Devbhumi Dwarka — land purchase legal rules
Agricultural land in Gujarat can generally be bought only by an agriculturist, and farmer status is checked before a sale entry is certified. The other main checks are tenure (old or new), NA permission, the fragmentation limit and whether the area is notified under the Disturbed Areas Act.
Who can buy agricultural land? Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed “Transfers to non-agriculturist barred”, and section 2(2) defines an agriculturist as a person who cultivates land personally. A commentary on the Supreme Court appeal Vinodchandra Sakarlal Kapadia v State of Gujarat (Civil Appeal 2573 of 2020) reports that the Gujarat High Court read section 63 to bar a transfer by an agriculturist to a non-agriculturist without the Collector’s permission, including by will (Mondaq, April 2021). Farmer status is checked from revenue records back to a cut-off of 6 April 1995, under Revenue Department circulars of 13 September 2024, and a self-declaration form goes with a sale entry or an NA application (SCC Online, September 2024). We read section 63 through these summaries, not its full text; confirm with a Gujarat revenue lawyer.
Will non-farmers be allowed to buy? A committee chaired by C. L. Meena studied the tenancy laws and its suggestions on non-farmer purchase were being assessed in November 2024, with no decision announced (Gujarat Samachar, November 2024; Gujarat Samachar, November 2024). We found no enacted change by October 2026, so the section 63 rule above is the one to plan on.
Ceiling limits: the Gujarat Agricultural Lands Ceiling Act, 1960 (Gujarat Act 27 of 1961, amendments compiled by PRS Legislative Research) bars a person from holding land above the ceiling area. Land of a spouse and minor children is grouped with the holder, a family of more than five may hold one-fifth of the ceiling area for each extra member up to twice the ceiling, and each major son counts as a separate person; in desert, hill and drought-prone areas the dry-crop ceiling is raised by 12.5% but cannot pass 21.85 hectares (54 acres). These points come from a legal-database copy of the Act that we do not link, because the India Code page did not open here; the class-wise acreage in Schedule I was not in the text we read, so we show no per-class figure.
Tenure, premium and NA permission: section 43 of the Tenancy Act is headed “Restriction on transfers of land purchased or sold under this Act”, which is the basis of what the press calls new tenure land, and the Collector’s office grants permission and collects a premium under it (Surat Collectorate). A government notification of 8 February 2024 lets a tenant who has farmed land for more than 15 years move it from new tenure to old tenure without a conversion fee, but the premium for NA use is still payable (LiveLaw, April 2025). NA (non-agricultural) permission is granted under section 65 of the Gujarat Land Revenue Code, 1879, and is deemed granted if the Collector does not decide within three months (same source); applications have been online since a December 2018 circular (SCC Online, September 2024). Press reports put the NA premium at about 35 to 40 per cent of land value (Gujarat Samachar, March 2024); we found no official schedule. The 2008 resolution on NA procedure also lists distance limits from railways, airports and Air Force installations (900 m) and from the sea high-tide line (500 m) (Revenue Department resolution, July 2008), which later circulars may have changed.
Fragmentation (tukda) limit: the Assembly passed the Gujarat Prevention of Fragmentation and Consolidation of Holdings (Amendment) Bill on 11 September 2026. As reported, it sets a uniform standard area of 10 gunthas (1,012 sq m) for rural land under a new section 5(4), leaves out municipal and urban development authority areas, and regularises violations from 1948 to 31 March 2026 without penalty; before this, buyers paid 10% of jantri value (DeshGujarat, September 2026). We did not see the Act text or any filing deadline.
Industrial and institutional exceptions: sections 63AA and 63AAA allow land bought for industrial, education or health use to be resold on payment of a share of jantri value that falls with the holding period, from 100% at three to five years to 25% beyond ten years (Gujarat Bill 23 of 2020, PRS Legislative Research). We have the Bill, not the enacted Act. A charity that bought in breach before 30 June 2015 may apply for conversion within a period the State notifies (Gujarat Bill 1 of 2024, PRS Legislative Research).
Disturbed Areas Act, 1991: where the State has notified an area under section 3, a transfer of land or buildings there needs the Collector’s prior sanction after an inquiry into free consent and fair value, and a transfer without it is void under section 5; contravention carries imprisonment of three to five years under section 6D (Gujarat Act 12 of 1991, PRS Legislative Research). A 2026 amendment renames these “specified areas”, adds a Monitoring and Advisory Committee and extends the Collector’s checks (Bill 18 of 2026; DeshGujarat, March 2026); the government notified the amendment in July 2026, with the effective date to be notified separately (DeshGujarat, July 2026). As a due-diligence step, ask the Collector or Sub-Registrar whether the survey number lies in a notified area; we hold no list of notified areas.
Land Grabbing Act, 2020 and tribal land: the Gujarat Land Grabbing (Prohibition) Act, 2020 works through district committees, and in December 2024 a Gujarat High Court bench issued guidelines for those committees (LiveLaw, December 2024). Land held by Scheduled Tribe occupants is separately restricted under section 73AA of the Land Revenue Code, which the 2020 Bill cross-refers to (PRS Legislative Research); we did not open the Code, so check the occupant’s status in the 7/12.
NRI & OCI buyers: regulation 3 of the Foreign Exchange Management (Acquisition and Transfer of Immovable Property in India) Regulations, 2018 lets NRIs and OCIs buy land other than agricultural land, a farm house or plantation property (Reserve Bank of India, 2018 regulations). Residential and commercial land is open to them. The same section 63 rule applies to a resident non-farmer.

Devbhumi Dwarka — district-specific notes
The Gujarat state page applies to Devbhumi Dwarka in full. The notes below are specific to this coastal district and are not repeated from the state page. The Revenue Department sites and the CGWB aquifer report for this district refused automated fetches; where text was not seen, the note says so.
⚠ Much of the district is coastal, and the Coastal Regulation Zone Notification 2019 applies. LiveLaw reported that it sets a 50 m no-development zone from the high tide line in densely populated rural areas (2,161 persons per sq km or more), keeps 200 m elsewhere in rural areas, and gives islands near the mainland a 20 m zone (LiveLaw, January 2019). Which category a given village falls in depends on the approved coastal zone management plan, and we did not find that plan for this district. Ask the state coastal authority for the survey number's CRZ classification in writing.
⚠ Bet Dwarka has been the subject of large clearance drives. The Gujarat High Court rejected the petitions against the demolitions in February 2025; the state said the land was government or gauchar land and that about 121,746 sq m, valued at roughly ₹62.73 crore, had been cleared (DeshGujarat, February 2025; these are the government's stated figures). A tracker reports different totals for the same drive (Land Conflict Watch, June 2025). For any parcel on the island, ask the Mamlatdar whether the survey number is private, government or gauchar land, and treat unsupported title papers as a stop sign.
⚠ We found no published rule on land purchase specific to the district's border or coastal location, beyond the CRZ and the state laws. Farmer-status (section 63 of the Tenancy Act), non-agricultural permission and the fragmentation limit are state-wide; see the full Gujarat land buying guide. Land inside the Dwarka–Okha Urban Development Authority area, 10,721 hectares, falls under development plans made under the Gujarat Town Planning and Urban Development Act, 1976 (DeshGujarat, March 2024; Act text, not opened), so ask the authority for the parcel's zone.
⚠ The Disturbed Areas Act and its 2026 amendment apply by notification, and we obtained no list of notified areas (DeshGujarat, July 2026). Ask the Collector or the Sub-Registrar whether the survey number falls in one.

District overview
Devbhumi Dwarka — a pilgrimage and coastal district, carved from Jamnagar in 2013
Devbhumi Dwarka was formed on 15 August 2013 from Jamnagar, with its headquarters at Khambhalia, on the southern side of the Gulf of Kutch (Gujarat NRI Division). It covers 4,051 sq km and had 7,52,484 people in the 2011 Census, about a third of them urban; the Arabian Sea, Jamnagar and Porbandar are its boundaries (district portal, October 2026). It has four talukas, Dwarka, Bhanvad, Kalyanpur and Khambhalia.
We publish no per-acre price band for Devbhumi Dwarka. No district or village jantri schedule was obtained and no news report gave a registered rate. The only valuation in the sources is the government's own figure for cleared Bet Dwarka land, ₹62.73 crore for about 121,746 sq m (DeshGujarat, February 2025), which is an enforcement valuation and not a market price. Statewide, jantri doubled from 15 April 2023 (DeshGujarat, February 2023).
Farming is dry-land groundnut and cotton country. The ICAR-CRIDA plan shows groundnut on 109,300 hectares and cotton on 54,400 from a net sown area of 238,400, with normal rainfall of 921 mm (ICAR-CRIDA plan). Down To Earth reported in September 2026 that Dwarka taluka had received 15 mm against a normal 657 mm and that district reservoirs held 0.8% (Down To Earth, September 2026). Water, not roads, is the first constraint on farm use.

Stamp duty is paid on the higher of the deal value and the jantri value; we did not open an official schedule to confirm that rule. The 4.9% rate for conveyance comes from the Comptroller and Auditor General's audit of 2017-18 (CAG Report 3 of 2019), so ask the Sub-Registrar for the rate in force. DeshGujarat reported that jantri rates doubled from 15 April 2023 (DeshGujarat, February 2023), and The Secretariat reported a revised draft pending in November 2024 (The Secretariat, November 2024). We found no registration-fee percentage or women's concession in any official source, so we quote neither. Registration runs on gARVI 2.0 (IGR summary); the portal itself did not open.
Know the belt
What is moving prices in Devbhumi Dwarka
Official references are thin: a statewide jantri change, a government valuation of cleared island land and a new planning authority. No listing-site prices are used.
Bet Dwarka clearance
₹62.73 crore for ~121,746 sq m (government figure)
The state told the High Court it had cleared about 121,746 sq m of government land valued at roughly ₹62.73 crore, and the court rejected the petitions in February 2025 (DeshGujarat, February 2025). The valuation is the state's, covers land that was not for sale and is not a market rate.
Check: the survey number's status as private, government or gauchar land in the revenue record.
Dwarka–Okha planning area
10,721 hectares notified 7 Mar 2024
The authority covers the Dwarka and Okha municipalities and the gram panchayats of Bet Dwarka, Shivrajpur, Arambhada, Surajkaradi and Varvala (DeshGujarat, March 2024). Land inside it will be planned and zoned, which can cap or open uses.
Check: the draft development plan and the parcel's zone with the authority.
Shivrajpur beach
Blue Flag certified (Dec 2025)
IANS reported that the beach, developed by the state tourism corporation at ₹130 crore, is the state's first Blue Flag beach, and that the authority is preparing a tourism plan for Dwarka, Bet Dwarka and Shivrajpur (IANS, December 2025). Coastal land nearby also sits under the CRZ.
Check: CRZ classification before any stay or resort use.
Asking prices
No sourced price series
Listing-site asking prices could not be traced to registered deals, so none are shown. The jantri value is the only official reference and it is a floor for registration, not what a seller will accept.
Check: registered sale deeds in the same village before negotiating.
Units: guntha and vigha
Gujarat farmland is quoted in gunthas (about 101 sq m, 1,089 sq ft), with 40 gunthas to the acre, and in vigha, which varies by region and has no official conversion we could find. Convert every quote to acres or gunthas using the area printed on the 7/12 extract, and ask the Mamlatdar's office for the local vigha if a seller uses it.

Agriculture & terrain
Soil, crops & water in Devbhumi Dwarka
A dry-land groundnut and cotton district on black and coastal alluvial soils, with saline groundwater, sea-water intrusion and a 2026 rainfall shortfall.
🌾 Black-soil groundnut and cotton belt
The ICAR-CRIDA plan (data 2005-14) puts shallow black soil at 39.6% of the area and medium black at 17.7%, with groundnut on 109,300 hectares, cotton on 54,400, wheat on 17,600 and pulses on 12,900, a net sown area of 238,400 hectares and cropping intensity of 106% (ICAR-CRIDA plan). The plan mixes some Jamnagar data into its Devbhumi Dwarka tables, so treat the figures as indicative.
- Groundnut
- Cotton
- Wheat
- Pulses
- Castor
🌊 Coastal alluvium and salinity
Coastal alluvial soil covers 26.6% of the area and the plan records saline groundwater with higher TDS and sea-water intrusion in coastal aquifers (ICAR-CRIDA plan). The district's own CGWB aquifer report did not open (CGWB, not opened), so test water quality at the parcel.
- Coastal alluvial
- Salinity
- Sea-water intrusion
🪨 Red soil and hills
Red soil covers 14.1% of the area and hill soils 2.0% in the same plan (ICAR-CRIDA plan). The portal lists bauxite and limestone among district minerals (district portal), so check mining leases on any rocky parcel.
- Red soil
- Bauxite
- Limestone
💧 Water & rainfall
The plan gives normal rainfall of 921 mm over 30 rainy days; the district portal's rainfall entry is not clearly labelled, so we do not use it. Down To Earth reported that Dwarka taluka received 15 mm against a normal 657 mm by early September 2026 and that district reservoirs were at 0.8% (Down To Earth, September 2026). The plan counts 20,390 hectares irrigated by 2,825 bore wells (57%), 6,150 by canals and 5,800 by open wells. SAUNI links serve Saurashtra (MoJS SAUNI report), and Gujarat's statewide groundwater assessment has no district-wise stage (CGWB, Gujarat 2024). Check borewell yield and water quality before assuming irrigation.
📐 Measurement units
Gujarat units: guntha = 1,089 sq ft; 40 gunthas = 1 acre; vigha varies by region and has no official conversion we could find. Convert every quote to gunthas or acres before comparing two offers. Crop income is modest next to coastal and pilgrimage-edge land values, so price a parcel on legal status and permitted use, not on groundnut yield.

Why investors look at Devbhumi Dwarka
Five reasoned points, with an honest note that price evidence is missing and some catalysts are pending or uncertain.
A pilgrimage town with a planning authority
Dwarka and Okha now sit under a 10,721 hectare development authority notified in March 2024, with a tourism plan in preparation. Zoning will matter more than road distance.
Access to Bet Dwarka has changed
The Sudarshan Setu has been open since February 2024. The island's land status is a separate question after the 2025 clearance drives.
Rail doubling approved, not built
The 141 km Okha–Kanalus doubling was approved in November 2025 with no completion date reported. Price on today's line.
A coast that comes with a rulebook
CRZ classification, island rules and the authority's zoning decide use. A buyer who documents each one is better placed than one relying on a broker summary.
No sourced price series, and a dry year
We use no listing-site prices and hold no jantri schedule. September 2026 reports show a severe rain shortfall, so farm use carries water risk.
Confirm title, sanction and zoning status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Devbhumi Dwarka
Read these before shortlisting in Devbhumi Dwarka specifically.
Coastal Regulation Zone
The 2019 CRZ notification sets 50 m or 200 m no-development zones from the high tide line, depending on category, and 20 m for islands near the coast. We did not find the district's approved zone plan. Ask for the CRZ classification in writing.
Government and gauchar land on Bet Dwarka
The state cleared about 121,746 sq m of what it called government land in 2024-25 and the High Court rejected the petitions. Confirm in the record that the survey number is private land before any payment.
Water and drought
Dwarka taluka had 15 mm against a normal 657 mm by early September 2026 and reservoirs held 0.8%. Groundwater in coastal aquifers is saline in places. Test water quality and yield.
Planning authority zoning
Land inside the 10,721 hectare authority area will be zoned under a development plan we could not find. Ask for the draft before assuming a farmhouse or resort use.
Announced is not delivered
The Okha–Kanalus doubling has no completion date, and the planned airport is being re-sited with no new location named. Price on today's fundamentals.
Border and coastal purchase rules
We found no published purchase rule specific to the district beyond the CRZ and state laws. Ask the Collector whether any security or coastal restriction applies to the survey number.
No sourced price series
We use no listing-site prices for Devbhumi Dwarka and hold no jantri schedule. Collect registered comparables before negotiating.
Who to contact
Local revenue, planning & forest offices
Mutation and revenue-record matters go through the Mamlatdar of the relevant taluka (Dwarka, Bhanvad, Kalyanpur or Khambhalia), and the district has two prants, Dwarka and Khambhaliya, with the Collector at the headquarters in Khambhalia (Gujarat NRI Division; district portal). Zoning inside the notified area is a matter for the Dwarka–Okha Urban Development Authority, and CRZ classification for the state coastal zone management authority. Sale-deed registration is handled by the local Sub-Registrar, and records are on AnyROR. The district portal home page, AnyROR and gARVI (gARVI) refused automated fetches, so check them directly.

What does land cost in Devbhumi Dwarka?
We publish no per-acre band for Devbhumi Dwarka. No district or village jantri schedule was obtained and listing-site asking prices could not be traced to registered deals. The only valuation in our sources is the state's own figure of about ₹62.73 crore for roughly 121,746 sq m of cleared Bet Dwarka government land (DeshGujarat, February 2025), which is not a market price. Jantri rates doubled statewide from 15 April 2023.
02 of 04
Does the Coastal Regulation Zone affect land in Devbhumi Dwarka?
Much of the district is coastal. LiveLaw reported that the 2019 notification sets a 50 m no-development zone from the high tide line in densely populated rural areas, 200 m elsewhere in rural areas and 20 m for islands near the mainland. We did not find the district's approved coastal zone plan, so ask for the survey number's CRZ classification in writing.
03 of 04
What stamp duty applies to land in Devbhumi Dwarka?
The Comptroller and Auditor General's audit for 2017-18 gives stamp duty on conveyance in Gujarat at 4.9% (CAG Report 3 of 2019). We found no registration-fee percentage in an official source, so confirm both with the Sub-Registrar.
04 of 04
Which infrastructure affects Devbhumi Dwarka?
The Sudarshan Setu between Okha and Bet Dwarka opened on 25 February 2024. The Cabinet approved doubling of the 141 km Okha–Kanalus rail line on 26 November 2025 with no completion date reported, and CAPA reported in August 2026 that an alternative site will be sought for the planned Dwarka airport.
