Morbi — land purchase legal rules
Agricultural land in Gujarat can generally be bought only by an agriculturist, and farmer status is checked before a sale entry is certified. The other main checks are tenure (old or new), NA permission, the fragmentation limit and whether the area is notified under the Disturbed Areas Act.
Who can buy agricultural land? Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed “Transfers to non-agriculturist barred”, and section 2(2) defines an agriculturist as a person who cultivates land personally. A commentary on the Supreme Court appeal Vinodchandra Sakarlal Kapadia v State of Gujarat (Civil Appeal 2573 of 2020) reports that the Gujarat High Court read section 63 to bar a transfer by an agriculturist to a non-agriculturist without the Collector’s permission, including by will (Mondaq, April 2021). Farmer status is checked from revenue records back to a cut-off of 6 April 1995, under Revenue Department circulars of 13 September 2024, and a self-declaration form goes with a sale entry or an NA application (SCC Online, September 2024). We read section 63 through these summaries, not its full text; confirm with a Gujarat revenue lawyer.
Will non-farmers be allowed to buy? A committee chaired by C. L. Meena studied the tenancy laws and its suggestions on non-farmer purchase were being assessed in November 2024, with no decision announced (Gujarat Samachar, November 2024; Gujarat Samachar, November 2024). We found no enacted change by October 2026, so the section 63 rule above is the one to plan on.
Ceiling limits: the Gujarat Agricultural Lands Ceiling Act, 1960 (Gujarat Act 27 of 1961, amendments compiled by PRS Legislative Research) bars a person from holding land above the ceiling area. Land of a spouse and minor children is grouped with the holder, a family of more than five may hold one-fifth of the ceiling area for each extra member up to twice the ceiling, and each major son counts as a separate person; in desert, hill and drought-prone areas the dry-crop ceiling is raised by 12.5% but cannot pass 21.85 hectares (54 acres). These points come from a legal-database copy of the Act that we do not link, because the India Code page did not open here; the class-wise acreage in Schedule I was not in the text we read, so we show no per-class figure.
Tenure, premium and NA permission: section 43 of the Tenancy Act is headed “Restriction on transfers of land purchased or sold under this Act”, which is the basis of what the press calls new tenure land, and the Collector’s office grants permission and collects a premium under it (Surat Collectorate). A government notification of 8 February 2024 lets a tenant who has farmed land for more than 15 years move it from new tenure to old tenure without a conversion fee, but the premium for NA use is still payable (LiveLaw, April 2025). NA (non-agricultural) permission is granted under section 65 of the Gujarat Land Revenue Code, 1879, and is deemed granted if the Collector does not decide within three months (same source); applications have been online since a December 2018 circular (SCC Online, September 2024). Press reports put the NA premium at about 35 to 40 per cent of land value (Gujarat Samachar, March 2024); we found no official schedule. The 2008 resolution on NA procedure also lists distance limits from railways, airports and Air Force installations (900 m) and from the sea high-tide line (500 m) (Revenue Department resolution, July 2008), which later circulars may have changed.
Fragmentation (tukda) limit: the Assembly passed the Gujarat Prevention of Fragmentation and Consolidation of Holdings (Amendment) Bill on 11 September 2026. As reported, it sets a uniform standard area of 10 gunthas (1,012 sq m) for rural land under a new section 5(4), leaves out municipal and urban development authority areas, and regularises violations from 1948 to 31 March 2026 without penalty; before this, buyers paid 10% of jantri value (DeshGujarat, September 2026). We did not see the Act text or any filing deadline.
Industrial and institutional exceptions: sections 63AA and 63AAA allow land bought for industrial, education or health use to be resold on payment of a share of jantri value that falls with the holding period, from 100% at three to five years to 25% beyond ten years (Gujarat Bill 23 of 2020, PRS Legislative Research). We have the Bill, not the enacted Act. A charity that bought in breach before 30 June 2015 may apply for conversion within a period the State notifies (Gujarat Bill 1 of 2024, PRS Legislative Research).
Disturbed Areas Act, 1991: where the State has notified an area under section 3, a transfer of land or buildings there needs the Collector’s prior sanction after an inquiry into free consent and fair value, and a transfer without it is void under section 5; contravention carries imprisonment of three to five years under section 6D (Gujarat Act 12 of 1991, PRS Legislative Research). A 2026 amendment renames these “specified areas”, adds a Monitoring and Advisory Committee and extends the Collector’s checks (Bill 18 of 2026; DeshGujarat, March 2026); the government notified the amendment in July 2026, with the effective date to be notified separately (DeshGujarat, July 2026). As a due-diligence step, ask the Collector or Sub-Registrar whether the survey number lies in a notified area; we hold no list of notified areas.
Land Grabbing Act, 2020 and tribal land: the Gujarat Land Grabbing (Prohibition) Act, 2020 works through district committees, and in December 2024 a Gujarat High Court bench issued guidelines for those committees (LiveLaw, December 2024). Land held by Scheduled Tribe occupants is separately restricted under section 73AA of the Land Revenue Code, which the 2020 Bill cross-refers to (PRS Legislative Research); we did not open the Code, so check the occupant’s status in the 7/12.
NRI & OCI buyers: regulation 3 of the Foreign Exchange Management (Acquisition and Transfer of Immovable Property in India) Regulations, 2018 lets NRIs and OCIs buy land other than agricultural land, a farm house or plantation property (Reserve Bank of India, 2018 regulations). Residential and commercial land is open to them. The same section 63 rule applies to a resident non-farmer.

Morbi — district-specific notes
The Gujarat state page applies to Morbi in full. The notes below are specific to this district and are not repeated from the state page. Several official Gujarat pages (AnyROR, gARVI, the Revenue Department home page) refused our automated fetch, so statute text was read from India Code and PRS PDFs, court reports and news, and each note says where it rests on commentary only.
⚠ Farmland in Morbi is sold under the same section 63 bar as the rest of Gujarat: the Act's heading reads "Transfers to non-agriculturist barred", and an agriculturist is a person who cultivates land personally (Gujarat Tenancy and Agricultural Lands Act, India Code (headings and s. 2(2) only); operative text via Mondaq, April 2021 and LiveLaw, April 2025). A buyer who wants the land for a factory is dealt with under section 63AA instead, which a 2020 Bill priced at 100%, 60%, 30% or 25% of the jantri value depending on the holding period (Bill 23 of 2020, PRS). We have seen the Bill only, so confirm the enacted text and the current schedule with the Collector before pricing any land bought for a unit.
⚠ Non-agricultural (NA) permission is granted by the Collector under section 65 of the Land Revenue Code and is deemed granted if no decision comes within three months (LiveLaw, April 2025). A premium of about 35% to 40% of land value has been reported but no official schedule is published (Gujarat Samachar, March 2024). In a ceramic belt, where land is bought for sheds and labour housing, that premium can outweigh the farmland price, so ask for the order and the receipt, not a broker's estimate.
⚠ The state acquired 425 hectares for a ceramics park at Paneli village, about 45 km from Morbi city, according to ThePrint (December 2023); allotment terms were not given and we found none (ThePrint, December 2023). Treat any seller who describes a plot as "near the ceramic park" with caution until the survey number is placed on the park's notified boundary.
⚠ The fragmentation law was amended on 11 September 2026: the rural standard area is reported as 10 gunthas (1,012 sq m), urban development areas are excluded, and past violations from 1948 to 31 March 2026 are to be regularised without penalty (DeshGujarat, September 2026). We did not see the Act text, so a buyer of a small plot cut from a field should ask for the registered title and the survey-number split.
⚠ The Disturbed Areas Act requires the Collector's prior sanction for a transfer inside a notified area, and a 2026 amendment renames these "specified areas" (Act text, PRS; DeshGujarat, July 2026). We obtained no list of notified areas and found nothing specific to Morbi, so ask the Collector or the Sub-Registrar whether the survey number is in one. The 2008 Revenue Department order also lists 900 m limits near railways and airports and 500 m from the sea high-tide line (Revenue Department GR, 1 July 2008); it may have been superseded, and the portal places Morbi town about 35 km from the sea (Morbi district portal). We found no published purchase rule for coastal villages in Morbi.

District overview
Morbi — an industrial district built around a ceramic cluster
Morbi was created on 15 August 2013 and has five talukas: Morbi, Maliya, Tankara, Wankaner (formerly in Rajkot district) and Halvad (formerly in Surendranagar) (Morbi district portal, October 2026). The district portal gives 4,872 sq km and 9,60,329 people at Census 2011 (same portal). Morbi city sits on the Machhu river about 60 km from Rajkot and about 35 km from the sea, with Kutch to the north, Surendranagar to the east, Rajkot to the south and Jamnagar to the west (district map page).
The economy is industrial. ThePrint reported in March 2026 that Morbi has about 1,200 manufacturing units producing 60 lakh tonnes a year, with exports of about Rs 15,000 crore in 2024-25, and that a propane shortage had closed more than 200 factories (ThePrint, March 2026). Its December 2023 report counted over 800 tile factories within a 60 km radius (ThePrint, December 2023); the two counts do not agree, so read both as press figures. None of these reports gives a land price.
We publish no per-vigha or per-acre band for Morbi. No registered-deal series or district jantri schedule was found, and the page uses no listing-site asking prices. Where land is farmed, the old Rajkot district booklet puts groundwater development at 63.43% in Morvi taluka and 62.37% in Wankaner as on March 2011, both "safe" (CGWB Rajkot booklet, compiled November 2013); that predates the district's creation and Halvad, Maliya and Tankara are not in it. Water from the Narmada system reaches Saurashtra through SAUNI, whose Link-1 pipeline starts at Machhu-2 dam in Morbi district (Ministry of Jal Shakti SAUNI report).

Jantri from 15 Apr 2023
reported by DeshGujarat, Feb 2023; no district schedule obtained
Duty is charged on the higher of the deed value and the jantri (guideline) value, as the state's registration system is generally described; we did not open a schedule to confirm that rule for Morbi. The Comptroller and Auditor General's audit of the year ended 31 March 2018 records stamp duty of 4.9% on conveyance (CAG Report 3 of 2019, chapter 4); a later change is not ruled out. We found no government page giving the registration fee on a land deed or a concession for women buyers, so we state neither. The state doubled its jantri rates from 15 April 2023 after about twelve years (DeshGujarat, February 2023), and a revised draft for agricultural land was reported pending in November 2024 (The Secretariat, November 2024). Registration runs through the gARVI 2.0 system in 294 Sub-Registrar offices (Inspector General of Registration summary); the gARVI portal itself did not open for us, so check it directly. Neither the 4.9% figure nor the jantri doubling has been matched to a Morbi village.

Morbi cluster: scale as reported
About 1,200 units (ThePrint, Mar 2026)
ThePrint's March 2026 report, citing Gujarat Industries and Mines Department data, gives about 1,200 manufacturing units, 60 lakh tonnes a year and nearly 9 lakh livelihoods (ThePrint, March 2026). Its December 2023 report said over 800 tile factories lie within 60 km of Morbi and put the first plant at 1985 (ThePrint, December 2023). The unit counts differ and neither article quotes a land price.
Check: whether a plot is zoned and permitted for the use you intend, not the cluster's headline size.
Fuel shock, March 2026
Reported: 200+ factories shut
The March 2026 report says factories rely mainly on propane that reaches Kandla port and is trucked about 130 km to Morbi, and that over 200 had shut while others ran short of gas (ThePrint, March 2026). A DeshGujarat headline of 31 December 2025 records a state cut in natural gas prices for Morbi and Thangadh ceramic units; we saw the headline on a tag page and did not open the article (DeshGujarat Morbi tag page).
Check: current gas supply and any factory closures near the parcel before assuming industrial demand.
Ceramics park land at Paneli
425 ha acquired (ThePrint, Dec 2023)
ThePrint reported the state had acquired 425 hectares at Paneli village, about 45 km from Morbi city, for a park expected to hold about 1,600 units, and noted that officials gave conflicting opening timelines (ThePrint, December 2023). We found no later status report.
Check: the survey number against the park boundary, and ask the Collector for the park's current status.
Asking prices and jantri
No sourced price series
No registered-deal series or district jantri schedule was found. The state doubled jantri rates from 15 April 2023 (DeshGujarat, February 2023) and a revised draft was reported pending in November 2024 (The Secretariat, November 2024); neither is a Morbi figure.
Check: registered sale deeds in the same village, and the jantri for the survey number at the Sub-Registrar.
Units: guntha, acre, vigha
Gujarat land is measured in gunthas (about 1,089 sq ft, or 101 sq m), with 40 gunthas to the acre; the new fragmentation standard of 10 gunthas is 1,012 sq m. The vigha varies by region and we found no official conversion, so ask for every quote in acres or gunthas and check the area in the village record. We did not open a revenue manual for these definitions.

Soil, crops & water in Morbi
A dry-farming cotton and oilseed region on clay soils, where groundwater is brackish in places and canal and pipeline water arrives by SAUNI.
🌾 Clay plains (Morbi and Wankaner)
The CGWB Rajkot booklet groups Wankaner and Morvi in a central zone of clayey loam to clay soil, moderately deep to deep. For the whole old Rajkot district in 2006-07 it gives cotton on 2,530 sq km, oilseeds on 4,370 sq km and wheat on 840 sq km, from a net sown area of 7,657 sq km; these are pre-2013 district-wide figures, not Morbi's (CGWB Rajkot booklet). Village-level soil data: Soil Health Card portal (not opened for this page).

🧂 Water quality at depth
The booklet says groundwater in Wankaner is brackish to saline at depth, advises sealing saline zones during tubewell construction, and describes the Malia and Morvi alluvium as a poor aquifer limited by quality. Dug wells are typically 15 to 30 m deep and tubewells 100 to 200 m (CGWB Rajkot booklet, November 2013). The 2024 state assessment lists Morbi among districts in its EC, fluoride and nitrate anomaly lists (CGWB Gujarat 2024, as read through an automated summary).

💧 SAUNI and the Machhu
Machhu-2 dam is the starting point of SAUNI Link-1, a 208 km pipeline to Sani dam (Ministry of Jal Shakti SAUNI report). The state reports 63,908 km of a 69,830 km Narmada canal network built as of January 2025 (DeshGujarat, March 2025), but that article does not name Morbi. Ask whether the survey number lies in a command area.

💧 Water & rainfall
The Rajkot booklet gives a district average rainfall of 592 mm (year not stated) and 709.8 mm at the Rajkot station for 1951 to 1980, which do not agree, so we give both. Stage of groundwater development as on March 2011 was 63.43% in Morvi taluka and 62.37% in Wankaner, both "safe" (CGWB Rajkot booklet). Statewide, CGWB puts 2024 extraction at 54.21% with 22 of 252 units over-exploited (CGWB, Gujarat 2024); a September 2026 press report names Mehsana, Banaskantha, Patan, Gandhinagar, Ahmedabad and Kutch as stressed, not Morbi (Gujarat Samachar, September 2026). No Morbi-specific 2024 stage was found.
📐 Measurement units
Guntha ≈ 1,089 sq ft; 40 gunthas = 1 acre; the vigha varies by region. Convert every quote to acres or gunthas before comparing offers. Live mandi prices are on Agmarknet (not opened for this page). Cotton and oilseed income is modest next to an industrial-zone plot, so price a parcel on location and permitted use.

Farmland India view
Why investors look at Morbi
Five reasoned points, with an honest note that the price evidence is missing and the catalysts are unconfirmed.
A district with an industrial anchor
Reports describe about 1,200 units, 60 lakh tonnes a year and exports near Rs 15,000 crore in 2024-25. That is demand for sheds, labour housing and logistics land, but the press reports give no land prices, so the effect on farmland is unproven.
Fuel supply can break the story
In March 2026 more than 200 factories were reported shut over a propane shortage. A cluster this dependent on one fuel is a risk as well as a draw; check what the seller's neighbours are doing.
Water links are listed, not proven
SAUNI Link-1 starts at Machhu-2 dam, and the state describes a Narmada canal network that is largely built. Neither source says which Morbi villages receive water, so ask for the command-area status of the parcel.
Land for the ceramics park is already taken
The state acquired 425 hectares at Paneli. Land beside that boundary may be sold on its promise, and the park's timeline was reported as unclear. This desk reads it as optionality.
A market that rewards paperwork
Farmer status, NA permission, the fragmentation limit and the Disturbed Areas check are all parcel-specific. A buyer who documents each one is better placed than one relying on a broker summary.
Confirm farmer status, NA permission and Disturbed Areas status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Morbi
Read these before shortlisting in Morbi specifically.
Farmer-status bar (section 63)
A non-agriculturist cannot buy farmland, and the state's reform proposal had not been enacted by October 2026 on our searches. Ask a lawyer to read the seller's title and the buyer's eligibility together.
NA premium and zoning
NA permission carries a reported premium of about 35% to 40% of land value and a deemed-grant clock of three months. Obtain the order, not a promise.
Single-industry dependence
The cluster relies on propane and natural gas, and more than 200 factories were reported shut in March 2026. A slump can hit demand for adjacent land.
Brackish groundwater
The CGWB booklet reports brackish to saline groundwater at depth in Wankaner and a poor aquifer in the Malia and Morvi alluvium. Check borewell yield and quality before assuming irrigation.
Disturbed Areas check
Transfers inside a notified area need the Collector's sanction. We obtained no list and nothing specific to Morbi, so the check is the buyer's to make.
Announced is not delivered
The Paneli ceramics park had conflicting opening dates in 2023 and we found no status report. SAUNI Link-1 status is unstated. Price on today's roads and water.
No sourced price series
We use no listing-site prices for Morbi and no district jantri schedule was found. Collect registered comparables before negotiating.
Who to contact
Local revenue, planning & forest offices
Mutation and revenue-record matters go through the Mamlatdar of the relevant taluka (Morbi, Maliya, Tankara, Wankaner, Halvad); the Morbi district portal lists the talukas and the Collector's office at Morbi. Farmer-status clearance, NA permission and the tenure permissions under sections 43 and 63 go to the Collector, with the Prant (sub-division) office handling cases that the Collector delegates; we did not find a Morbi-specific list of Prant offices. Sale-deed registration is handled by the local Sub-Registrar through gARVI (gARVI portal, which did not open for us), and records are on AnyROR (also not opened). Town planning for any urban development authority area falls under the Gujarat Town Planning and Urban Development Act, 1976 (India Code, not opened). Check each portal directly; we give no phone numbers or officials' names.
COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Morbi.

What does farmland cost in Morbi?
We publish no per-vigha or per-acre band for Morbi. No registered-deal series or district jantri schedule was found, and listing-site asking prices could not be traced to registered sales. The state doubled its jantri from 15 April 2023 (DeshGujarat, February 2023), but that is a state-wide fact, not a Morbi rate.
02 of 04
Who can buy farmland in Morbi?
Section 63 of the Gujarat Tenancy and Agricultural Lands Act bars transfers to a non-agriculturist, meaning someone who does not cultivate land personally. Industrial buyers are dealt with under section 63AA, and a 2020 Bill priced that route at 25% to 100% of jantri by holding period; we have seen the Bill, not the enacted text. Ask the Collector.
03 of 04
What stamp duty applies to land in Morbi?
The CAG's audit of the year ended 31 March 2018 records 4.9% on conveyance in Gujarat. We found no government page for the current rate, the registration fee on land deeds or a concession for women, so confirm all three with the Sub-Registrar.
04 of 04
Which projects affect Morbi?
The state acquired 425 hectares at Paneli for a ceramics park (ThePrint, December 2023), with opening dates reported as conflicting, and SAUNI Link-1 starts at Machhu-2 dam in Morbi district. We found no later status report for either, so treat both as unconfirmed.
