a non-binding MoU to explore Rs 17,000 crore of expansion, conditional on extending a concession valid to September 2028 (India Sea Trade News, October 2025).
Check: whether the survey number is near the port, the coast or a rail siding, and the zone and status of the land.
NH351 corridor
Toll-plaza acquisition notified Jun 2026
The Gazette notification covers NH351 from Km 27 to Km 154 and lists eight private plots, 0.6319 hectares in all, in Vadia and Bagasara talukas (Gazette of India, June 2026). It gives no compensation rate.
Check: the Gazette entry for the survey number and the access road.
Gir eco-sensitive zone draft
196 villages across three districts (Sep 2024)
Deccan Herald reported the Centre's draft notification on 25 September 2024: 196 villages in Junagadh, Amreli and Gir Somnath, 1.84 lakh hectares (Deccan Herald, September 2024). The draft is not final and the report names no restrictions.
Check: whether the village is listed and what the final notification would restrict.
Asking prices
No sourced price series
Listing-site asking prices for Amreli could not be traced to registered deals, so none are shown. Jantri is the only official reference and it is a registration floor, not what a seller will accept.
Check: registered sale deeds in the same village before negotiating.
Units: guntha and vigha
A guntha is about 101 sq m or 1,089 sq ft and 40 gunthas make an acre; the fragmentation amendment uses 10 gunthas as 1,012 sq m (DeshGujarat, September 2026). The vigha varies by region and we found no official conversion, so convert any quote to gunthas or acres and confirm the share of the survey number being sold with the talati.
Connectivity

Agriculture & terrain
Soil, crops & water in Amreli
A black-soil groundnut and cotton district on the Shetrunji, where wells carry most irrigation and canal water is still arriving.
🌾 Black soil and basalt plains
The CGWB booklet lists medium black, coastal alluvial, rocky and alkaline soils and puts the Deccan Trap basalt under about 70% of the district. Kharif crops are groundnut and jowar, rabi crops wheat and pulses, with cotton in both seasons; the 2026 JAU study adds onion and cumin and gives a cropped area of 6,34,708 hectares at 119% cropping intensity, without a year (CGWB Amreli profile, 2012; JAU Amreli study).
- Groundnut
- Cotton
- Wheat
- Jowar

🌊 Shetrunji basin and dams
The Shetrunji is the major river, with the Sotali, Vadi, Thebi and Shell as tributaries, and the booklet lists six medium dams, mainly for irrigation (CGWB). Rajula taluka is the Amreli area named in the September 2026 SAUNI expansion report (DeshGujarat).
- Shetrunji
- Sotali
- Vadi
- Thebi
🌲 Forest and coast
The JAU study gives a forest area of 265.18 sq km in 2021 (JAU Amreli study), and the draft Gir eco-sensitive zone covers 196 villages across Amreli and two other districts (Deccan Herald). The coast and port are in the south of the district; ask for the coastal status of any parcel near them.
- Gir edge
- Forest 265 sq km
- Coast
💧 Water & rainfall
The CGWB booklet gives average rainfall of 689 mm for 2011, with annual totals from 459 mm to 1,089 mm over 2004 to 2011; the JAU study gives 706 mm over the last three years. For irrigation the booklet records 165,600 hectares by dug wells and 7,700 hectares by canals out of 177,900 hectares net irrigated in 2012, while the JAU study puts borewells at 36.3% and canals at 35.5% of irrigation without a year, so the two disagree and we give both. Groundwater development was 64.34% in 2012 with only Khambha semi-critical at 74.63% (CGWB Amreli profile, 2012). The 2024 CGWB state report has no district-wise stage in the file we read (CGWB, Gujarat 2024), and Amreli is not on the Gujarat Samachar list of stressed districts (Gujarat Samachar, September 2026). Check borewell yield and permission for any parcel.
📐 Measurement units
Gujarat land units: guntha about 1,089 sq ft; 40 gunthas = 1 acre; vigha varies by region with no official conversion found. Convert every quote to gunthas or acres before comparing two offers. Live mandi prices are on Agmarknet (not opened for this page); village-level soil data is on the Soil Health Card portal (not opened). Crop income is modest next to land values near the port or highway, so price a parcel on location and permitted use.

Farmland India view
Why investors look at Amreli
Five reasoned points, with an honest note that the price evidence is thin and several catalysts are still pending.
A port district
Pipavav is a private all-weather port with a rail link, and an expansion MoU of Rs 17,000 crore was reported in October 2025. The MoU is non-binding and conditional, so it is a signal, not a delivered project.
Rail and irrigation are improving
The Lunidhar–Jetalsar line was dedicated in 2022, the Amreli–Khijadiya line is reported on trial, and SAUNI pond filling is being widened. Each lowers a historic constraint, at a different pace.
Groundwater was comparatively comfortable
At 64.34% in 2012 with one semi-critical taluka, Amreli looked safer than the north Gujarat districts on the 2026 stress list. The data are old, so test the borewell.
The Gir edge needs homework
The draft eco-sensitive zone covers 196 villages across three districts and is not final. Land at its edge may carry restrictions that reduce value, or none.
A market that rewards paperwork
Farmer status, coastal checks, draft zone status and Gazette notices are all survey-number specific. A buyer who documents each is better placed than one relying on a broker. The case rests on location and permitted use, not crop yield.
Confirm farmer status, Gir zone, coastal and acquisition status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Amreli
Read these before shortlisting in Amreli specifically.
Farmer-status rule
Section 63 bars transfers to non-agriculturists, and a state proposal to let non-farmers buy was under review in November 2024 with nothing enacted that we found. Ask for the seller's farmer evidence and the NA order.
Draft Gir eco-sensitive zone
The September 2024 draft covers 196 villages across Junagadh, Amreli and Gir Somnath and is not final. Ask the Forest Department whether the survey number is listed.
Coast and port land
We found no published purchase rule or Coastal Regulation Zone map for Amreli's coast. Ask the Collector and the Gujarat Maritime Board for the status of any parcel near the sea.
Acquisition notices
The NH351 toll-plaza notice names six villages; other notices may follow. Search the Gazette for the survey number before paying a deposit.
Uneven rain and wells
Annual rainfall ranged from 459 mm to 1,089 mm over 2004 to 2011, and most irrigation comes from wells. Check borewell depth and yield.
Announced is not delivered
The Pipavav MoU is non-binding, Amreli airport had no airline bid in 2022 and the Khijadiya line has only a trial run. Price on today's roads and rail.
Disturbed Areas Act checks
Where a survey number lies in a notified area, the Collector's sanction is required and a transfer without it is void. We have no list and found nothing naming Amreli, so ask the Collector or Sub-Registrar.
No sourced price series
We use no listing-site prices for Amreli, and jantri is only a floor. Collect registered comparables before negotiating.
Who to contact
Local revenue & planning offices
Mutation and revenue-record matters go through the Mamlatdar of the taluka and the talati of the village, with the Prant officer (sub-divisional officer) above them and the District Collector at the top; the Amreli district portal is the starting point for taluka and office details, although its about-district page refused our request. Questions on the draft Gir eco-sensitive zone go to the Forest Department, and questions on the port and coastal land to the Gujarat Maritime Board (port page). NA permission is applied for to the Collector, and acquisition notices appear in the Gazette. Zoning law is the Gujarat Town Planning and Urban Development Act, 1976 (Act text, not opened). Sale-deed registration is handled by the Sub-Registrar office for the village, and land records are on AnyROR with registration on gARVI. We could not open the Revenue Department, AnyROR and gARVI portals, so check them directly.
