District overview

Phalodi โ€” a new desert district cut from Jodhpur, with a very large solar park and an over-drawn water table

Phalodi became a district in 2023, carved from Jodhpur and placed in the Jodhpur division (Connect Civils). The state set its count at 41 districts in December 2024 (Scroll, December 2024); Phalodi's retention rests on the project brief and is flagged CONFIRM. Eight tehsils are reported, but the notification and the district portal were not read. Area and population for the new boundary were not found; parent Jodhpur had 36,87,165 people at Census 2011.

We publish no per-acre price band for Phalodi. No registered-deal series or district DLC table was reached, and listing-site asking prices could not be traced to registered deals. DLC rates were raised about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; Hindi-language report). In December 2024 irrigated rural land rose by up to 50% and agricultural registration moved to hectares (Patrika, December 2024). A DLC rate is a registration floor, not a market price.

Water is the first question. In the 2009 CGWB assessment the Phalodi block stood at 104.09% of groundwater development (over-exploited), with fluoride above 1.5 mg/l in the western half, while the Bap block was safe at 38.66% (CGWB booklet, 2013). The Bhadla solar park covers more than 5,700 hectares at 2,245 MW (NASA via UNCCD), and Phalodi station was reported in the final stage of a โ‚น18.15 crore rebuild in September 2026.

The surcharge cap on stamp duty (cow protection, section 3-B of the Rajasthan Stamp Act, 1998) was raised from 10% to 20% in 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018); the rate notified today is not confirmed. We could not trace the base sale-deed duty or the registration fee to an official page or a news report, so none is quoted; ask the Sub-Registrar for the current schedule. Patrika reported in August 2026 that duty and fee follow DLC (district level committee) rates, and in December 2024 gave a worked example: on a โ‚น50 lakh transaction where the rate rose 15%, the extra cost was โ‚น66,000 in a man's name and โ‚น56,250 in a woman's. Since July 2024 rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing).

Phalodi block groundwater

Stage 104.09%, over-exploited (2009)

The CGWB booklet gives a replenishable resource of 53.4109 million cubic metres, net availability of 50.7404 and total gross draft of 52.8144 for the Phalodi block, with fluoride above 1.5 mg/l in its western half; water levels rose 2 to 4 m in parts and fell up to 2 m in the west and east (CGWB booklet, 2013).

Check: the current block category and a test borewell for depth and fluoride.

Bap block and the neighbours

Bap 38.66% safe; Shergarh 123.78% and Osian 324.04% over-exploited (2009)

Bap was the one safe block in the old Jodhpur district; Osian, Shergarh, Bilara, Bhopalgarh, Mandore and Balesar were over-exploited (CGWB). Blocks do not map one to one onto the new tehsils, so check which district and block a village now sits in.

Check: the village, block and district on the papers.

Bhadla solar park

2,245 MW on more than 5,700 ha

NASA's Earth Observatory describes the park in the Phalodi area of the Thar Desert, with construction first visible in satellite imagery in 2015 and an image dated 26 January 2022 (NASA via UNCCD). No land price effect has been published.

Check: whether the khasra is allotted land or private khatedari land.

Sandstone and limestone

Parent-district output 2011-12: 23,85,773 t sandstone

The Jodhpur profile records sandstone mined for about 500 years and limestone of 5,51,179 tonnes in 2011-12 (MSME-DI). It does not place leases by the new district.

Check: leases on or beside the khasra.

Asking prices

No sourced price series

Listing-site asking prices for Phalodi could not be traced to registered deals, so none is shown. The DLC rate is the only official reference and no district table was reached.

Check: registered sale deeds in the same revenue estate before negotiating.

Units and measurement

Phalodi sellers and records can use local land units that differ by tehsil, and agricultural registration was moved to hectares in December 2024 (Patrika, December 2024). Convert every quote to acres or hectares (1 hectare is about 2.47 acres) and match it to the area in the jamabandi. We did not open a revenue manual for local unit definitions.

Agriculture & terrain

Soil, crops & water in Phalodi

A desert district where bajra, tubewells and a falling water table decide what a parcel can grow.

๐Ÿœ๏ธ Desert soils and bajra

The CGWB booklet lists red desertic soils, desert soils, sand dunes, hill lithosols and regosols, saline soils and sierozems for old Jodhpur district. In 2010-11 the parent district grew bajra on 6,35,173 hectares, pulses on 2,96,352, mustard on 78,487, wheat on 59,285 and groundnut on 49,084 (CGWB booklet). No Phalodi table was found.

  • Bajra
  • Pulses
  • Mustard

๐Ÿ’ง Tubewell irrigation

Of 2,65,681 hectares net irrigated in the parent district in 2010-11, tubewells supplied 2,60,535; no canal area is listed. Pre-monsoon water levels in May 2011 ranged from 0.01 to 82.51 m below ground, mostly 20 m to more than 40 m (CGWB). Irrigation depends on a falling water table.

  • Tubewells
  • Deep water table

๐Ÿง‚ Salinity and fluoride

Saline soils are listed for the parent district, and fluoride exceeds 1.5 mg/l in the western half of the Phalodi block. The 2024 CGWB state report lists Jodhpur for electrical conductivity, fluoride, nitrate and uranium anomalies at sporadic locations and does not name Phalodi (CGWB, 2024). Test water quality, not just depth.

  • Fluoride
  • Salinity

๐Ÿ’ง Water & rainfall

The CGWB booklet gives normal annual rainfall of 314 mm (1901 to 1970) and a 1971-2012 mean of 374 mm for old Jodhpur district, with groundwater development at 208.26% in 2009 (CGWB). The IMD Jaipur report gives a June to September normal of 283.6 mm for west Rajasthan and 435.6 mm for the state (IMD, 2025); the bases differ. Block data is from 2009, so a borewell test matters.

๐Ÿ“ Measurement units

Local units vary by tehsil, so convert every quote to acres or hectares before comparing offers. Statewide, the 2023-24 statistics report bajra on about 42.9 lakh hectares, mustard 40.0 lakh and guar 28.8 lakh (Agricultural Statistics of Rajasthan 2023-24); no Phalodi table was opened. Mandi prices on Agmarknet were not opened, so none is quoted.

Farmland India view

Why investors look at Phalodi

Five reasoned points, with a plain note that price evidence is thin and Phalodi has little official data of its own.

A solar-energy economy next door

The Bhadla park at 2,245 MW on more than 5,700 hectares shows the scale of the sector in the Phalodi area. No price effect is published, and park land may be allotted government land, so it is context, not a return case.

A railway station being rebuilt

The โ‚น18.15 crore redevelopment of Phalodi station was reported in its final stage in September 2026. It improves the town's rail access but says little about land outside it.

Cheap-looking desert land is a water problem

The Phalodi block was over-exploited at 104.09% in 2009, with fluoride in the west. Test water before valuing a parcel on its farming potential.

A new district with a changing record base

Phalodi became a district in 2023 and records moved from Jodhpur. A buyer should match tehsil, village and registration office to the current district.

A market that rewards paperwork

Solar-park allotments, mining leases, ceiling declarations, conversion permission and section 42 are parcel-specific. A buyer who documents each is better placed than one relying on a broker summary.

STRAIGHT TALK

Risks & challenges in Phalodi

Read these before shortlisting in Phalodi specifically.

Over-exploited water table

The Phalodi block was at 104.09% of groundwater development in 2009, and water is often 20 m to more than 40 m down in the parent district. Test borewell depth and water before assuming irrigation.

Fluoride and salinity

Fluoride exceeds 1.5 mg/l in the western half of the Phalodi block and saline soils occur in the district. Ask for a water-quality test.

Solar-park and allotted land

Land in or beside the Bhadla park may be allotted government land. Check the revenue record for the khasra's category.

Mining leases

Sandstone and limestone are mined in the parent district. Check the khasra and its boundary for leases or applications.

Border and canal-command orders

We found no district-specific order, and cannot rule one out. Ask the Collector in writing.

Thin district data

The district portal opened without a profile, the tehsil list is from a reference listing and area and population for the new boundary were not found. Confirm the revenue units with the Tehsildar.

No sourced price series

We use no listing-site prices for Phalodi and no district DLC table was reached. Collect registered comparables before negotiating.

Who to contact

Local revenue, planning & registration offices

Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil, under the Sub-Divisional Officer and the District Collector of Phalodi. Conversion of agricultural land is decided by the Tehsildar, Sub-Divisional Officer, Collector or State Government depending on use and size (Revenue Department conversion rules). Sale deeds are registered by the Sub-Registrar through the ePanjiyan system (NeGD listing). Mining-lease and allotment questions go to the Collector's office and the Mines Department. The Phalodi district portal opened but showed no district profile, and the ePanjiyan, Apna Khata and Revenue Department sites were not opened, so check those directly.
