District overview

Salumbar โ€” a new tribal-belt district cut from Udaipur, with thin official data

Salumbar was notified as a district in 2023 by joining five tehsils of Udaipur: Salumbar, Jhallara, Sarada, Semari and Lasadiya (Udaipur district survey report, 2024). The state kept 41 districts after its December 2024 review (Scroll, December 2024), and Salumbar's retention rests on the project brief and is flagged CONFIRM. Population, area and village counts for the new boundary were not found in an official table; the parent district had 30,68,420 people at Census 2011.

We publish no per-acre price band for Salumbar. No registered-deal series or district DLC table was reached, and listing-site asking prices could not be traced to registered deals. DLC rates were raised about 10% in April 2026 and by 5% to 49% in listed areas from 3 August 2026 (Patrika, August 2026; Hindi-language report). In December 2024 irrigated rural land rose by up to 50% and agricultural registration moved to hectares (Patrika, December 2024). A DLC rate is a registration floor, not a market price.

Farming is mainly rain-fed, with maize the largest crop in the parent district (1,79,380 hectares in 2010-11) and normal rainfall of about 688 mm (survey report; CGWB booklet, 2013). In the 2009 CGWB assessment the Salumbar block was semi-critical at 90.34% of groundwater development, and Sarada and Lasadia were critical at 94.06% and 91.23%. Semari and Jhallara are not in that booklet.

The surcharge cap on stamp duty (cow protection, section 3-B of the Rajasthan Stamp Act, 1998) was raised from 10% to 20% in 2018 (PRS, Bill 18 of 2018; The Tribune, September 2018); the rate notified today is not confirmed. We could not trace the base sale-deed duty or the registration fee to an official page or a news report, so none is quoted; ask the Sub-Registrar for the current schedule. Patrika reported in August 2026 that duty and fee follow DLC (district level committee) rates, and in December 2024 gave a worked example: on a โ‚น50 lakh transaction where the rate rose 15%, the extra cost was โ‚น66,000 in a man's name and โ‚น56,250 in a woman's. Since July 2024 rule 57 of the Stamp Rules lets the registering officer inspect the land and value open land and structures separately (TeamLease RegTech, July 2024). Deeds are registered through the Registration and Stamps Department's ePanjiyan system (NeGD listing).

What is moving prices in Salumbar

Groundwater, soil and mineral facts from official documents, mostly for the parent district. No listing-site prices are used.

Block groundwater: Salumbar, Sarada, Lasadia

Stage 90.34% (semi-critical), 94.06% and 91.23% (critical), 2009

The CGWB booklet gives replenishable resource and gross draft of 34.2150 and 27.8197 million cubic metres for Salumbar, 26.1623 and 22.1165 for Sarada and 11.1924 and 9.1897 for Lasadia, all as on 2009 (CGWB booklet, 2013). The parent district stood at 107.27%. Semari and Jhallara are not in the booklet.

Check: the current block category on the groundwater assessment system and the depth of a test borewell.

Soil and crops: red clay and maize

Maize 1,79,380 ha in the parent district (2010-11)

The booklet gives red clay for the Salumbar and Sarada blocks. Parent-district areas in 2010-11: maize 1,79,380 ha, wheat 55,118, oilseeds 30,406, pulses 22,831, barley 7,529 and jowar 7,477 (CGWB). The survey report says agriculture is mainly rain-fed (survey report).

Check: whether the parcel is irrigated by a well or tank, and the crop shown in the girdawari.

Marble, soapstone and phosphate belts

Parent-district belts; not placed by new district

The survey report describes pink, white and green marble belts, a 40 km soapstone belt (about half of Rajasthan's soapstone output comes from Udaipur) and proved rock phosphate reserves of 77.0 million tonnes (survey report). It does not say which belts fall in Salumbar.

Check: mining leases on or beside the khasra.

A district still settling

Notified 2023; kept in December 2024 (CONFIRM)

Records, tehsil codes and office jurisdictions moved when the district was formed, so an older jamabandi or deed may carry the Udaipur name (survey report). The 41-district count comes from Scroll.

Check: that the tehsil, village and registration office on the papers match the current district.

Asking prices

No sourced price series

Listing-site asking prices for Salumbar could not be traced to registered deals, so none is shown. The DLC rate is the only official reference and no district table was reached.

Check: registered sale deeds in the same revenue estate before negotiating.

Units and measurement

Salumbar sellers and records can use local land units that differ by tehsil, and agricultural registration was moved to hectares in December 2024 (Patrika, December 2024). Convert every quote to acres or hectares (1 hectare is about 2.47 acres) and match it to the area in the jamabandi. We did not open a revenue manual for local unit definitions.

District status and administrative set-up

Rajasthan reduced its district count to 41 on 28 December 2024 (Scroll, December 2024; Sentinel Assam). Agriculture & terrain

Soil, crops & water in Salumbar

A rain-fed hill district where wells, tanks and the groundwater position decide what a parcel can grow.

๐ŸŒฝ Rain-fed maize hills

The survey report says agriculture is mainly rain-fed; kharif crops are maize, rice, tur, moong, urad, cotton and sugarcane and rabi crops barley, wheat, gram and mustard (survey report). In 2010-11 the parent district grew maize on 1,79,380 hectares and wheat on 55,118 (CGWB booklet). No Salumbar table was found.

  • Maize
  • Wheat
  • Pulses

๐Ÿงฑ Red clay and wells

The booklet gives red clay for Salumbar and Sarada, and irrigation in the parent district in 2010-11 was 56,509 hectares from other wells, 9,319 from tubewells, 5,438 from tanks and 2,275 from canals out of 74,143 hectares net (CGWB). Wells carry the load, which links crops to the groundwater position.

  • Red clay
  • Open wells
  • Tanks

๐ŸŒŠ Mahi tributaries

The survey report says the southern and central parts of the former district drain through tributaries of the Mahi, including the Som and Gomti, the west to the Sabarmati and the north to the Banas (survey report). It does not place a river inside Salumbar's tehsils, so ask the Tehsildar for the khasra's water-body record.

  • Som
  • Gomti
  • Mahi basin

๐Ÿ’ง Water & rainfall

The survey report gives about 688 mm of annual rainfall (1971 to 2021 average) for the parent district, and the CGWB booklet 637.0 mm; the two do not agree, so both are shown (survey report; CGWB). The 2024 CGWB state report lists Udaipur for electrical conductivity, fluoride and nitrate anomalies at sporadic locations and does not mention Salumbar (CGWB, 2024). Block data is from 2009.

๐Ÿ“ Measurement units

Local units vary by tehsil, so convert every quote to acres or hectares before comparing offers. Statewide, the 2023-24 statistics report mustard on about 40.0 lakh hectares, bajra 42.9 lakh and wheat 31.1 lakh (Agricultural Statistics of Rajasthan 2023-24); no Salumbar table was opened. Mandi prices on Agmarknet were not opened, so none is quoted.

Farmland India view

Why investors look at Salumbar

Five reasoned points, with a plain note that price evidence is thin and Salumbar has little official data of its own.

A new district with administrative attention

Salumbar became a district in 2023 and was kept in the December 2024 review (to confirm). No price effect of that has been published, so it is context, not a return case.

Rain-fed maize land with weak groundwater

Wells and tanks carry irrigation and the 2009 block data is tight, so water, not the road, is the first thing to test.

A tribal belt makes title the first filter

The parent district was 49.7% Scheduled Tribe at Census 2011. Section 42(b) voids sales of khatedari land by Scheduled Tribe holders to non-members, so a clean seller chain matters more than the quote.

Mineral belts nearby, not necessarily here

Marble, soapstone and phosphate belts are described for the former Udaipur district. Check the khasra for leases before valuing a parcel on mining potential.

A market that rewards paperwork

Boundary changes, conversion permission, ceiling declarations and forest status are parcel-specific. A buyer who documents each is better placed than one relying on a broker summary.

STRAIGHT TALK

Risks & challenges in Salumbar

Read these before shortlisting in Salumbar specifically.

Section 42 and tribal-belt titles

A sale of khatedari land by a Scheduled Tribe member to a non-member is void under section 42(b). Read the seller's community from the jamabandi and ask the Collector about any Scheduled Area status.

Tight groundwater

The Salumbar block was semi-critical and Sarada and Lasadia critical in the 2009 assessment. Test borewell depth and water before assuming irrigation or a farmhouse supply.

Forest and sanctuary overlays

The survey report names a Jaisamand wildlife sanctuary and the parent district had large forest cover. Ask the Forest Department about the khasra.

Mining leases

Marble, soapstone and phosphate belts exist in the former district. Check the khasra and its boundary for leases or applications.

New-district paperwork

Records and offices moved in 2023. Check that tehsil, village and registration office on the papers match the current district.

Thin district data

The district portal refused an automated fetch, and population, area and prices for the new boundary were not found. Many figures here are for Udaipur and are labelled so.

No sourced price series

We use no listing-site prices for Salumbar and no district DLC table was reached. Collect registered comparables before negotiating.

Who to contact

Local revenue, planning & registration offices

Mutation and revenue-record matters go through the Tehsildar of the relevant tehsil (Salumbar, Jhallara, Sarada, Semari or Lasadiya), under the Sub-Divisional Officer and the District Collector of Salumbar. Conversion of agricultural land is decided by the Tehsildar, Sub-Divisional Officer, Collector or State Government depending on use and size (Revenue Department conversion rules). Sale deeds are registered by the Sub-Registrar through the ePanjiyan system (NeGD listing), and forest status comes from the Forest Department. The Salumbar district portal refused an automated fetch, and the ePanjiyan, Apna Khata and Revenue Department sites were not opened, so check those directly.
