Satna — land purchase legal rules
⚠ Madhya Pradesh does not run on a single rule for farmland. Tribal land, land above the holding ceiling, diverted land and ordinary farmland each follow a different track, and the Collector’s office sits at the centre of the first. Work out which track a parcel is on before looking at the price.
Which office decides what: A member of a tribe that the Code treats as aboriginal needs written permission from a revenue officer of at least Collector rank to sell land outside a notified area, and in a notified area the bar on sale to a non-tribal is absolute (section 165(6); Supreme Court, April 2025). The Supreme Court accepted in April 2025 that an Additional Collector can grant that permission under a valid work-allocation order (Lawyer E-News, April 2025). Sale deeds are registered through the Registration Department, which launched the Sampada 2.0 online registration system in October 2024 (The Statesman, October 2024).
Section 165 and tribal land: The April 2025 judgment concerned 6.29 hectares in Ratlam district outside the notified tehsils; the sale went through because the Additional Collector had given written permission, the price was above market value and a 10-year bar on changing the land’s use was attached under section 165(6-ee) (Supreme Court, April 2025). The High Court had earlier upheld the same sale and noted the Patwari’s report, the sellers’ need to fund a marriage and settle loans, and the land they kept (High Court, October 2023). Permission is a gate, not a formality: a sale with no permission is exposed. Under section 170B a transfer made by fraud can be reverted to the tribal owner or heirs, and the Supreme Court in March 2019 held that a civil court could not revisit a Collector’s 1985 section 170B order that had survived a writ petition (Supreme Court, March 2019).
Wills and indirect transfers: In February 2025 the High Court held that “transfer” in section 165(6) is not confined to sale and covers a Will of tribal land in favour of a non-tribal, so Collector permission was needed there too (High Court, February 2025). A buyer cannot assume that an inheritance document or a power of attorney avoids the permission step. There is a narrow carve-out: in October 2024 the High Court, relying on an older Division Bench ruling, held that sections 165(6) and 170 do not apply to Nazul land in an urban area, and sent the question of whether a given parcel was Nazul or Abadi back to the Additional Commissioner (High Court, October 2024).
Diversion and the Code: Turning farmland to another use is a diversion. A June 2022 High Court order refers to land “diverted under section 172” to non-agricultural purposes, and the Supreme Court has described section 59 as allowing reassessment of land revenue on a change of use, with a premium that the Sub-Divisional Officer may impose (High Court, June 2022; Supreme Court, August 2008). We could not read the current text of sections 172 and 190, so this page does not describe their procedure or fees, and a seller’s diversion order should be read in full, not taken on trust.
Ceiling on holdings: The Madhya Pradesh Ceiling on Agricultural Holdings Act, 1960 caps how much one holder or family may hold and provides for acquiring surplus land. In the 2021 case the Supreme Court quoted section 7(b) as allowing a family of five or fewer 54 acres, and set aside surplus declarations where a pending suit had not been disclosed (Supreme Court, January 2021). A legal-database copy of the Act lists three tiers for a family of five or fewer: 18 acres of two-crop irrigated land, 27 acres of one-crop irrigated land and 54 acres of dry land, and says land cannot be transferred before the final ceiling order without the Collector’s written permission, unless the holder is within the ceiling (legal database text of the 1960 Act). Treat those figures as the Act’s text as published there, and have a lawyer check the current schedule before buying a large holding.
Who may buy: None of the court orders or Act texts we opened bars a buyer simply for not being a farmer; the limits that turned up were the tribal-land permission in section 165(6) and the ceiling on holdings. We found no state notice listing other buyer conditions, so confirm with the Registration Department and the Collector’s office that none applies to the district you are looking at.
Registration and stamping: The Indian Stamp (Madhya Pradesh Second Amendment) Act, 2025 was published on 17 December 2025 and changes how short-stamped documents are handled, including a penalty of 1% of the deficient portion per month (TeamLease RegTech, December 2025). Duty rates are covered in the stamp duty section below.
Land records: Madhya Pradesh land records (khasra and the B-1 extract) are issued through the state’s MP Bhulekh portal. We could not open that portal for this page and found no independent description of its current fields or fees, so ask the seller for a fresh extract and compare the survey number, area and recorded owner with the sale deed.
NRI and OCI buyers: The Reserve Bank’s Master Direction under FEMA 1999 excludes agricultural land, plantation land and a farm house from what NRIs and OCIs may buy, in Madhya Pradesh as elsewhere (RBI Master Direction FED 12/2015-16, updated to September 2022). They can buy other immovable assets such as residential or commercial sites, and inheritance is treated separately in the Direction. Benami-law exposure was not checked against the Act text for this page, so take legal advice before using a nominee.

Satna — district-specific notes
Read these before any advance. They sit on top of the state rules and are not a substitute for a lawyer's title check.
⚠ State framework applies in full: the buyer rules on our Madhya Pradesh state page (tribal-land permission, the holding ceiling, the FEMA bar on NRIs) hold in Satna district. The notes below are specific to this district. Court orders and news reports were read in October 2026; the Land Revenue Code, the Registration Department, MP Bhulekh and the district portal could not be opened (automated fetches were refused), so a local advocate should read the current text.
⚠ Diversion has changed form: a June 2022 High Court order still speaks of land "diverted under section 172" (High Court, June 2022). A legal-database copy of the 2018 amending Act lists a deletion of section 172 and a new section 59, under which the landholder works out the premium and reassessed revenue, pays it and tells the Sub-Divisional Officer, and the land is treated as diverted from the date of that intimation (Land Revenue Code Amendment Act 2018). The same text says the SDO can act without an intimation, with a penalty of 50%. The Supreme Court described the premium and reassessment under the older section 59 in 2008 (Supreme Court, August 2008). Ask the Tehsildar or SDO which route applies and ask the seller for the receipt. This remains CONFIRM-WITH-OFFICE.
⚠ District was reorganised: Maihar district was formed from Satna in September 2023 with three tehsils (Maihar, Amarpatan, Ramnagar) and 654 villages, about 2,21,850 hectares, and the report said Satna's mineral revenue would fall from about ₹295 crore to ₹118 crore (Patrika, September 2023; Drishti IAS, September 2023). The CGWB and industrial profiles describe the undivided district, so a village in those tehsils now falls under Maihar's Collector and Sub-Registrar. Confirm the parent district and tehsil of any village before using an older figure.
⚠ Highway acquisition: in January 2025 Patrika reported that widening the Satna–Chitrakoot section of NH-135BG from two to four lanes would touch about 30 revenue villages (14 in Raghurajnagar, 15 in Majhgawan, one in Birsinghpur), that land acquisition had begun and that NHAI had asked revenue officials for certified village maps (Patrika, January 2025). Land inside the alignment may be acquired and a parcel near it may lose frontage, so ask the Tehsildar for the notified alignment before an advance.
⚠ Mining and lease land: limestone is the district's major mineral, concentrated in Raghurajnagar, Maihar and Amarpatan, and cement is a major exportable item (Satna district industrial profile; district survey report). Check whether a survey number lies in or beside a mining lease, a quarry haul road or a blasting zone, and ask the Mining Officer for lease maps. Forest land was 203,736 ha of 742,432 ha (about 27%, our arithmetic) in 2010-11 land use for the undivided district, so also ask whether a survey number is recorded as forest.
⚠ Ceiling and tribal land: a legal-database copy of the 1960 Ceiling Act gives 18, 27 and 54 acres for a family of five or fewer on two-crop irrigated, one-crop irrigated and dry land (Ceiling Act text); the Supreme Court quoted the 54-acre limit in 2021 (Supreme Court, January 2021). Tribal-land permission under section 165(6) of the Land Revenue Code applies where the seller holds land as a member of a tribe the Code treats as aboriginal (Supreme Court, April 2025), and section 170B lets the Collector reverse a transfer found to be fraudulent (Supreme Court, March 2019). A Will in favour of a non-tribal needs the same permission (High Court, February 2025). We did not find a notified-area list for Satna, so ask the Tehsildar whether the seller's land is held as tribal land.
⚠ NRIs, OCIs and records: NRIs and OCIs may not buy agricultural land, plantation land or a farm house under FEMA 1999 (RBI Master Direction). Compare a fresh khasra and B-1 extract from MP Bhulekh with the sale deed on survey number, area and owner; the portal was not opened for this page.

District overview
Satna — a limestone and cement district redrawn by the Maihar split
Satna is a Vindhyan district whose rock is mainly limestone, shale and sandstone, with alluvium along the rivers, 1,092.1 mm of normal annual rain and groundwater as the main irrigation source (CGWB, 2013). Maihar was split off in September 2023 with three tehsils and 654 villages, and Satna lost the White Tiger Safari, parts of the Banasagar reservoir and a large share of mineral revenue (Patrika, September 2023). The CGWB figures of 7,502 sq km and 22.3 lakh people therefore describe the undivided district.
The entry rules match the rest of the state. None of the court orders or Act texts opened bars a buyer for not being a farmer, the 1960 ceiling is the main limit on size, and NRIs and OCIs are barred under FEMA. The district-specific questions are lease land and quarry traffic in the cement belt, the Satna–Chitrakoot highway alignment and the boundary change.
Public works are mixed. Satna Airport was inaugurated on 31 May 2025, but by 7 May 2026 no airline had started regular service and the 1,200 m runway was the stated reason (Free Press Journal, May 2026). The Satna–Chitrakoot four-laning was at DPR and land-acquisition stage in January 2025 (Patrika, January 2025), and a Satna–Bela four-lane was listed as in progress in September 2023 (India Infra Hub, September 2023).
We found no guideline-rate report for Satna and no study linking these projects to farm land prices, so a broker's claim that a road or airport will lift values is unproven. The bands on this page are estimates, marked with an asterisk. See also Rewa.

arithmetic of the two reported rates
Stamp duty of 7.5% and a registration charge of 3% on the higher of market value or transaction value were reported on 27 March 2026 (Dainik Jagran English, March 2026). A 25 March piece put the combined range at 9.5% to 12.5% and said charges would rise in step with any guideline-rate rise (Dainik Jagran English, 25 March 2026). The Registration Department's own fee page was not opened, so ask the Sub-Registrar for the current schedule for agricultural land before budgeting; levies or concessions can change the total. Since 17 December 2025 a short-stamped document attracts a penalty of 1% of the shortfall per month (TeamLease RegTech, December 2025).
We found no Satna-specific guideline-rate report for 2026-27, so no district average is quoted. Guideline rates are set village by village and colony by colony, and the rate for a survey number can be looked up on Sampada 2.0 (The Statesman, October 2024). The state-level reports above do not give a farm land figure for Satna.

What is moving prices in Satna
Five signals from reports and official profiles. No guideline-rate report for Satna and no asking-price series was found; the estimated bands on this page are marked *.
Maihar split
Three tehsils left, Sep 2023
Maihar, Amarpatan and Ramnagar tehsils, 654 villages in all, went to the new district (Patrika, September 2023). Any older rate list, mining statistic or price quote may describe the undivided district.
Check: which district and tehsil the village sits in today.
Airport without scheduled flights
Inaugurated 31 May 2025
As of 7 May 2026 the airport had no regular commercial service, small-aircraft flights had stopped, and the runway was about 1,200 m with an extension to about 2,100 m proposed (Free Press Journal, May 2026). An airport that exists is not the same as a route that runs.
Check: whether any airline has announced a route and a start date.
Satna–Chitrakoot four-laning
About 30 villages affected, Jan 2025
NHAI's consultant was preparing the project report and alignment for NH-135BG, and the Satna–Maihar stretch is already a two-lane concrete road (Patrika, January 2025). Traffic rose after the Ayodhya–Chitrakoot link opened, which is the stated reason the widening moved forward.
Check: the alignment, and whether the survey number falls in the 30 affected villages.
Cement and limestone belt
Mineral revenue fell with the split
Limestone is concentrated in Raghurajnagar, Maihar and Amarpatan, and Patrika reported Satna's mineral revenue falling from about ₹295 crore to ₹118 crore after the split (industrial profile; Patrika, September 2023). Lease and quarry land is a separate market from farm land.
Check: distance to the nearest lease, quarry road and dust or blast limits.
Four-lane to Bela
In progress, Sep 2023
A four-lane road between Satna and Bela was listed among the Rewa-division projects under way in September 2023 (India Infra Hub, September 2023). We found no later report of its opening.
Check: completion status and the alignment through the village.
Units: hectare, acre, sq m
Court orders in this state describe holdings in survey numbers and hectares (High Court, June 2022), the Ceiling Act figures are in acres, and guideline rates for colonies are per sq m. One hectare is about 2.47 acres and one acre about 4,047 sq m (our arithmetic). Local units can differ by tehsil and village, so convert every quote to hectares before comparing.
Connectivity
How Satna connects — road, rail and air
Rewa, Maihar and Chitrakoot are the main road links. Distances and times come from press reports and change as projects open.
By road
By air
By rail
The practical question is the last leg: where a parcel meets a road that is open in the monsoon and outside any alignment. The Satna–Chitrakoot widening would cross about 30 revenue villages (Patrika, January 2025), so ask for the notified alignment before an advance. The state rules apply to every purchase.

Agriculture & terrain
Soil, crops & water in Satna
Vindhyan limestone country of paddy, soybean and wheat, with groundwater under pressure in places. Lease land, forest and the highway alignment matter beside soil.
🌾 Plateau soils and crops
The CGWB 2013 profile for the undivided district gives 1,092.1 mm of normal annual rainfall, 87.7% of it in the south-west monsoon, and lists paddy, soybean, jowar, wheat and gram as principal crops. The rock is mainly Vindhyan limestone, shale and sandstone with alluvium (CGWB, 2013). The industrial profile mentions red, light-black, alluvial and hilly soils (Satna district industrial profile). Both pre-date the 2023 split, so treat them as an old, wider-district picture. Village soil data is on the Soil Health Card portal.

⛏ Limestone and cement belt
Limestone is the district's major mineral and cement a major exportable item, with limestone concentrated in Raghurajnagar, Maihar and Amarpatan (Satna district industrial profile). A district survey report names the Tons, Son, Satna and Paisuni among the rivers and lists limestone deposits for cement and clinker in several tehsils (district survey report). Farm land beside a lease can face dust, blasting and heavy-truck traffic.

🌲 Forest share
Land use for 2010-11 in the industrial profile shows 203,736 ha of forest out of 742,432 ha reported for the undivided district, about 27% (our arithmetic; Satna district industrial profile). Get the forest status of the survey number in writing, particularly near the hills and reservoirs, since the Banasagar reservoir and the White Tiger Safari now sit partly or wholly in Maihar district.

- Reservoir edge
- Classification
💧 Water & groundwater
The CGWB 2013 profile put the district's stage of groundwater development at 75% (2009 estimate), with Rampur Baghelan block at 102%, the highest. Tube wells irrigated about 594 sq km and dug wells about 362 sq km, with canals about 71 sq km, so groundwater is the main source (CGWB, 2013). The state-wide stage of extraction is 58.40% in the 2024 assessment, but Satna's block categories were not in the pages opened (CGWB, GWRA-2024). Check borewell depth and the current block category before assuming a water source for a farm house.
📐 Measurement units & market prices
Court orders use survey numbers and hectares, the Ceiling Act uses acres and guideline rates for colonies are per sq m, so convert before comparing. Mandi prices for the nearest regulated market are on Agmarknet. Crop income is small beside land values near the city and the highway, so price a parcel on access, lease proximity and title, not yield.

Farmland India view
Why investors look at Satna
Six reasoned points, with an honest note that lease land, the boundary change and the lack of price series are the main discounts.
A road corridor with a named project
The Satna–Chitrakoot four-laning has a consultant and a land-acquisition process under way. Alignment and compensation will decide who gains, and no price effect has been shown.
An industrial base
Limestone and cement give the district non-farm employers, though that demand mostly reaches lease and plot land rather than interior farms.
An airport waiting for an airline
Satna Airport exists but had no regular flights in May 2026. It is an option, not a current driver.
An open buyer pool
No bar on buyers who are not farmers was found in the sources opened, so a buyer from Delhi or Mumbai meets the same rule as a local, subject to the ceiling, the tribal-land check and clean title.
Estimated entry prices below the metro belts
Our estimated bands, marked *, sit well below Bhopal and Indore fringes. Wide bands mean the real range for a given parcel can differ a lot, so use registered deeds nearby.
Clean paperwork is the edge
A buyer who reads the khasra and B-1, asks for lease maps, the forest status and the diversion receipt, and confirms the post-2023 district and tehsil is ahead of one who relies on a broker's summary.
Confirm title, zone and acquisition status directly; these are not certified by Farmland India’s review.
STRAIGHT TALK
Risks & challenges in Satna
Read these before shortlisting in Satna specifically.
Lease land and cement traffic
Limestone is concentrated in Raghurajnagar, Maihar and Amarpatan (industrial profile). Check proximity to leases, quarry roads and blasting zones, and ask the Mining Officer for lease maps.
District reorganisation
Maihar was separated in September 2023 with three tehsils and 654 villages (Patrika, September 2023). Older rate lists and statistics may describe the undivided district; confirm the village's current tehsil and registration office.
Highway acquisition
About 30 revenue villages are affected by the Satna–Chitrakoot widening (Patrika, January 2025). Land in the alignment can be acquired, and the notified alignment should be checked before an advance.
Airport with no airline
No regular flights since the May 2025 inauguration, and a short runway (Free Press Journal, May 2026). Do not price a parcel on a route that does not run.
Groundwater pressure
The 2013 profile put Rampur Baghelan block above 100% development and the district at 75% (CGWB, 2013). Check borewell depth and the current block category.
Diversion and premium
Change of use brings reassessment and a premium, and a landholder who does not inform the SDO can face a 50% penalty under the 2018 text of section 59 (Code Amendment Act 2018). Ask for the diversion order and the premium receipt.
Ceiling, tribal land and records
Holdings above the ceiling can be declared surplus (Supreme Court, January 2021), and a sale of tribal land without Collector permission is exposed (Supreme Court, April 2025). MP Bhulekh was not opened for this page, so compare a fresh khasra and B-1 with the deed.
Who to contact
Local revenue, planning & registration offices
Mutation and revenue-record matters go to the Tehsildar of the relevant tehsil; the district survey report lists the tehsil towns and the Satna district portal, which could not be opened, should carry the current list (district survey report). The Sub-Divisional Officer handles the premium and reassessment on diversion. The District Collector's office handles land acquisition notices, and the Mining Officer holds lease maps. NHAI's project office, not the Tehsildar, holds the Satna–Chitrakoot alignment.
Sale deeds are registered by the Sub-Registrar, now also through Sampada 2.0, where guideline rates can be checked (The Statesman, October 2024). Khasra and B-1 extracts come from MP Bhulekh, which we could not open; ask each office in writing, since we did not confirm current contacts or fees.

COMMON QUESTIONS
Frequently asked questions
Everything buyers, NRIs and investors ask before their first reviewed farmland purchase in Satna.
Visit full wiki01 of 04
Can anyone buy agricultural land in Satna?
None of the court orders or Act texts we opened bars a buyer for not being a farmer. The limits that appear are the holding ceiling under the 1960 Ceiling Act (Supreme Court, January 2021), Collector-level permission for land held by tribal members under section 165(6) (Supreme Court, April 2025) and the FEMA bar on NRIs and OCIs (RBI Master Direction). Satna also lost three tehsils to Maihar district in September 2023, so confirm the village's current tehsil with the Tehsildar.
02 of 04
What does agricultural land cost in Satna?
We found no guideline-rate report or dated price series for Satna. Farmland India's estimate is about ₹6–20 lakh per acre for interior farm land and about ₹25–70 lakh per acre at the city edge and on highway frontage*, with limestone-belt land lower because of lease and haul-road limits. *Indicative only, not a valuation or an offer; prices vary by plot, road access and title. Check the guideline rate with the Sub-Registrar.
03 of 04
What stamp duty applies to land in Satna?
Dainik Jagran English reported in March 2026 stamp duty of 7.5% and a registration charge of 3% on the higher of market or transaction value, about 10.5% together, and an earlier piece gave 9.5% to 12.5%. We could not open the Registration Department's page, so ask the Sub-Registrar for the current schedule. A short-stamped document attracts a 1% a month penalty on the shortfall since 17 December 2025.
04 of 04
Which infrastructure affects Satna?
The Satna–Chitrakoot section of NH-135BG is planned for four lanes, with about 30 villages affected and land acquisition begun in January 2025 (Patrika). Satna Airport was inaugurated on 31 May 2025 but had no regular flights in May 2026 (Free Press Journal). A Satna–Bela four-lane was listed as in progress in 2023.

Data-currency note: the Land Revenue Code, Registration Department, MP Bhulekh and district portals could not be opened (automated fetches were refused), so legal points come from court orders, legal-database copies and press reports; ground-water, crop and land-use figures come from 2013-era profiles of the district before it was reorganised; news items are labelled with their month and year and change quickly. Estimated land prices are Farmland India estimates, not sourced figures. Guideline rates, stamp duty and infrastructure timelines are reported, not confirmed. This is a general guide, not legal advice. Report inaccuracies to wiki@farmlandindia.com.
