District overview

Balotra — a refinery district carved out of Barmer

Balotra was formed from Barmer in 2023 (Drishti IAS, March 2023) and was one of eight new districts kept when the cabinet annulled nine on 28 December 2024 (Scroll, December 2024). The tehsil and sub-division lists above come from a 2023 news table; they may have changed since. When we fetched the district web address it returned only the state welfare-portal landing page, so no official profile of the district was read.

We publish no per-acre price band for Balotra and found no sourced DLC figure for it. Patrika reported that DLC rates rose 5% to 49% across the state from 3 August 2026, after a 10% rise in April 2026, but its examples are in Jaipur and its satellite towns and do not name Balotra (Patrika, August 2026). A DLC rate is the registration floor, not a market price.

The economic story is the Pachpadra refinery-cum-petrochemical complex, inaugurated on 4 July 2026 with 9 million tonnes a year of refining capacity and 2.4 million tonnes of petrochemicals (Swarajya, July 2026; Indian Infrastructure, July 2026). The farming around it is thin: 5,67,016 hectares are sown, but only 45,449 hectares are irrigated, and bajra takes 51% of the cropped area (Agricultural Statistics 2023-24).

The surcharge cap was raised from 10% to 20% by the Rajasthan Stamp (Amendment) Bill, 2018, effective 13 June 2018 (PRS, Bill 18 of 2018; Tribune, September 2018). The rate notified today is not confirmed, and the base stamp duty and registration fee for a sale deed could not be traced, so none is quoted. Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing). Patrika reported in August 2026 that duty and fee follow DLC rates, which rose 5% to 49% in listed areas from 3 August 2026; the report does not name Balotra (Patrika, August 2026). Since July 2024, Rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). Take the current schedule and the DLC rate for the village from the Sub-Registrar.

Know the belt

What is moving prices in Balotra

Balotra has no sourced price series. What the sources do show is a new refinery, a dated textile cluster and thin irrigation.

Pachpadra refinery belt

Refinery inaugurated 4 July 2026

The complex was due to open on 21 April 2026 but a fire at the crude distillation unit on 20 April delayed it (Swarajya, July 2026). The Rajasthan government holds a 26% stake, and Patrika reported hopes that a linked ₹25,000 crore petrochemical complex would draw ancillary industry (Patrika, April 2026). No land price in the belt was found.

Check: zoning, conversion order and DLC rate for any parcel near the refinery boundary.

Balotra town: textile processing

Effluent history in the cluster

In September 2021 the Rajasthan Pollution Control Board ordered more than 800 textile units in Balotra to stop until an 18 MLD reverse-osmosis plant started, because effluent was reaching the Luni river (EAWater, October 2021). The Barmer profile counted 1,690 registered textile units district-wide in 2010-11, before the split (MSME-DI Barmer profile).

Check: whether a unit or plot has discharge consent before paying for an industrial or warehouse site.

Rural farmland

Mostly unirrigated; 8% irrigated

Of 5,67,016 hectares sown in 2023-24, 45,449 were irrigated, all from tubewells and open wells, and no canal area is shown. Bajra covers 51.37% of the cropped area, wheat 1.37% and rape and mustard 1.33% (Agricultural Statistics 2023-24).

Check: water source and borewell record, since the table shows no canal irrigation.

Asking prices

No sourced price series

Listing-site asking prices for Balotra could not be traced to registered deals, so none are shown. The DLC rate is the only official reference and no Balotra figure was found.

Check: registered sale deeds in the same revenue estate before negotiating.

Units: acres and hectares

Land here is quoted in acres and hectares. Local land units differ by tehsil and village, and Patrika reported that agricultural registration moved to hectares in December 2024 (Patrika, December 2024). Convert any quote before comparing offers, and ask the Patwari for the khasra area in the jamabandi.

Pachpadra refinery-cum-petrochemical complex

The complex at Pachpadra is described as the country's first greenfield integrated refinery-cum-petrochemical complex, with 9 million tonnes a year of refining and 2.4 million tonnes of petrochemicals (Indian Infrastructure, July 2026; Swarajya, July 2026). Swarajya puts the investment above ₹79,450 crore and says it is meant to anchor a proposed petrochemical and plastic park. The opening slipped from 21 April after a fire on 20 April (Patrika, April 2026). No jobs figure was given in the reports read.

Agriculture & terrain

Soil, crops & water in Balotra

A rain-fed bajra district where only about one acre in twelve is irrigated, with salt works and textile effluent on the Luni side.

🌾 Rain-fed bajra land

Balotra had 5,67,016 hectares of net sown area in 2023-24, 60.4% of its 9,38,197-hectare reporting area, and a total cropped area of 6,11,011 hectares, a cropping intensity of about 108% (Agricultural Statistics 2023-24). Bajra covers 51.37% of cropped area. The parent Barmer profile lists wheat, guar, til, moth, moong, bajra and isabgol as main crops (MSME-DI Barmer profile).

  • Bajra
  • Guar
  • Moth
  • Moong

🧂 Salt works and minerals

The Barmer profile says salt mines in Pachpadra tehsil cover about 52 sq km, and lists gypsum, bentonite, granite, silica sand and lignite, with lignite reserves put at 344.35 million tonnes for the whole old district (MSME-DI Barmer profile). It is undated (data to 2011-12). Mineral and lease status decides what can be built or farmed, so it matters more than soil.

🌊 Luni river and effluent

  • Textile units

💧 Water & rainfall

No Balotra row exists in the IMD 2025 report, so its parent Barmer is the nearest figure: 389.5 mm in June to September 2025 against a 272.7 mm normal, 43% above (IMD, Jaipur). The older Barmer profile gives an average of 277 mm a year (MSME-DI Barmer profile). In 2023-24 Balotra's 45,449 irrigated hectares came from tubewells (39,537) and open wells (5,880) (Agricultural Statistics 2023-24). The CGWB 2024 assessment puts the state at 149.86% extraction with 214 of 302 units over-exploited; the text read gave no Balotra unit figures (CGWB 2024; Lok Sabha reply, December 2025).

📐 Measurement units

Land is quoted here in acres and hectares. Local units differ by tehsil, so ask the Patwari for the area in the jamabandi and convert before comparing two offers. Crop income is modest on unirrigated bajra land, so price a parcel on location and permitted use, not on yield.

Farmland India view

Why investors look at Balotra

Five reasoned points, with an honest note that price evidence is missing and the rail link is still a survey.

A refinery that is open

The Pachpadra complex was inaugurated on 4 July 2026, after a fire delayed it from April. Output, not the ceremony, is what drives demand for housing, warehouses and suppliers, so this desk reads the next year's operating record as the test.

Supply-chain land, not farm yield

With 8% of sown land irrigated and bajra dominant, farm income will not carry a land price. A buyer is paying for location relative to the refinery and its feeder roads and rail.

A rail link that is only surveyed

The 11 km Balotra–Pachpadra line has an approved survey and no approved project. The date it reaches the refinery decides which parcels gain, so wait for the Railway Board decision before paying for it.

A textile cluster with a compliance past

The 2021 effluent order shows what a missed consent can do to a processing unit. Industrial land here deserves an environmental check that farmland does not.

Thin data rewards paperwork

No price series, no official district profile and a short operating history mean the buyer who documents title, conversion, mineral status and water is better placed than one relying on a broker summary.

STRAIGHT TALK

Risks & challenges in Balotra

Read these before shortlisting in Balotra specifically.

Single-project dependence

Demand rests heavily on one refinery that opened after a fire delay. Operating hiccups, offtake or policy shifts would be felt locally. Do not assume the petrochemical park or rail link will arrive on a date.

Announced is not delivered

The rail link has a survey approved and no sanction; the petrochemical park and the Jaipur–Pachpadra Expressway were each named in one report only. Price on today's access.

Textile effluent and the Luni

More than 800 Balotra units were ordered to stop in 2021 over discharges into the Luni. Ask about discharge consent and river proximity for any parcel near the cluster.

Water and irrigation

Only 8% of sown land is irrigated and all of it from wells; the state is at 149.86% groundwater extraction. Check borewell depth and yield before assuming irrigation or a water supply.

SC/ST khatedar land and ceiling

Section 42 voids a sale to an outsider by an SC or ST khatedar, and the Ceiling Act's unirrigated limits are set by zone that we could not match to each tehsil. Read the jamabandi and the declarations.

Conversion and mineral leases

Use outside agriculture needs Section 90A permission; salt, gypsum and lignite areas may carry leases. Ask for the conversion order and mineral status in writing.

No sourced price series

We use no listing-site prices for Balotra, and the 2026 DLC reports do not name it. Collect registered comparables before negotiating.

Who to contact

Local revenue, planning & forest offices

Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil (Pachpadra, Kalyanpur, Siwana, Samdari, Baytoo, Gira or Sindhari, per the 2023 list), under the District Collector at Balotra. Sale-deed registration is handled by the local Sub-Registrar through ePanjiyan (NeGD listing). Conversion applications go to the officer named by use and size in the 2007 rules (Revenue Department rules). Mineral questions go to the Mines department. The district web address opened only as the state welfare-portal landing page, and the Apna Khata, eDharti and ePanjiyan portals were not opened, so check them directly.
