Valsad — land purchase legal rules
Agricultural land in Gujarat can generally be bought only by an agriculturist, and farmer status is checked before a sale entry is certified. The other main checks are tenure (old or new), NA permission, the fragmentation limit and whether the area is notified under the Disturbed Areas Act.
Who can buy agricultural land? Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed “Transfers to non-agriculturist barred”, and section 2(2) defines an agriculturist as a person who cultivates land personally. A commentary on the Supreme Court appeal Vinodchandra Sakarlal Kapadia v State of Gujarat (Civil Appeal 2573 of 2020) reports that the Gujarat High Court read section 63 to bar a transfer by an agriculturist to a non-agriculturist without the Collector’s permission, including by will (Mondaq, April 2021). Farmer status is checked from revenue records back to a cut-off of 6 April 1995, under Revenue Department circulars of 13 September 2024, and a self-declaration form goes with a sale entry or an NA application (SCC Online, September 2024). We read section 63 through these summaries, not its full text; confirm with a Gujarat revenue lawyer.
Will non-farmers be allowed to buy? A committee chaired by C. L. Meena studied the tenancy laws and its suggestions on non-farmer purchase were being assessed in November 2024, with no decision announced (Gujarat Samachar, November 2024; Gujarat Samachar, November 2024). We found no enacted change by October 2026, so the section 63 rule above is the one to plan on.
Ceiling limits: the Gujarat Agricultural Lands Ceiling Act, 1960 (Gujarat Act 27 of 1961, amendments compiled by PRS Legislative Research) bars a person from holding land above the ceiling area. Land of a spouse and minor children is grouped with the holder, a family of more than five may hold one-fifth of the ceiling area for each extra member up to twice the ceiling, and each major son counts as a separate person; in desert, hill and drought-prone areas the dry-crop ceiling is raised by 12.5% but cannot pass 21.85 hectares (54 acres). These points come from a legal-database copy of the Act that we do not link, because the India Code page did not open here; the class-wise acreage in Schedule I was not in the text we read, so we show no per-class figure.
Tenure, premium and NA permission: section 43 of the Tenancy Act is headed “Restriction on transfers of land purchased or sold under this Act”, which is the basis of what the press calls new tenure land, and the Collector’s office grants permission and collects a premium under it (Surat Collectorate). A government notification of 8 February 2024 lets a tenant who has farmed land for more than 15 years move it from new tenure to old tenure without a conversion fee, but the premium for NA use is still payable (LiveLaw, April 2025). NA (non-agricultural) permission is granted under section 65 of the Gujarat Land Revenue Code, 1879, and is deemed granted if the Collector does not decide within three months (same source); applications have been online since a December 2018 circular (SCC Online, September 2024). Press reports put the NA premium at about 35 to 40 per cent of land value (Gujarat Samachar, March 2024); we found no official schedule. The 2008 resolution on NA procedure also lists distance limits from railways, airports and Air Force installations (900 m) and from the sea high-tide line (500 m) (Revenue Department resolution, July 2008), which later circulars may have changed.
Fragmentation (tukda) limit: the Assembly passed the Gujarat Prevention of Fragmentation and Consolidation of Holdings (Amendment) Bill on 11 September 2026. As reported, it sets a uniform standard area of 10 gunthas (1,012 sq m) for rural land under a new section 5(4), leaves out municipal and urban development authority areas, and regularises violations from 1948 to 31 March 2026 without penalty; before this, buyers paid 10% of jantri value (DeshGujarat, September 2026). We did not see the Act text or any filing deadline.
Industrial and institutional exceptions: sections 63AA and 63AAA allow land bought for industrial, education or health use to be resold on payment of a share of jantri value that falls with the holding period, from 100% at three to five years to 25% beyond ten years (Gujarat Bill 23 of 2020, PRS Legislative Research). We have the Bill, not the enacted Act. A charity that bought in breach before 30 June 2015 may apply for conversion within a period the State notifies (Gujarat Bill 1 of 2024, PRS Legislative Research).
Disturbed Areas Act, 1991: where the State has notified an area under section 3, a transfer of land or buildings there needs the Collector’s prior sanction after an inquiry into free consent and fair value, and a transfer without it is void under section 5; contravention carries imprisonment of three to five years under section 6D (Gujarat Act 12 of 1991, PRS Legislative Research). A 2026 amendment renames these “specified areas”, adds a Monitoring and Advisory Committee and extends the Collector’s checks (Bill 18 of 2026; DeshGujarat, March 2026); the government notified the amendment in July 2026, with the effective date to be notified separately (DeshGujarat, July 2026). As a due-diligence step, ask the Collector or Sub-Registrar whether the survey number lies in a notified area; we hold no list of notified areas.
Land Grabbing Act, 2020 and tribal land: the Gujarat Land Grabbing (Prohibition) Act, 2020 works through district committees, and in December 2024 a Gujarat High Court bench issued guidelines for those committees (LiveLaw, December 2024). Land held by Scheduled Tribe occupants is separately restricted under section 73AA of the Land Revenue Code, which the 2020 Bill cross-refers to (PRS Legislative Research); we did not open the Code, so check the occupant’s status in the 7/12.
NRI & OCI buyers: regulation 3 of the Foreign Exchange Management (Acquisition and Transfer of Immovable Property in India) Regulations, 2018 lets NRIs and OCIs buy land other than agricultural land, a farm house or plantation property (Reserve Bank of India, 2018 regulations). Residential and commercial land is open to them. The same section 63 rule applies to a resident non-farmer.

Valsad — district-specific notes
The Gujarat state page applies to Valsad in full. The notes below are specific to this district and are not repeated from the state page. The district NIC about page, Gujarat Tourism pages and the Ministry of Panchayati Raj page opened; the Revenue Department, AnyROR, gARVI and the district website did not, and the notes say where that matters.
⚠ Part of the district is a notified tribal area. The Ministry of Panchayati Raj lists Valsad among the Gujarat districts that are partly covered by the Fifth Schedule, and the page names districts only, not talukas (Ministry of Panchayati Raj). Section 73AA of the Land Revenue Code restricts tribal land; we saw it only as a cross-reference in a Bill (Bill 23 of 2020, PRS) and have not read the text. Ask the Collector or the Prant officer whether the survey number is in a notified area and whether the holder is a tribal.
⚠ Valsad has a coastline: Gujarat Tourism lists Tithal and Nargol beaches and the coastal town of Udvada (Gujarat Tourism). A 2008 Revenue Department resolution lists a 500 m limit from the high-tide line for NA permission, and 900 m limits from railways, airports and Air Force installations (Revenue Department, 2008). It may have been superseded, and we found no Valsad-specific Coastal Regulation Zone map, so ask the Collector for the current position on any coastal parcel.
⚠ Land for the Mumbai–Ahmedabad high-speed rail line was reported fully acquired statewide (Business Today, August 2026), and the expressway Package 8 report says most acquisition and marking is done (DeshGujarat, January 2026). We found no published alignment map for Valsad villages, so ask the Sub-Registrar and the project office whether a survey number is affected.
⚠ Valsad is due one new taluka, approved by the cabinet in September 2025 and not named in the report we read (The Week, September 2025). A village may therefore change Mamlatdar and Sub-Registrar office, so check the present taluka before paying a deposit.
⚠ The Disturbed Areas Act, 1991 requires the Collector's prior sanction for transfers in a notified area, and a 2026 amendment replaces "disturbed area" with "specified area" (DeshGujarat, July 2026). We obtained no list of notified areas, so ask the Collector or Sub-Registrar whether the survey number lies in one.

District overview
Valsad — an industrial and mango district on the Maharashtra line
Valsad is a south Gujarat district with the Arabian Sea to its west; the district portal calls out Vapi's large industrial estate, the chemical works at Atul, Valsad mangoes and Valsad teak as local products (district NIC portal). Gujarat Tourism says the town was once known as Bulsar and that the district is noted for mango orchards (Gujarat Tourism). The long-standing taluka list has six names (Valsad, Pardi, Vapi, Umbergaon, Dharampur, Kaprada), which we could not check against the district portal, and one more taluka was approved in September 2025.
We publish no price band for Valsad. No district jantri schedule and no series of registered sale deeds could be obtained, and the Gujarat land-records and registration portals did not open for us. The only dated price reference is statewide: the jantri was reported doubled from 15 April 2023 (DeshGujarat, February 2023).
The district's land story is infrastructure. The 97 km Surat–Vapi section of the high-speed rail line has its civil works complete, with the first service expected in August 2027, and Vapi is its end point in this report (Business Today, August 2026). The Vapi station sits at Dungra village on the Vapi–Silvassa road, about 7 km from Vapi Junction (DeshGujarat, June 2025). Groundwater is a relative strength: a September 2026 press report lists Valsad among areas where it is comparatively better (Gujarat Samachar, September 2026).

Jantri doubled (reported)
no district schedule obtained
The Comptroller and Auditor General's audit for the year ended 31 March 2018 states stamp duty on a conveyance at 4.9 per cent and gives no registration-fee rate for conveyances (CAG Report 3 of 2019); a later change is not ruled out. Jantri rates were reported doubled from 15 April 2023 (DeshGujarat, February 2023), and a revised draft was still pending in November 2024 (The Secretariat, November 2024). We found no Valsad schedule. Registration runs on gARVI 2.0 across 294 Sub-Registrar offices (IGR summary, undated); we could not open the portal, so ask the Sub-Registrar for the duty, the fee and the jantri on your survey number. A new taluka was approved in 2025, so confirm which office covers the village.

What is moving prices in Valsad
Mostly gaps. Three sourced infrastructure signals, one farm signal and one honest note that no price series exists.
Jantri and registration cost
No district schedule found
Gujarat doubled its jantri from 15 April 2023 (DeshGujarat, February 2023) and a revised draft was pending in November 2024 (The Secretariat). We obtained no Valsad or village figure.
Check: the current jantri for the survey number and the Sub-Registrar office that covers it.
High-speed rail at Vapi
Surat–Vapi first service expected Aug 2027 (reported)
Business Today reported civil works complete on the 97 km Surat–Vapi section, track bed about 87% laid, and a first service expected in August 2027 (Business Today, August 2026). NHSRCL reported the Vapi station structure and platform slabs done in June 2025 (DeshGujarat, June 2025).
Check: whether the parcel lies in the acquired corridor or only near the station.
Delhi–Mumbai Expressway Package 8
36 km, about 5% complete in Jan 2026 (reported)
The Navsari–Valsad package runs from Gandeva to Jujuwa village and was being re-tendered, with a 1.5-year deadline that would end around October 2027 (DeshGujarat, January 2026). Package 9 begins at Jujuwa.
Check: the interchange location, which the report does not give.
Mango and local produce
District portal lists mangoes and teak
The district portal names Valsad mangoes and Valsad teak among local products (district NIC portal); a state mango report lists Valsad among the main mango districts (ThePrint, July 2024). No district acreage or yield was given.
Check: the orchard's age, water and any tree-felling limits; a mango crop does not set a land price.
Units: guntha, acre, vigha
A guntha is about 1,089 sq ft (101 sq m) and 40 gunthas make an acre; the vigha varies by region and we found no official conversion for Valsad, so ask for the area in acres and gunthas from the 7/12 record and convert every quote before comparing offers. The 2026 fragmentation amendment sets 10 gunthas (1,012 sq m) as the rural standard area and excludes urban development authority areas (DeshGujarat, September 2026).
Connectivity
How Valsad connects — road, rail and air
Only distances stated on the Gujarat Tourism pages are given, and they are measured from Tithal Beach. Journey times vary with traffic and road works.

By rail & metro
The practical question is the last leg from the highway to the parcel; ask for the access road in the revenue record. Distances are from Gujarat Tourism. Statewide rules are on the Gujarat page.

Agriculture & terrain
Soil, crops & water in Valsad
A coastal mango and industrial district; the sources we could open give no soil, rainfall or crop-area figures, so this section says so.
🥭 Mango and teak
The district portal names Valsad mangoes and Valsad teak among local products (district NIC portal). A state report on mango exports names Valsad among the main mango districts and lists Hafus (Alphonso) among the varieties, without tying the variety to a district or giving a Valsad acreage (ThePrint, July 2024). We found no sourced district series for chikoo, paddy or other crops.
- Mango
- Teak
🌊 Coast and Arabian Sea
The district lies on the Arabian Sea; Gujarat Tourism lists Tithal, with black sand about 4 km west of Valsad town, and Nargol beaches (Gujarat Tourism). Coastal parcels carry the NA and high-tide-line questions set out in the district notes, and we found no Coastal Regulation Zone map.
- Tithal
- Nargol
- Udvada
🏭 Industrial belt
The portal notes a large industrial estate at Vapi and chemical factories at Atul (district NIC portal). We obtained no pollution, zoning or development-plan data, so check the zone and any industrial buffer on a parcel near these estates.

💧 Water & rainfall
Normal rainfall and the irrigated-area split for Valsad were not found in the sources that opened. On groundwater, a September 2026 press report says the position is comparatively better in Navsari, Valsad and Dwarka, and that some areas of south Gujarat have water at only 1 to 6 m (Gujarat Samachar, September 2026, press, agency not named). Statewide, CGWB counted 22 over-exploited and 10 critical assessment units of 252 in 2024 and gives no district stage (CGWB, Gujarat 2024). Check borewell depth, salinity near the coast and yield on any parcel.
📐 Measurement units
Guntha = 1,089 sq ft; 40 gunthas = 1 acre; the vigha varies by region and has no official conversion we could find. Convert every quote to acres or sq m before comparing two offers. Price a parcel on location, access, water and permitted use rather than on an orchard yield.

Farmland India view
Why investors look at Valsad
Five reasoned points, with an honest note that price evidence is missing and several catalysts are still pending.
Rail and expressway land at the district line
A high-speed rail station at Vapi and an expressway package ending at Jujuwa are both under construction. Buyers who read the alignment before the price avoid paying a corridor premium for land that was acquired.
An industrial anchor
Vapi has a large industrial estate and Atul has chemical works. They give the south of the district a working economy, and they also bring zoning and pollution questions that a farm buyer should ask early.
Groundwater better than the north
A September 2026 press report puts Valsad among the areas with comparatively better groundwater. It is a regional comment, not a parcel test, so borewell depth still has to be checked.
Mango and coast
The district portal names mangoes as a local product and the coast brings beach tourism. Neither sets a price here, and the coast adds NA and high-tide-line checks.
A market that rewards paperwork
Tribal-area status, the high-tide-line limit, corridor acquisition and taluka changes are all parcel-specific. A buyer who documents each is better placed than one relying on a broker summary.
Confirm farmer status, NA, tribal-area and coastal limits directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Valsad
Read these before shortlisting in Valsad specifically.
Tribal-area land
Valsad is partly covered by the Fifth Schedule (Ministry of Panchayati Raj), and the page does not list talukas. Ask the Collector which villages are notified and whether the holder is a tribal.
Coastal limits
The 2008 resolution lists a 500 m limit from the high-tide line (Revenue Department, 2008); it may be superseded and we found no Valsad Coastal Regulation Zone map.
Corridor acquisition
High-speed rail and expressway land is acquired or being marked (DeshGujarat, January 2026). A parcel on the alignment can lose area; the report gives no village list.
Industrial neighbours
The district portal notes industrial estates at Vapi and Atul (district NIC portal). Check zoning and the distance to any estate before buying a farm plot.
Farmer-status rule and NA permission
Section 63 of the Tenancy Act bars transfers to non-agriculturists, and NA permission carries a premium that the press puts at 35 to 40 per cent of land value (Gujarat Samachar, March 2024). See the state page; no official schedule was found.
Announced is not delivered
Package 8 was about 5% complete in January 2026 and re-tendered, the Dharampur Road overbridge missed two deadlines, and the Amrit Bharat stations have no dates.
No sourced price series
We use no listing-site prices and no jantri schedule was obtained. Collect registered comparables from the Sub-Registrar before negotiating.
Who to contact
Local revenue, planning & forest offices
Mutation and revenue-record matters go through the Mamlatdar of the relevant taluka, and appeals and sub-divisional matters through the Prant officer. We did not open the district website or any Mamlatdar or Prant page, so we link none. The District Collector sits at Valsad and handles NA permission, Disturbed Areas Act sanction and Land Grabbing Act committees. Sale-deed registration is at the local Sub-Registrar on gARVI; records are on AnyROR. Town planning rules sit in the Gujarat Town Planning and Urban Development Act, 1976, and the Forest Department confirms forest status and the Tribal Development office tribal-area status. We could not open the AnyROR, gARVI or Revenue Department portals, so check them directly, and confirm which office covers a village after the 2025 taluka change.

Can a non-farmer buy farmland in Valsad?
Section 63 of the Gujarat Tenancy and Agricultural Lands Act, 1948 is headed "Transfers to non-agriculturist barred", and a state committee's proposal to relax it had produced no enactment by October 2026 (Gujarat Samachar, November 2024). Valsad adds district checks: part of the district is a notified tribal area (Ministry of Panchayati Raj lists it as partly covered), and coastal parcels face a 500 m high-tide-line limit under a 2008 resolution that may be superseded.

What does agricultural land cost in Valsad?
We publish no price band. No district jantri schedule or series of registered sale deeds could be obtained, and the Gujarat registration portal did not open for us. The only dated reference is statewide: the jantri was reported doubled from 15 April 2023 (DeshGujarat, February 2023). Ask the Sub-Registrar for the jantri on your survey number and collect registered comparables before negotiating.
03 of 04
Which projects affect Valsad land?
The Vapi bullet train station at Dungra is under construction, and the Surat–Vapi section is expected to carry its first service in August 2027 (Business Today, August 2026). Delhi–Mumbai Expressway Package 8, 36 km from Gandeva in Navsari to Jujuwa in Valsad, was about 5% complete in January 2026 and was being re-tendered (DeshGujarat). The Dharampur Road overbridge was expected to open in February 2026, and we found no report that it did.
04 of 04
How many talukas does Valsad have?
The long-standing list has six: Valsad, Pardi, Vapi, Umbergaon, Dharampur and Kaprada. We could not open the district portal's taluka page to confirm it. The cabinet approved 17 new talukas in September 2025 and gave Valsad one, without naming it in the report we read (The Week, September 2025), so check the present taluka and Sub-Registrar office for a village.
