Vadodara — land purchase legal rules
Agricultural land in Gujarat can generally be bought only by an agriculturist, and farmer status is checked before a sale entry is certified. The other main checks are tenure (old or new), NA permission, the fragmentation limit and whether the area is notified under the Disturbed Areas Act.
Who can buy agricultural land? Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed “Transfers to non-agriculturist barred”, and section 2(2) defines an agriculturist as a person who cultivates land personally. A commentary on the Supreme Court appeal Vinodchandra Sakarlal Kapadia v State of Gujarat (Civil Appeal 2573 of 2020) reports that the Gujarat High Court read section 63 to bar a transfer by an agriculturist to a non-agriculturist without the Collector’s permission, including by will (Mondaq, April 2021). Farmer status is checked from revenue records back to a cut-off of 6 April 1995, under Revenue Department circulars of 13 September 2024, and a self-declaration form goes with a sale entry or an NA application (SCC Online, September 2024). We read section 63 through these summaries, not its full text; confirm with a Gujarat revenue lawyer.
Will non-farmers be allowed to buy? A committee chaired by C. L. Meena studied the tenancy laws and its suggestions on non-farmer purchase were being assessed in November 2024, with no decision announced (Gujarat Samachar, November 2024; Gujarat Samachar, November 2024). We found no enacted change by October 2026, so the section 63 rule above is the one to plan on.
Ceiling limits: the Gujarat Agricultural Lands Ceiling Act, 1960 (Gujarat Act 27 of 1961, amendments compiled by PRS Legislative Research) bars a person from holding land above the ceiling area. Land of a spouse and minor children is grouped with the holder, a family of more than five may hold one-fifth of the ceiling area for each extra member up to twice the ceiling, and each major son counts as a separate person; in desert, hill and drought-prone areas the dry-crop ceiling is raised by 12.5% but cannot pass 21.85 hectares (54 acres). These points come from a legal-database copy of the Act that we do not link, because the India Code page did not open here; the class-wise acreage in Schedule I was not in the text we read, so we show no per-class figure.
Tenure, premium and NA permission: section 43 of the Tenancy Act is headed “Restriction on transfers of land purchased or sold under this Act”, which is the basis of what the press calls new tenure land, and the Collector’s office grants permission and collects a premium under it (Surat Collectorate). A government notification of 8 February 2024 lets a tenant who has farmed land for more than 15 years move it from new tenure to old tenure without a conversion fee, but the premium for NA use is still payable (LiveLaw, April 2025). NA (non-agricultural) permission is granted under section 65 of the Gujarat Land Revenue Code, 1879, and is deemed granted if the Collector does not decide within three months (same source); applications have been online since a December 2018 circular (SCC Online, September 2024). Press reports put the NA premium at about 35 to 40 per cent of land value (Gujarat Samachar, March 2024); we found no official schedule. The 2008 resolution on NA procedure also lists distance limits from railways, airports and Air Force installations (900 m) and from the sea high-tide line (500 m) (Revenue Department resolution, July 2008), which later circulars may have changed.
Fragmentation (tukda) limit: the Assembly passed the Gujarat Prevention of Fragmentation and Consolidation of Holdings (Amendment) Bill on 11 September 2026. As reported, it sets a uniform standard area of 10 gunthas (1,012 sq m) for rural land under a new section 5(4), leaves out municipal and urban development authority areas, and regularises violations from 1948 to 31 March 2026 without penalty; before this, buyers paid 10% of jantri value (DeshGujarat, September 2026). We did not see the Act text or any filing deadline.
Industrial and institutional exceptions: sections 63AA and 63AAA allow land bought for industrial, education or health use to be resold on payment of a share of jantri value that falls with the holding period, from 100% at three to five years to 25% beyond ten years (Gujarat Bill 23 of 2020, PRS Legislative Research). We have the Bill, not the enacted Act. A charity that bought in breach before 30 June 2015 may apply for conversion within a period the State notifies (Gujarat Bill 1 of 2024, PRS Legislative Research).
Disturbed Areas Act, 1991: where the State has notified an area under section 3, a transfer of land or buildings there needs the Collector’s prior sanction after an inquiry into free consent and fair value, and a transfer without it is void under section 5; contravention carries imprisonment of three to five years under section 6D (Gujarat Act 12 of 1991, PRS Legislative Research). A 2026 amendment renames these “specified areas”, adds a Monitoring and Advisory Committee and extends the Collector’s checks (Bill 18 of 2026; DeshGujarat, March 2026); the government notified the amendment in July 2026, with the effective date to be notified separately (DeshGujarat, July 2026). As a due-diligence step, ask the Collector or Sub-Registrar whether the survey number lies in a notified area; we hold no list of notified areas.
Land Grabbing Act, 2020 and tribal land: the Gujarat Land Grabbing (Prohibition) Act, 2020 works through district committees, and in December 2024 a Gujarat High Court bench issued guidelines for those committees (LiveLaw, December 2024). Land held by Scheduled Tribe occupants is separately restricted under section 73AA of the Land Revenue Code, which the 2020 Bill cross-refers to (PRS Legislative Research); we did not open the Code, so check the occupant’s status in the 7/12.
NRI & OCI buyers: regulation 3 of the Foreign Exchange Management (Acquisition and Transfer of Immovable Property in India) Regulations, 2018 lets NRIs and OCIs buy land other than agricultural land, a farm house or plantation property (Reserve Bank of India, 2018 regulations). Residential and commercial land is open to them. The same section 63 rule applies to a resident non-farmer.

Vadodara — district-specific notes
The Gujarat state page applies to Vadodara in full. The notes below are specific to this district. Law was read from Act headings on India Code and PRS, a Ministry of Panchayati Raj page, a summary of section 73AA and news reports; the Revenue Department, AnyROR and gARVI portals did not open for us, and the Vadodara district portal pages that opened carry no land-law content.
⚠ Farmer status decides who can buy agricultural land. Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed "Transfers to non-agriculturist barred" (India Code), and farmer verification runs through revenue records to 6 April 1995 (SCC Online, September 2024). Around a large city a parcel marketed as "zone changed" or "NA done" still has to clear this rule at the point of sale, so ask for the seller's farmer certificate or the NA order, not a broker's summary.
⚠ Part of the old Vadodara district is Scheduled Area. The Ministry of Panchayati Raj lists Vadodara (spelled "Vadodra") as partially covered by the Fifth Schedule and does not name the talukas (Ministry of Panchayati Raj, page updated February 2023). A summary of section 73AA of the Gujarat Land Revenue Code says a Scheduled Tribe holder cannot transfer occupancy rights without the Collector's previous sanction, and that a transfer in breach is void (Supreme Today, undated). We have not seen the Code text. Ask the Collector whether the village is in a Scheduled Area before buying from a tribal owner.
⚠ Zoning is parcel-specific near the city. Zoning and town planning schemes run under the Gujarat Town Planning and Urban Development Act, 1976 (Act text, not opened), and the fragmentation amendment reported as passed on 11 September 2026 sets a 10-guntha (1,012 sq m) standard area for rural land while excluding urban-development-authority areas (DeshGujarat, September 2026). We opened no development authority page for Vadodara, so ask which side of any authority boundary the village falls on and get the zone in writing.
⚠ Corridor and rail land is acquired by notice. The Mumbai-Ahmedabad high-speed rail land was reported fully acquired (Business Today, August 2026), and a Vadodara-Ratlam third and fourth line was started in September 2026 (Indian Infrastructure, September 2026); we found no acquisition notice for a Vadodara survey number. Check the Gazette and the Collectorate for any survey number beside a corridor.
⚠ The Disturbed Areas Act, 1991 lets the State notify areas where a transfer needs the Collector's prior sanction, with the transfer void without it (Disturbed Areas Act (PRS copy)). A 2026 amendment renames them "specified areas" and was notified in July 2026, with the effective date to be notified separately (DeshGujarat, July 2026). We obtained no list of notified areas, so ask the Collector or Sub-Registrar whether the survey number falls in one.

District overview
Vadodara — a city district with an expressway, three rail projects and an older farm belt
Vadodara city lies on the Vishwamitri river, 139 km from Gandhinagar, on the Delhi-Mumbai rail line and national highway (Vadodara district portal). The same portal page puts it 112 km from Ahmedabad and 420 km from Mumbai, with buses to Ahmedabad every 15 minutes taking about two hours (Vadodara district portal); the page is undated. The district was larger in the CGWB booklet: 7,548.50 sq km and 12 talukas, several of which now form Chhota Udepur district (CGWB booklet). We found no current area or population for the present district.
We publish no per-acre or per-vigha price band for Vadodara. No registered-deal series or district jantri schedule could be opened, and Gujarat's jantri was reported doubled from 15 April 2023 with a revised draft still pending in November 2024 (DeshGujarat, February 2023; The Secretariat, November 2024). Collect registered comparables from the same village before negotiating.
The farm belt has black and alluvial soils between the Narmada on the north-west boundary and the Mahi on the south. Rainfall at the Baroda IMD station is 922.7 mm a year, and wells supply about 95% of irrigation. In the 2002 assessment Vadodara taluka was over-exploited at 103.10% groundwater development, with Karjan (85.37%) and Shinor (79.96%) semi-critical (CGWB booklet); the data are old.

The Comptroller and Auditor General's audit for the year ended 31 March 2018 states stamp duty on a conveyance deed at 4.9% of the greater of consideration and market value, and gives no registration-fee rate for conveyances (CAG, Report 3 of 2019). Jantri rates were reported doubled from 15 April 2023 after about twelve years (DeshGujarat, February 2023), and a revised draft was reported pending in November 2024 (The Secretariat, November 2024). Registration runs through gARVI 2.0 across 294 Sub-Registrar offices (Inspector General of Registration summary); we could not open the portal (gARVI), so we quote no women's concession and no Vadodara guideline value. Ask the Sub-Registrar for the duty, fee and jantri on your survey number.

The expressway belt
Packages 1-3 open since Feb 2024; Vadodara–Navsari open Jan 2026
DeshGujarat reported that packages 1 to 3, running from Vadodara towards Bharuch, have been operational since February 2024 and that the whole Vadodara-Navsari stretch was open by 12 January 2026, light vehicles only and with toll collection not started (DeshGujarat, January 2026). In October 2025 package 30, Kalol Interchange to Pratapnagar (21.5 km), was 98% complete, with Pratapnagar described as in Vadodara district (DeshGujarat, October 2025). The reports do not list interchange villages.
Check: where the nearest interchange is, and whether the access road to the parcel is a public road in the revenue record.
Ring road and the city edge
Ring road: Rs 1,500 crore, progressing (Apr 2026)
DeshGujarat's March 2026 roundup says the Rs 1,500 crore Vadodara Ring Road project is progressing, and carries a headline about a Rs 225 crore bridge over the Narmada to improve Vadodara-Bharuch connectivity; we did not open that second article (DeshGujarat, April 2026). The alignment is not given.
Check: whether any survey number sits on the ring road alignment, and ask the Collectorate for the notified plan.
Karjan and Dabhoi: rail projects
Foundation stones laid 8 Sep 2026
Indian Infrastructure reported foundation stones on 8 September 2026 for the 37 km Miyagam Karjan-Choranda-Malsar gauge conversion (Rs 4.5 billion) and the 33 km Vishwamitri-Dabhoi doubling (Rs 3.94 billion), alongside the 259 km Vadodara-Ratlam third and fourth lines (Rs 88.85 billion) (Indian Infrastructure, September 2026). No completion dates were given.
Check: whether the village is on or near the line and whether any acquisition notice has been issued.
Asking prices
No sourced price series
Listing-site asking prices for Vadodara could not be traced to registered deals, so none are shown. Jantri is the only official reference and it is a registration floor, not what a seller will accept.
Check: registered sale deeds in the same village before negotiating.
Units: guntha and vigha
A guntha is about 101 sq m or 1,089 sq ft and 40 gunthas make an acre; the fragmentation amendment uses 10 gunthas as 1,012 sq m (DeshGujarat, September 2026). The vigha varies by region and we found no official conversion, so convert any quote to gunthas or acres and confirm the share of the survey number being sold with the talati.
Connectivity
How Vadodara connects — road, rail and air
Distances come from an undated district portal page and are road figures to Ahmedabad and Mumbai. Drive times to the villages are not given because no source was found.
By road
By air
By rail
Highway and rail facts come from DeshGujarat, January 2026, DeshGujarat, April 2026 and Indian Infrastructure, September 2026. The practical question is the last leg from the highway to the parcel; ask for the access road in the revenue record. Statewide rules for buyers are in the Gujarat agricultural land rules.

Agriculture & terrain
Soil, crops & water in Vadodara
A black and alluvial soil belt between the Narmada and the Mahi, irrigated almost entirely from wells, with the city taluka already over-exploited in the older assessment.
🌾 Soils and crops
The CGWB booklet names alluvial, black and hilly soils, and lists paddy, wheat, jowar, bajra, maize, pulses, sugarcane, cotton, groundnut and castor as the main crops. Gross cropped area was 5,64,043 ha, of which 4,75,520 ha was kharif, but the booklet covers the older 12-taluka district and gives no area by crop (CGWB booklet). Village-level soil data: Soil Health Card portal (not opened for this page).

- Cotton
- Sugarcane
🌊 Rivers
The Narmada flows along the north-western boundary and the Mahi along the south; the booklet lists the Dhadhar basin (Jambuva, Surya, Viswamitre, Dhadhar), the Mahi basin (Mesari, Goma, Karad) and the Narmada basin (Unch, Heran, Dev, Orsang, Karjan, Aswan, Bhukhi) (CGWB booklet). We found no sourced flood record, so ask the seller about low-lying parcels near these channels.

🌧️ Rainfall
The CGWB booklet gives 922.7 mm a year at the Baroda IMD station, of which the June to September months account for about 871 mm on our sum of its monthly values (CGWB booklet). The station is in the city and the data are dated.
- 922.7 mm a year

💧 Water & groundwater
In 2002 the booklet put groundwater development at 103.10% in Vadodara taluka (over-exploited), 85.37% in Karjan and 79.96% in Shinor (semi-critical), and 68.78% in Padra, 68.74% in Dabhoi, 52.65% in Savli and 23.01% in Vaghodiya (safe); it gives a district total of 67.59%, though elsewhere it quotes 53.50%. Wells supplied about 95% of the 2,35,860 ha irrigated, and canals only 4,818 ha gross (CGWB booklet). The 2024 CGWB assessment for Gujarat reports 22 over-exploited units statewide but, in the report we read, no district-wise stage, and lists Vadodara among districts with sporadic high conductivity, fluoride and nitrate (CGWB, Gujarat 2024). Test the water and check borewell yield for any parcel.
📐 Measurement units
Gujarat land units: guntha about 1,089 sq ft; 40 gunthas = 1 acre; vigha varies by region with no official conversion found. Convert every quote to gunthas or acres before comparing two offers. Live mandi prices are on Agmarknet (not opened for this page); farm income is modest next to land values near the city, so price a parcel on location and permitted use.

Farmland India view
Why investors look at Vadodara
Five reasoned points, with an honest note that the price evidence is thin and several rail projects have only just started.
An expressway that is already open
The Delhi-Mumbai Expressway is open from Vadodara to Navsari, with light vehicles only and no toll yet. That is real access, but interchange locations are not published in the sources we read.
Three rail projects started in September 2026
A 259 km third and fourth line to Ratlam, a 37 km gauge conversion and a 33 km doubling had foundation stones on 8 September 2026, with no completion dates. They matter most for land near the lines.
A city with a ring road in progress
The Rs 1,500 crore ring road was reported progressing in April 2026, and the high-speed rail station is under construction. The alignment is not public in our sources, so the benefit is survey-number specific.
Groundwater is a real constraint
Vadodara taluka was over-exploited at 103.10% in the 2002 assessment and wells supply about 95% of irrigation. The data are old, so a borewell test matters.
A market that rewards paperwork
Farmer status, tribal-land sanction in the Scheduled Area parts, zoning and acquisition notices decide what a parcel can become. The case rests on location and permitted use, not crop yield.
Confirm farmer status, zone, NA and acquisition status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Vadodara
Read these before shortlisting in Vadodara specifically.
Farmer-status rule
Section 63 bars transfers to non-agriculturists, and a state proposal to let non-farmers buy was under review in November 2024 with nothing enacted that we found. Ask for the seller's farmer evidence and the NA order.
Zone and boundary
Whether land is inside an urban development authority area changes what the fragmentation rule and building permission allow. We opened no authority page for Vadodara, so get the zone and boundary in writing.
Scheduled Area parts
Vadodara is partially covered by the Fifth Schedule and the page does not say which talukas. A transfer by a Scheduled Tribe holder without the Collector's sanction is reported to be void.
Acquisition notices
Rail, expressway and ring road works use survey-number notices. Search the Gazette for the survey number before paying a deposit.
Groundwater
Vadodara taluka was over-exploited in 2002 and the 2024 CGWB assessment lists Vadodara for sporadic quality issues. Check borewell depth, yield and water quality.
Disturbed Areas Act checks
Where a survey number lies in a notified area, the Collector's sanction is required and a transfer without it is void. We have no list, so ask the Collector or Sub-Registrar.
Announced is not delivered
The ring road has no completion date, the eight-lane widening is only proposed, and the new rail lines have no completion dates. Price on today's roads.
No sourced price series
We use no listing-site prices for Vadodara, and jantri is only a floor. Collect registered comparables before negotiating.
Who to contact
Local revenue & planning offices
Mutation and revenue-record matters go through the Mamlatdar of the taluka and the talati of the village, with the Prant officer (sub-divisional officer) above them and the District Collector at the top; the Vadodara district portal (Vadodara district portal) did not give a taluka list, so check the current taluka of any village. Zoning and building permission go through the local planning authority under the Gujarat Town Planning and Urban Development Act, 1976 (Act text, not opened); we opened no authority page for Vadodara. NA permission is applied for to the Collector, and acquisition notices appear in the Gazette. Sale-deed registration is handled by the Sub-Registrar office for the village, and land records are on AnyROR with registration on gARVI. We could not open the Revenue Department, AnyROR and gARVI portals, so check them directly.

What does agricultural land cost in Vadodara?
We publish no per-vigha or per-acre band for Vadodara because listing-site asking prices could not be traced to registered deals and no district jantri schedule could be opened. Gujarat's jantri was reported doubled from 15 April 2023 (DeshGujarat, February 2023), and jantri is a registration floor, not a market price. Collect registered comparables from the same village.
02 of 04
Who can buy farmland in Vadodara?
Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 bars transfers to non-agriculturists, so a non-farmer needs the route the law allows. Vadodara is listed as partially covered by the Fifth Schedule (Ministry of Panchayati Raj, February 2023) without naming talukas, and section 73AA of the Land Revenue Code is reported to require the Collector's sanction for transfers by Scheduled Tribe holders. Ask the Collector whether the village is a Scheduled Area.
03 of 04
What stamp duty applies to land in Vadodara?
The CAG audit for the year ended 31 March 2018 states 4.9% on a conveyance deed (CAG, Report 3 of 2019). We found no current schedule and no registration-fee rate for land deeds, so confirm both with the Sub-Registrar.
04 of 04
Which infrastructure affects Vadodara?
The Delhi-Mumbai Expressway is open from Vadodara to Navsari for light vehicles (DeshGujarat, January 2026). The Rs 1,500 crore ring road was reported progressing in April 2026, an eight-lane widening of the Ahmedabad-Vadodara Expressway is proposed, and foundation stones were laid on 8 September 2026 for the 259 km Vadodara-Ratlam lines, a 37 km gauge conversion and a 33 km doubling at Dabhoi.
