Sub-divisions
Three tehsils (Dindori, Shahpura, Bajag), two sub-divisions not named on the page, and seven development blocks (Dindori, Amarpur, Karanjiya, Samnapur, Bajag, Mehandwani, Shahpura) (Dindori district portal, administrative setup). The about page lists the same seven names as blocks (Dindori district portal, about the district). The MSME district profile (data mostly 2010-11) counts two tehsils and seven sub-divisions, so the count differs by source (Dindori MSME district industrial profile). Land law is state law. These rules are maintained on the Madhya Pradesh page and apply to every district within it.
Dindori — land purchase legal rules
⚠ Madhya Pradesh does not run on a single rule for farmland. Tribal land, land above the holding ceiling, diverted land and ordinary farmland each follow a different track, and the Collector’s office sits at the centre of the first. Work out which track a parcel is on before looking at the price.
Which office decides what: A member of a tribe that the Code treats as aboriginal needs written permission from a revenue officer of at least Collector rank to sell land outside a notified area, and in a notified area the bar on sale to a non-tribal is absolute (section 165(6); Supreme Court, April 2025). The Supreme Court accepted in April 2025 that an Additional Collector can grant that permission under a valid work-allocation order (Lawyer E-News, April 2025). Sale deeds are registered through the Registration Department, which launched the Sampada 2.0 online registration system in October 2024 (The Statesman, October 2024).
Section 165 and tribal land: The April 2025 judgment concerned 6.29 hectares in Ratlam district outside the notified tehsils; the sale went through because the Additional Collector had given written permission, the price was above market value and a 10-year bar on changing the land’s use was attached under section 165(6-ee) (Supreme Court, April 2025). The High Court had earlier upheld the same sale and noted the Patwari’s report, the sellers’ need to fund a marriage and settle loans, and the land they kept (High Court, October 2023). Permission is a gate, not a formality: a sale with no permission is exposed. Under section 170B a transfer made by fraud can be reverted to the tribal owner or heirs, and the Supreme Court in March 2019 held that a civil court could not revisit a Collector’s 1985 section 170B order that had survived a writ petition (Supreme Court, March 2019).
Wills and indirect transfers: In February 2025 the High Court held that “transfer” in section 165(6) is not confined to sale and covers a Will of tribal land in favour of a non-tribal, so Collector permission was needed there too (High Court, February 2025). A buyer cannot assume that an inheritance document or a power of attorney avoids the permission step. There is a narrow carve-out: in October 2024 the High Court, relying on an older Division Bench ruling, held that sections 165(6) and 170 do not apply to Nazul land in an urban area, and sent the question of whether a given parcel was Nazul or Abadi back to the Additional Commissioner (High Court, October 2024).
Diversion and the Code: Turning farmland to another use is a diversion. A June 2022 High Court order refers to land “diverted under section 172” to non-agricultural purposes, and the Supreme Court has described section 59 as allowing reassessment of land revenue on a change of use, with a premium that the Sub-Divisional Officer may impose (High Court, June 2022; Supreme Court, August 2008). We could not read the current text of sections 172 and 190, so this page does not describe their procedure or fees, and a seller’s diversion order should be read in full, not taken on trust.
Ceiling on holdings: The Madhya Pradesh Ceiling on Agricultural Holdings Act, 1960 caps how much one holder or family may hold and provides for acquiring surplus land. In the 2021 case the Supreme Court quoted section 7(b) as allowing a family of five or fewer 54 acres, and set aside surplus declarations where a pending suit had not been disclosed (Supreme Court, January 2021). A legal-database copy of the Act lists three tiers for a family of five or fewer: 18 acres of two-crop irrigated land, 27 acres of one-crop irrigated land and 54 acres of dry land, and says land cannot be transferred before the final ceiling order without the Collector’s written permission, unless the holder is within the ceiling (legal database text of the 1960 Act). Treat those figures as the Act’s text as published there, and have a lawyer check the current schedule before buying a large holding.
Who may buy: None of the court orders or Act texts we opened bars a buyer simply for not being a farmer; the limits that turned up were the tribal-land permission in section 165(6) and the ceiling on holdings. We found no state notice listing other buyer conditions, so confirm with the Registration Department and the Collector’s office that none applies to the district you are looking at.
Registration and stamping: The Indian Stamp (Madhya Pradesh Second Amendment) Act, 2025 was published on 17 December 2025 and changes how short-stamped documents are handled, including a penalty of 1% of the deficient portion per month (TeamLease RegTech, December 2025). Duty rates are covered in the stamp duty section below.
Land records: Madhya Pradesh land records (khasra and the B-1 extract) are issued through the state’s MP Bhulekh portal. We could not open that portal for this page and found no independent description of its current fields or fees, so ask the seller for a fresh extract and compare the survey number, area and recorded owner with the sale deed.
NRI and OCI buyers: The Reserve Bank’s Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy, in Madhya Pradesh as elsewhere (RBI Master Direction FED 12/2015-16, updated to September 2022). They can buy other immovable assets such as residential or commercial sites, and inheritance is treated separately in the Direction. Benami-law exposure was not checked against the Act text for this page, so take legal advice before using a nominee.

Dindori — district-specific notes
The Madhya Pradesh state page applies to Dindori in full. The notes below are specific to this district and are not repeated from the state page. Law was read from Supreme Court and High Court orders and a legal-database copy of the Ceiling Act; the Land Revenue Code text and the Bhulekh portal could not be opened, and the notes say so where it matters.
⚠ Tribal land is the first check in Madhya Pradesh. Under section 165(6) of the Madhya Pradesh Land Revenue Code, 1959 a member of a tribe the Code treats as aboriginal needs written permission from a revenue officer of at least Collector rank to sell to a non-tribal outside notified areas, and inside notified areas the bar is absolute (Supreme Court, April 2025). Under section 170B a transfer made by fraud can be reverted to the tribal owner or heirs (Supreme Court, March 2019), and a Will of tribal land to a non-tribal also needs the section 165(6) permission (High Court, February 2025). Dindori is the district where this check matters most: the district portal says about 64% of the population belongs to the Scheduled Tribe (2011 census), with the Baiga the predominant group (Dindori district portal, about the district). We found no source listing notified areas or Scheduled Areas by village for Dindori, so ask the Collector’s office in writing whether the owner is a tribal holder and whether the village lies in a notified area; expect many parcels to be tribal-held.
⚠ A farmhouse or any other non-agricultural use means diversion of the land. A June 2022 High Court order refers to land “diverted under section 172” of the Code, and the Supreme Court has described section 59 as allowing reassessment of land revenue on a change of use, with a premium the Sub-Divisional Officer may impose (High Court, June 2022; Supreme Court, August 2008). We could not read the current text of sections 172 and 190, so this page does not describe their procedure or fees; ask the Sub-Divisional Officer (Revenue) for the diversion order itself and read it in full.
⚠ The Madhya Pradesh Ceiling on Agricultural Holdings Act, 1960 caps what a family may hold. In January 2021 the Supreme Court quoted section 7(b) as allowing a family of five or fewer 54 acres (Supreme Court, January 2021), and a legal-database copy of the Act lists 18 acres of two-crop irrigated land, 27 acres of one-crop irrigated land and 54 acres of dry land, with Collector permission needed to transfer land before the final ceiling order (legal database text of the 1960 Act). CONFIRM the current schedule with a lawyer before assembling a large holding in Dindori.
⚠ Forest, tiger-reserve and protected-area land are the other district traps. The portal puts Kanha Tiger National Park 180 km and Bandhavgarh National Park 140 km from the district headquarters, and lists the Ghughwa Fossil National Park among the sights (Dindori district portal, about the district). We found no source on buffer zones, eco-sensitive zones or forest-rights claims for Dindori villages, and none on acquisition notices, so ask the Divisional Forest Officer for written forest status and the Collector for acquisition notices on the khasra. Mining-lease status was not sourced either. The state groundwater assessment was not read at district level (CGWB, Madhya Pradesh 2024).

District overview
Dindori — a tribal-majority forest district in eastern Madhya Pradesh
Dindori is in eastern Madhya Pradesh on the Chhattisgarh border, part of the Jabalpur division, with Shahdol to the east, Mandla to the west, Umaria to the north and Bilaspur district of Chhattisgarh to the south; the portal says it was created on 25 May 1998 (Dindori district portal, about the district). The home page gives 7,04,524 people, 927 villages and 7,470 sq km (Dindori district portal). About 64% of the population is Scheduled Tribe by the 2011 census, with the Baiga described as the predominant and highly vulnerable group.
The portal lists Ghughwa Fossil National Park, known for plant fossils about 66 million years old, and temple sites at Laxman Madva, Kukarramath and Kalchuri Kali Mandir (Dindori district portal, about the district). Roads are the stated links: NH 45 Ext joins Dindori to Jabalpur and the Kabir Chabutra border with Chhattisgarh, and NH 543 joins it to Shahdol, Mandla and Balaghat (Dindori district portal, how to reach).
The estimated farm-land price* for Dindori runs from about ₹1 lakh to ₹12 lakh per acre, one of the lowest ranges in this state. The upper end applies to land beside Dindori town and the national-highway road; the middle to ordinary farm land around Shahpura, Bajag and Mehandwani; the lower end to forest-edge and interior tribal-area land where sale is restricted and resale is thin. No guideline-rate report, compensation award or crop-price series for Dindori was found, so the bands are set by analogy with Mahakoshal districts and rounded. *Indicative only, not a valuation or an offer; prices vary by plot, road access and title. Check the guideline or ready-reckoner rate with the Sub-Registrar.

earlier report gave 9.5% to 12.5%
Dainik Jagran English reported on 27 March 2026 stamp duty of 7.5% and a registration charge of 3% on the higher of market value or transaction value (Dainik Jagran English, March 2026). Its 25 March piece said a guideline-rate rise would raise duty and fees in proportion and that no fresh taxes would be levied (Dainik Jagran English, March 2026); an earlier piece put the combined range at 9.5% to 12.5%. These are state-wide figures as reported, and we could not open the Registration Department’s own fee page, so ask the Dindori Sub-Registrar for the current schedule for agricultural land before you budget. Since 17 December 2025 a short-stamped document attracts a penalty of 1% of the shortfall per month (TeamLease RegTech, December 2025). Registration is online through Sampada 2.0, which also shows guideline rates by location (The Statesman, October 2024). We found no Dindori-specific guideline-rate report.
Know the belt
What is moving prices in Dindori
No district-level guideline report was found, so this section gives our indicative price bands*, the tribal-land point and the units point.
Estimated land price*: town and highway side
₹4–12 lakh per acre* (Dindori town, NH belt, Shahpura)
Land near Dindori town and the national-highway roads, where non-farm demand is thinnest in the state but access is best. The band is wide because we hold no registered-deed series; it is set by analogy and rounded. *Indicative only, not a valuation or an offer; prices vary by plot, road access and title. Check the guideline or ready-reckoner rate with the Sub-Registrar.
Check: tribal-holder status of the seller, diversion status and access.
Estimated land price*: ordinary farm land
₹1.5–6 lakh per acre* (Bajag, Mehandwani, Samnapur, Amarpur)
Farm land away from the main roads. Tribal-holder rules reduce the pool of sellers a non-tribal can lawfully buy from, which keeps the band low. *Indicative only, not a valuation or an offer; prices vary by plot, road access and title. Check the guideline or ready-reckoner rate with the Sub-Registrar.
Check: section 165(6) permission or an order that the seller is not tribal, and a registered chain of title.
Estimated land price*: forest edge and interior
₹1–4 lakh per acre* (interior tribal-area villages)
Land near forest, with limited roads and the strongest tribal-land restrictions. A low price here reflects legal and access limits, not a bargain. *Indicative only, not a valuation or an offer; prices vary by plot, road access and title. Check the guideline or ready-reckoner rate with the Sub-Registrar.
Check: forest status, forest-rights claims and notified-area status.
Units: hectare, acre and village units
Madhya Pradesh revenue records identify land by survey number (khasra) and area, and court orders in the state describe holdings in hectares (Supreme Court, April 2025). Sellers and brokers also quote acres and village units whose size can differ by district and tehsil. Convert every quote to hectares or acres (one hectare is about 2.47 acres, our arithmetic) and match it to the khasra area; we did not open a revenue manual for local unit definitions.
Connectivity
How Dindori connects — road, rail and air
Distances are not given on the portal for Dindori; the MSME profile and a 2022 highway report give network and project figures only. Journey times vary with traffic and road works.

By rail
Road links are as stated on the district portal, which gives no distances or road lengths; the practical test is a drive from the nearest national-highway junction to the parcel, and the access road should appear in the revenue record. Agriculture & terrain
Soil, crops & water in Dindori
A tribal-majority district of forest, hills and rain-fed farming; crop and rainfall tables were not opened, so this section says what it can and no more.
🌾 Farm land (whole district)
The ICAR contingency plan page for Dindori refused our automated fetch, and the MSME profile has no crop or irrigation table, so this page gives no crop areas, soil split or cropping intensity. What is on record: the Chief Minister said in May 2023 that Dindori would lead the state in kodo-kutki (millet) production (The Hitavada, May 2023), and the MSME profile shows 3,081 km of rural roads and no industrial area, on data mostly from 2010-11 (Dindori MSME district industrial profile). Ask for the last three years of khasra crop entries and check Agmarknet for local mandi prices.
- Kodo-kutki push (2023)
- No crop table found
- Check khasra entries
🌳 Forest and protected sites
The portal names Ghughwa Fossil National Park and puts the Kanha and Bandhavgarh tiger reserves at 180 km and 140 km from the district headquarters (Dindori district portal, about the district). It gives no forest-cover percentage, so none is shown. Forest status and forest-rights claims decide what can be done on land near the hills.
- Forest cover: not sourced
- Ghughwa Fossil Park
- Kanha 180 km
👥 Tribal communities
About 64% of the population is Scheduled Tribe (2011 census) and the Baiga are the predominant group (Dindori district portal, about the district). That shapes who may lawfully sell to whom, and the community’s traditional land use may not match what the revenue record shows.
- 64% Scheduled Tribe
- Baiga
- Section 165(6)
💧 Water & rainfall
The district portal does not mention rivers in the pages we read, and the 2024 state groundwater assessment (stage of extraction 58.40% for Madhya Pradesh as a whole, category Safe) was not read at district level (CGWB, Madhya Pradesh 2024). Rainfall from the India Meteorological Department was not opened and the ICAR plan with rainfall and soils could not be fetched. Hill and forest terrain often means uneven wells and seasonal streams; ask for a written water source and test it before a farmhouse plan.
📐 Measurement units
Madhya Pradesh records use survey numbers and hectares; sellers also quote acres and village units whose size can differ by tehsil. Convert every quote to hectares or acres before comparing two offers (one hectare is about 2.47 acres). Live mandi prices are on Agmarknet (not opened for this page); price a parcel on water, access and permitted use.

Farmland India view
Why investors look at Dindori
Four reasoned points, with an honest note that tribal-land law is the dominant constraint.
Very low entry prices on our estimates
Our indicative bands* start near ₹1 lakh an acre and top out near ₹12 lakh. Low prices reflect thin demand, limited sellers and legal limits, so cheap is not the same as good value.
Heritage and nature sites
Ghughwa Fossil National Park and temple sites are listed on the portal, and Kanha and Bandhavgarh are within 180 km and 140 km of the headquarters (Dindori district portal, about the district). These support day-trip interest but not a sourced tourism land market.
Road links to Jabalpur
NH 45 Ext joins Dindori to Jabalpur (Dindori district portal, how to reach), so a larger city is reachable by road.
Land that rewards paperwork
Tribal-land, forest and notified-area checks decide every parcel. A buyer who documents each one is better placed than one relying on a broker summary.
Confirm tribal-land, ceiling, diversion, forest and acquisition status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Dindori
Read these before shortlisting in Dindori specifically.
Tribal-land law
About 64% of residents are Scheduled Tribe. Section 165(6) permission is needed for a sale by a tribal holder to a non-tribal outside notified areas, the bar is absolute inside them, and section 170B can revert a fraudulent transfer. Ask the Collector in writing.
Forest and protected-area land
Ghughwa Fossil National Park and forest land sit in the district, and tiger reserves lie 140 to 180 km from the headquarters. Get written forest status for any parcel near hills or protected sites.
Few sourced data
We could not obtain crop areas, rainfall, groundwater (district level) or mineral data for Dindori; the ICAR plan did not open. Check water and land use on the ground.
Conflicting district figures
The portal gives 7,04,524 people and 927 villages on its home page and 7,04,218 and 924 in its about page, and counts 3 tehsils against 7 blocks. Match the parcel to the current tehsil in the revenue record.
Ceiling and diversion paper
The Ceiling Act figures come from a legal-database copy and diversion procedure was not read. Ask for the diversion order and any ceiling proceedings in full.
Estimated prices are indicative
The price bands* are estimates by analogy, not registered-deed series. Collect registered comparables in the same revenue estate before negotiating.
No rail line or industrial area on record
The MSME district profile shows nil rail length and no industrial area, on data mostly from 2010-11, and the district portal names no station. Demand here rests on roads, tourism and tribal-belt livelihoods, so the buyer pool for resale is narrow.
Announced works are not delivered works
The 25-year vision document and ₹300 crore of works announced in May 2023, and the Narmada Pragati Path, are announcements or planning-stage items. Price on today’s road access.
Who to contact
Local revenue, planning & forest offices
Mutation and revenue-record matters go through the Tehsildar of Dindori, Shahpura or Bajag, the three tehsils on the portal (Dindori district portal, administrative setup). The Sub-Divisional Officer (Revenue) handles diversion, the Collector’s office handles tribal-land permission, ceiling matters and acquisition notices, the Forest Department confirms forest status, and sale-deed registration is done at the Sub-Registrar’s office, with online registration through Sampada 2.0. We could not open MP Bhulekh or the Registration Department pages, so check them directly.

We estimate* roughly ₹4–12 lakh per acre near Dindori town and the national-highway belt, ₹1.5–6 lakh for ordinary farm land and ₹1–4 lakh for forest-edge and interior villages. These are indicative estimates, not a valuation or an offer; prices vary by plot, road access and title. We found no Dindori guideline-rate report or compensation award.
02 of 04
Can a non-tribal buy land in Dindori?
It depends on the seller and the village. The district portal says about 64% of the population is Scheduled Tribe. Section 165(6) of the Land Revenue Code needs Collector-rank permission for a tribal holder to sell to a non-tribal outside notified areas, and the bar is absolute inside them (Supreme Court, April 2025). Ask the Collector in writing.

Data-currency note: district portal figures differ slightly between pages (population 7,04,524 against 7,04,218; villages 927 against 924) and the MSME profile counts two tehsils against three on the portal; the MSME data are mostly from 2010-11; the ICAR contingency plan could not be fetched, so crop, rainfall and groundwater (district level) data were not obtained; news items (November 2022, May 2023, November 2024, August 2026) are reports and infrastructure statuses change quickly. Pages marked “not opened” are named only as places to check. Price bands marked with an asterisk are indicative estimates, not valuations. This is a general guide, not legal advice.
